-edboy4926: Thank you. Yeah, cheese can be odd at times, but it's still awesome. I suppose the super-mutants and ghouls can ingest radioactive cheese, I don't see why not. Though, for the ghouls it probably isn't a good idea as it would probably increases their chances of going feral given that it they'll be exposed to more radiation. If I remember correctly, the more a ghoul absorbs radiation, the higher the risks of them becoming feral. Feel free to correct me if I'm wrong.

-Tertius711: Thomas will one day get his Gen-III synth body. Though, I am considering having multiple bodies for him to inhabit. Like, a body in a formal attire that he uses to attend meetings in person and another a suit of power armor that he goes off to fight in. Like, imagine your president in a suit of MJOLNIR armor from Halo personally leading men into victory, if that isn't inspiring I don't know what is. Feel free to give me your thoughts on this idea if you want.

I think the only other intelligent Deathclaw left is Goris, though I may be wrong. As for the intelligent racoons, I'm sorry but I probably won't be adding them to this story. Perhaps in the future I'll change my mind, but for now I have no plans to add them. My apologies.

-kennymadison11: That is one of my ideas. An Enclave expeditionary force sent to Russia by Moscow where they encounter the characters from the Metro games, at least the Fallout version of them. Tho, that probably won't happen for a while as Thomas and company are more concerned and focused with things on the home front at the moment.

Thanks for the ideas, Yeah, I wish there were more Fallout fanfics of my favorite faction.

-runelt99: NGL, I did considering having the main character have no idea what he was doing, but I decided against it as I wanted this to be a semi-serious story. It may still happen, where things that benefit the protagonist happen without him even realizing it or him gaining the allegiance of a group of people by accident, but it's going to be much more downplayed. I want this story to still have a sense of seriousness and I fear doing what I said before would ruin that.

-Thanks for the praise on the train ideas, it's why I had the Enclave take them over in their journey to the east coast. As from what I know, trains are still considered to be the best way to transport people and equipment across large stretches of land. Also, I believe I did mention that Thomas and the Enclave have been taking over production facilities, which does include ammunition, power, and recycling plants as you mentioned. Looking back, I probably should have made that more clear.

-TK0421: Thomas does have plans to create his own version of project purity. Maybe not to the extent that you mentioned, but mainly for drinking water to draw people and settlements to his cause. Also, liked your idea of creating WALL-E's to help in the clean up operation. WALL-E is indeed the best robot, I will not tolerate anyone saying otherwise.

-At the moment, Thomas is focused on the mainland of the United States. Though when he does consolidate power, I plan to have him dispatch expeditions to the places that you suggested. But for now, they aren't a priority.

-Blaze1992: As of now, Thomas is using the eyebots he sent to the Boston are solely for reconnaissance missions. He hasn't interacted with any of the settlements or groups in the area yet.

Chapter 6


(Location: US NORTHCOM Alternate Command Center, AKA Cheyenne Mountain Complex or NORAD)

General Ian Packard was a devout military man, having enlisted the day he turned eighteen. His father had served in the U.S Army before him along with his grandfather and as such, wanted to follow in their footsteps and make them proud. As well as do his part to restore America as it once was.

A dream that was nearly destroyed the day the oil rig was destroyed. However, it seemed that the Enclave were doing even better now than they were under Richardson's review, a fact that was attributed to the man that succeeded him.

As of now, he was in his office in the Cheyenne mountain complex, going over the endless amounts of paperwork that always seemed to find its way to his desk.

He still remembered that day like it was yesterday, the despair he felt when the news that the oil rig was destroyed by an unknown force and that most of the top echelons of command were gone along with much of the Enclave's personnel, technology, and equipment.

That was until Thomas Eden announced himself through every communications channel the Enclave used, declaring himself as the new President and the United States and offering his assistance to the shattered remnants of the U.S government.

He still his first interaction with the man like it was yesterday, and how just how surprised he was.


(Flashback: After Eden's debut)

(Location: Camp Navarro, Colonel Packard's temporary office)

"Is something wrong, Colonel?"

"No sir, it's just...

"Well Colonel, the reason why I'm making you the overall commander of Enclave forces is for two reasons. First off, your combat experience is exemplary. Secondly, I believe you're the best man for the job."

"Sir?"

"After looking through the profiles of the previous commander of the late President Richardson, it's clear to me that he selected his generals not based on their skill of merit, but on whether he owed them favors or how much of a suck-up they were. And it has also become clear to me that you were pass over for promotion for this very reason. As your loyalty was not to the current administration, but to America itself and the men under your command."

