Hello and welcome to another experimental fanfic of My Hero Academia, in which a new inspiration popped into my head in an unexpected way, as this will be the first MHA which Izuku Midoriya will star, but in a different way.
In the manga and anime, he was born Quirkless and aspired to become a hero like All Might, but was turned down before being given the OFA Quirk. Here an experimental idea popped in to my head,…especially as the manga is reaching its conclusion (it was announced that the manga's final chapter would be out within the first few days of August, which is next month).
This began when I was browsing on my Facebook page I came across a video about a video game that was based on the 1991 TV show called Tokyuu Shirei Solbrain (aka Super Rescue Solbrain). Out of curiosity I checked it on Wikipedia and learned more about Solbrain, and immediately I downloaded the Famicom ROM and played it on the NES emulator on my smartphone and I quite enjoyed it.
This in turn made me decide to check the TV version, and learned that it is one of the Metal Hero entries of the 1990s Tokusatsu shows, and I was even surprised to learn that there was a Philippine English dub that was aired way back in 1997, and there I manage to find a site and downloaded the episodes and immediately watched it.
Though not quite excitable like how I watched the Philippine English dub of Choudenshi Bioman (a Super Sentai season that aired in Japan in 1984-1985), it was still interesting enough and there an idea came to my head as I was working on updating the current fanfics of My Hero Academia, and re-reading the remaining chapters of the manga. There a scenario popped into my head, in which what would happen if Midoriya finally uses up the remaining embers of One For All, and how would this affect him once he graduates UA Academy.
Of course there are scenarios that might happen, such as difficulty in finding jobs, and if he would be forced to do odd jobs, like Rag Doll doing clerical work at the Wild, Wild Pussycats Agency after her Quirk was stolen by All For One and couldn't get it back (which happened at the end of the Rescue Bakugo arc).
And that's where the elements of Solbrain comes in, wherein he would be involved story-wise, but I won't be spoiling it and that it would create intrigues as to how Midoriya would get mixed in, and what would this mean for him as he becomes Quirkless again yet gets involved in pro hero activities.
To sum it up, this experimental fanfic would delve into the post-MHA manga story, while combining elements of the Solbrain TV show and the 1991 Nintendo Famicom video game (nope, I definitely won't include the Shatterhand elements as it is not connected to the Solbrain plot).

The scene shows that Musutafu is currently undergoing a lot of restoration efforts that were stalled after the Jaku Hospital Raid, and there things are being picked back up at a breakneck pace, as engineers and construction crew members are working around the clock to help clean up the mess that have been laid dormant for several months following Gigantomachia's rampage during the events of the Paranormal Liberation War.
"Okay…this is what we're going to do…"
"…and that's where the materials would be sent…"
"…rest assured that your homes would be restored…"
"May we ask for a little patience…"
"Oh, thank you…"

Then, pro heroes from America and all around the world arrived to provide support and resources in rescue and rebuilding. The pro heroes that came to Japan to help in Musutafu's restoration are seen by many people, and the pro heroes shown were:
- Salaam
- Skycrawler
- Elecplant
- Cow Lady
- Pankration
- Godzillo
Big Red Dot is seen telling a reporter that after seeing the wild fight they could not sit back and do nothing, while Mr. Uraraka mentions how the survey bureau sent them the plans so they can start with rebuilding. They then remark that before the advent of exceptional, a restoration on a similar scale would have taken a decade, but with so many Quirks working together, it should not be long for things go back to normal, which the reporters nodded in response.

At Central Hospital, the scene shifts at a room, where Izuku Midoriya and All Might are both recovering together, which All Might says is Naomasa's doing, since it's easier for him to guard them. Izuku asks how All Might is feeling, which he says they never had to use so many bolts to put someone back together, while Izuku says that he's starting to feel his arms again.
He then reflects on how he couldn't save Shigaraki's life, that even after reaching into his heart and shattering his hatred, he remained the leader of the League of Villains until the end. All Might then asks Izuku what was the look on his face in the end, and Izuku recalls after he told Shigaraki that it's already been destroyed, he responds that it depends on what they do tomorrow, and to make sure he "do your damn best" with a genuine smile in his face. All Might says that if what he saw wasn't a crying boy, then he thinks his soul was saved, and he did his duty with One For All.
"If that was Shigaraki's facial response…then it shows that he is no longer tormented."
"Yeah, I suppose…"
"Then you have nothing to worry about, Midoriya-shounen…"
"…"
"You did everything you could, so cheer up."
"Okay."
"Now then…"
"Huh…?"
All Might asks if he passed it on, since he felt it was happening, and Izuku responds that he can still feel some of the embers within him, just as Katsuki Bakugo barges into the room, despite his parents yelling at him for moving. Izuku is happy to see Bakugo, but he looks confused hearing him mention the embers, causing him to realize that Midoriya is going to be Quirkless. Midoriya responds yes, but also adds that he was born without a Quirk to begin with, so he isn't too broken up about it, since the time he had with it gave him a glimpse at his amazing dream.
But suddenly, to Midoriya's shock, Bakugo begins to tear up, feeling distraught thinking about how he's been treating him until now, and that he thought he would still be able to keep competing with him. Midoriya tries to calm him down, since he still has the embers, and wonders if his body being banged up is making him emotionally vulnerable.
"Easy, Ka-chan…"

