Chapter 9 Hate

OCEANSIDE PD – THE NEXT DAY

"Chief, Manager of the Beachfront Inn on line 3."

"Did he say what the problem is?"

"No, sir."

"Ok, I'll pick it up," he does. "Chief Williams here."

"Chief, Bill Adams here; Beachfront Inn manager. We've got a big problem."

"What is it, Bill?"

"We have a lesbian wedding coming up, this coming Saturday. One of our maids found a paper with wedding info and HATE scribbled on it in red. In one of our rooms. We need security help, please!"

"Calm down, I will have a car and 2 officers out there shortly. Have all the evidence and the maid ready for the officers to see in 15 minutes."

"Yes sir. We will be prepared."

SDPD – CHIEF'S OFFICE

"Chief, Oceanside PD on line 2; a captain Lemmons."

"Neve heard of him. I'll pick it up."

"Chief Wilson here, captain Lemmons?"

"Yes sir, Steve Lemmons. I've got a problem; I hope you can help. Chief Williams asked me to call you."

"What's the problem, captain?"

"Sd have a wedding coming up at one of our beachfront hotels."

"You are calling for more security? Are you shitting me?"

"Well, sir, it's a lesbian wedding and we have found evidence of a pending HATE crime interrupting that wedding. And-

"And WHAT?"

"Well, the two ladies are good friends with an NCIS agent. And several NCIS personnel will be participating including Henrietta Lange."

"SHIT! If this descends into chaos, Ms. Lange will be all over your ass – and probably mine because of proximity."

"Thus, my call, chief."

"Yes, yes. I think I have just the squad that can help you. I'll get back to you right after lunch. Bye."

"Bye, and thanks."

"Leslie, get me captain Espinoza, STAT!"

CHIEF'S OFFICE

"Espinoza and Reagan are here, sir."

"Send them in."

"Yes, sir."

Captain Espinoza and Lieutenant Reagan enter and take a seat.

"Gentleman, we've got a problem." After Chief Wilson tells his officers what he knows, they discuss.

"Who is this Henrietta Lange," Jamie asks.

Wilson chuckles, "the smartest, slipperiest, most connected, diminutive bad-ass woman you ever will meet! She manages the NCIS Office of Special Projects up in LA. Her A-team is heavily involved in this wedding; so, if it all goes to hell it will be my ass. And subsequently yours! Is that clear?"

"Yes, sir!" Jamie and Espinoza look at each other.

"What do you want us to do, sir?" The captain asks.

"Get up to Oceanside tomorrow early. The hotel manager and 2 NCIS agents will be ready to talk with you. I want you to coordinate this – I expect you to be in charge. Understood!"

"Yes, sir!"

"Good; I think you should do this with your #1 squad. Is that ok?"

The two men look at each other and nod.

"Yes, sir," captain Espinoza agrees.

"Good, dismissed."

Jamie and the captain exit the office.

"Get the squad ready Lieutenant."

"Yes, sir, will do!"

MCD BULLPEN

"Squad 1, my office, NOW!" Jamie barks.

The sergeant and 4 officers assemble in Lieutenant Reagan's office. Thy take seats.

"Are we going to see some action?" Officer Brooks pipes up.

"Yeah, wedding security up in Oceanside." Jamie mutters and watches for reactions.

"What the f—k!" Officer Wells grouses. (Officer Wells had failed his interview, the Chief intervened. The Lt. was NOT pleased!)

All look dismayed.

"A lesbian wedding, evidence of significant hate crime potential and significant NCIS participation under the watchful eye of one Henrietta Lange." Jamie fills them in.

"Oh, shit," Wells changes his tune.

"So, Brooks and Sgt. Adams are accompanying me and the captain tomorrow. We leave 06:00 for Oceanside. We will meet hotel, PD and 2 NCIS agents to review evidence and plan. Our chief wants us to be in charge. Any questions?"

"And the rest of us," Wells grouses.

"Briefing day-after-tomorrow 08:00."

"Others?"

"No, sir."

"Dismissed."

OCEANSIDE PD – NEXT DAY 08:30

After breakfast at Denny's, the SDPD foursome arrives and is shown into the PD chiefs office. The others had arrived 5 minutes before.

Introductions are brief:

Captain Lemmons, Oceanside PD.

Sargeant Olson; Oceanside PD.

Bill Adams; Beachfront Inn manager.

Kensi Blye; NCIS-OSP Special agent.

Marty Deeks; NCIS-OSP investigator.

Hetty Lange; NCIS-OSP Office manager.

"You guys a little late. Traffic?" Deeks smirks.

Kensi gives him a soft elbow; Hetty a glare.

"Nah, my Grand Slam breakfast took longer than I anticipated," Brooks smirks right back.

"Ok, let's get started," Lemmons declares.

"May I speak, captain?" Hetty inquires.

"Surely," Lemmons offers.

"I heard that captain Wilson wants SDPD to be in charge. I object to that." Hetty voices.

Espinoza raises his hand. Lemmons nods his way.

"Hetty, your people will be involved inside, with the ceremony. The protestors will be outside, across the street. We will be doing our job outside, with them. We need to be in charge; protecting the venue while at the same time allowing those protesting to exercise their constitutional rights."

"I think that makes the utmost sense," Lemmons states.

