I sipped on a banana-strawberry smoothie as Taylor and I strolled through the mall, window shopping. Whoever ran the mall had done their best to restore it to a pre-Leviathan state. The biggest difference was the amount of people. Brockton just didn't have the population it used to, due to raw loss of life and migration, and the mall reflected that.

That said, the mall still had people. Not the bustle of a functioning economy, but people still tried to get a bit of a normal social life.

Taylor decided to drink a distinctly green smoothie, something with kale and low sugar. That didn't seem right to me. Smoothies are supposed to be milkshakes disguised as fruity drinks, not healthy.

"Ooh, one second. Alec wanted me to grab a game for him while I'm out. Something about a day one release, a collectors edition, and delayed shipping in the area, mixed in with a bunch of words I can't say here. And what do you know? One of three places that's stocked them is here."

Taylor shrugged and followed me into the store without question, waiting in line with me to purchase the horror-shooter: Denizen Despicable.

As the cashier rang me up, I noticed something out of the corner of my eye. I flicked on my Sharingan for a brief moment, taking a snapshot before the cashier looked back up and me and handed me the bag with the surprisingly large box inside.

Velocity? What the hell is he doing here?

Outside of the store, the speedster was moving through the mall, rapidly directing people out of the building. Taylor noticed this as well, stiffening and turning in confusion.

Is there a bomb or something? An imminent attack?

As we walked out into the emptying mall, I handed Taylor my bag. "Something's wrong. Can you hold onto this for me? Drop it if something goes down, we can always come back for it later."

She nodded and looked around curiously. We stepped out into the main room of the mostly empty mall, the store we just left emptying out behind us.

A dome of warped space appeared around us, suddenly separating Taylor and I from the evacuating citizens. I immediately flicked on my Sharingan and looked for the source, identifying Vista looking down at us from the second floor. What exactly the space did? I'll have to experiment to find out.

Two suits of power armor stood next to her. Both were draconic. The first was the sleek silver of Dragon's power armor. The other was more humanoid and less armored, more of a robotic exosuit than full-on power armor with a modified polearm. And the body of the person within? Oh, it had to be Armsmaster. It was prepared to use his usual combat style, at least.

The pair dropped down in front of us, Dragon's suit cracking the tile where she landed.

"I don't think the owner will be happy with that," I gestured to the cracks and turned to Taylor. "They just repaired this place, right?"

"Damn. It is you two," Clockblocker's voice came from behind me. Next to the clocked-themed hero were two heroes and two wards, Assault and Battery with Shadow Stalker and Weld.

"It's nice to see old friends," I smiled at him, "though, I can't help but feel like this isn't a friendly meeting." I locked eyes with Weld, the only cape without some sort of digital visor. His body was all kinds of fucked up and metallic, and there sure as hell wasn't a standard nervous system to manipulate in him. "And you're new. I'd prefer to keep this between best buddies."

Taylor huffed under her breath.

"I'm not the newbie you should be focusing on," Weld gestured at Dragon's sidekick. "Defiant there is here to take you in."

I looked back at 'Defiant,' and raised my eyebrow. "You mean rebranded Armsmaster? He's also someone I wouldn't put in the 'best buddies' category."

"I'm not pleased to see anyone here either," Taylor sneered at Shadow Stalker. "Especially not an unannounced visit. Does the PRT normally corner capes in their civilian clothes?"

"No, they do not." Dragon finally spoke. "But The Guild does what is necessary to prevent S-class threats. Hand over Bonesaw, or you will be captured and imprisoned."

"That's imprisoned in the Birdcage, to clarify," Defiant spoke.

"Really?" I was genuinely surprised and it showed. "Right into the Birdcage, just like that?"

A hint of remorse leaked into Dragon's voice. "I'm sorry, but Bonesaw is too much of a risk to leave loose. We can't risk a biological catastrophe, and if you refuse, you will be charged with assisting a possible S-class threat."

"You mean the troubled child I've been rehabilitating?" I forced visible emotions of honesty and incredulity. "The twelve-year-old who immediately decided I should be her 'family' when she learned I was the one who killed Jack?"

It was a bit of a low blow to use her as leverage, I suppose, but I was in a bit of a pickle. Unfortunately, this was starting to look like another situation I couldn't talk my way out of.

"I'm sorry, but this is how it is. Either we accompany you to where you keep Bonesaw and you turn her over, or you are under arrest."

