I woke before Taylor. She slept quietly with no sign of waking, deep bags under her eyes. I didn't want to interfere with that. She needs her rest.
This gave me plenty of time to finally practice what I wanted: my Sharingan. The first thing I did was go into the bathroom and activate it.
I went into Leviathan with two tomoe. Now I have three. The drain of another tomoe wasn't substantial, but it still was a bit more difficult to maintain than before. With my thickening chakra? It was an overall boost to how long I could use it.
I activated my Mangekyo. My tomoe didn't blend into something else like I expected. My three tomoe and pupil remained unchanged. Instead, the change was around my iris. From the black border, my eye sprouted three more tomoe, equally spaced between the gaps of my other three.
A six-tomoe Sharingan.
The drain of having it active was substantial. Noticeably more than the cost of the three-tomoe Sharingan. It substantially increased my vision, though. Just upgrading to a three tomoe was enough to give me an impossibly good look at everything. The three extra tomoe weren't for show, the increase to my vision was genuinely worth three tomoe's worth of improvement.
I don't like being able to see bacteria everywhere. It'll probably help when Bonesaw comes to town, though. Fuck. The Slaughterhouse Nine are almost certainly going to visit.
Another reason to test my eyes. I want to see, I thought, pulsing my left eye. Nothing visibly changed. I closed my eyes. I could still see.
It wasn't as draining as I remembered. It had an active cost that compounded with my Mangekyo being active, part of why I assumed using my Mangekyo ability was so draining. I reverted to my three-tomoe Sharingan, watching my other three tomoe melt back into my pupil while the drain reduced.
I closed my eyes. I could no longer see through them.
That was my left eye. What about my right? I pulsed it, thinking, I want to see.
Chakra gathered in my right eye, and then something shifted. For a single moment, I saw myself. Not in the mirror, as if I was standing right in front of myself.
The perspective gave me the chance to see my chakra network, recording the moment perfectly. My right eye dripped a few drops of blood, completely bloodshot, but I couldn't feel it until the vision ended.
I'm casting a genjutsu upon myself.
"I want to see," I spoke, flaring both eyes.
My perspective shifted, and I saw myself. Both eyes were active and bloodshot, and I watched as my chakra drained, actively flowing into both of my eyes. I understood.
My right eye cost a great deal for a single moment, creating a genjutsu that shifted my perspective for a moment. My left eye allowed me to actively alter my vision. More research is required.
Perhaps I could make alterations?
I want my reflection to reflect my chakra network, I decided, pulsing my left eye. My vision altered and it was so.
Oh, yes. I can work with this.
I want to see Taylor, I pulsed my right eye. Chakra gathered my first technique which took a genuinely large amount of chakra, nearly an eighth of my reserves. A vision flashed before my eyes. Taylor lying in bed, where I left her. Incredible.
I want to see Taylor, I pulsed both of my eyes. My head turned involuntarily towards the bathroom door and the wall faded away, revealing Taylor in her bed. Half the cost of the last time. Using both of my eyes is better, but that doesn't help me learn more about their individual function.
Another test. I want to see Alexandria's real face, I pulsed my right eye.
Director Costa-Brown's face flashed in front of me. A fifth of my chakra. Absolutely can show me things I do know. Can it show me things I don't know?
I want to see pi and its first five hundred digits. A quarter of my chakra to my right eye. A quick online search confirmed it was correct. I memorized a few thousand more while I was at it.
I was at nearly a quarter of my chakra pool already. No more testing until I recharge. I need to think about this.
Lisa had dark bags under her eyes, but she still walked with confidence and alertness. Taylor and I all ate breakfast quietly, not in the mood to talk.
"We have a problem," Lisa announced.
"Is it the gangs preparing for war?" I asked.
"... We have many problems," She amended. "But I'm talking about something else. Armsmaster rigged the Leviathan fight to result in disproportionate villain casualties. That includes placing you two with the highest concentration of Empire capes, where Leviathan 'happened' to attack first."
Taylor's fork bent as her hand clenched, knuckles going white.
"Wait, but Clockblocker was with us?" I don't think he would target his people, even if he struck me as a bit of an asshole.
