Brief History:
Born on the island of Tokai on the first half of the Grand Line, Shoto was the fourth child and third son of Vice Admiral Todoroki Enji and considered to be the most promising of his children. Enji was a talented and skilled Vice Admiral but his rough personality didn't inspire the needed confidence to get him promoted to Admiral, something he failed 6 years ago when an opening appeared that was filled by Vice Admiral James and then 2 years later again by Vice Admiral Esdeath.
This coupled with other past situations led the Vice Admiral to try and secure his legacy through his own son. It wasn't the first time he'd tried this but that had failed but now Enji had a plan that would ensure his son surpassed him and secured the position he aspired to.
That plan involved giving Shoto a power that Enji couldn't attain, one that many thought didn't exist. It was to this end that Enji used his position to scour the world for the mythical Half-Half Fruit, a Logia type that will grant the eater two Logia powers from all the known Logias but the two powers that the consumer would get were random and unpredictable.
Even with this risk Enji was convinced that this was what he needed to secure his legacy and with one son already a failure who'd seemingly died because of his obsession to live up to Enji's ideal and another son not interested, same for his daughter, he put it all on Shoto and trained him from a young age for when the time came that Shoto would surpass. Then, when Enji proved everyone wrong and found the Half-Half Fruit, he forced Shoto to eat it.
While Shoto lucked out and gained the powers of ice and fire upon eating the Half-Half Fruit, it did not have the desired effect of motivating Shoto. Instead, now that he had power to go with his training, Shoto repelled from the abuse he'd been put through up to that point, abuse that had at one point caused his mom to accidentally burn the left side of his face over his eye when she couldn't take it anymore, and ran away from home.
Coincidentally this was the same time as the Might Pirates had landed on Tokai as they traveled through the Grand Line and he was rescued by Captain Izuku who saw Shoto's plight and wanted to help him. In that vein he fought Vice Admiral Enji and while he lost that fight was enough to drive a point home that Shoto's power and path was his and not his fathers and it was up to him to make use of that as he say fit.
That got through to Shoto and he proceeded to help the Might Pirates escape and took to the sea on their ship, the All Might. When Izuku recovered he offered Shoto a spot on his crew which Shoto accepted and he officially became a pirate thus utterly rejecting and rebuking his father in the process. Due to this Enji used his connections to put an initial bounty of 78 million berries on his son's head though that and all subsequent bounties have all had the line 'Only Alive' on the wanted posters something that to this point hadn't occurred before.
In short order and following the incident where the Might Pirates defeated an attack by several wanted criminals from the New World, Shoto was voted as the crew's Second Mate in large part to try and counter balance Katsuki and Tenya's personalities. In addition his bounty jumped to 178 million due to the role he played in the incident thus making him a Super Rookie.
It would go up one more time following its current level following an incident where the Might Pirates defeated a Warlord of the Sea and exposed his crimes before the Might Pirates reached Sabaody. Due to the amount of Shoto's bounty and his presence on the archipelago during the events that transpired there before and after Straw Hat Luffy's assault of Saint Charloss, Shoto is considered a member of the Worst Generation and one of only 8 non Captains to hold that distinction.
Quick, rare, note in this collection, but in case anyone is confused, all entries in the Databook are current with the current timeline of UWG and as UWG is currently in the Summit War Arc that is where this entry is based. That is why Shoto's bounty is so far the only bounty with the line 'Only Alive' on it as Sanji's new bounty following Dressrosa has yet to be released. Thought I'd briefly clarify this in case anyone was confused.