Taylor and I fell silent, scanning the task force surrounding us and considering our options. I turned to Taylor, who looked back at me. I smirked.

"Yeah, we can take 'em."

She huffed. "PRT's been getting on my nerves for a while now. This settles it."

Engines roared as Dragon blasted forward at us. I snapped up my Susanoo ribcage as Dragon bashed into my construct, failing to bypass it. Armsmaster whipped out an extendible spear and charged in after her, the blade covered in something blurry and otherwise hard to describe.

With a single hand seal, I activated my water storage seal and began to guide gallon after gallon of compressed water into my stomach. Defiant rammed his spear into my Susanoo, the blade penetrating into my chakra construct. He ripped the spear to the side with speed impossible for a normal human, carving a gash into my ribcage.

"Behind you!" Taylor warned me.

Shadow Stalker approached from behind as a shadow, slipping under my Susanoo and appearing within, popping a pin out of a canister.

I whirled around with superhuman speed and slammed my foot into her face, launching her back out of my Susanoo and sending her into Vista's dome. She hit the wall, and despite having no issue coming in, she seemed to almost stop against the dome. She hit the ground, and her canister hit the ground, just within my Susanoo.

Taylor saved our asses, swinging the video game in the bag around as a club, smacking the grenade and knocking it out of my Susanoo. The grenade popped and containment foam exploded from within, engulfing Shadow Stalker and the back half of my Susanoo. Clockblocker, Assault, Battery, and Weld suddenly lost their angle of attack.

In the moment of panic, Defiant cleaved two more gashes into my armor and kicked the center, punching open a triangle in my armor. Armsmaster moved to do something, but I never figured out what it was. I grit my teeth and grew my Susanoo to its second stage, restoring the integrity of my hull. The head of my skeleton pressed against the top of the warped space dome and pressed hard, pressure building as the growing chakra construct continued to apply pressure to the one-way surface.

My Susanoo won in the end, and as it reached the full size of its second stage, it broke through the top of the dome. Vista reacted, tightening the barrier around the neck of my Susanoo, slowing any movement that wasn't twisting in place.

Armsmaster returned to carving through my defenses as I started to flash hand seals at a record pace. I split yin from yang and infused the water chakra in my stomach with the yin, all the while Defiant struggled to cut another hole. I knew this would work, if I did everything right.

No longer could he casually cleave through my Susanoo, the thickened construct forcing him to put his weight into the spear and slowly drag it through my ethereal skeleton. Still, he was moving with superhuman speed and strength, and he got two more gashes in before I finished the yin portion.

As he tried to complete the last cut, I flashed the final two hand seals. The yin-infused water became yin-infused mist. I breathed mist like Lung breathed fire, forcing Defiant and Dragon back into the cage of space-time, the air pressure forcing them off their feet.

My breath spread upward and out through the hole my Susanoo made, pressurized mist rapidly expanding out into the mall. The cage of spacetime faded away as Vista's vision was obscured. Suddenly, we were free to move again.

I grabbed Taylor and dropped my Susanoo, finally ridding myself of heavy chakra drain and searing pain. Defiant and Dragon moved forward, their senses unimpeded by the mists, only to completely miss as I body flickered us across the room.

I want to see through my mist.

From my perspective, the mist simply dispersed. The Protectorate was not as fortunate.

The jutsu itself was simple. It was a perspective-warping illusion, made to confuse the target and get them lost, tied into a simple mist creation jutsu. The more complicated part was binding them together, but he had a shortcut, and the results spoke for themselves. Defiant, Dragon, and Weld were the only ones left unaffected.

Vista tried and failed to accurately warp space around her, the mist possessing the beneficial side-effect of messing with her power's ability to affect reality by distorting her perception of it. Assault and Battery tried to search for me, completely unaware that they were walking in a circle.

"Hey, beautiful," Assault spoke to his wife in his huskiest voice. "Do you get lost here often?"

Battery kicked his shin.

Clockblocker didn't even bother, he just sat down and waited. He checked the clock on his wrist for the time, then the clock on his leg, then the clock on his foot.

The illusionary portion of the mist isn't able to influence Weld, and he tried to make himself useful. Thankfully, the mist itself is too thick for him to see through. Defiant and Dragon are the last viable combatants.

