Somewhere in Tokyo, the chief of police along with other higher ups in the police force had a meeting to discuss what happened. A reporting officer said, "The Nomu we captured are just as unresponsive as the last ones. They're basically mindless animals. We haven't gotten any new info on them. The warehouse they were kept in was completely destroyed. We'll continue our investigation, of course, but we don't know how much data we can collect."

The police chief asked, "And we haven't gotten any worthwhile information from the bar at all?"

The reporting officer answered, "We're still looking into that, sir."

The police chief groaned. Another higher up said, "We apprehended all the Nomu, sure, but we let most of the perpetrators, including Shigaraki, slip through our fingers. Honestly, even though we captured their boss, I'd have to say this whole thing was a draw."

The police chief said, "Don't be a fool. Our country just lost the Symbol of Peace. All Might's weakened body has been exposed to the world. Everyone knows the indestructible hero can be defeated now. The citizens and the villains."

Another higher up said, "It's what we get for relying too much on one pro hero."

The police chief said, "People now know they can raise hell with just a handful of thugs. Hate to think what that might inspire. Our initial profile of Tomura Shigaraki described him as childish and prone to tantrums, but that's obviously changed. His plans are growing more strategic. He now appears to be focused on how he can mold our society. His thought process has evolved. Matured. And since All Might's out of the picture, we've lost our biggest deterrent to criminal activity. Each time the League fails, they come back stronger. And now, Shigaraki can greatly expand his sphere of influence."

Another higher up asked, "Are you suggesting that all of this was part of the League's plan?"

The higher up sitting next to him added, "That does sound like quite a leap."

The police chief said, "We don't know. There's only one thing I can say for certain. We must capture the League of Villains, no matter what. As the police, we have to be more proactive in apprehending villains. We are not just backup. It's time we implement changes."

Another higher up said, "There is one thing we have to discuss as well. That ghost kid."

The police chief sighed, "Yes, Danny Fenton. The kid who won the first years sports festival. Clearly this kid has a vigilante complex. This isn't the first time he intervened when he shouldn't have. Yes, he is very skilled and powerful. But he doesn't have his provisional license yet. He should have some sort of consequence. However, he did help capture Stain and the League's boss. He didn't stick around for credit, probably given that he didn't get credit for Stain, either. And All Might didn't seem too bothered by his presence. We'll see what the Symbol of Peace had to say about this."

Over at a hospital in Tokyo, All Might said to Gran Torino and Tsukauchi, "The embers inside of me have been snuffed out. The mighty Symbol of Peace is no more. However, I won't just sit here. There's still something I must do."

Gran Torino knew what he meant, "Tomura Shigaraki. Shimura's grandson, yes?"

Tsukauchi added, "The only proof we have of that is what All For One said. It's not much to go on. The two of you didn't have any interactions with Shimura's family, even though you were so close to her?"

Gran Torino shook his head, "No."

Tsukauchi asked, "But why not?"

Gran Torino answered, "It happened soon after Shimura's husband was killed. Concerned, she put her child in foster care to shield the youngster from the hero world. She told Toshinori and me that she didn't want us to have any contact with the kid, even if something terrible were to happen to her."

Tsukauchi realized, "And in the end, your promise backfired, huh? I'm sorry to hear that."

All Might said, "My master gave up her heart so that her family might know a life full of peace. I must track Shigarkai down as soon as possible. I'll find him, and then…"

Gran Torino interrupted, "Then what? Give him a part on the head? You're not looking at him like the villain he is anymore. That's dangerous. Remember that, no matter his lineage, he's still a criminal. Tsukauchi and I will investigate Shigaraki and the League without you for now. You stay at UA. You still have many responsibilities there. Even if you cannot be the Symbol of Peace that you once were, don't forget that All Might is still alive."

Tsukauchi then said, "There's one more thing. Danny Fenton. The higher ups have been at odds trying to decide what to do with him. This isn't the first time he intervened in a situation without a hero license. If he keeps doing this, then he will be branded as a vigilante and have a warrant put on him. But they decided to wait and see what you wanted to do with him, All Might."

All Might sighed, "He didn't care about the consequences of his actions, he just wanted to help. I wouldn't have been able to stop All For One without him. Not to mention he helped rescue Bakugo along with his classmates. Tsukauchi, tell the higher ups that he will be my responsibility. I'll keep a personal eye on him. And make sure that he gets his provisional license soon."

Tsukauchi replied, "Alright, I'll go call them now."

Tsukauchi left the room. Gran Torino turned to All Might, "This has something to do with learning about Fenton's origins, doesn't it?"