"It's okay…"

"I'll be fine…"

"I still have the embers…and that I'm still the same Deku…"

All Might then tells the both of them that they have grown so strong, and are so different since the day he met them. That on the day when he first ran off, Izuku was already a great hero, but now the way he encourages the world to get back up on their feet, he is a great hero to all of them too. He then tells Katsuki that it's thanks to him that he got the opportunity to tell them both all of that, and deeply thanks his pair of great heroes.
While Izuku and Katsuki both smile and tear up, Shoto is shown recovering, a tray with scales being removed, and Ochaco looking out into the city while clutching her chest. Izuku reflects on how when he was a little, he thought that when the big battle was won, peace would be restored just like that. However, he knows their tale can't end like that. While their fight may be over, until they can lead the way to their bright future, they just go even further beyond. Sometime later, a scarred and partially head-shaven Izuku joins back with his class as they return to U.A. High School.

Tokyo Metropolitan Police Department Headquarters.
The scene shows that several heads of the department are having an emergency meeting , which appeared to be serious even though peace has been restored in Japan and that restoration efforts are currently ongoing, but then the police department heads made a startling realization after the events that led to the eventual defeat of All For One and Shigaraki: the police are still ill-equipped in dealing with villains.
This was pointed out when one police head said that the police had difficulty in dealing with rioters who began aiding Spinner when the latter and the remaining Paranormal Liberation Army members stormed the hospital where Kurogiri was kept at that time, and that despite the efforts of the pro heroes Spinner managed to achieve his objective.
There he admitted that the police cannot just rely on the pro heroes and that the police force must be actively involved in dealing with villains and the such, as he also pointed out that until now Japan still suffer from shortage of pro heroes due to several of them retiring and quitting after the Jaku Hospital raid and the Paranormal Liberation Army incident which they quit due to the excessive criticisms they received.
Moreover many pro heroes perished during that incident, many due to being trampled by Gigantomachia and some by members of the Paranormal Liberation Army, and now is the crucial time for Japan as they heard that some hero course high schools, such as UA Academy and Shiketsu High, are preparing to hold graduation rites as the 3rd year students are set to graduate.
"…and for that…we must be ready for anything. You saw what happened when we launched a full-scale assault on the Paranormal Liberation Army…and we suffered massive loss as a result…and even though hero-course schools have resume and that graduating students are set to join recently resuming hero agencies…we are still short of pro heroes and for that the police force will have to step up."
"Yeah…"
"He's right…"
"We're still having problems…"
"We shouldn't rely too much on pro heroes…"
"I think new should train ourselves up…"
"Ditto…"
"Whatever."
Kenji Tsuragamae and Naomasa Tsukauchi stood up and both agreed that a task force should be created to assist the pro heroes in dealing with threats as well as to strengthen the police force to a degree that they won't have to rely too much on pro heroes as they realized that even pro heroes can be injured and disabled to a degree, which Tsukauchi brought up the case of Gran Torino, who was gravely injured by Shigaraki, and is until now confined at Central Hospital.
There Tsuragamae and Tsukauchi proposed that a task force should be made that is on par with pro heroes' Quirks and abilities to defend Tokyo from crime, ranging from common criminals to terrorists and villains with Quirks that pose a threat to society, which the other department heads nodded in agreement seeing that this is needed after realizing that ever since All Might was forced to retire the authorities only became proactive as they had been overly relying on the pro heroes in dealing with threats such as Nomus and villains with Quirks.
"…and that, gentlemen, is what Tsukauchi and I are proposing…"
"You realize this…after All Might was forced to retire…"
"And with the recent developments…we within the police force need to step up."
"As I said before…we shouldn't rely too much on the pro heroes…and you saw it with your own eyes…and therefore the police force must be proactive in dealing with threats all over Japan."
"And thus, a task force would be formed and would be a counterpart to the pro heroes."
"And this would be for the best for society."
"And for that…"
"…we would like to introduce you…"
Tsuragamae then introduced Shunsuke Masaki, a well-respected police official and is revealed to be Tsuragamae's assistant chief, and there Masaki told everyone attending the meeting that he is planning to create a task force that would help in maintaining the peace and order situation as well as assisting with dealing with the villains and other threats that remained prevalent within and outside Musutafu.
Several officials glanced at each other before glancing at Masaki and asked what does he have in mind and how would he be able to accomplish this as they said that the police department itself do not have Quirks and that they do not have the means to deal with situation that involves the Nomu and Quirk-based villains and said that what Masaki is showing is merely a pipe dream.
"Look…what you said just now…it's fine and dandy…but if we are to face something like…say, Muscular…? You think this task force would be able to deal something like that…?"
"He's got a point…"
"Yeah…"
"Yeah…"
"Yeah…"
"Yeah…"
"Yeah…"
"Yeah…"
Masaki nodded and acknowledge what his fellow police officials said, but then he turns on the computer monitor where it reveals a prototype plan where he points that he is intending to create a task force dubbed Solbrain – a high-tech special rescue force, which has expert in missions requiring rescue and firepower.
Another screenshot is shown where Masaki revealed that he got financial backing where a SPECIAL SUIT is being created inspired and based on the power suit that All Might used when he fought All For One during the Final War incident, and there Masala said that careful modifications are being made so that the suit would be strong enough for the user to use against villains with strong Quirks like Muscular, and possibly Gigantomachia.
The police officials glanced at each other and thought carefully before agreeing as they told Masaki that they find it beneficial and that they agreed to propose a financial and budget request when the next congress session is set sometime in the next few weeks so that the Task Force Solbrain would commence as Masaki said that if the funding pushes through the task force would be ready in two years from now.

