Chapter 10 Compromise and Collaboration
A/N: Well folks, I'm back at it! It's time to finish this story. I got sidetracked with "Sheriff vs. agent", and "Right Here Beside You" (my 1st Clois). You might want to check them out.

KYOTO, JAPAN
Through the JL, Oliver has brought along 'spy ware'; he has ear wigs so they can communicate with each other; button cameras and microphones to record audio & video; GPS locators to place on vehicles etc.
Also, when arranging for security for his projects and facilities he has worked with the Japanese National Police.
He makes a call and touches base with the captain that he knows very well. He arranges to get the captain the recordings that they obtain as they talk with Kyoto officials.
First stop is the mayor's office. The strategy is that Lana will ask for a meeting to discuss her issues; she will be accompanied by Chloe & Oliver (Ollie speaks & understands Japanese).
While the meeting is ongoing CK/SM will sleuth around, listening (super-hearing) and observing (x-ray vision) for evidence of wrong-doing. Or things that will be helpful to Lana. He has his hearing amped up, and will be repeating what he hears so it is recorded. This will be hearsay, and not admissible in court; but it may be useful in negotiations.
In the mayor's meeting his advisor is heard to advise his boss that Lana is a competitor of Akira Tanaka. To which the mayor nods and smiles. He then becomes quite disagreeable and indifferent. The meeting goes nowhere.
A meeting with the director of business relations produces the same non-results.
The recordings and transcripts are forwarded to Oliver's captain friend, who reviews them. He then schedules a meeting with the group.

Cap: The data you sent me is not legally admissible in any court. However, it may well be enough to encourage a compromise. Tell me Miss Lang, what would an acceptable compromise be – for you?
LL: I would like to be able to operate my boutiques with the usual number of inspections . . . no more. And under the published rules of business. I am willing to move my boutique away from Mrs. Tanaka's – as long as I end up in an acceptable neighborhood.
Cap: That sounds quite reasonable to me. May I see what I can do on your behalf?
LL: Certainly, thank you!
The captain leaves, the group is joined by CK/SM.
"Clark, babe, what have you heard or seen?" Lana asks.
"I didn't see anything special – but hearing . . . wow! I heard several ladies express the hope that your boutique stays in business. They much prefer your fashions; they say A/T is out of touch. I bet she knows that, and is fighting for survival. I wonder if a collaboration would be possible?"
"Hm, something to think about." Lana muses.
"Clark, can we talk?" Oliver motions toward the balcony.
"Sure," CK responds as they slip out the sliding glass doors.

COLLABORATION
"The captain told me about a problem they are having with US marines selling weapons to Japanese gangs. NCIS is working on the problem without success to date. He asked for my help – he knows that I am the Green Arrow. I have a shipment of my personalequipment coming by military transport. Would you be willing to help me help the captain?"
"Well, he is helping Lana . . . I think turnabout is fair play. Sure, what can we do?"

FASHION SENSE
Two meetings between Lana/Chloe and Akira & her business associate turned out to be very helpful. Lana agreed to move her store 2 blocks away. The new location was not a significant neighborhood downgrade, both ladies were happy. They even agreed to have coffee quarterly, something Lana wasn't sure would actually happen. But Lana's Fashions could continue to operate and grow in Kyoto.

FRIENDS YOU DIDN'T EXPECT
Oliver and Clark discussed how best to assist the Japanese National Police with the weapons dealing case. It was touchy because NCIS had jurisdiction, and the young Justice League needed to be careful and not step on any toes. And both men had dual lives (personas) to protect. They wisely pulled the ladies into the talks.
"I don't like this," Lana voices vigorously. "It's too risky for your superhero persona, Clark. And you too, Ollie!"
"I totally agree," Chloe declares.
"Let's think of how we CAN do this. It is important to the captain!" Oliver stresses.
"Well, if you only meet with people as super heroes, maybe," Chloe whispers.
"Yes, you must not risk exposing your real self, please," Lana pleads.
Both guys agree whole heartedly.
They set up a meeting.

TOKYO, JAPAN
JNP*: captain Yamamoto, deputy Umi.
NCIS: Henrietta Lange; Agents Blye & Deeks.
JL: Green Arrow & Superman. Everyone else in the room was rather awed by the 2 men in costume. Except Hetty, of course.
Since jurisdiction was shared between the JNP & NCIS, the Green Arrow and Superman were placed in over-watch. Neither man was pleased.
The super-carrier Allegiance task-force was due into Tokyo harbor tomorrow. Intel leads them to believe that the weapons will be moved ashore in the 1st 24-hours; when the chaos of shore leave is at its maximum.
The JNP & NCIS personnel spread themselves out to cover as much area as they can.
Oliver and Clark have team earwigs as well as their own. They want to cover as much area as they can. Clark has the added advantage of flying: so, he can be more mobile than any other member of the task-force.
There are 3 entryways onto shore. Green Arrow covers the far right one, Superman covers the middle and left ones. They talk back and forth and with the team at large. CK & OQ have worked out a code, so certain of their communication will be private.
Superman has his x-ray vision and super-hearing in constant use. He sees sailors pushing a caravan of covered carts up Ollie's ramp. He turns his head and x-rays the carts. He sees weapons in cart 3. C red, he tells Oliver. Green Arrow shoots and stuns the sailor pulling cart #3. The cart tips over, spilling weapons all over the place. JNP officers are on scene in moments.
SM turns back to his two ramps. He sees a series of sailors carrying canvas shrouded bundles; they are all long weapons – grenade launchers, bazookas, long rifles etc. He swoops down and pushes the front sailor back into his comrades, collapsing the line. NCIS personnel arrive to corral the sailors and secure the weapons.
This continues until the flow of weapons ceases. The JNP captain releases Green Arrow and Superman, and the duo go to base where they quickly change clothes and disappear into the night.
Clark and Oliver soon appear at their hotel in Kyoto via SM; they go to their respective bedrooms, change into sleepwear and slip under the covers.
Chloe & Lana snuggle up to their man. Content, safe and warm.
All is well in Kyoto tonight.