All Might nodded, "Yes, Young Fenton told me the truth about who he is and where he came from. All For One not being able to steal his powers all but confirmed it. He's not of this Earth. I want to keep a close eye on him."

Meanwhile, Danny, Izuku, Shoto, Momo, Tenya, and Kirishima led Bakugo to the police, who took him inside the police building. Bakugo was silent the entire time. One of the police officers went up to Danny, "A message from the chief. The only reason you aren't getting punished for interfering in the recent fight is because of All Might. He took responsibility for your actions. Consider yourself lucky, kid."

The police officer left and Danny was shocked, "I'm surprised All Might would do that for me. I guess I owe him now."

Then the students all headed home. When Shoto got home, his sister, Fuyumi, greeted him, "There you are, Shoto. I was afraid something happened to you. After you visited Mom, you stopped responding to my messages, so what was I supposed to think?"

Shoto replied, "I'm sorry, sis."

They heard an explosion coming from their father's room. Fuyumi said, "He's been like that ever since he came home. Feel free to go say hi."

Shoto carefully walked to his father's room and peaked in, realizing that because All Might was forced to retire, the number one spot was finally his father's. He saw damage everywhere and Endeavor was sitting on the floor, muttering, "I don't accept it. Not like this! I should have earned it myself. Not by him failing!"

Izuku and Danny made it back to their apartment complex. They waved goodbye to each other.

As soon Danny entered his apartment, he heard Jazz yell, "Where have you been?" She came storming up to him, "I saw you on the news fighting that creepy guy. What were you thinking? Going into a fight like that?"

Danny meekly said, "I can explain."

But Jazz suddenly pulled him into a hug, "I'm just glad that you're safe, little bro." Danny returned the hug.

When Izuku walked into his apartment, his mother greeted him, "Oh, honey. I just can't believe what a hard time All Might's had lately. Things must've been difficult for you, too. But at least you're home."

Izuku nodded and walked to his room, falling asleep as soon as he hit his pillow.

Later, his phone went off, seeing that All Might wanted to meet up with him and Danny. He quickly got up and ran out the door before his mother could stop him. Danny got the same message and phased out his apartment and flew to the beach where All Might was waiting.

Izuku saw All Might standing on the beach and shouted, "All Might!" He ran up to the former pro hero and Danny floated down and landed next to Izuku.

All Might turned to the boys, "Ah. You finally made it."

Izuku asked, "Are you OK?"

But All Might shocked him by giving him a Texas Smash to the face. Danny was shocked as well. All Might said, "I'd punch you as well, but I know you would just phase through it. Both of you made a promise. But as it turns out, you can't keep your word. Although that doesn't surprise me with you, Fenton. If you kids'd gotten hurt, if would've all been in vain. You've got some bad influences. I'm looking at you again, Fenton." He then sighed, "Alright, you two, listen. I'm officially retired as a pro. It's clear that my body isn't going to allow me to fight another battle." He briefly turned into his hero form to show that it could only last a few seconds. "The last sparks of One For All have left my body. And my muscle form won't last for any significant amount of time. I can't protect the two of you when you put yourself in danger now. And you two are always rushing in to try and help, no matter what I tell you. Midoriya, you're destroying your body over and over again. Yet back there, you managed to rescue your friend without being injured or getting into a fight. I'm so proud of you."

He surprised Izuku by hugging him. "From here on out, I will devote myself to training you. You're stuck with me, so let's keep working hard together."

Izuku started to cry, "Thank you. Nothing would make me happier, All Might."

All Might replied, "What'd I say about keeping your word, ya little crybaby? I thought we agreed that you'd stop it with the waterworks." He started to cry as Izuku wailed. Danny even shed a tear.

All Might let go of Izuku and turned to Danny, "As for you, young man. I thank you for your help against All For One. However, you are also under my strict supervision. That was the only way the police wouldn't go after you and punish you for your actions."

Danny nodded, "I heard. I thank you for that, All Might. I owe you."

All Might chuckled, "You owe me several favors." He gave a knowing look at Danny, and Danny understood what he meant.

The next day, All Might, along with Aizawa and Vlad King, were meeting with Principal Nezu, who said, "Thank you, All Might. You've saved thousands of people's lives over these many years though it cost you your body and strength. As a citizen, a hero, and the principal, I cannot express how grateful we all are to you. However, given everything that's happened, there are many who do not believe you should continue as a teacher at UA. Some are pointing out that our troubles began when you started working here. They're worried their children will continue to be caught in the crossfire, and that you can't protect them anymore. It is a delicate situation. Nevertheless, I believe I know what we need to do to ease the concerns the public has expressed. We must strengthen the faith people have in the heroes we have left. It's true, the threat we face is still troubling. But we will protect and train with more focus and diligence than ever before. That is why we're going to implement a plan I've had in mind for a while. I'm counting on you to convince the students' families." He handed them some papers detailing the plan.