"Dragon interfered with a lot of the planning, forming cohesive teams and occasionally swapping groups around," Lisa explained. "But Armsmaster laid the foundations. He targeted you two, as well as The Empire."
"How do you know?" Taylor growled.
"Guessed his password," Lisa shrugged. "Here's his notes on you."
She tossed the file down and Taylor snatched it up, scanning through it, and passing it to me. She didn't look happy. I flicked on my Sharingan, my third tomoe caught Lisa and Taylor's eyes, and flipped through the file, copying the pages.
I went over the new information as I handed the file back to Lisa. Some choice descriptors I noticed were: uncooperative, probably spying on capes, and a potential significant risk to the PRT.
He even had unique files on our powers, ranking Taylor a Thinker 3/Master 8. He correctly assumed she could see through her insects and upped her to Master 8 after witnessing the sheer quantity of insects she brought to face Leviathan.
For me? He almost had me figured out. Before the Leviathan fight, I wasn't marked as a significant threat, with him focusing primarily on the danger of combining a human Master with significant intelligence.
Afterward, it seems like he got some footage of me rescuing people and running from Leviathan from Dragon, because I was upped to Mover 6 with precog-adjacent predictive abilities. Thinker 6 from the predictive capability to avoid Leviathan as well as demonstrating movements copied from his combat efficiency program. Also a Changer 2: Dragon saw me turn into a paper airplane.
He also went back and reviewed the footage of him performing various techniques, identifying a crow that happened to be watching him for at least one instance of each of the displayed movements. Speculates that it was me. Speculates I'm the person who attacked the Empire a few months ago.
There goes my crow disguise. Ah, well. Dragonflies are cooler.
Dragon didn't see Susanoo and it looks like Clockblocker didn't squeak, because there's no mention of other abilities.
"Why are you showing us this?" Taylor demanded.
"I wanted to warn you," Lisa admitted. "I'm considering releasing this. Armsmaster violated the truce, that's a big deal. You were targets of it. If I release this, the PRT will go full damage control. They won't lock up Armsmaster, he's too valuable. They might try and discredit you, they'll definitely try to do it to The Empire. They can't deny it, but they can make it look slightly better for them."
Taylor was silent for a moment. "So the PRT will sell out everyone else to protect themselves. Lisa, has Shadow Stalker been investigated yet?"
She shook her head. "I put some feelers on that. An investigation was started, half-assed, and then immediately halted once Bakuda attacked. Indefinitely extended halt until Leviathan recovery stabilizes. She's already been seen on a solo patrol."
Taylor didn't ask any more questions, so I did. "What's the state of the city? Who's left?"
"Lung fought Leviathan after Clockblocker froze him, rampaging until Scion showed. Alive, as far as anyone knows. Bakuda and Hookwolf got out during the mess. Neither has been seen since.
"For all Armsmaster's efforts, The Empire got away lucky. Kaiser, Fenja, and Crusader are their only casualties. Hookwolf was released for the fight and did not return to custody. Stormtiger was seen holding back a tidal wave. Presumed second trigger; My best guess is macro-aerokinesis, like how Leviathan has macro-hydrokinesis. Inpercise control over a lot of air while retaining precise control of small amounts.
"Laserdream was the only New Wave loss. The PRT lost Dauntless and Aegis. This leads me to the real reason Armsmaster won't be locked up: It seems that during the battle, he got lucky with some new abilities as well."
Taylor hissed. Damn. A shame to see them go. But Armsmaster with another powerset?
"What is it?" I asked hesitantly.
"Don't know exactly. He's been going through power testing. It's looking like advanced cybernetics intertwined with his miniaturization and efficiency Tinker specialty. He's got serious alterations to his body already planned. You might be interested in this design."
She tossed me another slip of paper. It's the design for an eye. An eye with absurd vision, rapid visual analysis, and the ability to deconstruct and implement any action seen into Armsmaster's combat software. Inspired by recordings of me.
He made a cybernetic Sharingan. That son of a bitch.
