A report on the Espers "Gunvolt" and "Joule"

To be delivered to the Board of Directors for the purpose of possible reclassification

Aleister smiled, he had the report open along with two videos. The first video was a bit messy but through a combination of security cameras and spy drones he had managed to catch a lot of the battle between Accelerator and the others.

Imagine breaker had acted as predicted to stop him but it was slightly surprising the first time he watched through it and saw Railgun and Gunvolt join in. He had been starting to think Railgun suicidal but no, she had joined the other two in this and even offered help by convincing the Network to help. Then there was Gunvolt. Concidering the battle with Accelerator he is almost certainly qualified to be a Level 5 candidate but how he did it was the question. He had used his plasma sword again but though Accelerator had redirected it like normal he had still been cut.

So what unknown vector did his sword create? Aleister opened another file, the updated guess of how it worked. The plasma wasn't even the problem now, as the reflection would have made it worthless. The cutting force must have come from somewhere.

The quetion was, of course, what sort of electromaster ability could cut? Railgun could use iron sand to do it but Gunvolt didn't draw any in before his blade formed. He couldn't have just pulled them from inside the blade's form as the air didn't have even slightly enough iron particles to be able to do that.

Even then, Accelerator would have been able to reflect an iron sand blade. That couldn't be it. Amata's method? No the blade clearly made contact with him, it wasn't being pulled.

The smile on Aleister's face grew wider as he thought of the solution. Unknown laws, at minimum that qualified for high level 5, if indeed he was an esper. Unknown laws could after all mean magic was at work. He didn't recognise it as magic and it seemed to not be following any magical law he knew.

The idea of how it worked though, in the context of magic, was fairly simple. A "Sword" can cut. When the sword is swung it cuts whatever it is swung at, normally the plasma would burn the cut into the target but with Accelerator's case the "Sword" itself needed to cut. It was clever, a two-sided stratagy. Magic shielded by science.

Of course that would mean he was a Magician and not an esper, yet he has been through ability development and can still use his power so maybe...

He would have to be a Magician-Esper Hybrid, one without side effects.

He watched the video again and smiled when he saw something he had forgotten, Gunvolt could heal himself. His leg was broken and it took a very short time for him to heal it. Electromasters just couldn't do that sort of thing, neither could a plasma manipulator. He had a healing spell then, one that didn't have a visual effect if his cameras were right.

Oh how he wanted to see whatever experiment had created him. The esper ability of electromaster and spells for a plasma sword and for self-healing.

Onto Joule then, wow. Her AIM response while singing properly was very high, there was also the matter of her artificial angel. It had not been seen visually but he was able to detect roughly where it was with an AIM sensor. The artificial angel stayed by her side most of the time. It was clear though that Joule was aware of it and could control it. It was amazing. The angel was weak but it was still conceptually amazing.

Then there was her telepathy. There were hundreds of people in the area, many of them were espers and she linked them all together into a network where they could share power if needed. It allowed for two-way communication too and (In theory) it could have allowed any pair to stay in contact.

It wasn't as strong as Mental Out's abilities, as Joule was never shown to have any control over the linked. However it was still powerful and should be noted.

Could she be another hybrid then like Gunvolt? The high level of telepathy is similar to Gunvolts high level electromastery. Then her angel would be like Gunvolt's swords and his healing.

Regardless they would both likely be joining the candidate list. He would need to think about how to get them to show off what they really could do. Forcing them into conflict with the level 5s could do that. Gunvolt vs Meltdowner and Joule vs Mental Out. Plasma vs Plasma, Mind vs Mind.

He would have to see what he could do.

GV and Joule rested. They had just finished eating supper after the adventure the day had been.

Lumen was lying in the air next to Joule in her full form. Her eyes were closed but she was speaking.

"Really GV? Are you sure? You didn't want to go to space in a mech?"

It had been bugging her all evening

GV sighed "No, I was perfectly fine staying on the ground. It also kept prying eyes from finding out more."

Lumen groaned and Joule chuckled "Are you going stir crazy with only us to speak to?"

"Yes!" Lumen said immediately. "Your friends were fun to talk with while I pretended to be you. Introduce them to me. Let me join in on your conversation."

Joule tilted her head "I don't think that's the smartist-"

"Just one then!" Lumen begged "Just Misaka, we know she can keep a secret."

Joule looked away from Lumen but could still picture her face "Maybe, if I am given an opportunity. You would still have to stay in butterfly form while others were about though."

Lumen's smile was wide "Thank you, thank you!"


Elsewhere a man who wanted to be left alone met a small girl who wanted his help.

Making this a bonus chapter as it is the end of Railgun S.

I am actually going to create a timetable for the future to help me understand the different plot threads.

Edit: I'm working on the timeline but the movie is being awkward, the offical timeline places it's start date on the 15th (A character needs to be injured by the time of the first day) and the end date of the 18th (So it ends before the Daihase festival starts) but there are too many days. I'm calculating the last day is actually the 20th/21st and that messes up all sorts of scedules. If there is anyone more versed in lore than I am can I have some help? Even the anime timeline points out it takes 6 days but it can't without messing up other arcs.