All Might and Aizawa went together to meet with all the Class 1-A's families.

During the visit to Jiro's house, her dad said, "I dunno. Sounds pretty out of tune to me. I get that you guys don't wanna keep talking about what happened, but moving the kids into dorms isn't going to change the fact that my daughter was injured."

Aizawa replied, "What you're saying is quite true, Mr. Jiro. However, I'd like to assure you that this isn't a matter of UA's pride. We've thought long and hard on the issue, and believe that this to be the best course of action.I hope that you'll give us the honor of continuing to teach Kyoka. I believe whole-heartedly that UA can help her grow into the best hero she can be."

Jiro then entered the room with tea, "Whoa. No need for you to be all formal, Mr. Aizawa. We decided what we were going to do right after we got the notice in the mail. I mean, you shoulda heard my old man during All Might's fight. Yeah, I'm pretty sure he was crying."

Her dad shouted, "Kyoka, c'mon! I was trying to act strict and stuff for these dudes."

Jiro replied, "Chill, dad."

Her mother chimed in, "Hey, cut it out, you two. Save the aggression for your music."

Later, as All Might and Aizawa were traveling to the next house, Aizawa said, "You know, I thought the parents would come down on us a lot harder. I suppose I owe you a drink."

All Might chuckled, "No thanks. I can't drink. Besides, it's not a contest. Plus, the next family probably won't be so easy."

That next family was Bakugo's family. But the teachers were surprised when Bakugo's mom slapped Bakugo on the back of the head and said, "You kiddin'? Hell yeah, Get this kid in a dorm room."

Bakugo shouted at his mom, "You hag! Hit me again and I'll kill you!"

His mom smacked him again, "Oh, hush! If you hadn't been so damn weak, you never would've gotten caught and caused all that trouble!"

Bakugo's dad meekly said, "Calm down, you two. Please, no fighting. We don't wanna frighten the teachers, do we?"

Bakugo shouted, "Shut it, you clown!"

Bakugo's mom agreed with her son, "Yeah, you're the one who needs to butt out! Oh, don't you think about using your Quirk, Katsuki."

All Might thought, "Geez, some family dynamic."

Aizawa then asked, "So, you're saying you give us your consent?"

Bakugo's mom answered, "Oh, the dorm? Actually, we're grateful. Katsuki's fearless and good at everything he tries, especially since he's got that stupid awesome Quirk. People were always fawning over him whether he deserved it or not. It's probably why he ended up like this. That's why I liked what you said. At the press conference. See, that's when I understood that the school was watching him closely. I was worried about the kid, obviously, and didn't know what would happen. But he's back now, safe and sound, so it worked out. I'm sure UA will face harsh criticism from some people. We still trust you, so we'll leave him to you. Right?" She was holding down Bakugo's head the entire time. Bakugo's dad nodded in agreement.

The parents both bowed as Bakugo's mom said, "He's a hot tempered brat, and we know he's a pain, but please train him hard and make him a good hero."

Aizawa was surprised. Then All Might nudged him and whispered, "I owe you a drink for this one."

The two teachers later walked out of Bakugo's house. Aizawa looked at his phone, "OK, let's see. Midoriya and Fenton's houses are close by, aren't they?"

"All Might." The former pro hero stopped and turned to see Bakugo walking towards him. "I gotta know. What exactly is Deku to you? What is Fenton to you?"

All Might answered, "They're my students. Just like you. Fledgling heroes with bright prospects." All Might couldn't say more than that.

Suddenly Bakugo's mom shouted, "Damn it, Katsuki! The police said not to go wandering off by yourself!"

Bakugo turned around and walked towards his house, "Yeah, sure. If you don't wanna tell me, that's fine. Oh, and thank you." He walked inside his house.

Aizawa and All Might went to the apartment complex Izuku and Danny lived in. All Might said, "I can handle these next to by myself."

Aizawa asked, "You're sure you'll be alright by yourself?"

All Might nodded, "Yeah. We need to sit down with everyone in Class A by day's end, right? So we'll divide and conquer. I'll take this place and you can move on to the next person we have to convince."

