The Earth Sphere enters a long period of economic recession, the destruction of infrastructure systems all over the world, various proxy wars between countries and federations, growing political tension between the Federation member-states and unaffiliated countries, and the movement of millions of people into space as the result of global warming and overpopulation results in social and political unrest worldwide. This is a result of a power struggle within the upper echelons of the Earth Federation between the Globalist Movement (who wish to transform the Federation into a multinational and multicultural superstate) and the Nationalist Movement (who sought to preserve their respective countries' culture and traditions).

The Martian city of Arcadia is completed. However, further colonization efforts on Mars is temporarily halted due to the ongoing political tension on Earth. With Earth's population at 9 billion, an ambitious space colonization program begins. An Island 3-type colony is completed at Lagrange Point 5 (L5) using O'Neill "open-type" design. With this success achieved, the space colony project goes on to construct colony clusters entirely made up of Island 3 colonies called "Sides," population centers composed of multiple colonies ranging from 50 to 80 "bunches." Construction of Side 1 (Zahn Province) begins in L5. However, due to the ongoing mass unrest on Earth, construction is greatly delayed and Side 1 wouldn't be completed until 2081.

The Laplace Incident; To celebrate the inauguration of the U.C. calendar, a space station is created to serve as the official residence of Ricardo Marcenas, who has been elected to serve as the first Prime Minister of the Earth Federation in the Universal Century. This space station is called Laplace, a Stanford torus-type habitat that's built in a 200-kilometer polar orbit along the Earth's terminator that keeps it perpetually sunlit. During the calendar change ceremony, anti-Federation terrorists use solar-powered explosives to destroy the Laplace Space Station, killing all of the station's inhabitants including Ricardo Marcenas. Unbeknownst to everyone at the time, the terrorists were secretly hired by a clique of Federation politicians part of the Globalist Movement led by Ricardo's son George Marcenas who sought to eliminate the Nationalist Movement and their supporters within the Federation government. During their escape, the terrorists' ship is heavily damaged due to debris from the station's destruction, killing most of the crew. The sole survivor, Syam Vist, comes across the Universal Century Charter (subsequently known as "Laplace's Box"), which dictates that the inhabitants of space should be given self-governance without interference from the Earth. Realizing that the words contain the power to destroy the Earth Federation, Syam takes the document with him into hiding and uses his connections in the criminal underworld to found the influential Vist Foundation, a company that primarily profits from trading paintings and various forms of art between Earth and the space colonies.

The destruction of Laplace and the sudden death of Prime Minister Ricardo Marcenas allows the Globalist Movement to gain full control of the Earth Federation Parliament, giving them the political power to strip away the last vestiges of national sovereignty that the nations of Earth still had and turn the Federation into a true global superstate. Following this, George Marcenas is elected as the second Prime Minister of the Earth Federation in the Universal Century.