While Ian maintained a look of calm collectiveness, internally, he was deeply surprised at just how... open Eden was. A big change as opposed to their previous leaders, whom expected everyone to just shut up and follow orders without question without even so much as explaining the reasons for their decisions.

"Look, Ian, let me be frank here." Eden said. "Personally, I don't care if you don't like or even if you hate me. What I need is men that are skilled, competent in the field, and willing to do what is needed to rebuild and defend this country. Men who understand the responsibilities their position entails and who put the people they command as their priority over advancing their careers. And more importantly, men who aren't willing to throw their own subordinates under the bus and deflect blame instead of taking responsibility for their mistakes.

All of these reasons are why I think you're the best candidate to lead the United States Army after I reviewed your profile. We need men like you in positions of authority, and we need it now more than ever if we are to put this country back on its feet. "

For the man in charge to be so... upfront about their reasons and intentions, it just felt so alien to Packard. He and many others have gotten all to used to the idea of their leaders keeping secrets with those under them being nothing more than yes-men rather than actually competent people who could do their jobs.

"So, that do you say, Colonel." The President asked. "Are you with me?"


(Present day)

(Location: US NORTHCOM Alternate Command Center, AKA Cheyenne Mountain Complex or NORAD)

Funny enough, it was that moment that made Ian believe that Eden was going to be a fine leader. Anyone willing to be as upfront, willingness to appoint competent people in place along with his no nonsense attitude and emphasis on efficiency had turned the Enclave into what it was now.

As of now, he had just finished with the first official meeting of the newly reformed joint chiefs of staff of the United States armed forces. With the the government's expansion, the president had deemed it necessary to expand the military hierarchy in order to better organize the armed forces. In this they discussed how to best utilize the various manufacturing facilities now under their control and the equipment they were producing.

President Eden had sent they schematics and blueprints for new equipment he intends to become the standard for the United States military. This included small arms, machine guns, uniforms and equipment. Their previous combat armor was going to be replaced by something dubbed Interceptor Body Armor, which lacked the shoulder pads of the previous one, but appeared to be lighter, much more comfortably to wear while providing more protection to the owner.

Changes were going to be made to the infantry, an act that was personally ordered by the President. Packard could see the logic in it, with the influx of new recruits they've gathered from the settlements they now control, it was inevitable that they would need to restructure and reorganize the military.

The new camoflage pattern, which was designated as the M81 woodland camo, proved to be very popular among combat units especially in areas with forests. The new M4A1 proved to be very effective rifle and approved by the front-line units they assigned it to. It was also easier to maintain in comparison to the standard laser rifle and thus won over many rifleman that were assigned to test it as a result.

Normally, there was no way anyone would be talking to the president like that. But Thomas had made it clear before that he didn't really mind the casual greeting, as long as they remembered that he was in charge. Even then, if one wanted to argue with him on a topic, he would give them an ear and listen so long as the disagreement was built on logical reasoning.

While this was by no means going to replace the plasma and laser weaponry they already had on hand anytime soon, there were some advantages to ballistic weaponry such as being easier for the average infantryman to use and could be mass produced faster.

Unlike many leaders of old, Thomas had no issue with criticism so long as there a point to it and not petty squabbles. He had even given an ear to some of the lowest ranked members of the Enclave, especially in the early days of his rise to leadership.

In fact, he seemed to be more upset with a lack of effort and trying than failure. A trait that endeared him to many of the lower enlisted men.

There were rumors circulating as how the president could do everything he was doing and how he had plans for all the equipment he was sending. It didn't take long for a betting pool to set up as to what the president actually was. While most just thought he was regular human that managed to acquire pre-war tech and plans, there were others that thought he was a ghoul that was been researching this tech ever since the bombs dropped, while others thought he was a super computer.

He supposed they'll find out soon enough, when they eventually make it to D.C.

Packard couldn't help but wonder just what exactly he was doing now.


(Location: Raven Rock, Washington D.C )

[ PLAYING VIDEO ]

The video opens with a stereotypical pre-war American residential neighborhood, with the camera following a man getting out of his car with the narrator talking about the United States and all it's glory...before the scene was cut short by a deathclaw suddenly showing up out of nowhere and massacring the man's family, with blood splattering all over him.

"No...sweet liberty...NOOOO!"

The scene stops. With the same man walking into frame with his horrified face frozen in the background, he lightly chuckled as he turned to the camera.