Aizawa nodded and got into the car and was driven away. All Might went to Izuku's apartment first. Izuku and his mom greeted him. Izuku stood there, trying to keep his excitement to a minimum. Izuku's mom said, "Oh, please come inside. We're so honored." But Izuku's mom was also trying to hold in her excitement.

They guided All Might to the living room, although All Might caught a sight into Izuku's room, which was full of memorabilia of himself. He chuckled to himself. They sat at the kitchen table.

All Might said, "You probably already know why I'm here. You received a notice that UA is moving our students to dormitories?"

Izuku's mom nodded, "Yes, about that, I read the letter, and I won't allow it."

Izuku gasped, "Wait, what? But yesterday you said…."

Izuku's mom interrupted, "I've thought about it since then, and I've changed my mind. Izuku has admired you for so long, even though he never developed a Quirk as a kid. And then, miraculously, one suddenly appeared. But ever since enrolling at UA, my child just keeps getting hurt. Just look at his arms. He can't keep this up. One fight, one villain, and he might never use them again. I watched you on TV, and I saw what that man did to you, and to Izuku's friend, Danny. As a regular citizen, I'm so thankful for your bravery, and for making sure that Danny got out safely and didn't get into trouble. But as a mother, I was terrified. Izuku wants to be just like you, and Danny. But if he follows your path, follows Danny's path, his future will be filled with blood. And I can't believe Danny's sister allows this even though they lost their parents to this violence. So I'm sorry. But he's my son. Forgive me, Izuku. Back when you were Quirkless, you were always so happy just watching the other heroes do their jobs. Maybe it was better that way. I don't know."

Izuku jumped out of his seat, "That's not true!"

Izuku's mom said, "Honey, I told you I'd support you, but that I wouldn't stop worrying. Do you remember that? And I know all you want is to keep going to UA, but I can't take it anymore. I'll speak frankly, sir. As Izuku's mother, I don't have the nerves I'd need to entrust my son to UA. Not with everything that's happened to your school. It doesn't matter what a wonderful hero you are. What a wonderful friend like Danny Izuku has. When the villains attacked, every class had to be canceled. And you couldn't stop your students from getting seriously hurt, almost killed. I won't put my son in danger. It's my duty as his mother to keep him safe."

All Might stood up, "Ma'am…"

But Izuku interrupted, "It's not like that, Mom! It's my own fault that I kept getting hurt. The teachers warned me over and over again, but I didn't listen."

Izuku's mom asked, "So you're saying you didn't learn? Don't you think that means the school's responsible?"

All Might turned to Izuku, "Young man, sit down."

Izuku's mom said, "I might be acting like an overprotective parent, but I'm at peace with that. And while I don't want to steal my son's dream away from him, he can always go to a different school. There are lots of other hero courses out there besides the one at UA."

Izuku started to cry and ran out of the room, ignoring his mother's call to him. All Might felt bad for Izuku, since the boy always looked up to him and wanted to follow in his footsteps.

Izuku's mom bowed to All Might, "I'm sorry. I'll go talk to him."

Suddenly Izuku ran back in, "Mom, it doesn't have to be UA!" He handed his mom the note Kota wrote him, "Here. Look at this. You, too, All Might. I got a letter at the hospital. It's from the boy I saved at the training camp. Kota, someone who hated heroes and Quirks, wrote to thank me for saving him. I know I'm hopeless and make you worry all the time. But still. When I read this note, even if it was just for a moment, it made me feel like a real hero. I was so happy. I know who I'm meant to be, and that's what I'll train for. At UA or not, I swear it!"

All Might was shocked by Izuku's words. And touched by them. He suddenly transformed into his hero form, stood up, then bowed to Izuku and his mom, "I'm afraid I haven't been upfront, ma'am. Please allow me to try again. I believe that Young Izuku is the right person to succeed me. Along with Young Fenton. That is, he along with Fenton are my choices to become the world's next Symbol of Peace."

Izuku gasped along with his mom. His mom said, "Huh? Hold on. What are you saying, All Might? What is this?"

All Might answered, "It's an apology. As the one who held that title, I allowed myself to remain his hero rather than giving my all as his teacher. I'm sorry." He then turned back into his normal form. "As a UA teacher, I implore you to forgive my past weakness. It's true that my path has been filled with blood, but that is what makes me the right person to help him find his own way. Free of the mistakes I made as a young hero."

Izuku muttered, "Don't do this, All Might."

