-Gwynx: I was thinking on adding the Overwatch soldiers from Half-Life to the story, probably Thomas would've instructed the Institute to start working on it when he takes them over. Maybe even add a few weapons like the Manhack, heavy shotgun, and the AR2 (or the AR1 as I honestly like its design more than the AR2). I just really like the idea of Combine-like soldiers under human control bringing order and stability to a place like the Fallout wasteland. As for the Soldier suggestion, I don't know as I never played TF2; but I will look into and consider it. Thanks for reading.

But yeah, it seems I always end up rooting for the so called "bad guys" in stories, especially if they're human in some way. I mean, I did it for the Helghast in Killzone, the Galactic Empire, Cerberus in Mass Effect, IMC for Titanfall, Blackwatch for Prototype, Replicas in F.E.A.R, the Sardaukar in Dune, RDA in Avatar, Apollyon in For Honor, etc. Guess it's mainly because they look cooler than the protagonists most of the time.

-Super Saiai: I haven't decided if I should include the Mothership Zeta DLC. If I do, I'll probably take some inspiration from the Mothership Zeta Crew mod. But yeah, while Thomas would love to get his hands on alien tech, he believes it would be best to consolidate what he already has first and deal with more pressing issues. Though if he does get the chance, you'd best believe he's going to go full Blood Raven on that stuff.
-DodemGM: If I do decide to implement stuff from other franchises, it'll probably be limited to people and units like the Hazardous Environmental Combat Unit from Half-Life for example. I wouldn't add the Combine because that would just be too big of a change and wouldn't really make sense for the premise of this fic anyhow. Thomas will probably also try to recruit the Sole Survivor and Lone Wanderer, after all the do have the power of being the main characters in their respective games. If he can get them on his side, then he would consider that to be a huge win.

Chapter 3
(Location: Raven Rock, Washington D.C)
It's been a little over a year ever since Thomas was re-activated and took command of what remained of the Enclave. Since then, many things have happened that Thomas would've been unable to remember them all if he didn't have the ability to instantaneously create records and notes which could be accessed at any time. Not to mention that it was a lot harder for him to actually 'forget' things since he became a supercomputer as he had the ability to literally search his memories.
Fortunately, it was a good year as things have gone much better than he had anticipated as they were way ahead of schedule of his planned timetable.
The transfer of gear and equipment from Camp Navarro to NORAD was complete along with the last of the personnel stationed at the refueling facility, which had been pretty much reduced to a skeleton crew at this point as nearly everyone else had already been moved to NORAD.
The last transport had just left Camp Navarro and was now heading to the Cheyenne Mountain Complex, leaving behind a deserted facility with nothing left of value in terms of technology, weaponry, equipment, and supplies. Along with a little surprise for any would be looters.
While it was unfortunate to abandon the refueling facility, as its facilities were still functional along with being located in a somewhat strategic sound spot, his logic processors had deemed it to necessary to abandon the installation as quickly as possible to prevent the Enclave from being followed by any antagonistic groups. Since the camp was already known to many kinds of people in the surrounding area, it stood to reason that scouts from those factions would be monitoring the Enclave's activities whenever possible.
Therefore, the sooner they leave the refinery, the higher chance they had to throw off the enemy recon units and prevent them from being followed.
Thomas had explained this to Doctor Autumn and Colonel Packard when he ordered them to move everything to the mountain bunker. While there were initially some doubts, he was able to make them see the logic behind his decision and soon there were no more doubts being voiced.
When the Enclave eventually returns to the west coast to annex it, it was possible they could bring the base back into service. However, his calculations indicated that the likelihood of the facility still being intact by the time they return to be only 17% and that was being generous since he rounded up in his calculations-well, more like the servers calculations as he just told them what to do.
A probability he was expecting to be lower if he was being truthful, maybe that was Thomas's more pessimistic and cynical side talking, combined with his more logical thinking as a result of being a machine. Not that he was exactly a shining beacon of optimism and sunshine in his previous life.
As mentioned earlier, the Enclave a surprise for any unauthorized trespassers; an idea that Colonel Packard had come up with a few months ago. Navarro's underground nuclear reactor was rigged to go critical and melt down in the event that someone triggered the still intact security system and the few remaining protectrons stationed at the facility were destroyed. The resulting detonation would wipe out the camp and anyone unfortunate enough to be within 1.5 miles of the blast wave.