"Ha ha, look familiar? Scenes like these have taken place all across this once great country. You could be next. That is, until you make the most important decision of your life."

[The man then snapped his fingers which prompted the scene in the background to change to the American flag, with him now in a suit of APA Mark II. His helmet being handed to him from someone offscreen]

"Prove to yourself that you have the strength, and the courage, to fight for a better tomorrow."

"Join... the United States Army."

[ Scene cuts to show a soldier giving the camera a thumbs up, while two more soldiers in the same power armor were gunning down a horde of Radscorpions. ]

"Become part of the worlds most elite fighting force!"

[Switching to show four more power armor wearing men charging forward, gunning down super mutants ]

"And help rebuild America... one bullet at a time!"

[Three men in APA Mark I planted the American flag on the corpse of a freshly killed Deathclaw in the same manner as the Marines in the iconic picture of the flag raising in the battle of Iwo Jima. A fourth man wielding an AA-12 shotgun standing in front in a heroic pose, before shooting at something offscreen that made caused blood to splatter on his armor ]

"BECOME A HERO!"

[Two soldiers high five one another with splattered blood]

"BECOME A LEGEND!"

[The helmeted face of a soldier is seen looking on triumphantly while a flight of Vertibirds soar overhead]

"BECOME PART OF SOMETHING MORE!"

"ARE YOU DOING YOUR PART?"

[The scene ends with four men in APA Mark II standing in heroic poses as triumphant music plays in the background]

Thomas cackled for roughly around several minutes before he could calm himself down...before laughing for another couple of minutes before he actually managed to settle himself down.

Sure, television may not be widespread yet in his territory. But everything went according to plan. One day they will be, and he will have the opportunity to play his glorious patriotic advert.

But...he would have to wait till later to refine the video, as he had other work to do.

He had changed the Federal Information Bureau into the Public Relations Corp, as the previous acronym reminded him of a certain other government agency in his time that he held in disdain, even though the purpose of the two organizations were entirely different from one another. It just brought back a lot of bad memories. Thankfully, there wasn't too many questions as to why he changed the name as the group was still in the process of being built and organized. Besides, it wasn't uncommon for organizations to undergo several potential names before finally settling on one.

Maybe he could create movies from his time into the Fallout one. Recreating Top Gun was definitely something he was interested in doing. Maybe even bring back Independence day and say that these films were recreation of past events.

He could stop himself from laughing hysterically in his own private domain as he imagined himself telling the story of how America saved the world from alien invaders in the lates 1990s and having it all be regarded as fact from the people of this universe's America.

Hell, if the aliens from the mothership zeta crew DLC did in fact exist in this universe, than it wouldn't exactly sound very outlandish as there would be confirmation of actual aliens.

Which only made it all the more tempting to actually do it.

'Decisions, decisions.'

But alas, he had more important things to do instead of recreating old movies of his childhood.

According to the reports, the troops were so far loving the new gear he had sent them. The initial tests had convinced enlisted and officers of the weapon and mass production of the weapon was scheduled to begin in a few months along a few other pieces of equipment like the Carl Gustaf recoilless rifle, the MK18 series, and M240B machine gun.

He had also sent them schematics for military vehicles and aircraft in his universe such as the MRAP, M1A2 Abrams, M2 Bradley, UH-60 Blackhawk, AH-64 Apache, V-280 Valor, A-10 Warthog, Sky Warden, etc. While he wasn't expecting them to start mass producing it instantly, he had commissioned his staff to begin carrying out tests to determine which ones would be best more practical like the Sky Warden over the Warthog. Despite being majorly disappointed over having his glorious A-10 being put on the sidelines, he couldn't deny that the Sky Warden was more practical as it was easier to maintain, cheaper to produce, and was able to provide more accurate close fire support than the A-10.

Besides, it wasn't like they could start mass production of all the gear he sent them, as their industrial and manufacturing capabilities were still rather limited at the moment which meant that all of the his mankind's modern equipment were shelved such as the M1A2, M2 Bradley, etc. With the Sky Warden the only one being considered for production at the moment.

Because of that, there were talks over what equipment should be prioritized for production, such as power armor or armored vehicles. While power armor was undeniably effective and provided better protection for the person outfitted in it, the fact remained that armored fighting vehicles like main battle tanks, infantry fighting vehicles, armored personnel carriers, self propelled guns, etc, were much more pivotal in conflicts than the average grunt.

