Hannibal called Stockwell, hoping for answers. He told Stockwell what he knew, omitting only a few details to try and trick him. Hannibal tried to keep his temper in check, it wasn't easy. Hannibal had made a deal with BA, BA agreed to go on planes, if Hannibal agreed to quit smoking. This made Hannibal somewhat irritable lately, he tried not to let it show.

Hannibal: How is it that all three of our governments know of Heinrich Werner's activities?
Stockwell: We have our differences with the Soviets and the Israelis, but we all have an interest in bringing Werner to justice.
Hannibal: The fact that we all want him dead or captured is not the issue, I'm just trying to figure out how we all have the same intel.
Stockwell: Without knowing for certain, I could only speculate.
Hannibal: Go ahead, I trust your speculation.
Stockwell: Werner's unit during the war tried to exterminate every jewish person, but there were a few survivors. Perhaps one of those survivors is now in a position of power within either the Soviet or Israeli government. This unknown person, who has considerable resources, wants revenge on Werner for what he did to their family. So much so they are willing to break the laws of their country and inform the other side, as well as our side.
Hannibal: Are you certain that this person isn't on the American side?
Stockwell: No, I am not. As I said, it is merely speculation for the moment. Believe me colonel, if the leak is on our side I want it plugged as much as you do. But if the leak were on the Israeli or the Soviet side, I coudn't betray a source in information.
Hannibal: I can accept that explanation, for now. Am I authorized to work with our counterparts on this?
Stockwell: I can do a background check on them. What did you say their names were again?
Hannibal: I didn't mention their names? Must have slipped my mind. Sarah Weinstein and Dimitri Kovich.
Stockwell: You've worked with Kovich before haven't you?
Hannibal: To prevent world war 3.
Stockwell: You have authorization to work with them to bring Werner to justice.
Hannibal: You got it.