Hero Public Safety Commission Headquarters.
The scene shows that Kengo Tatami, who was once the Number Two pro hero Hawks, is seen inside the office of the HPSC commissioner's office, where it is revealed that he is appointed as the new president of the HPSC, succeeding the late Madame Chairman, and there Hawks is approached by Yokumiru Mera and told him about what went on at the meeting with the various police officials.
"So that's what took place at the Metropolitan Police Department, Mera…?"
"Yeah. The police heads were skeptical at first…but after seeing the screenshots and the like…here…I secretly recorded and videotaped the live conversation…"
"I see…well, it's quite better than borrowing the elements from Robocop…"
"Uh, Hawks…I don't think they would use that route…"
"Just kidding, Mera…"
"Fine. Still…what do you think about this…?"
"Quite intriguing…but slightly something to be concerned about…"
"Eh…? What do you mean, Hawks…?"
Hawks rubbed his chin in curiosity as he finds it intriguing as the police department is coming up with ways to help maintain the peace in society as Japan is still facing a shortage of pro heroes despite that some hero course school students are graduating and are set to work with some hero agencies that just opened.
Hawks also wondered who would be the recipient of the Task Force: Solbrain as finding the right candidate won't be easy as screening the applicants would be a stressful process and that it would be a disaster if the police department makes one wrong move that might spell disaster.
"Hope the police department won't make a miscalculation. And I mean a slip-up…"
"As in…?"
"Though it's it might be unlikely…but think about this…suppose there's a corrupt official within the MPD…and he managed to sneak in an UNDESIRABLE candidate and…"
"You can't be serious, Hawks…!"
"That's the WHAT IF…and that's why Tsuragamae and Tsukauchi should be careful and keep a keen sense as they work with the MPD…"
"I don't think that kind of scenario would…"
"Well…anything can happen…and that's why we need to keep a sharp eye…"
"Hawks…"

At UA Academy, Class 1-A, along with Class 1-B, attended the graduation ceremony of the third year students, where many of the second year students cheered on while some were saddened as Nejire Hado is slated to leave as she was amongst the third year students to graduate and that Togata made a moving speech before pulling off a surprise comedy act which involves fellow graduating student Bibimi Kenranzaki participating.
A few days later, the next scene shows that Class 1-A have become second year students and are still in the same class, but then Yuga Aoyama made an appearance and informed his classmates that he is quitting UA Academy in order to START A NEW whilst informing them that Hitoshi Shinso would be joining the class, and there majority of the class welcomed Shinso with open arms whilst Aoyama just nodded as he watched his now-former classmates began getting chummy with Shinso.

Midoriya looks on as he wondered what would happen next, as he knows that one day the remaining embers of One For All would disappear, and yet he is now a second year student alongside his classmates, and now he has one more year before graduating and this would mean that once he graduates he would face uncertainty as he may not be able to find work as a pro hero as he is now bordering on becoming Quirkless once more.

Hope you liked this opening chapter, as the first half took place following the Final War arc of the MHA manga…which society is slowly recovering after the final defeat of All For One, but I added some original elements by INTRODUCING some elements from the Solbrain TV show, where supporting character Shinsuke Masaki appeared, and proposed to the Metropolitan Police Department about the creation of Task Force Solbrain, which would act as a task force that would help in dealing with threats and that a CHAMPION would be appointed like how the Hero Public Safety Commission would have an OPERATIVE dealing with villains that have Quirks.
The closing part of this chapter also borrowed elements from chapter 426 of the manga where Midoriya and Class 1-A became second years yet Midoriya is facing uncertainty as he may become Quirkless before he could graduate as the current chapters of the MHA manga states that second year students of hero course schools would be actively involved in rescue and retrieval operations within the main city beyond Musutafu.
And for those who might not be aware, Tokkyū Shirei Solbrain is the SECOND installment of the Rescue Rescue Series trilogy within the Metal Hero series, with the first being Tokkei Winspector, and the third being Tokusō Exceedraft.
However, as this fic is based and inspired by the Solbrain TV show and it's 1991 Japanese video game counterpart published and developed by Natsume and Angel for the Nintendo Famicom, this fic won't have any references to Winspector since this fic is a standalone story and fits within the MHA universe.
And no, there won't be any elements from Shatterhand (the American version published by Jaleco) since it is not related to the Solbrain show.
