HIS LIFE AND CAREER
He was born on July 8 1963 to the unknown parents he was an only child he grew up in in the city of Baltimore he grew up in tough neighborhood where abuse and violence were consider normal he met Tyler Owens who would become his childhood friend the 2 becoming interested in boxing they train with each other
After graduating high school in 1981 he ended up joining the United States Marine Corps until he was discharged at the rank of Second Lieutenant due to injury that affected him during his time as boxing champion in his teenage years
At age 27 or 28 he attended the Naval War College having serious interest in black operations NIS special agent Whitney Sharp recruited him to began working for NIS he later joined top secret missions Operation Trident in order to track down The Russian who was the arms dealer he met the Director of Mossad he join the CIA/NCIS joint task force operation he would end up meetiEs,ng or teaming up with familiar faces during his time after 8 years NCIS special agent Riley McCallister wanted to recruit Vance into the Southwest Field Office he reunited with soon to be future director Jennifer Shepherd first met future supervisory Leroy Jethro Gibbs and NIS agent William Decker in 2001 Gibbs transferred to become the new Washington Field Office Supervisor, Shepherd went overseas McCallister and Decker ended up retiring with Vance ranked up as the SSA of the Southwest Field Office becoming special agent in charge of his own team 2 special agents important work with him along with other members working in different operations due to his leadership skills out in the field and his serious tone behavior Director Thomas Morrow consider him the most knowledge agent and hero for saving abducted Lieutenant Sloane and the Mighty Wingos who were held captive for 9 months by terrorist group he leaded Lietentant Sloane to safety Director Morrow awarded him for his heroic actions he continued his time as SAC of the Southwest Field Office later in the years he became Assistant Director of the Southwest Field Office and Los Angeles Field Office he worked with 2 different teams including joint operation cases until 2008 he was offered the role of Director in Washington DC in Director Shepherds abscence
He was ranked up to Director of the Washington Field Office permentantly finding out the MCRT team dysfunctional and unfit relationship he ended up disbanding the MCRT team special agents putting 1 in the basement where cybersecurity is, 2nd one back to Iraseli, 3rd one stationed and assigned to Agent Afloat, 4th one gets a new team it leaded conflict until it turns out there was a mole at NCIS later revealed to be Agent Michelle Lee that DiNozzo recruited back in 2006 people never understand who Director Vance really was there was history of conflicts and relationships in the past by the book guy there was even suspicion he was helping controversial mossad team America found them infamous and dangerous his relationship with Director David leaded to meet again in Washington DC he organized the conference where veteran NIS/NCIS special agents attended in order to have conversations about operations from past decades after that him and Director David would end up caught in the blast Director David sustained shoulder injuries and Director Vance sustained injuries he was rushed into surgery after the NCIS team digs deeper into finding out who attempted murder on Director Vance the MCRT team are shocked to find out they were connected to Director Shepherd in the hospital Veteran SSA McCallister came into his hospital room he sees how weakened he was restrained the weakened director with the cane wanting him dead for good he was about to die with one last effort he thrust the knife into McCallisters rib cage he collapsed to the ground next to Vance still weakened the nurse comes to check on McCallisters who died from his injuries this was the veteran who wanted anyone who was involved in becoming The Main Director of NCIS to lose their life
Thinking back into the moments the only one with wife and children married and loved but still he went to work attended conferences and meetings with SECNAV it was taken away from his car was used to bomb the NCIS headquarters leading to the deaths of so many lives taken away including Agent Girad, his friend and wife hit with bullets completely gunned down left bleeding to death left Agent David with the form of wanting to get revenge and for him leaving so much guilt took months to pull him through this
the team was one the team was falling apart this was not the 1st time he saw this happen it was hard and struggling for the team to lose one of their own again and again keeps happening keeps seeing it even having to force Gibbs on suspension until further notice he only did it to avoid anymore controversy keep the OIG and Internal Affairs far away he needs to be the one to deal with it he needs to be speaking to them he started out as probationary at age 28 ranked up to Director of all NCIS field offices he oversees the states to countries Washington DC and Los Angeles he mainly knew well while New Orleans and Hawaii were just talking in MTAC or conference meetings working together with both teams and black operations everyone knew who Director Vance was formerly part of the black operations, joint task force teams boxing champion skilled hand to hand combat with dark eyes no nonsense biting toothpick hard or easy to work with axe weilding skilled interrogation with knowledge and suit and tie professional behind the desk
