Climbing the ladder

The two of them searched for ways upstairs but a lot of the building had been wrecked in what they presumed had been the defense of the Sister.
A set of emergency stairs looked to be in one piece so they both headed up. They did need to catch their breath a few times on the way up though.
Finally they reached the path up to the roof, but...
"The stairs-" Joule let out of soft gasp.
Misaki nodded "Neither of us can get up there."
"Is there any other way onto the roof? An emergency escape from there?" Joule asked.
Logically, you'd want a way off the roof that didn't require going through the building if it somehow caught on fire. They had emergency stairs after all on the inside of the building.
"Let me check what's going on first."
They both turned to see Lumen appear next to Joule. Misaki nodded and Joule gave Lumen a nod before the Diva became a butterfly and fluttered up to the roof.
"They're up here." Came the telepathic voice as Lumen sent them an image of what she was seeing.
Center stage was Misaka- whatever had been done to her having made her look less human. Uiharu, Saten and Kuroko were beside a storage crate of some sort, seemingly unable to move. Along with them was the man that worked for Misaki, frozen in the same way. Gensei was nowhere to be seen but there was a Sister, seemingly in pain, near the other prisoners.
Lumen gave out a little cry and the vision vanished as she sent "She can see me, I'm currently hiding under a crate but she's still looking in my general direction."
"I won't be able to perform while Misaka's here." Joule noted "She- her controller might just order her to attack me."
Misaki nodded "I'll backtrace the connection and go after her. Do you mind acting as my proxy to set that up?"
"Go ahead." Joule nodded and she lost consciousness for a few seconds. She woke up a moment later with Misaki putting a controller away.
Lumen quickly filled her in though.
"She used you to use me to use one of her remotes without direct contact."
"I have her." Misaki nodded "She's a few buildings away from here. If we free your teleporter friend, she can get me to the right spot."
"There might be some trouble there." Lumen commented "The doll is back."
She sent her perception back and they both saw the metalic doll heading for-
"She's heading to the stairs!" Joule stepped back with shock as she spoke. Misaki's eyes hardened "Let's go, we can't stay here!"
And they ran.
GV and Touma reached the base of the building just as GV finished explaining the situation as he knew it.
As they got there though, GV suddenly looked up at the building "Message from the girls, there are girls on the roof that need to be rescued or there's no way to fix this."
"Let's go then." Touma nodded and headed for the door, GV raised his hand though "Stairs are out higher up, Only I can get there." He looked down at Touma and nodded "You'll be more help down here."
"Now hold on-" Touma began but GV began climbing up the wall of the building with magnetic fields. His wall hop allowed him to reach the ledge just below the roof.
The electrical charge here was incredible. It was otherworldly in a way. More than that he felt something pushing and pulling him. A prevasion like this would probably be dangerous, who knew what would happen if he was pulled into the storm.
Two foes, one was the controlled Misaka and one was the doll. Objectives: Get as many of the girls away as possible. Priority goes to the teleporter and the sister clone. Don't let any of them die.
He nodded and stood up from where he hid and vaulted over the edge of the roof.
The doll quickly turned his way. It was made of a liquid like mercury. He could pass a charge through it but electrocuting it won't do much good.
Striking towards him, the doll leaped and GV dashed to the side. Misaka didn't even react as he spun around the side and grabbed the teleporter. He'd need to do this in two trips.
Thinking that he jumped again the other way. He broke in through a fire escape and sent the message to Joule.
"I'm here with the teleporter, heading back up."
"Thanks," Lumen's voice "We're heading down now but we've encountered a problem of our own?"
"Need any help?"
"No, no. We can handle it."
Joule listened to Lumen lie with a wince as they sprinted. The doll hadn't chased them far, just far enough.
"Now, now." Gensei spoke as he walked after them "There's no need for all of this, just give up. I won't hurt you."
He could see and break through walls with his powers and he'd keep chasing them until they either figured out how to beat him or got themselves caught.
Their victory was simple. Reach Kuroko, let Misaki unfreeze her and teleport away. If they started going in that direction though, Gensei could probably reach her first and Joule didn't want to imagine what he'd do with her.
Kouzaku Mitori saw an alert pop up on her phone as she controlled both Misaka and the doll. Managing them both at once was stressful but it would be over soon anyway.
They were in the end game now, the fall of Academy city.
She checked the alert and blinked.
"Get Railgun to ground level. I'd be disapointed if she blew up this building as a side effect of her next attack."
"And the hostages?"
"Use your doll to take the clone somewhere else, the others can't really do any harm."
The girl gave a light shrug and metaphorically leaned on Misaka's shoulder.
"Hey, maybe being lower to the ground would help?"
She moved like lightning as Mitori guided her along as if holding her hand. It was only mental though.
Next, she directed the doll.
There was another movement though. The same one as earlier. She had no idea who it was but if it was someone willing to climb the building again after seeing what was up here-
"I'll just kill him."

Just setting up a lot of the fights.
GV vs Mitori
Misaki and Joule vs Gensei
Touma vs Level 5+ Railgun
And once those are done it will become
Misaki and Kuroko vs Mitori
GV, Joule, Touma and Sogiita vs Misaka.
Of course, that leaves some problems open but this is my current plan for the rest of this arc.
