Chapter 2

The team arrived at their safehouse in England. Hannibal was still contemplating why Stockwell seemed off at the briefing. Face and Frankie had a bet as to whether Stockwell was actually human, this might influence that bet. Hannibal made a mental note to call his old friend Amy to see what she could find. When they got to the hotel there was an incident. Hannibal saw an old "friend" Dimitri Kovich, a Soviet general. They recognized each other, and just walked up to talk.

Hannibal: I see you were able to escape after the "incident."
Dimitri: It is a new day, perhaps you've heard of Glasnost.
Hannibal: Call me a cynic, why are you here.
Dimitri: My government is more open now, but some things are still classified. Perhaps for the same reason you are here.
Hannibal: Or her.

Hannibal and Dimitri saw Face talking to Sarah Weinstein, a spy for Mossad. Hannibal could only hope that Face was using his charms on her, and not the other way around. He decided not to take chances. He walked up to them, and Dimitri followed them. Hannibal suggested the four of them go somewhere private to talk.

Face: Of course I knew she was a spy, I was trying to assetain why she was here?
Hannibal: Did you?
Face: No, because you cut me off.
Hannibal: Sure. Why are we all here?
Sarah: I am not allowed to say.
Hannibal: Is it about the peace conference?
Sarah: How do you even know about that?
Hannibal: I work for a man who knows a lot.
Dimitri: As do I. Your government supports the Israelis, mine supports the Palestinians. I think we would all prefer the conflict reach a reasonable conclusion.
Hannibal: By any chance are either of you here for any specific threat, someone all of our governments want killed or captured?
Sarah: Yes, Heinrich Werner.
Dimitri: He has committed war crimes against my people, and yours. Gorbachev wants him dead or captured.
Sarah: We all have the same target, we all want the peace talks to go well. Perhaps we can work together.
Dimitri: Perhaps we can.
Hannibal: Maybe. But I'm wondering how all three of our governments know where he is.
Dimitri: I honestly don't know how my people found him.
Hannibal: Nor do I. And any war criminal who lives to be his age doesn't get there by being careless. One of us might have found him, maybe, maybe two. But not all three of us.
Sarah: He's desperate to stop the peace talks, perhaps that required him to risk exposure.
Hannibal: Maybe. I believe that both of you, and your teams were kept in the dark about the specifics. Sarah, how would your people feel about Werner being tried in Russia?
Sarah: We would prefer he be tried in Israel, but at least this would bring attention to his actions, to the Holocaust, and that cannot be forgotten.
Dimitri: And my country does still have the death penalty, yours does not. We'd prefer to use it in this case, but incarceration for life in Israel or America would be acceptable.
Hannibal: Okay, on the off chance we are able to capture Werner alive we can argue about jurisdiction later. But for now at least, I guess we can work together to bring him to some form of justice.