Defiant must be more machine than human at this point. It's the only explanation for my mist not working on him, because he should have a viable nervous system. Maybe his ventilation is so good, it filters chakra. I don't know.

The two suits of metal charged at us from across the room, completely ignoring their obscured vision.

I flashed through a dozen hand seals before they arrived. My storage seal swirled with water and gathered into a great liquid tendril, and I thrust my arm forward, two fingers pointing directly at Dragon. The tendril sharpened into a spike of pressurized water, detaching from my arm yet retaining form. Dragon kicked on thrusters and skewed her flight pattern to the side, but she'd reacted too slowly.

The pressure ripped through the stomach of Dragon's suit, armor shredded and vital electronics soaked. Her suit hit the ground, spasming, and then the humidity of the mist leaked in and finished the job.

I had just enough time to conjure another tentacle of water before Defiant reached me, stabbing forward with precise strikes from his spear. I had to truly be focused on dodging each hit. Until now, I wasn't able to appreciate the level of cybernetic enhancement he's put himself through, but I'm impressed. He's able to keep up with my bullshit speed and reaction time in a fair fight, which is quite commendable.

He was going to figure me out quickly if I kept using the same moves, so I improvised. A tentacle for a weapon lends itself well to unusual angles of attack, with equally unusual and lethal applications of pressure and shape to boot. We poked at each other with jabs that would shred through each other with ease, neither of us landing a hit. Once, he swiped his spear through my tendril and shredded through it, only for the liquid limb to reform back into prime condition. He didn't try that again.

A great swarm of bugs appeared, descending down on the man formerly known as Armsmaster. Taylor, a few feet behind me, had finally amassed enough bugs to do something. Thousands of bugs swarmed around Arsmsmaster, temporarily putting him fully on the defensive. Again, no clue how she managed to see through the mist. This thing isn't as airtight of a win condition as I was hoping.

Metal rods poked out of his limbs and ignited in a net of electricity, completely covering Defiant in arcs of blue for a single moment. Taylor's swarm instantly roasted and Defiant moved back forward and thrusted at me.

His spear landed and 'I' dispersed into water, landing on the floor with a splash. Taylor gave me just enough time to make a Water Clone and body flicker away. From his flank, I warped my water limb into a single sharp edge and slashed at his outstretched arms.

The water slashed apart Defiant's wrist and spear shaft. One his hands hit the ground with a thud, sparking and lying uselessly with the top half of his spear. He whipped around and prepared for more action, rolling to avoid a strike that would've crippled his legs.

During the roll he dropped the useless half of his spear and grabbed the sharp half off of the ground, whipping it around and parting through my next hit like the water it was. He lashed out with his severed wrist, shoved his sparking forearm into my reforming water tendril as he ramped up the voltage.

I hissed and reflexively drew my arm back, dispelling the water tentacle technique. Only a bit of the electricity made its way into me, lightly burning my hand. Not enough to stop me from performing jutsu, but I certainly don't want to punch anything with it.

Defiant and I backed off and circled, eyeing each other and waiting for an opportunity. I've only got a few good jutsu left in the tank, and none of my usual supplies. I came here to buy a smoothie and burn money on random garbage, not fight against a god-damn PRT ambush.

Ah, well. It's not like I want to defeat Armsmaster, necessarily. I think I've embarrassed him enough. I'll cut my losses.

I leaped backward and flashed through hand signs, easily avoiding Defiant's slashes. He struggled to reach me with half a spear, let alone only having one arm to hold it. My storage seal whirled with water, ejecting multiple water clones to cover my retreat and directing them to kick his ass. I grabbed Taylor, tossed her over my shoulder, and body flickered through the doors of the mall.

Glass shattered as we crashed through, mist billowing out from the inside of the building, and I once again had to whip out my Susanoo's ribcage. A dozen Dragon suits worth of firepower began to pound into my defense. Additionally, there were multiple PRT squads parked in front of the entrance, prepared to try and capture me should I escape.

Dumbasses. Should've put all your effort into capturing me inside the building.

I flashed the single hand seal to body flicker and we vanished in a burst of mist. I dropped my Susanoo before my reserves dipped too deep, leaving me with enough chakra to keep body flickering us away.


I crashed into my seat, exhausted. I created a water clone and sent it into the kitchen, brewing a pot of tea without having to move. Taylor didn't sit, she paced, frowning and thinking deeply.

