When Tony got back from talking to Pepper he was annoyed when Fury was standing in the middle of his kitchen, but by the look on his face he wasn't having a great time. "What's up Fury? Decided to eat with us today?"
Nick Fury looked at the two people in front of him and suddenly felt much older than he was a few minutes ago. He collapsed backward into his chair and thought about his life choices while Harry was openly laughing at Tony saying the same thing as him and looking at Fury's face.
Harry waved off Tony's question, "This is about the boy band that Fury told you about." Tony raised his eyebrow, "I did work for SHIELD you know. The Avengers Initiative was actually the reason I found SHIELD, more specifically Coulson and Fury."
Seeming to have recovered from his mini breakdown, Fury jumped in at this point, "Which is actually the reason I'm here. The Avengers will eventually be needed to stop something the military or police aren't built for. Everyday, more and more people are getting powers and we can't be ready for them all."
"So where are all these people with power coming from? Don't mention the Mutants, I've known about them forever, Xavier is pretty spry for an old fellow and he gets around." Tony asked.
Fury gave Tony a withering look, "This isn't about where their powers are coming from. It is about the ability to protect daily life on our planet without causing massive loss of life. This is about the Avengers and making a response team."
"I think it's a great idea for us to have a functioning response team. I've been out on missions and had people show up and attempt to help. If we have a group that knows and works together, we could fight threats that might be more than one person could handle." Harry offered from the stove top.
Fury went to continue, "Exactly the Ave-"
Harry continued without looking back at Fury as he continued cooking, "I mean I think we should have a global initiative to help organize the new Enhanced. A collection of groups that would defend places all over the Earth." When Harry turned around Tony and Fury were giving him a look, "What I like the idea of having a bunch of heroes on speed dial. Do you know where my world would be if there was a response team from all over the world?"
Fury gave him the smallest of nods, "That would be nice but let's work on one response team first. I don't have the authorization yet but I'm worming my way into the World Security Council's good books. Doesn't help that Pierce is HYDRA. No wonder so many of my failsafe ideas for counter espionage were shot down by him." Fury started grumbling about mother fuckers getting in his mother fucking way. Harry was just chuckling listening to Fury bitch and moan.
Tony was still sitting there watching the ultra spy that broke into his house, complained with vehemence and needed to intercede, "So who are our teammates? Anybody I might not get along with?"
Harry shrugged, "I don't know if you have anything against Nat but she's on there. There's a super spy archer, goes by Hawkeye. Bruce Banner?" Harry asked Fury.
Fury decided to take over, "The team we are building is growing by the day and right now I don't have a permanent roster. It's difficult to build a team when you can't put them on payroll or when you're competing with other teams."
Harry cut him off, "Don't be like that Fury, you know Xavier has to move fast before that Hypocrite, Magneto, can move in."
Fury gave the room a glare like it offended him, "Regardless it's hard to build a roster when we can't officially approach them." Then Fury got a gleam in his eye, "You know, there hasn't been much mystical bullshit making its way to SHIELD lately. You could approach these people and invite them. Completely off the books."
Harry gave it a thought and looked at Tony, "What do you think Tony, a world spanning mission where we approach enhanced individuals about joining a boy band?"
Fury was about to interject when Tony beat him to it, "Sounds like a fun trip for the New Year."
Fury contemplated having Stark on board and realized he didn't care, "Just don't fuck it up! Defending ourselves from threats that couldn't be handled without massive loss of life due to weapons being used is the goal for this group. Moving on, there's another issue we need to work on. Operation Head Hunter is nearly underway. We only need another year or two before we can separate completely."
Harry nodded seriously, "Realistically I don't think we can catch all of them but if we can grab the trainers and heads, we will do serious damage."
Tony didn't like now knowing what was going on, "Operation Head Hunter? You hiring new members now?"
Harry gave Fury a go-ahead wave as he went back to cooking. "Stark, what I'm about to tell you goes nowhere. Take this very seriously, no jokes, or disregarding what I say. This could be terribly dangerous to everyone if it gets out." Fury waited for Tony to give him a bit of acknowledgment. "When Summoner joined SHIELD he gifted me an item that would tell me when someone nearby wanted me dead. At first I thought it was malfunctioning when various employees wished me harm even if I am a hard-ass. So I brought Summoner in to ask about it, he investigated and came back the next day asking about an organization we thought had been finished off in WWII, HYDRA."
Tony groaned and let his head drop into his hands, "You're telling me, SHIELD, the worldwide peacekeeping spy agency, is infested with Nazis?" Fury just nodded his head, "So what's the plan? Do you have everyone? How do you know who they are?"
Harry popped in at that part, "Well they all exist and have paperwork, where we now how a filing system for each HYDRA member has a special sequence in their files that will out them when the time comes. We started tracking movements of known cells and who they interacted with most frequently. Over time the amount of people who are HYDRA in SHIELD that we know of are massive. We have found government officials and world leaders, entire departments and bases that are filled with HYDRA operatives. I recommended to Fury that we make a separate branch completely off the books. This seed would be the new SHIELD after the Head Hunt is over."