But All Might continued, "The heroes at UA know that things can't continue as they've been. We're committed to ensuring the safety of our students from here on out. It's our top priority. Look not at the current UA, but toward the future. Will you allow me to devote myself to Young Izuku? Together, we will go beyond. I will lift him up. And I will protect your son, even if it costs me my life."

Izuku's mom fell to the floor, and Izuku went to her, "Are you OK?"

Izuku's mom said to All Might, "I can't. I mean, you are Izuku's reason for living. It's not that I hate you or UA. It's just, I want Izuku to be safe and happy. All Might, don't give up your life. He needs you. To protect him. Raise him. If you can promise me you'll do that, then he can return to UA."

Izuku started to cry. All Might replied, "I promise."

Izuku's mom said, "Izuku, if you're going to go back to this school, you have to be so careful."

Izuku replied, "Of course. I won't make you worry."

Izuku's mom then said, "Mr. All Might. Please. Take good care of my boy."

Later, Izuku led All Might out, since the hero still had to go to Danny's apartment. All Might said, "You have a really good mother."

Izuku nodded, "I do."

All Might said, "You know, she reminds me of my predecessor."

Izuku asked, "She does? Wait, how so?"

All Might answered, "It's the hairstyle. And she's got the mighty heart of a hero. Alright, I'll see you at school. I have to go meet with Fenton and his sister. I'll see you later." He walked away and Izuku waved goodbye.

Elsewhere, All For One was sitting in his prison cell, "I lost to you, All Might. The struggle I put up was truly pitiful. But it is you who failed in the end. Beating me put you on a course that led you closer to your students. You missed your opportunity to vanish. You lost your chance to die. A teacher's job is to help his student become independent. When a student relies on a master, and that master disappears, the student's hatred grows, allowing him to walk the path of a true leader. Mine had comrades, and he's learned how to increase their number. You'll be fine, Tomura Shigaraki. Take all this experience, loathing, and regret, and use it to move forward. Now, it's your turn."

All Might was led into Danny's apartment by Danny himself and sat down at a table opposite Danny and Jazz. Jazz smiled, "It's nice to finally meet you in person, All Might. My brother has nothing but kind words about you."

All Might smiled, "That's good to hear. Your brother has been a big help to me these last few months. I wanted to ask…."

Jazz interrupted him, "I know what you want to ask. Yes, I will allow him to return to UA. That was never a problem with me. Even though I worry, my brother can take care of himself. And for the other possible question, yes, I know that you know about my brother's secret. That we are from another Earth. Danny told me right away that you have been suspicious of him. If you want to spend this meeting asking any questions about this, feel free."

All Might was surprised by how casual Jazz was about all of this. He sighed, "I appreciate your honesty. But I also want to be honest with you. I see your brother on the path to becoming my successor, along with Young Midoriya. I want to help guide him towards that path. But I also want to warn you that the villains will now become eager to figure out everything about your brother. You need to be warned and protected from that."

Jazz smiled, "We've been through a lot over the last couple years. We can handle anything. Right, little brother?"

Danny nodded, "Right. So, what questions do you have?"

All Might asked, "So how did you get your powers?"

Danny answered, "Well, both of our parents were scientists who studied the paranormal. They created a portal to the Ghost Zone, where ghosts dwell. I got caught inside it while it activated, by accident, and was electrocuted and became what's called a halfa, half human, half ghost. I only started with invisibility, intangibility, and flight, but I've gotten new powers as I've grown."

All Might asked, "So does anyone else have powers like yours?"

Danny sighed, "Yes, a man named Vlad Masters, who calls himself Vlad Plamius in his ghost form. He was a former friend of our parents in college and got his powers by accident, too. He…is also the man who killed our parents. I defeated him and he was taken by ghosts from the Zone for trial as ghosts killing humans is forbidden."

"Very true, Young Phantom." All Might heard the eerie voice but didn't know where it came from. Suddenly Clockwork appeared and All Might coughed up some blood in surprise. "Do not be afraid, All Might. I am not a threat to you. I am Clockwork, Ghost of Time. And a mentor to Young Phantom here. I was the one who brought these two to this world as I felt it would help Young Phantom to grow into the hero he should be. I knew you would figure out his secret, as I know everything."

Danny asked, "Clockwork, why are you here?"

Clockwork answered, "Plamius's trial is about to start. Yourself and your sister are to be called as witnesses. I am here to collect you."

All Might stood up, "I would like to come as well. As you are a mentor to Young Fenton, so am I. If I want to help him become a top hero, then I need to understand all of this."

Clockwork smiled, "As I knew you would ask. You may come. Now, let's be off." He opened a portal and led Danny, Jazz, and All Might through it.
