In the earliest days of the Alliance, its numbers were bolstered with transfers from the ranks of the military forces and civilian agencies of the national governments. The brain drain has concerned the national governments and they have begun to restrict transfers, limiting the number of transfers, though not stopping them.
These transfers make up the vast majority of mid and high level officer positions in the Alliance, with it not having existed long enough for its home grown personnel to have gained the needed experience to reach such heights. The highest rank that