"We agree," Marty admits and Kensi nods on assent.

"That's a good plan, now that you state it. Ok gentlemen, what do we need to discuss?" She settles back in her chair.

After discussing and fine tuning the plan, Jamie speaks up.

"I would like to talk with the leader of the protest. Can that be arranged?" Jamie states.

"Yes, and I'd like to be with you in that talk," Lemmons adds. "I will set that up."

"Thank you," Espinoza voices.

That talk occurs before Jamie goes back to SD. He wanted to assure the demonstration leader that their constitutional rights would be respected; and make sure they understood what the police expected of them.

It seemed to be a good talk.

Jamie felt reassured.

WEDDING DAY

The protestors and police were on site 3 hours pre ceremony. The protestors were staying back of the legal perimeter, were carrying non-obscene signs, and were keeping the noise level to within agreed upon decibel limits.

The wedding party and guests all arrived and were ushered inside without incident. Catering trucks and food also made it inside without mishap. Jamie was pleased so far.

As it sounded like the nuptials were almost concluded, Jamie got a bad feeling in his stomach; his cop sense was going off. He put his noise suppressor on his weapon and motioned for Officer Brooks to do likewise. He motioned for Brooks to follow him and slowly crept toward the right side of their formation.

Suddenly agent Blye came out a side door just to Jamie's right. She had a puzzled look on her face and was holding her phone. As Jamie slowly edged towards her, to cover her, he saw out of the corner of his eye a figure clothed in black make a move toward her. He patted the back of his left thigh, signaling Brooks to cover his left side.

As he took one last step, he saw the black clothed figure raise a weapon. That person was behind Kensi and out of her line of sight. Jamie raised his weapon and squeezed off 2 rounds; his bullets both struck the assailant in the left thigh. He fell to the ground and Kensi whirled around, alerted to the threat.

Brooks immediately ran to the perp, kneeled on his back and cuffed him. He kicked the perp's weapon away and Jamie picked it up. Brooks held pressure on the GSWs until EMT personnel arrived to take command.

Kensi came over and gasped, "Jack!" She mumbled, with one hand over her mouth. She was trembling.

Jamie took care of the weapon, bagging it for evidence. He then took Kensi gently by the arm and led her back inside. He called for Sargeant Olson of the Oceanside PD to assume command outside. All else was orderly outside.

Jamie led Kensi to a couple of chairs in the back and they sat down. The ceremony was concluding, everyone would be going to the reception hall.

"Agent Blye, do you know that man?"

"Call me Kensi, and yes. That's Jack Simon, my ex-fiancé. I haven't seen him in years. I don't know where he is living. I've had no threats. I can't believe this!"

Jamie speaks up, "he was in the meeting I had with the demonstration leader. I recognize him, but he wasn't introduced at that meeting. But it wouldn't have rung any bells for me any how. Are you ok now, Kensi?"

"Yes, thanks Lieutenant."

"It's Jamie."

"Exchanging first names, are we," another voice enters the conversation. Hetty has appeared from out of nowhere.

"Just doing my job," Jamie voices.

"He's being polite, Hetty," Kensi smirks.

"May I take care of my agent, Lieutenant?"

"Certainly. But I will need her witness statement before you leave the premises, please."

"We will make sure you get that," Hetty assures him.

"Jamie, thanks for taking him down, I owe you," Kensi gives him a quick hug.

He returns the hug, "Just doing my job; you are very welcome. If you are ever in San Diego, look me and Caitlin up." He hands Kensi his card.

"I'll see you in a bit, for that statement," He nods toward Hetty.

She nods in agreement. She and Kensi head to the reception.

Jamie heads back outside, the demonstrators have dispersed. All is calm.

CORONADO CONDO – PHONE CALL

"Hi lover, how was the wedding," Caitlin asks.

"Oh, just a little excitement. The ex-fiancé of one of the NCIS agents tried to crash the party. He was mixed in with the demonstrators, I took care of him. Saved the damsel in distress."

"Ah, ha, did she know that she was in distress?"

"Not really; well, after the fact, yes."

"So, you are ok, sweetheart?"

"Fit as a fiddle. Or a concert grand!"

"Nice save, sport."

"I can hardly wait until you get out here! I really miss you, babe!" Jamie voices.

"Me too! 2 more weeks and we'll be together for good."

"Well, I better do my shopping soon!"

"You mean you don't, have it?"

"Have what?" Jamie grins.

"Shall I draw you a picture?" She giggles.

"No, not needed. I've got a vision."

"Good, get right on it."

"Yes ma'am. You better get to bed. Wish I was there."

"Me too. 1-4-3 night!"

"1-4-3 more!" He's always 2nd!

"1-4-3 most. Good night love!"

"Good night!"

NCIS-OSP Ops Center

Hetty is debriefing the team. "Kensi, had you heard from Jack recently?"

"No, not in years. I don't have a clue where he lives, or what he's doing."

"Eric, Nell, what have you found out about Jack Simon?"

"Not a thing. We're still working on it. He seems to be a ghost!" Eric mutters.

"That's not funny," Deeks snorts.

"Sorry, poor choice of words," Eric admits, sheepishly.

"Well, keep looking," Hetty strides from Ops.

Deeks puts an arm around Kensi's shoulders. "It'll be all right, babe." He whispers.

"I hope," she whispers back.
