Cell Arc Epilogue
After Gohan finally defeated Cell, he returned to give the good news to his lover and comrades; Bulma was thrilled to send the message out to every known underground civilization left on Earth, using her personal satellites to broadcast the news that the android menace had been eliminated across the globe and through every means of communication.
Gohan and Supergirl announced themselves as the defenders of Earth and the heroes that rid the world of the androids, using their superpowers to help aid in economic recovery and reconstruction. The air wasn't poisonous but, it was generally inhospitable and so with time, resources, and effort they constructed domed cities which followed the same premise as their original cliffside headquarters.
5 Years Later
It took nearly half a decade but, the first of its kind had been completed with Supergirl and Gohan using their super speed to ramp up construction; Gohan even used his Super Saiyan powers to test the shielding of the city himself and the clear nanofiber glass held without faulter. The city, which had replaced West City as the worlds capital, attracted attention from survivors across the globe, traveling far and wide as this new stronghold would be a utopia for those who suffered to thrive in this new age of peace. It wouldn't be the first as the population grows so will the expansion of these protected cities but, for now this new Metropolis would stand as a reminder to all that the human race can't be so easily knocked down.
It was relative in size to Manhattan but, from the clouds it seemed so small; Gohan and Supergirl floated and watched as thousands of people lined up around the six main immigration ports, "The census I was able to take puts our entire planets population only somewhere over a hundred-twenty-thousand…" Kara announced as her crimson cape billowed in the wind. Bulma had upgraded her suit for her after years of fighting in it, she discarded the 'S' emblem for an all-white suit crimson trimmed with a low-cut that allowed her breasts, which had grown with age, to breath. Her hair was a tad long now down passed her shoulders and for the sake of simplicity, her suit was complemented by navy-blue gloves. With Bulma's help and through the years, the clouds that darkened the world in nuclear winter and weather phenomena were almost entirely cleared allowing Kara more energy than she'd ever had before.
"It's not a lot but, it's a start," Gohan replied, even after the years that passed so quickly, his outward appearance always remained the same, orange and blue Gi with a more sleek prosthetic which still hummed bright blue; this was one of the first times she's seen him in days as their responsibilities were soon split between helping humanity and preparing for the next threat.
"I should get going, I can hear a brawl starting at the north-west gate," Supergirl, now going as Powergirl, gave a quick yet passionate kiss to the Saiyan's scarred cheek before zipping off back towards the city below.
Kara and Gohan lived together on Kami's Lookout, agreeing to be the new guardians of Earth together, they invited Bulma up to the sanctuary to make it her home of operations. With capsule technology, retrofitting the Lookout was akin to indulging a hobby for her, the sanctuary itself was mostly off-limits for technology. Gohan tried his best to respect Popo's wishes as they made sure humanity would never be caught defenseless ever again. She simply set up a capsule house that was large enough for her to fit dozens of screens interconnectedly around a single seat, each monitor gave a different angle on the perimeter of the city as well as every street, corner, and alley in Metropolis.
Kara spent her time helping the civilians, giving directions, stopping fights, helping with disputes, and settling arguments across the border; this new access to sunlight gave her more stamina than she usually knew what to do with, successfully blitzing around the checkpoints of the city at the speed of light allowed her to appear to be in dozens of places at once.
Gohan spent his time on the Lookout, meditating and training with every fiber of his being and over five years he'd become stronger than he'd ever been before, mastering Super Saiyan 2 after years of determination and even maxing out the gravity room's capabilities; Bulma was astounded that Gohan had requested an over ten-thousand times gravity increase, only receiving a long explanation on gravity wells and black holes instead. Still, using weighted gear, image training, and other unique methods he always ensured he was prepared to defend the Earth.
Unbeknownst to the humans or the guardians, only a few thousand miles away from the new city of Metropolis, a massive ship teleported into the ground via an unknown magic energy; leaving only a small portion of it to appear as a building from above. That oval-shaped building opened up as two entities exited slowly, "This is it, Master."
As they stepped into the light, one revealed himself to be a seven-foot-tall demon with pointed ears, sharp fangs, crimson skin, and a large 'M' emblazoned on his forehead; the other was small, only about two feet tall and floating on a glass sphere, it was some sort of alien-creature with brown skin and lanky arms.
"Very good," it muttered with a raspy voice, he was grotesque to begin with, but his voice was even more annoying, "Find me the nearest source of power, Dabura."
Dabura pulled a device from his belt in the shape of a circle, much like a radar, it pointed in only one direction, "It seems this planet is entirely a wasteland, except…"
"What? What is it?" The smaller one demanded impatiently.
Dabura scowled at the distance, "There are only two substantial powers on this retched world and they both seem to be in the same general direction," he turned to his master and bowed, "I believe if we defeat them both, the combative energy collected should be enough, Master Babidi."
Floating a few feet away on his spherical orb, he cackled, "Interesting, all right then! Let's find my Majin Buu and then we'll work on releasing him, until then we can't attract attention so keep your power at a minimum…"
"Of course, Babidi, when this is over you will have total dominion over the cosmos…"

To answer a question from the reviews; no, I don't plan on sending anyone to the DCU anytime soon for this story but, as you can tell from the exposition above there are some themes like Metropolis and Batman's Oracle that are integrated into the story.