I haven't had to push myself like that since Burnscar. Sure, it was an ambush, but that's no excuse. I have to be ready for surprise attacks.

My water clone reappeared with a teapot and two cups, pouring Taylor and me a drink. "Come, sit." I spoke to Taylor.

She took a deep breath, sat down, grabbed the drink, but did not sip. I simply enjoyed my delicious Oolong tea in silence.

"What are we going to do?" Taylor finally asked, audibly stressed. "They're going to expose our identities, if they haven't already! We're going to be hunted in both our identities! We won't be able to go outside anymore! We're fugitives!"

I shrugged. "It's not that big of a deal."

Taylor stared at me with judging eyes. "Not a big deal? We're enemies of The Guild! The PRT! How are we supposed to turn in gang members if we can't call the PRT?"

"Good point," I admitted. "We'll have to restrategize. But I wouldn't worry about 'being an enemy' of these groups. They weren't able to deal with the gangs, they weren't able to deal with the Nine, and they won't be able to deal with us."

Taylor went silent, looking conflicted. "Fine. We can handle them. Then what?"

"First, we'll have to address your original point." I sipped on my tea. "Going outside. We'll need new identities. Easy as that. I can change my appearance at will and Bonesaw is the cosmetic surgeon with the scalpel of god. We can deal with this in an hour."

"You think I should change how I look?"

I shrugged. "Probably the easiest way to manage. I'm not asking you to alter your hair, I know you've decided to stick with it. Hell, you could just ignore a new identity altogether if you figure out how to disguise yourself well. But if you want the easy way out, go and get Bonesaw to cosmetically alter you."

Taylor bit her lip. "I could choose to look how I want to look?"

I nodded.

Suddenly, her eyes lit up. "I'll do it."

I snorted. "Welcome to the bodychangers. It's pretty great to barely have to get ready in the morning. I'm sure Bonesaw could come up with some quality-of-life alterations you'd appreciate."

"I'm going to get Lisa's advice on what I should change," Taylor decided. "I just want to be able to go outside."

"Alright. Let me know if you need me for anything."


Today was a fiasco.

Where was I lacking? What could I have done better and what do I have to live with?

Being ambushed was the first part of the problem. I let my guard down, and I can't do that. The first thing I need to do is be more proactive about securing my safety.

My chakra supply is still a big factor in how long I can manage, but I'm already working on solving that. Genetic modification can't come a day too soon. Better chakra control means wasting less chakra, so I'll keep up my efforts there.

Spear skills? 'Defiant' was blatantly more skilled than I, but I kept up and absorbed a bit of that skill thanks to my Mangekyo. That said, I don't have any active interest in engaging in spear fights with Defiant. If I had it my way, I'd have pulled off a hiding in mist technique, but I needed to keep Taylor protected.

Having an extra layer of Susanoo to fall back on gave me enough time to deploy my mist. I'd love to train my Susanoo, but I just lack the Chakra to do much of that without cutting into my Shadow Clone supply. Doesn't help that it's about the farthest thing from comfortable and causes the most eye strain by far.

Once I get some Uzumaki in me? Completely different story.

That reminds me. I want to see how to repair the Mangekyo Sharingan with medical ninjutsu.

Huh. Eye Surgery isn't very difficult with magical ninja powers. No wonder these things are plug-and-play.

I flashed a dozen hand seals and my dark green chakra appeared on my index and middle finger, which I pressed onto my eyes. The lingering pain of using Susanoo earlier faded, ebbing into a dull soreness.

What would really have helped in that situation is a direct counter to space-time warping. My illusory mist was a lucky indirect counter, but I don't trust it to work again, at least not on the Protectorate. Unfortunately, the only counter to space-time manipulation is my own space-time manipulation.

Damn. Time to get back on the Fuinjutsu grind.

I created a shadow clone, sending it off to research the basics of space-time. Something tells me I'm going to be learning a lot of physics soon. But, before I can work on that, I have something more important to do: make myself stronger, which meant going back into the medical field.

In the end, power was the real leverage of the world. The only way I stand a chance at continuing to live at my own whims is to ensure that my position amongst the living is secure, and so I had to make the most out of my powers.

It took a lot of eye strain and semantics to figure out exactly what genetic modifications I could implement safely. I attempted to exploit the mechanics of Omoikane. The more I know about a topic, the easier information is to discern, so I've got a few thousand papers on genetics pumped into my head. The longer the query I ask to see, the more draining it is, and so I need a way to reduce that.