THE AFTERMATH AND NCIS TEAM
He went up the stairs back to his office the phone rings pressed against his ear he was having another short conversation with SECNAV members who was completely not happy right now he got off the phone slamming it shut he took his breath thru out day it was nothing but phone calls from SECNAV members and NCIS local field offices who were mainly talking with the director mainly the NCIS supervisors The Washington Field Office team of MCRT were going to take their break after 4 months of putting up with cases that some members took very emotionally and personally the stakes were high it interferes the cases the past months involving a lot of different cases in the past months the ones completely stood out to the team 2 or 3 cases feeling personal reaching breaking points
The main one located in the Washington Navy Yard with the 3 other field offices located in Los Angeles, New Orleans, Hawaii it was led by 3 different people in 3 different cities with different traits street smart orphan, bar founder and piano player, the first female in charge Washington had their own tough carpenter widow the other counterparts of the team with location in 3 different cities 1 different state different hobbies has similar pasts meeting each other or working together
He looked closely thru the files of the NCIS special agents most of them he already knew about during past careers he has been looking and examining the files and reviews of the employees employed at NCIS of course looked at the reviews of the Major Case Response Team he read the files and reviews about Edward Scott, Michelle Stamos, Stan Burley, Brent Langer, Chris Pacci, Paula Cassisdy, Jethro Gibbs, Anthony DiNozzo, Viviann Blackladder, Caitlin Todd, Timothy McGee, Ziva David, Michelle Lee, Ned Dorneget, Eleanor Bishop, Nicholas Torres, Alexandria Quinn, Clayton Reeves, the allies Dr. Walter Magnus, Dr. Donald Mallard, Abigail Scuito, Dr. James Palmer, Dr. Jaqueline Sloane, Kasie Hines

The Washington MCRT has lost 7 special agents Los Angeles OPS has lost 5 New Orleans lost 1 and REACT lost 6 all killed in the line of fire mainly sacrificing their lives to save the ones in complete danger mainly its the special agents performing and acting fast to shield the innocent lives unaware of the complete fatal danger they are in he has seen or heard about the heroic sacrifices of the special agents what they did to defend and serve for their jobs and tasks consider dangerous and the senior excutive staffs that Washington MCRT and OPS having 3 the past years New Orleans only having 1 each types of different directors were assigned and ordered to supervise 1 different field office most of the senior executive staffs in the role of Director don't hardly last long not getting up to 10 years but for Vance he became one of the few longest running serving directors and made history as the 1st african american Director of NCIS he is now on his 13th year mainly he oversees all the local field offices around the world the main he supervises is Washington Field Office in the aftermath of the 3 months handling the bereaucat policies and other government agencies who were planning to start investigation on the team highly suspicious about the team finding out they were lying Vance had to punish the special agents to show he is independent enough to displicine the team and keep away outside government agencies who were against he let them continuing into cases after the 3 special agents saved him and all the senior executives staff, higher leaders and commanders live after their drinks were poisoned leaded Vance to let them continue into cases with one of them FBI and NCIS joint task force ended up confronting FBI Agent Parker about his suspicious behavior towards the team instead of helping the team he instead ended up threatening to arrest one of their own in order to put him away for good Vance confronted him putting tension with each other to the team with Torres was salty and had hatred for him, Dr. Palmer didn't want him around, Kasie didn't like his actions, Knight it was unknown for her mainly the newcomer for the team, and McGee mainly keeps his personal feelings private with the NCIS team losing 3 members its unknown how long it can be for the 3 to return Vance would be the one to bring them back if he wanted to except that's not his choice it was their choice to see if they wanted to return or not in the aftermath he offered the break for the team made sure there was no request for the MCRT team to come to work to investigate the case he knows they needed it the team was falling apart not stable enough to continue another new case without arguing or conflict for himself mainly stayed up in his office examining reviews and files of the past and current teams ended up reading another personal files he opened the folder up he read it but this time it was not about current team of special agents and their allies so far.
