Chapter 5 Truly undercover

Starsky called Captain Dobey, but he would not answer the phone, David was booked on suspicion of murder of his partner Ken Hutchison. Captain Dobey wanted to contact Starsky but he had been told not to by the Mayor's office. To keep his job he was suddenly being threatened. Since Hutch was stashed away at a private hospital Dobey was able to visit him and let him know what was going on.

"The evidence was clearly planted, your clothes with alcohol and heroine and a little blood stashed in his apartment in the laundry room!" Dobey said to Hutch and Huggy Bear.

"Cap, you know that is a set up. Where is Bernie Grossman? What assignment is he on now?" Hutch asked. Captain Dobey looked at Hutch and then looked at Huggy bear who said:

"I am going for a cup of coffee; I will bring back a couple cups for you guys?" They both said yes, and he left.

"Grossman seems to have made special investigator for the Mayor's office. I think there is someone in the Mayors' office but I am not sure who it is." Dobey said to Hutch. Ken listened to this and then said:

When I was working with Grossman, he kept saying that all the public defender lawyers are being offered a special bonus for something but he didn't know what it was. Do they have any new lawyers there?" Ken asked. Dobey thought about it and said:

"Yes, there is Albert Finster, and Michael Totten, and one more John D. Hensley. Why do you ask?" Ken just lay on the bed a few minutes and then said:
"Cap, Bernie has names of people and places but he has them stashed in his home somewhere. I was at his place a few weeks ago, but I did not look for anything at the time. Is there a way you can get me to his place and I can go and look in there?". Ken asked as Huggy bear came back with three coffees.

"Here you go, a coffee with lots of milk and sugar for you Cap and no sugar for you Hutch!" Hutch took his coffee and smiled. He looked at Huggy Bear and asked him:

"How would you like to go snooping around in someone else's house?"

"I have to go; I can't here this!" Captain Dobey said as he grabbed his coat and walked out. Huggy Bear looked at Hutch and Hutch watched as Dobey walked out of the door of the room.

"Okay, Hutch, what do you need?" Hutch looked at Huggy and wrote what he was thinking onto a notepad. Huggy took it, looked at it and then nodded yes.

When Dobey left the hospital he was followed. He wondered if whoever was following him knew who he was visiting. He acted as if he had not seen the car and headed to his office at the police station. Parked his car and went into his office. The car that was following him had been the same car that had followed Starsky, a blue and white car. They did not park at the police station but headed to the nearest shopping center. Debbie got out of the car and placed Ruby in the shopping Cart and Robbie in the basket of the shopping cart. She went into the store and put a package of hotdogs, milk, bread and cereal and baby food in the cart. Then she went over to where Mrs. Dobey was and started a conversation with her about the price of a roast.

"OH!, don't I know, the price of meat these days!" Debbie said as she picked up a roast and looked at it.

"Oh, you have such cute children. What are their names if I may ask?" Mrs. Dobey asked as she played peek a boo with the 2-year-old.

"This is Ruby and her brother's name if Robbie, he is 5 and she is 2."

"Look, I have an airplane!" Robbie said as he held his toy airplane up for Mrs. Dobey to see. Mrs. Dobey smiled and just as she was about to push her cart away, Debbie held her purse in a special way and said:

"Mrs. Dobey, there are children, mine included and others here in the store that might get hurt if you don't come with me!" Debbie said as She pushed her cart out of the store, the store manager ran over to her because she had groceries in her cart but then two men came in and held guns up and everyone stopped what they were doing and the manager backed away. One of the gunmen grabbed Mrs. Dobey while Debbie took the children out of the cart and took them to the station wagon and put them in the car. Mrs. Dobey was placed in the car as well.

Starsky was unable to get in touch with any of his 'friends' in the police department. Seems as if they had all been told that if they wanted to keep their jobs, they would not help Starsky. A public defender was given to him during his arraignment and they were sitting in the police lockup cell talking about what kind of defense he would have.

"I tell you Mr. Starsky, the evidence is high that you killed your partner. It would go better for you if you would plead guilty!" said Albert Finster. He along with the other 'new lawyers' were paid to have everyone plead guilty in return for a bonus. Starsky was unhappy with that idea considering he was not guilty of killing his partner, but yet he did not tell them that Hutch was alive. He was hoping that this protect Hutch and maybe Hutch would be able to stay alive. He thought about this then he wondered if someone on the inside, meaning in jail or in the mayor's office was pulling strings.