Finally, I had a single sheet of white paper with a question written out on the top. It read, "What are the genetic sequences and markers I need to transcribe to convey to Bonesaw the specific genetic alterations necessary to alter me with Uzumaki vitality modified for regeneration, Dead Bone Pulse, and integrate the benefits of the Ketsuryugan in my Sharingan without any long-term negative consequences or any major alterations to my physical appearance?"

I want to see the question on this page, answered correctly.

I hissed and slammed my hands over my eyes, writhing as the chakra drained and the illusion began. Page after page of information blurred through my vision, the brief moment conveying an ungodly amount of data, more than I could properly process on my own.

After an agonizing moment of sensory overload, I felt my chakra dip low, and ended the illusion right as I got to "End of genetic alterations for the first chromosome."

I ended the illusion, grabbed a chunk of fried chicken from my food storage seal, and tore through it. One down, twenty-two left. I'll be burning through much more chakra before this is over.

One thing is for sure: I'm sure as hell not transcribing that all on my own, and certainly not on a real piece of paper. A bunch of shadow clones can convert that into a digital format. Never before have I been so grateful to be able to create minions with my memory.

In fact, I think I'll outsource even more.

I want to see how to perform a Shadow Clone Jutsu variation with enough reinforcement to perform Omoikane.

Damn. Nearly forty hand seals, but only slightly more chakra intensive than a regular Shadow Clone. The clones will still only have a chunk of my chakra so I'll still have to ask the big questions myself, but they'll be able to double and triple-check my work.

I never thought that being a ninja would lead to storing multiple libraries' worth of genetics and physics research in my head, but it's a nice surprise. When learning is as easy as a glance, all I need for an advanced education is a few hours browsing the internet.

I'm so happy to have disposable income. Not even Earth-Bet is free from paywalled publications.


Interlude - Cauldron

Alexandria walked into Contessa's office. The hat-adorned woman rapidly filled out paperwork, checking through options without bothering to look down.

Contessa was already looking at her door, and smiled at Alexandria as she came in. "What can I do for you, Rebecca?"

"Don't bullshit me. I still have access to the PRT database. I want to know what you're up to."

Contessa's smile did not falter, but the emotion behind it focused: amusement. "Oh? What am I up to?"

"Flechette and Triumph were unable to join in the capture of Pain and Hive due to a series of bizarre and inconvenient coincidences. The two fighters most likely to bypass Pain's avatar." Her eyes narrowed. "You're not as subtle as you think, if you know where to look. I want to know why you sabotaged the capture: the capture that we, as an organization, agreed upon."

"It's come up rather recently. Kurt has assisted me in my attempts to study the blindspot, and I've created a rather accurate model."

"How accurate? Did you predict the attacks he pulled out during the encounter?"

"No, not a model of his powers. A model of his personality and goals."

Alexandria's brow raised. "Get to the point. What are you planning?"

Contessa finished her paperwork, neatly arranged the papers into a pile, and then tossed them over her shoulder. The paper exploded into the air and floated down into an open briefcase, perfectly organized.

Contessa smiled. "Path to reviving the Brockton Bay Terminus project."

"You think—" Alexandria was cut off.

"I do. Kurt agrees. My model says 87%, his says 93%. Pain tries to project an air of confidence and precise planning, but most of the time he's just making it up as he goes. Above all else, he's still mentally a normal human, and humans can be easily manipulated by other humans. Humans that I can path around."

Alexandria sighed. "Fine. We'll go with your plan. Doctor Mother isn't going to be happy about this."

"She'll have to live with it. Once the model came together, it integrated into the path to maximize our chances against Scion. We just need a little pressure in the right places."

"He has demonstrated a great deal of unique powers," Alexandria admitted. "Just one last thing: why did you keep us out of the loop?"

Contessa smirked. "Path to delaying David's complaints. It's for the good of us all, I assure you."

Alexandria's eyes rolled, but she didn't try to argue. "Why you of all people ended up with ultimate power, I'll never know."

"I've been asking myself that since I was a little girl... but don't doubt my dedication. I would do anything for Cauldron."

Obligatory "Brockton Bay gets worse, nobody is surprised."

I'll cut straight to the point. We've all heard of Akatsuki. The PRT has unmasked them and declared them a cumulative A-Class threat, with the potential to evolve into an S-Class.