It's a little cute, honestly. Copying my copy ability is irritating, but it was vastly weaker than what I could muster now. Bitch, I can see on the cellular level. What's your knockoff two-tomoe going to do? Doesn't even cast illusions.
Still, this isn't all he can do. These are only a prototype. I can only assume he'll improve them with time. He's got an entire body to upgrade, too.
"I vote against releasing the information," I decided. "They'll probably put him under house arrest if we do. That'll mean all of his time dedicated to Tinkering and none to fixing up the city. He's an asshole and targeted us, but we can still use him."
"I disagree," Taylor spoke. "If we don't speak up now, then who will?"
I frowned. Damn it, Taylor. Then again, a buffed Armsmaster sounds like a good option against the Nine.
"Alright," I easily let it go. "There's a benefit to that option, too. Are you willing to risk more scrutiny?"
"Fuck the PRT," Taylor growled. "They've left me out to dry, over and over again. Shadow Stalker, Armsmaster, everything. I'm not going to pretend to get along with them."
"I'll release it then," Lisa agreed. "And judging by how you reacted to that design, you've got a second trigger too?"
I activated my Sharingan, giving them a good look at my three tomoe. Then, I activated my Mangekyo, sprouting my other three. I looked at Lisa and Taylor, now able to see every imperfection in their skin, every living thing that moved around them.
I looked at my food. Ugh. That's a good way to ruin my appetite.
"Yeah. Significantly better perception than before. Presumably better prediction and illusions. Pain in the ass to use, though."
I won't reveal anything else, for now. I don't want to stress-test how much Jack can learn from the shard network.
Lisa threw a cup at me, which I caught. She nodded. "Regent should be up in a couple of hours. Feel free to test on him."
Can I stop him from breaking free now? Worth a shot.
"Last thing: I want an Endbringer shelter."
Lisa blinked. "What?"
"You run Coil's construction company, right? How often do Endbringers attack the same city twice? You're going to have some trouble getting anyone else to pay for them. I figure I can get one for cheap."
Lisa's eyes widened. "Oh. Oh! That's going bankrupt. Shit. I can't short myself, nobody would buy Endbringer construction company shares post-Leviathan. Shit. It's going to take so much effort to restructure!" She whined.
"So about that shelter…"
She glared. "Fine. It'll cost you a million."
I smiled. "Deal."
I stared at the wreckage of Brockton Bay. Leviathan really did a number on her. I excused myself for a walk after testing with Regent, though I'm not planning on doing anything other than thinking.
Regent could still break free of my three-tomoe Genjutsu, but my Mangekyo held. The fun thing about a more powerful pair of three-tome eyes was finally mastering casting full paralysis illusions in an instant, which meant I could spend my time developing more esoteric illusions.
Casting with the Mangekyo cost a lot more, but I could do a lot more. I didn't need to force someone into compliance through their nervous system or illusionary objects anymore. Any command I gave was followed, but it did require active effort to enforce. That combined with the cost of having the Mangekyo active made it surprisingly costly. The swifter the command could be accomplished, the better. 'Sleep' was surprisingly cost-effective.
With more time to think I came to some conclusions about my Mangekyo. So far, anything I've wanted to see, I've seen. Seeing things about myself is the easiest. It seemed to drain more chakra the more complex my requests got.
I need to act efficiently, then. I can't keep wasting chakra. I only have so much of it before the Nine inevitably come. Perhaps I should ask about that?
Using both of my eyes means I see whatever I want at a lower cost, but it will be reflected in reality for me to see. That means an active cost tagged along. If I want to best use it, I need to make visions occur as quickly as possible, and presumably change as little about my perspective as possible.
I pulled up the April calendar on my new phone. Thanks, Lisa. I want to see the date the Slaughterhouse Nine arrive in Brockton Bay. A quarter of my chakra, and I focused on April 11th. Less than two weeks.
I looked at my phone's clock. I want to see what time Bonesaw shows up at the Dallon's Residence. Only around an eighth, this time? The clock shifted to 3:34 PM. Perhaps information I know previous things about comes more easily? time? The clock shifted to 3:34
I returned to the calendar. I want to see the date Bonesaw arrives at the Dallon's. April 11th. No chance to ambush them beforehand. They move as soon as they arrive? Odd.