Meanwhile, while the refueling outpost was being decommissioned, the Enclave have begun setting up a presence in the Mojave desert. He had already dispatched a mixed engineer and scientist task force to HELIOs One along with a platoon sized force of about thirty-six men to provide security while they worked on bringing the facility back online. Thomas had provided them with instructions that their primary objective was to figure out how to reconnect the station to the ARCHIMEDES satellite still in orbit while the secondary goal was to determine if it was also possible to distribute power to the surrounding area, as suggested by Autumn Senior which could help to establish goodwill with the local inhabitants in the Mojave desert, should the Enclave need to negotiate with them in the future. Thomas hoped they could at least get the laser satellite under Enclave control since they had a lot more time to figure it out than Elijah's Brotherhood chapter did in canon. Still, Thomas didn't want to risk getting caught getting caught off guard and potentially losing possession of the station. Therefore, he had ordered the officer-in-charge to set up additional defenses around the facility such as trenches, sandbag barriers, machine gun nests, razor wire, minefields, and a pit filled with about a dozen 60mm and 81mm mortars.
In addition, the underground bunker in Hidden Valley was now currently being set up as an emergency rally point in the event that HELIOs One comes under assault and the garrison had to evacuate in a hurry. In the meantime, it was outfitted with surveillance gear and signal interceptors as it now served as a listening post for the Mojave area. Feeding data and intel into the recently established Army Intelligence Service, otherwise known as the A.I.S or military intelligence.
This new branch was responsible for gathering and analyzing information for the Enclave by building a network of spies, informants, and contacts in the wasteland, along with undercover operatives that can infiltrate opposing factions as well as perform acts of sabotage if need be. Its duties also included counterintelligence, monitoring potential threats and opportunities, assess risks, and provide help provide guidance and direction when planning and coordinating operations.
So far, the group have been making steady progress as before they left the west coast, they've managed to gain a few confidential informants in the Nevada and Californian state. These spies were ordered to keep on an eye on the development of certain groups like the New Californian Republic and several chapters of the Brotherhood of Steel; along with instructions to send the A.I.S reports whenever possible.
In other news, he had also sent a SCAR team to reconnoiter the Hopeville military base, to see if the area was clear before he deployed the rest of the task force which was waiting for the word to begin occupation of the installation. Thomas had issued secondary orders for the SCAR unit to get a visual confirmation on the hidden missile's silos.
Once the ICBM silos were confirmed to be secured along with the surrounding area, NEST would be set in to do a diagnostic on the ballistic missiles while the everyone else had orders to begin occupying the long-deserted military base and begin setting it up as a forward operating base for conducting future operations in the Mojave.
There were a few suggestions to set up the FOB at a few different locations like Searchlight and McCarran airport by Thomas's command staff. But eventually, the Hopeville base came out on top as it was better hidden and more defensible than the other candidates with fewer and more narrow roads leading to it.
The newly created NEST unit, otherwise known as Nuclear Emergency Support Team, was a joint taskforce created by the Atomic Energy Commission and the Department of the Army. This recently created unit was responsible for conducting analysis on weapons of mass destruction, radiological management, as well as gauge the safety of nuclear-powered and radiological devices.
Even though Thomas knew that the missiles could still be launched in the games, he believed it was more due to gameplay purposes as he knew rocket fuel typically lasts for only a few decades, not for centuries. Still, it couldn't hurt to check to be sure. Having functional Intercontinental Ballistic Missiles would be a game changer as well as a powerful deterrent as it would make nearly every faction hostile to the Enclave think twice about doing something drastic like committing to open warfare, or at the very least be a bit more weary if they had to open up talks with one another. It would also serve as a useful weapon if the Enclave ever went to war with another faction in the future, especially if the opposite side didn't possess their own nukes.
However, it was a double-edged sword as it had the potential to unite various factions in a coalition against the Enclave as many would see the threat they would undoubtedly pose to their very existence, which was understandable.
But that's only if the ballistic missiles were working in the first place.
If the ICBMs were in fact inoperable and the fuel was bad, it was still possible for the uranium and plutonium could still be recovered and be repurposed for use in other projects. Therefore, it wouldn't be a complete waste if they couldn't bring the ballistic missiles back into service. Not that it was essential to do so as Thomas didn't have plans to launch nukes, as least for the foreseeable future.
Enclave recovery teams continued to salvage anything of value as they continued moving to the east coast. Already, they had looted a few nearby storage sites and depots for weapons, gear, and chemicals. Unfortunately, these salvage operations weren't as profitable as the ones conducted back in the west as these installations appeared to have been found before them and had much of the inventory already taken. Nevertheless, it still grew the Enclave's resources and arsenal as well as deprived the many factions in the wasteland of dangerous materials and equipment, even if they didn't know it.