Hive is one Taylor Hebert, recently orphaned by Leviathan during the Brockton Bay attack. [This] is the photo the PRT provided of her school ID picture.

Pain is one Indra Uchiha, also a Leviathan orphan, but orphaned way back in Kyushu. [This] is his photo.

Remember when they took out, like, half of the Nine on their own? One of the things they did was capture Bonesaw, which some more keen news watchers picked up that they never returned. Following the utilization of a bacteria that induces unconsciousness and bypasses air filters to capture a significant portion of Fenrir's Chosen and Menja, the PRT confirmed that not only did they still have Bonesaw, but they allowed her access to tinkering equipment and are willing to use it to their benefit.

The PRT claims that Bonesaw is notoriously unstable and even should the Akatsuki be utilizing her tinkertech for the best interests of the city, there is always the risk that she creates a serious biological hazard. As such, they've contacted Dragon for assistance in handling the matter.

The PRT cornered the two in the recently opened mall, evacuated civilians, and demanded they either return Bonesaw or be declared criminals. Vista trapped them while Defiant, Dragon, Assault, Battery, Clockblocker, Shadow Stalker, and Weld surrounded them.

[Here's] the mall's footage of the event. It's pretty short, and visibility is lost pretty early in. The next bit of footage I have is their [escape], but it's similarly very short. No audio, unfortunately. TLDR; Akatsuki escaped. Defiant, Brockton's new Cybernetics tinker armed with the remnant of Armsmaster's nano-thorn tech was supposedly able to put up quite a fight in the mist, but ultimately failed.

I'll let someone else try and explain whatever Pain is doing with his hands and powers. Not my area of expertise. There's plenty of debates in the parahuman power threads.

My take? I'd rather not have a biological crisis on our hands. Don't know if this is the right way to handle it, though. Especially now that the capture didn't work.

I have no intention of causing a biological crisis and have taken extensive measures to ensure that Bonesaw will not be creating any uncontrollable abominations. I understand the PRT is worried about such a powerful force being outside their control, but their fear is not grounds for our subservience.

And yes, that is me. I am Indra Uchiha. Feel free to call me by name or stick to Pain. I'll respond to either.

Furthermore, I have no intention of striking back at the PRT. An attack on my identity isn't much of an attack on me, as I assure you that even if you somehow found my home, you would not want to try and enter it.

Most of those are from the versatility of hydrokinesis, he's demonstrated using it directly for Shaker, Blaster, and Striker purposes, as well as a bump to his Master rating. Supposedly the mist he created that obscured vision also twisted people's perception (Shaker/Master Hydrokinesis), he demonstrated the ability to form his water into a pressurized spear and launch it through a Dragon suit (Blaster Hydrokinesis), then formed a tentacle of water around his arm he could sharpen to an edge or point at will (Striker Hydrokinesis), and to top it all off, he created weaker avatars of himself out of water to hold off Defiant while he escaped (A Hydrokinetic Projection, so a Master ability.)

The Mover/Thinker 7 comes from the combination of being able to move and react on the same level as the cybernetically enhanced Defiant, actively predict and integrate many of his opponent's spear-fighting techniques into his own arsenal and send them back mid-fight, and move at a speed almost indiscernible from teleportation, albeit with what seems to be a wind-up. And no, it isn't teleportation. Frame-by-frame analysis gives you about three frames of Pain busting out of the window, another flashing his magical gang signs, and then he's halfway across the screen on the next.

Brute/Breaker comes from his skeletal summon. Pretty obvious why, if you've seen the footage. PRT has chosen to classify it as a Breaker state rather than a projection as it seems to be bound to his body.

His Master rating has been augmented following the revelation of his ability to impart some perception alteration through his mist and create water bodies, plus the old visual Master abilities he demonstrated.

Changer 2 apparently comes from the ability to morph his body into whatever he wants within a reasonable limit, from perfectly impersonating Skidmark to transforming into a paper airplane to avoid a strike from Leviathan while stuck mid-air. Yes, that is from an official PRT report.

Stranger 4 is the most recently revealed one, following his classification as an A-Class threat. His changer ability could technically fit into this, but that's not why it's at a 4. WEDGDG ran an analysis on him and discovered that he has complete immunity to precognitive Thinkers. Just precogs, but still a crazy immunity to have.