Perhaps the most important question: I want to see who arrives with Bonesaw. A twisted flesh centaur I recognized as Pagoda and what could only be the one and only Murder Rat. The final figure with them was undoubtedly Hatchet Face, though embedded with a metal skeleton.
I frowned. That's it? Bonesaw mixed him with Oni Lee back in canon. Significantly more threatening.
I want to see who will be watching over Bonesaw at the Dallon's.
A heavily tattooed woman appeared in front of me. Cherish. The only Master of the Nine. If she was along for the ride, they had artificial neurons. I decided to allow myself the chance to regenerate some chakra. I was nearing half-empty.
I can't trust Genjutsu to work on the Nine. Except Cherish. I could Master a Master if her brother was any indication. Hmm. Regent will be a target. But if Cherish is with Bonesaw he should be safe temporarily; I'll have to grab Cherish before I take Bonesaw down.
I'll plan that out more later.
The first thing I need to improve is my abilities. I can copy everything I want, but not everything will be suited to me. So I need to find what I'm good at. I'll need to commit to it as well.
I need to plan around my strengths and weaknesses. Oh, golly, if only I had a way to generate a list of those.
I want to see a detailed list of my strengths and weaknesses. Nearly a third of my chakra, but I've nearly regenerated that much. Probably the biggest change to my chakra was the speed of regeneration. A sheet of paper with writing appeared in my hand for a moment, fading away as I tossed it and ended the illusion.
I copied down the information in my head as it appered:

Water affinity? What kind of Uchiha am I?
One with eyes of insight, I suppose. It makes sense, my Genjutsu has been strong, but I'm not a Genjutsu god. Most of my ability comes from hijacking the nervous system. Yin Affinity made much more sense.
But now? I can train my chakra control more than just the water-walking technique. I should capitalize on that, presumably chakra control is the only benefit of having low chakra reserves. The Mangekyo would help.
First, I'll need a way to do that.
I want to see myself perfectly accomplishing the steps of an advanced chakra control exercise.
This one hurt, drawing about half of my chakra. I waited till I filled back up, but the drain was still intense and my eyes burned. Nowhere near as bad as the Susanoo.
I held the vision of myself in front of me as I… whirled water in a water balloon? Then I spun a rubber ball? And then, the Rasengan?
Unfortunately, while my vision of myself could accomplish the technique, it produced a tiny little baby Rasengan. Significantly less powerful if you don't have bullshit levels of chakra. Still worth learning for the chakra control, I think.
Let nobody tell you size doesn't matter. But if size is the issue, can I augment that? After all, the first step of learning the Rasengan is swirling around water, and guess who has an overwhelming water affinity? A water affinity I don't know how to use.
I chuckled. Not for long.
I want to see myself perfectly converting my chakra into water-natured chakra.
I tried to emulate the duplicate of myself and barely managed to convert a third of the amount I tried. My lack of control is becoming obvious. I'll need practice. Oh, and how do I improve my ability to practice?
I want to see myself performing the Shadow Clone Jutsu technique.
I frowned. My copy created a copy, but it cost him a third of his chakra. Then another third of his chakra was sent to the clone, leaving him with the third third.
I can only create one Shadow Clone. Ah, well. Better than nothing. Worth another half of my chakra, that's for sure. Not to mention, my eyes were bleeding like a motherfucker at this point. Time to sit and wait, I guess.
I got a message from Taylor.
On our way to our new home. I'll send the address. Lisa'll be there in half an hour to transfer control of everything over to you.
Ah, yes. Our new base is an Endbringer shelter. Taylor was a little uncomfortable with the idea, considering her dad died in one, but she still recognized that it was objectively the safest place to live in Brockton Bay. It was off the books, but Lisa was going to have the warehouse entrance under her company as an 'archived equipment storage facility.' Or in other words, a place nobody goes to because there are just broken tools, old computers, and random construction items.
In reality, I would be the only tool in there. It was my secret base. And Taylor's, because neither of us had a place to live. Nothing assured my peace of mind like the certainty of steel walls.