At the same time, he had ordered Colonel Packard to begin organizing a joint task force to raid the Sierra Madre. So far, the ground teams had encountered only marginally resistance from the casino's security system along with the local hoards of feral ghouls, which proved to be no match for the Enclave military as they were gunned down by laser fire, plasma shots, and rounds of 5.56mm and 7.62mm; all without a single casualty on the American side. Though, that was likely due to the fact that the opposition forces' mental capability was limited to that of a wild and mindless animal, as opposed to an enemy that possessed similar ability for thought and was able to return fire instead of just being able to charge blindly with no semblance of any strategy.
The "battle", if it could be called that, had lasted for only a day, which ended in an successful clean up operation as the corpses of feral ghouls were piled on top of one another as they were thrown in a hastily dug ditch and set on fire.
Once the infantry units cleared the area of all hostiles, the salvage crews in hazmat suits and personal protective equipment started looting the area around the casino while the combat engineers were working out cracking the entrance to the building itself. While the cloud was a good distance from the casino that the Enclave was able to circumvent by using Vertibirds, Thomas ordered the crews to don protective gear as a precaution as he didn't want to risk the health of the men who've pledged their loyalty to him.
While the entryway the casino was heavily fortified, the engineers believed it possible to breach the main doors using thermite and some well place blocks composition-four. They were soon proven to be correct as they breached the main gate and moved into the structure and neutralized the few remaining ghouls and ghosts.
Before the operation, Thomas briefed the commander of the task force what they could expect to find inside the premises, along with a list what he should take such as the vending machines, holograms, auto-docs etc. It was pretty much standard operating procedure at this point to take anything and everything of potential value during recovery missions to salvage tech, equipment, and materials.
If Thomas's scientists were able to reverse-engineer the vending machines, it would be a massive boon to the Enclave's logistics. Provided that his scientists were able to duplicate, and mass produce them in the up coming years.
Speaking of which, the Army Corp of Engineers had just recently sent him a report informing him that they had managed to bring a few trains back online and were now in the process of repairing and cleaning up the tracks leading east. The chief engineer in charge of this project had advised him wait for a few months before they start putting them in use, as he wanted to run a few more maintenance checks on the locomotives and train lines.
They had to make sure the tracks were secure and that the stations they led possessed adequate defenses and security, as they would no doubt be a juicy target for raiders and super-mutants. Furthermore, they had to be sure that the railway line wouldn't break on them as it wouldn't be beneficial to cause a train cart pile up and potentially damaging the cargo, staff, and railcars.
Once they possess a secure and stable logistics network with stations and secure supply routes, they will use the trains to start the moving of personnel, gear, and equipment further east as the primary method of transportation. There was nothing wrong with the VB-02s, its just that that trains could transport much more material than the Vertibirds could.
As for what was happening on the east coast, not much has changed except for a few extra sites of interest before secured by Thomas's robot army. The manufacturing facilities and production lines on the lower levels of Raven Rock continued to churn out fresh supplies, weaponry, ammunition, equipment, and even vehicles before protectrons and sentry bots transported them to their designated storage rooms. Needed to make sure that the Enclave had sufficient equipment for when they would eventually arrive in D.C.
Another advantage that the Enclave had over other groups in the wasteland was that they possessed industry, albeit small at the moment, as well as resource base. Having production capabilities gave them a significant edge in equipment as nearly every other group in the post-apocalyptic United States lacked the means, thus forcing them to scavenge to acquire needed resources and materials.
Furthermore, Thomas continued to send his eyebots out on surveillance duties in the wasteland. Monitoring settlements and groups of interest as well as potential allies. Sending him daily reports that he was able to read and process in only a second before adding them to his storage logs. On this front, there wasn't any great change or development that have occurred in the past few months.
Sadly, when eyebot EB-31 had recently made it inside Vault 111, only one cryopods was still functional with the occupant's vitals indicating that they were alive. The rest of the vault dwellers that were still in the stasis pods were showing no signs of life, including the one that was directly opposite to the one capsule that still held the sole remaining living human, just waiting for someone to throw the switch to release them from their forced slumber. Something that the eyebot was unable to do as it, well, it had no hands.
Therefore, he had to wait until the Enclave reached the east coast.
Thomas spent the new few hours revising his timetable and checking on the bunker's fabricators. Checking on a personal project that was to be his first new addition to this universe from his own.
"Lets hope this works." The A.I supercomputer thought to himself before diving into his work.

Originally, I was considering the idea of having Nora and Nate still alive with Shaun along with maybe a few others, but after checking the wiki it stated that Fallout 2 took place after the abduction in vault 111, the former taking place in 2241 while the latter occurred in 2227. So, there goes that idea.