"Okay, so , you say if I plead guilty, I won't have jail time?" Starsky asked vying for time to think about what he could do to break this ring or whatever it was apart. He thought if it was someone pulling strings, then maybe he could set someone up. If he only knew who it was. To find that out, he would have to go to jail. If he did, would they put him in the general or in the special for cops. Because a lot of people he busted would be in the general and when they sent cops to jail, it would be in a separate place.

"No, I am afraid you would still have to do jail time but we can get you in the special jail for cops so that you will survive. We know that many of those you busted would be in the general cells so you of course would be in the special cells. Not with the general public!" the lawyer said. Starsky thought about that. Maybe he could do something to get into the general cells later.

"Okay, I will plead guilty!" He said to the lawyer. The next time they would meet would be the hearing. The lawyer was happy and said he would see him at the hearing in a week.

Chapter 6 Huggy Bear overhears a Conversation

Huggy Bear was setting up a table in his diner when he heard something about Captain Dobey and Starsky. He cleaned the table and placed the napkins, salt, sugar and Ketchup and menus at the far end of the table. This enabled him to hear the conversation in the next booth. He finished and went back behind the counter to get drinks for his customers and took them over to the booth where the conversation was going on. What he heard brought chills down his spine. This was something that he knew was not good for the city or his friends. He did not waste too much time staying by that booth, but he watched the people carefully. When they left, he cleaned their table and found a note on the bench. He placed the note in his pocket and finished his work. When the day was over, he closed his business and then instead of doing his usual paperwork, he headed out of the place, locked the door and went to make a phone call to Hutch. He placed his coins in the phone and waited.

"Jacks' tavern" the person answered.

"Hutch, I just heard some thing and wanted to let you know. What I heard." Huggy said over the phone.

"Okay, go on"

"I heard that the mayor is placing people in certain key positions, lawyers, doctors, police so that when he is reelected he will run the city and no one will be able to object.

"Is that the mayor? Or do you think it is someone else?"

"It may be someone else. They already switched public defenders, Hutch, Starsky plead guilty and is going to jail! There is money, incentive, they call it bonus money or something like that."

"Okay, don't say anything to anyone yet. Have you been able to do what I asked you to do?"
"No, not yet. But I will do it tomorrow."

"Okay, that is fine. Call if you need any more help. But don't tell anyone yet!"

Huggy hung up the phone, he saw some lights come on and suddenly they were moving toward the phone booth. He had just enough time to jump out of the phone booth and out of the way of the car that bore down on the phone booth.

Captain Dobey got home, but his wife was nowhere to be seen. There was a message on his answering machine telling him that if he wanted his wife back he would have to help convict Starsky of killing his partner. Captain Dobey was upset, he did not know what to do. He wondered if his phone was tapped and looked for any device that may be around. He poured himself a drink and worried and was upset. Finally, he went to his mother's house, she was watching the children and he told her what was happening.

"Why don't you call your friend in Phoenix. His office is out of this jurisdiction and might be able to help you?" His mother said to him. So, he decided to go to a hotel. But instead of taking his car he called a taxi, and walked two blocks over to get the taxi. He had snuck out of his mothers house in case someone was following him. He registered under a different name and called and left a message for his friend in Phoenix.

Hutch was now well enough to go home, but he had decided to go stay in Starsky's appt. That way if someone were watching his place, he would not be there. Huggy had helped by getting him new clothes so he could at least wear something different. Dobey had let him know about the kidnapping of his wife. Starsky was unable to contact anyone, he had pled guilty and was now in the security prison for cops. However, he had found a way to get into the general prison. Some of those he had put away were friendly towards him and kept the others at bay. They knew that if someone took over the city, they would have a really corrupt police force and no one would fare well at all. So, Starsky started his prison term watching his back and others helping him.

Dobey got in touch with his friend Robert Dravin in Phoenix and found out that something like that was happening in Phoenix as well. They both decided to get the FBI in on it and when they did, the investigation was intense. Special Agents Erskine and Colby were the two who were assigned to this case. They quickly put together a team and met with Dobey, and Dravin as well as Hutch and Huggy Bear. They sent a special agent to see Starsky to find things out from him. Soon all the information was put together. They gave Hutch and Huggy Bear jobs on the outside. Hutch changed his hair color and clothing and began to work at Huggy's restaurant. It seemed that would be the most likely place to have a meeting. They also helped Starsky with his particular view point. They set up the sting and waited. Grossman, the mayor and three others would be caught in the nest and Dobey's wife as well as his friends wife would be rescued and safe. All they had to do was wait for them to walk into the trap that was set.