Aww, but I want to keep testing. Oh, wait. I smiled.
I can do both.
After my chakra fully recovered, I flashed through a dozen hand seals. I'll have to work on reducing that. A clone appeared. We grinned.
"Have fun learning," My clone grinned. "I'm going to go annoy Lisa."
"You petty bitch," I chuckled. "Enjoy yourself. We've got twice the time in the world, after all."
"And yet I've only got a few hours," My clone hummed. "I'm unusually fine with the 'imminent death' thing, and I don't think that's part of the jutsu. We should look into that."
"Dude. We're in Worm. Imminent death is the status quo."
"Just making suggestions. I'll pick up some water balloons and rubber balls on the way back." My clone tapped one of his eyes. "Something tells me I'll be able to see my way to some."
"You don't regenerate chakra," I pointed out. "I don't think you'll be able to Mangekyo for long. Or use Omoikane, if that list was right."
"It probably was. Mind looking up the nearest party store? The phone doesn't duplicate. God, I don't think we've been to a party store for years."
"Yeah, here it is," I showed myself the phone. "You better not unionize on me."
"Kiss my ass, union buster. But nah, don't worry. You'd probably just kill me if I tried to slow you down in any way. Keep that up."
My clone left and I went back to thinking. I don't plan on fighting Crawler or anyone ridiculous. I need to make targeted, tactical strikes to ensure minimum risk to myself while ensuring maximal reward.
Bonesaw and Jack Slash must be the first to go. Priority targets, by far. Bonesaw is the most dangerous of the bunch by virtue of being a deranged Biotinker, and also the person who would be the most impactful for me to snatch. After all, who better to fix my constantly decaying eye powers than a magic doctor? Oh, I can feel that bit of greed welling up already.
Jack Slash is number two, because I don't want to deal with the end of the world, even if he only managed it because of a bizarre coincidence. Also, he's evil as fuck, and the only reason the Nine exists as a cohesive group.
So, target one: neutralize Bonesaw. Target two: Jack Slash. From there, I can let everyone else sort out the problem while I hide away in my bunker. Cowardly? Perhaps. But it was also the optimal tactical decision.
I can take Cherish down myself. Panacea can deal with Bonesaw. But how do I guarantee Jack Slash dies while minimizing chakra usage?
Why not ask?
I want to see myself learning what I need to learn to easily kill Jack Slash with minimal chakra use.
Fuck! Seventy-five percent of my chakra pool burned through my eyes. Hurt like a motherfucker. I should have been more cautious, and gone for something less vague. I watched myself writing, using a brush to draw on paper. Fuinjutsu?
I focused on copying every brush stroke, every precise infusion of chakra. Upon completion, my illusory self picked up the seal and pushed chakra into it. It detonated two seconds later, blowing the top half of my copy's body off and ending the vision.
Oh, yes. I can work with this. I don't have the ungodly power of a shinobi from Naruto, but with Omoikane? I have a way to become just as dangerous.
I don't have the chakra to abuse mass Shadow Clones to train, but I can still use them to my advantage. With my chakra regeneration, I can pop one out every once in a while. Unfortunately, all this chakra regeneration is making me hungry. I've never been able to actively drain my reserves with jutsu until now, and it's a strange experience.
I'd love to go and grab some take-out, but Brockton is a little strapped for food right now. So are the surrounding towns from the influx of refugees, but at least they have food open.
Ah, well. May as well stress-test myself.
I moved through the city, heading south. Once I escaped the vaguely populated areas I stopped trying to be stealthy, instead transforming into Velocity to explain a random dude running down the streets with the speed of a car.
I'm sure he doesn't mind the identity theft.
Once I escaped the city I dropped the Velocity disguise and followed along the highway, hiding in the treeline as I continued to run along the road. I had to activate my Sharingan to keep my speed up while avoiding branches.
This finally gave me the chance to adapt to a third tomoe. This enlightened me about a mistake I made earlier: My Mangekyo's boost to my chakra was an overall boost to how long I could use the Sharingan, but that wasn't the full story. Now? I can use my three-tomoe Sharingan indefinitely.
