What If...?
Toshinori was walking back home, after training Izuku for his entrance into UA, one lonely night.
While doubling a corner, a blonde girl jumped on him from a rooftop.
The last thoughts on his mind before she stabbed him were on how tragic it was that all of his All Might hours for the day had been already used.
"... huh," Aizawa said while taking notes. "That had to be disturbing."
"It was," Toshinori said stoically, splattered on blood not his own all over. "It was."
"So that's very important to remember, Young Midoriya," Toshinori said, showing his fresh wound, "if you ingest my DNA without being prepared, and then exert any vigorous physical activity, such as, say, trying to keep on attacking, your limbs will explode!"
Izuku took a hand to his stomach.

Biography:
Born a 'Quirkless' in a world where eighty percent of the human species had a superpower, or a 'quirk', Yagi Toshinori was an idealistic young boy who always was dreaming of being a hero. He was approached by the heroine Tomura Nana, who bestowed him with One for All, a Quirk turning Toshinori into the superstrong All Might. He worked diligently to become a champion of justice, moving from Japan to America for several years.
In the United States, Yagi built a reputation for himself and eventually admired the freedom ideals of America, struggling to enforce them. Even if others would twist them, he would do his best to carry on the legacy of his mentor, sacrificing his personal life as a hero to mankind as a whole.
He fought All for One, a shadow criminal steering Japan's underworld from secrecy, and they became archenemies until All Might seemingly killed him. This was not the end of All For One, who slithered away and plotted vengeance for decades. In the meanwhile, Toshinori had been injured to a point he only could spend three hours a day as All Might, the rest of his time spent as a little, frail man of unassuming meekness.
Yagi met Midoriya Izuku, a selfless boy who lacked a Quirk but impressed the hero with his willingness to rescue a classmate from a sludge villain. He decided passing One for All to Izuku, training him into being his successor, and when All for One returned with a plan to crush the new generation of Japanese heroes, All Might and the UA students were there to oppose him.
A brutal clash between All Might and All for One deprived the hero of his powers, but he knew he could entrust the future to the new breed of heroes.

During a direct encounter, the Ruler can see a Servant's true name and entire status information will be automatically revealed. In regards to Servants with concealment abilities, a Luck Check is required to bypass those abilities.
The ability to find intel on his own never was the Servant's strongest attribute, and he was surpassed at it by other heroes such as Endeavor, not to mention Principal Nedzu.
God's Resolution: A
Two Command Spells can be used for each Servant participating in the Holy Grail War. Cannot re-purpose the Command Spells of others.
Ruler has a powerful and imposing voice that it is difficult to ignore.
Anti Magic: E
The Servant never prevailed over the supernatural in his life as a human and as such he only has the absolute lowest rank necessary to qualify for the Archer class.

Golden Rule: A
All Might owned a superhero agency branding his hero identity around the world. This netted him millions of dollars he spent on the greater good.
His money is good all across the planet. He will be well received anywhere on Earth and traveling expenses aren't an issue. Neither is food.
He also can and will invest millions on research intended to fund the preservation of Human History.
Natural Body: A
The posession of a fit athletic body that is functionally imbedded into the Servant's Saint Graph as a function of vitality.
Summoned in his physical prime, Toshinori doesn't need to shift into his emaciated form anymore. He can choose to do it, however. In that form he spends very little mana but his Strenght and Endurance plummet to E. He will shift back into All Might at will. As his small form he won't be recognized by other Servants or humans who were not aware of his dual identity.
Even if the caloric intake is increased greatly the body will suffer no negative effects.
Bravery: EX
He would't flinch back even the odds were overwhelming against him and his friends and students.
He is the kind of person who is always hopeful for a recovery and a change for the better. His optimism and courage are unbreaking.
Some would call this naivete. But he is a veteran and knows better. He is not delusional. He just has a steel determination and idealist trust.
Charisma: A+
Beloved by civilians, looked up at by other heroes, and even respected by all but the vilest villains, All Might was an icon of his time.
Powerless boys would follow him into battle without a second thought. He could make troublemakers fall in line with ease. He was inspiring to many.
Unlike King Arthur, even when trust on Pro Heroes plummeted with the public opinion, the system he inspired never fell through completely, recovering.
Noble Phantasms:
Nebraska Smash: B
Although All Might used to fight with his bare hands, his most powerful blows were legends themselves.
All of these attacks are Anti Unit, but Ruler is able of using most of them several times to deal with multiple enemies.
Missouri Smash: B
A rush strike that can be used while running or jumping. If the latter, Ruler dive bombs his enemy and smashes them against the ground.
Its potency can even pulverize lesser targets.
The lethality is diminished by hitting with the edge of his hand instead of the full fist.
Carolina Smash: B
An X shaped slash with both hands that can break through most defenses, and the gale force of the motion is enough to blow missiles away.
When used on the neck of a foe it can even behead them.
It works best at the end of a dash run.
Detroit Smash: A
It looks like a simple yet powerful straight punch, but the mere force of the air compressed around it destroys minor enemies and cripples most villains.
This is the attack All Might used to rescue the inexperienced Izuku and Bakugo Katsuki from the Slug Villain, and has a bonus against Chaotic Evil enemies as a result.
United States of Smash: A++
It also can be Anti Mountain or Anti Fortress depending on the applied force.
The most powerful of All Might's attacks. It was the one that finally put All for One down for decades.
The mana consumption is very high, even with All Might in his prime.
It concentrates all of All Might's energy and physical power in his fist, so he briefly looks like his scrawny form while performing. The effect is that of a city wide bomb that unleashes a fiery onsalught visible from far away.
Its impact is comparable to that of all of other Smashes put together. An awesome trump card, but for a short window after its use the Servant is rendered vulnerable.