However, on the other hand, power armor is much more deadly when the opposing force is lacking effective artillery, aircraft, and armor, especially in more urban combat environments. In addition, Thomas's forces have the ability to maintain and produce suits that were damaged beyond repair. Therefore, the wasteland was perfect for the suit as almost every faction, aside from a notable few like the Brotherhood of Steel, as most settlements and groups lack the firepower needed to take down power armor such as anti-tank weaponry.

Additionally, power armor at the end of the day was not really intended to allow the person inside to turn into a "walking tank." No. The main purpose of the suit was to be a heavy lift platform, to allow grunts to carry more supplies, equipment, ammo, and gear than they would be able to normally. The armor was a secondary concern, but was needed as men wearing the armor were often targeted first in engagements for rather obvious reasons.

In summary, while power armor is by all means a revolutionary weapons platform that allowed infantry to move in terrain where tanks and other armored fighting vehicles can not and carry decisive heavy weaponry, armored fighting vehicles were arguably more effective. Especially in open terrain that lacked cover such a fields.

He began running the simulation and numbers through an algorithm to determine he should invest the time and resources into. When he his calculations were complete, he would consult his staff since he felt it was only fair to include them in on the decision making progress.

In the meantime, one of his other projects were progressing slower than his projections originally anticipated, though it had not reached a dead end as with his attempts to see if it was possible for an A.I like himself to get drunk, which sadly came up empty handed (he conducted this experiment during one of his earlier mental breakdowns. With Thomas's attempts to locate a synth body, he took it upon himself to construct one of his own. Which was turning out to be harder than he thought it would be. As such, it he wanted to have a physical body of his own, he was going to have to find them.

On to other matters, while the territory he now controlled did maintain some semblance of order, he had received reports that raiders and super mutant gangs were attacking convoys and less protected areas. As such, he had ordered his forces to put the hammer down on this groups with air assault teams striking hard at camps with overwhelming force once they were uncovered. This brutal crackdown was working thus far, as the gangs seemed to be much more wearer of them now as they hanged the corpses of their colleagues on display for all to see

Thomas wasn't blind to the fact that he may have to do some... unpleasant acts in order to achieve his goal of rebuilding the United States in what it once was, a shining beacon of prosperity and freedom to all of it's citizens.

Thomas didn't regret ordering the mass slaughter on those that preyed on people just trying to get by, he'd rather be known for being too hard on those that broke the law as opposed to being too lenient. However, he was careful as he didn't want to go too far in his tactics. After all, he was already aware of the kinds of tyrannical acts that could start to turn people against him. Especially if he punished an innocent party and allowed the guilty ones to walk free even if by accident.

He supposed it was because he was already familiar with the kinds abuses of power and corruption that governments were susceptible to. It's what happened to the United States of his time along with many other western countries. Their administrations becoming increasingly authoritarians under the guise of benevolence and twisting tragedies in order to further their agendas and corruption.

And as much as he hated to admit, but even the U.S military of his time fell victim to this. Mainly the officers and higher echelons of command, though there were a few good lower ranked ones that he personally knew.

Instead of fighting for the American people, the leadership became more concern with fighting in wars that they had nothing to do with and advancing the careers of generals and corrupt politicians. Officers were all to willing to throw the enlisted men under their command to the wolves in order to avoid accountability, pushed agendas in order to appease whoever was holding their leash, and cared more about making money than actually doing their jobs.

Thomas saw this first hand when he was in the service. The battalion he was a part of was housed in dorms that had a major mold problem. He still remembered the 1st SGT and Captain in charge of the company saying that they were 'working on it'. When everyone knew that that was a lie and that they were just sweeping the whole thing under the rug in order to save face to the battalion commander.

That was his first experience with toxic leadership in the military and the reason why he vowed never to reenlist. Especially, given that his final duty station was Fort Polk, or For Johnson of Fort whatever they were calling it now, of all places. Thomas had no idea what grave sin he had committed to be stationed at that hell hole for six whole months. He still had nightmares about that place and would rather endure a thousand deaths than ever go back there again. And that was saying something as he'd had already died before being inserted into his new form. When his service contract finally came to an end and he was finally released from his torment, he was closer than he ever been to blowing his brains out, even now he still had no idea how he managed to get himself through all that.

While he did dream of wiping that cesspit off the map, the more logical parts of him told him that it was a waste of valuable time and resources to decimate what was almost certainly an already destroyed military installation again. As such, he forced himself to suck it up and to not to let it bother him.