Well, mostly. The chakra strain is manageable, but the eye strain still sucks. By the time I reached the ten-mile mark from Brockton, the entire distance navigated with my Sharingan active, my chakra returned to full.
I flashed through hand signs between hopping trees, summoning another Shadow Clone. I didn't bother talking to myself, I knew what I wanted. I looked back before I left him behind, watching as my clone began to mold natured chakra.
I'll figure out a full nature release eventually. Unfortunately, water release requires active access to significant amounts of water. Leviathan made a couple of lakes in Brockton and I might be able to bust open someone's sewage system for an attack, but that limits my ability to utilize it.
I can copy the seals I want to see. Maybe I can make a water storage scroll? Eh. Opening a scroll interferes with my ability to do hand seals and presents an obvious vulnerability if I utilize it in action.
Oh! Jinchuriki are proof seals can be permanently placed on someone. Maybe—Oh, here I am. I arrived outside of a small town and found the nearest burger joint, popping off another Shadow Clone to search the city for ink, brushes, and stationery.
He can do my thinking for me.
After waiting in a long line, the already overworked cashier didn't flinch as I ordered nearly a hundred dollars worth of food. Just another dude from Brockton scared he won't be able to get enough to eat.
I received my first instance of Shadow Clone feedback while waiting for my order. Thankfully, I was sitting at the time. It was the first clone I made.
He picked up plenty of water balloons and rubber balls from a devastated party store. Afterward, he got a tour of our new home with Taylor from Lisa. She transferred administrator control over the facility to me, I keyed in Taylor, and we picked out rooms to convert into our bedrooms.
While Taylor settled in, my clone filled up a water balloon and tried to spin the water within, failing spectacularly enough to destabilize himself. I ducked into the bathroom and hid in a stall, summoning another Shadow Clone. My clone transformed into a random person from my memory, walking out of the bathroom and heading back to Brockton Bay to replace the clone that destroyed itself.
My eye twitched as I got hit with the backlash of my second clone, who decided to try and convert his entire chakra pool into natured chakra to see what happened. He exploded like a burst water balloon as he cut into the chakra that maintained his body, dispersing into nothing.
I need my clones to be less careless in the future, to preserve my chakra. On the other hand, I need to adapt to memory backlash.
Whatever, at least I'm slightly better at nature transformation now.
The only surviving Shadow Clone in town met me outside the town, emptying his pockets of ink jars and fancy brushes while I devoured food like a starved dog. By the time I was full, he finished with the paper and dispelled it.
I was struck by the series of events that got me the materials and the memories of planning out what I wanted to do with Fuinjutsu. My clone theorized about creating water storage seals and tattooing them on my forearms. They could be concealed by the transformation technique in my civilian identity, and as Pain, I would appear to conjure water from nothing.
I conjured a new Shadow Clone, who grabbed a brush, a sheet of paper, and a jar of ink as I backed away. He removed a knife from his pocket, deftly cutting a square of paper the size needed for the seal.
The brush dipped into the ink and my clone began to draw, slowly weaving chakra into the ink and paper. His chakra lightly drained into the seal as he wrote, but a negligible amount. More draining was how my Shadow Clone recorded the process with his Sharingan, ensuring I'd remember it perfectly from my own perspective. After a minute, it was complete.
"It's beautiful…" I stared at the rectangle of artfully drawn paper, beautifully covered in artisan calligraphy. "Do it."
My clone smacked the seal onto a tree, channeling chakra into it and stepping back.
The tag detonated with a thundering boom, splinters and sawdust violently ejecting from the tree's trunk. The top of the tree skewed to the side as it fell, crashing into the dirt below, falling as if an explosive lumberjack had just nuked his way through the base of the tree.
My clone and I shared a mad grin.
"I'll destabilize so you can get the memory from our perspective," my clone offered, "We can bust out a ton of these if you assembly line this shit with more clones."
"Nah," I shook my head. "You aren't getting out of work that easy. Keep making them, we'll just have to live with whatever you can make in a couple of hours. I'm sure we'll revise the design eventually, remote activation sounds very valuable."
"Damn. Can I get an assistant, at least? I don't want to keep going between cutting paper and drawing seals."
