A report on the Espers "Gunvolt" and "Joule"
To be delivered to the Board of Directors for the purpose of possible reclassification

Aleister sighed as he skipped most of the introduction to get to the new info. The two mystery espers had show more qualities and their entries on the Parameter List would need to be updated to reflect this.
He looked down to where the actual information started but saw that a lot of the new info was anecdotal. It was all based of the events during August 8 where Therestina Kihara Lifeline attempted to create a level 6.
Aleister sighed, not only had that been attempted without his permission but he was also distracted kater that day by the Alchemist, Aureolus Izzard.
He was just lucky that no one that he hadn't intended to get involved interfered.
Looking back to the report he scanned the description of events, they had not been able to call either of the espers in for testing since the event so they were working off the video footage alone.
The first thing was the fight between Gunvolt and Therestina's powered suit. It had been fairly normal at first, Gunvolt was believed to be a weaker electromaster than Railgun but he had defeated the mech. That had gotten the scientists excited until one of them pointed out that the only way that Railgun could have lost to it was if she was holding back.
That stop the calls that he was stronger for now but everyone had been interested in the "Sword" anyway.
The boy had muttered something before a blue sword appeared in his hands, a sword big enough to cleave the mech in to two pieces. The question of 'How it was done' had multiple answers but they all but Gunvolt at a higher power then it was thought. At the very weakest, he could create plasma that lasted for a while and control it's heat output.
A normal electromaster typically didn't have any control over the plasma their electric currents created but it seemed clear that Gunvolt did.
Aleister looked a diagram someone had drawn to understand the blade. Gunvolt would create a current between his two hands that connected with some form of air impurity, the circuit he created would then have enough power pushed through it to create plasma. There were two issues with this idea; It didn't explain where the plasma's heat went while it was being held (it would cook him otherwise) and the energy expenditures for the circuit would end up massive once he had held it for a few seconds.
Plasma has a high start up cost that all electromasters that can create lightning are able to pay, the energy cost to keep the plasma going is smaller but it would still rack up if he held it for too long. It is why other electromasters don't try things like this.
It was possible that Gunvolt's personal reality wasn't just electromaster but also the control of plasma. Just a theory for now though.
He turned his attention to Joule next, the main points of note were that she could still use her power when exposed to capacity down (Aleister noted that the fight at the MAR facility showed that Gunvolt shared this trait) and she could user her power to cure other espers of capacity down's symptoms.
And then there was the story of the figure. It was not on this report nor any others he had seen but he had felt it. While he was watching the scene live through the cameras he had felt the figure behind Joule materialise. He couldn't get good readings but it seemed like some sort of AIM Diffusion Field aggregation, an artificial angel.
That had peaked his interest. Joule was only a single girl yet she could nearly create an angel by singing?
It sounded like magic, impossible for her to do.
He had decided that from then on he would keep a closer eye on these two. As they were both holding back in testing he wondered if this was the full extent of what they could do.
Gunvolt was now very likely to really be a level 5 but that was impossible to test if he kept holding back in testing. Joule on the other hand was more interesting; her innate telepathy might be the easiest thing she could do but he had many theories about how she created the artificial angel, if any of those ideas turned out to be true then Joule would almost certainly could be much stronger than she let on.
Another level 5? Unlikely. Though he would have to see, they both appeared together after all.
The last thing he turned his mind to was the still open question of where they came from. Before a few months ago there was no record froms them anywhere.
Other countries have imitated academy city's development program but his spies still got him information on their activities, none of them had developed Gunvolt or Joule either.
He smiled and decided it would be an interesting mystery to figure out.
His attention turned to his main plan then, one of the sister units had been deployed. This one would die as the ones before it, just one more piece in his plan.

So the poltergeist arc ended as I said last time so the sisters arc is next.
This was just a bonus chapter so I could have a delay before starting season 2 (of both the anime and this story)