Fury took over from there, "There are some members too high up for anything other than a cleanup crew. So I won't tell you about those but things are progressing quickly." Fury paused for a minute, "Hand has also started pulling out any non-HYDRA officers in deep cover just in case things go tits up before we're ready. Overall we are just biding time and marking more and more people for arrest. At this point we might have more prisoners than we do agents."
"That's actually something I've been working on. I started building a SHIELD prison that can hold plenty of prisoners, even enhanced ones." Harry said as he started plating food, "The X-Men, do-gooder group of mutants," He said nodding to Tony, "actually helped me test the prison and how hard it would be for enhanced to escape. Problem is staffing at the moment, I don't think I could trust anyone with a prison that could hold in people like Professor X or Wolverine."
Fury gave a grunt, "I have some people in mind that could help. Where is it?"
Harry's serious look faded away showing a mischievous grin, "An island in the North Sea that recently fell apart. Real tragedy."
Fury took a moment before remembering the prison from Harry's old world, "You emulated Azkaban? Impressive."
Harry fake bowed as he put the last plate on the table, "Thank you. Just no soul sucking demons this time."
After that they dropped their planning and chatted, Harry and Tony chatted, Fury mostly scowled but Harry was sure that at one point Fury almost burst out laughing when Harry was talking about Malfoy being turned into a Ferret as a punishment. When dinner was done Fury left quickly only saying, "You were right Potter, that was good."
When Tony and Harry were sitting there they started planning their next Tech session and how Tony would access the books he needed to get working on runes. They spit balled back and forth for a while before Harry smacked his head, "I can just make you a port-key. It isn't comfortable but it's almost instantaneous travel between two points." Then he stopped and just stared at the arc reactor, "Real quick, how does the arc reactor work?"
Tony gave him an understanding look, "Well if magic affects technology the way you were saying then there is no chance it would affect my reactor. It's a power generator not a battery," then he turned thoughtful, "we can test it with my old one first though." So they headed back downstairs where the old palladium arc reactor was sitting in a drawer. Harry grabbed it and popped away and back. Tony checked its charge and realized that the energy was dispersed when it happened. "Yeah that might be a problem, each time the charge disappears the shrapnel in my chest moves."
Harry was thinking over the many ways of travel that wouldn't affect the reactor, his first thought was the portals he used. He didn't know how to make that into something permanent without the lines of power that the sanctums use to upkeep the permanent portals. It was when Harry heard Tony muttering about adjoining doors that his mind leaped to the Vanishing Cabinets. "I think I got it but it will take a few days."
They then went over how it works, what they could do to improve it and it's limitations. Eventually they split off, Harry to his workshop and Tony to his lab.

It was a few months later when Harry was sitting at his workbench trying to make a magic bolt thrower when Tony walked over carrying a book on Egyptian runes. "So Harry, what are you doing for Christmas?"
Harry looked up from his new Magic bolt thrower and stretched, "Well I got some company coming over for Christmas but I was thinking of throwing a party here."
Tony looked mock offended, "Were you planning on inviting me?" Harry grimaced and ran his hand through his messy hair, "You weren't. Well that's fine I have a Christmas party at SI anyway." Tony looked slightly hurt before he put on a nonchalant expression.
Harry huffed at Tony's inability to confront an uncomfortable situation, "Tony it isn't about you. There are these twins who I've been looking after since their family was killed in Sokovia." Harry walked over and put a hand on his shoulder, "Don't take this personally but they might not react well to you."
"Oh well sure I mean I am pretty awesome." Tony said as he slightly preened.
Harry wanted to slam his head onto his desk, "No I don't mean in a positive way." Here he paused, unsure if he should tell him, "They were both there when the building they were in was bombed and their parents died in the collapse but the bomb didn't blow up. They were stranded for 2 days before they were found by a counter terrorist cell in SHIELD. The important bit is that for two days, unknowingly to them, the girl was using her mutant ability to stall the bomb's detonation. That bomb was a Stark missile, and they connected you to the death of their parents."
Tony now looked devastated, "Oh that…yeah that makes sense." He ran his hands down his face roughly, "Do they have everything they need? Can I he-"
"Tony, it's fine. I explained to them the concept of blaming the maker of a weapon and the person who used it. Also, I'm taking care of them with a lot of help from Xavier's School. Turns out both twins have an activated X-gene but are too young for the powers to manifest." Harry explained as he led them up to his kitchen. "So before you start spiraling how would you like to meet them?"
Tony buried the images of the villages he removed his weapons from, "Yeah uh, yeah that would be great."
Harry just slapped his back and gave him a drink, "Chin up, it'll be great. Also invite Pepper, she would love visiting the X-Mansion."