I rolled my eyes. "Fine. But only one, and he'll practice nature transformation in the meantime. Water storage tattoos are my priority, and tattoos take forever to ink."
"Do you think the step-by-step idea will work?"
"I'm as unsure as you, dumbass. I'll run it by Omoikane. I'm going to head back to Brockton, I'll send you your assistant when I get enough chakra on my way back. Try not to blow up our stockpile."
I flipped myself the bird as I left.

Topic: Gang War Erupts After Food Imports Seized

Sorry to have to confirm the rumors. Following the E88's seizure of a significant portion of food shipments to Brockton Bay, mostly funded by Medhall's humanitarian aid efforts, both the Merchants and Lung have started to do the same, extorting the food supply to maintain territory.
This hasn't been without resistance. The PRT joined in to protect food convoys, but in the wake of Leviathan, they've been stretched thin. The PRT, ABB, E88, and Merchants are locked into urban warfare over food lines and territory.
Even better: there's been infighting. Hookwolf, Rune, Stormtiger, Cricket and Menja broke off from The Empire following Kaiser's death. Call themselves "Fenrir's Chosen." Kreig, Purity, and Fog still control the majority of the gang's manpower, but their cape power is lacking.
The ABB hasn't been doing well either. From what we understand, Hookwolf ran into Bakuda right after she escaped and decided to take no risks. Upon being torn to shreds, it was revealed she had a deadman's switch.
The best statistics we got were that the ABB managed to get between ten and twenty percent of the local Asian population implanted with a bomb. Everyone who got evacuated out of the city is fine, but civilian casualties are high. The ABB hate Lung's guts, but he's their guarantee of food.
Merchants are doing better than ever. They're thriving in the wreckage. They've picked up two new capes in the aftermath of Leviathan, Whirlygig and Scrub. Whirlygig isn't particularly impressive, but Scrub allowed them to fight off Lung during one encounter. Their tendency to set up shop in abandoned buildings has been greatly assisted by the abandonment of the majority of the coastline.
In other words: the worst place in the world just got worse. Keep in mind, that this is just the first night after Leviathan. Be prepared for it to get even worse from here. Purity, Stormtiger, Lung, and Scrub all present opportunities for gangs to deadlock. The PRT plans to send in capes to assist, but I'll admit to not feeling optimistic.

Damn. Glad I got out of there when I did. Had a bomb put in me a few hours before Leviathan showed up. I feel sorry for the heroes there. Going to be an uphill battle.

They've only engaged in a public cape fight once, which seems to have been to announce themselves. Since then, they've stuck to intel work and abductions, not stuff like defending supply lines.
We do know Hive was injured enough to be considered dead during the fight, but her name was redacted from the death records a few hours after the first tally came out. I wouldn't be surprised if they're recovering mentally from the fight. Armsmaster hasn't been seen since the fight either.

I've got some definitive proof that Armsmaster rigged the Endbringer fight formations against other capes. Not putting any links here because mods will take them down, but the files are available on my website. You know the one. Or if you don't, just ask around.
TLDR: Armsmaster intentionally placed the E88 and Akatsuki in the path of Leviathan.

Hive and I were made aware of this information in advance and we have agreed. In light of the Protectorate branch leader being someone willing to sacrifice us, a change must be made.
We still intend to act on the side of the PRT should it be necessary for the protection of the city, but expect little of the limited working cordiality we once shared. Akatsuki will be acting fully independently from this point on.

PRT claims to have already pulled Armsmaster from the field due to internal investigations regarding the battle, and they're urging people to withhold judgment until more information comes to light.
Indeed, Armsmaster hasn't been seen since the Endbringer fight for unconfirmed reasons. I also recommend withholding judgment, though I will admit it seems pretty stacked against him. Here's hoping for some better news soon.
A/N: I love reviews! I rolled d20s for the Leviathan outcomes when writing, three fucking people got nat20s, and I agreed that nat20 was a trigger or second trigger beforehand. Stormtiger, Armsmaster, and fucking Greg Veder rolled high, if you couldn't tell.