It didn't get better even when he got out of the military, as according to the absolute tyrants that ran the government used federal alphabet law enforcement agencies to go after anyone that they deemed necessary. The country had become a banana republic by that point, where everything was to cater to the leeches in office and ensure that there were no threats to their rule. The politicians becoming so disconnected from the average law abiding citizen where they allowed dangerous criminals to roam free and slandering the few good people in office that were actually trying to make things better for the common man. Eventually, it just got so bad that he and a few other disgruntled veterans and likeminded individuals banded to a resistance movement against the feds, where they decided to stop taking the abuse being thrown their way and start fighting back. It didn't take them long for the government to denounce them as "terrorists" and "domestic extremists." Which... Thomas had to admit, they kind of weren't wrong on the former as he and the group did engage in acts of terror. Though, it wasn't something that they did lightly, only when they had no other option.

While Thomas did admit that they had committed some rather... heinous acts, they did their best to collateral damage to a minimum. Though, that didn't stop the mainstream media from slandering them at every turn. Not surprising given that essentially every news outlet was just as corrupt and reprehensive as the politicians they were protecting. Nobody had anymore faith in news anymore and the only ones that did listen were the extremely gullible that believed everything that was being said on TV.

Eventually, it reached a boiling point that culminated in a second American revolution that ended with the fall of Washington D.C. Which was rather ironic considering that he was now based in an alternate version of one ever since becoming a supercomputer. It was also where he had

Perhaps this was why he was here, Thomas thought to himself. To make sure that the mistakes of his United States and the one of the Fallout universe did not happen again.

The irony didn't escape Thomas, a man that harbored much mistrust and disdain for the United States federal government was now the leader of one in an alternate dimension.

Though one thing he made sure to promise to himself.

With the Lord as his witness, he promised himself that for as long as he lived, he wouldn't give into the same corruption and tyranny.

With renewed invigoration, he got back to work to rebuilding this great nation.


*EDIT*: So, I went back and made some changes based on your guys comments. I may make more adjustments later so don't be surprised if you see this chapter change some more in the future. Sorry, guys. Not my best work. :(

Author note: In case anyone is wondering. Yes, I based the recruitment ad on the Helldivers 2 cinematic intro. I couldn't help myself. Don't judge me. Also, if anyone is wondering, I'm basing Packard on the legendary Glenn Morshower. The most iconic military general/ government agent of all time.

Hope you guys enjoyed this update and once again, thanks again for all the support and the suggestions in the comments section. I'll be honest, I had difficulty writing this chapter. I went through several iterations before finally settling on the one that you see right now, and I'm still honestly... I'm still not satisfied with it. But I wanted to give something to you guys as I figured you all waited long enough for a new chapter and I wanted to finish a chapter while I had the motivation to do so. Maybe I'm make some adjustments and edits later.

Additionally, if anyone is wishing for a visual representation of the new U.S Army uniform and combat gear Thomas is introducing to the Fallout universe, look up the military scenes to the 2005 War of the Worlds movie starring Tom Cruise and for the desert camo check out the combat gear of the U.S Marines from Generation Kill. I really like the kit used by the military in that film and I think it would fit here. Plus, I always though that late 90s to early 2000s U.S military drip were the coolest in my opinion, especially the M81 woodland camo and Battle Dress Uniforms used by the United States at the time. I might add more modern kit later like the FAST helmet and multicam uniforms with modern day plate carriers later, I'm still thinking on it.

Also, for all my fellow RvB fans and to continue on from my last author's note, how did you all enjoy the final situation. I only found out that it was out a little over a week ago since the youtube overlords deemed that I wasn't worthy enough to be notified. Personally... I have mixed feelings on it. I'm not going to spoil anything as I'm still collecting my thoughts on it, but honestly, I felt rather disappointed by it. Don't get me wrong, there were many things I liked, but there were just as many things, if not more, that I felt were rather lackluster if I'm being honest. I need to rewatch it again along with the whole series so I can get my thoughts in order. But anyways, hope you guys that did watch it managed to enjoy it.

Anyways, to continue on with my Red vs Blue fanfic idea, I'm still in the brainstorming phase of it. Leaning towards making it a self insert with elements of Halo included. If you don't mind, I got a couple of questions for you guys on how I should take some things and I would like to know your guy's thoughts on it. Do you guys think I should have the fic start in season 1 or begin at season 6 with events from seasons 1 to five being shown through flashbacks. Don't get me wrong, I really like the Blood Gulch Chronicles, I just felt that season 6 is where the ball really started rolling in the story department. Plus, I feel if I did start in the first season, then it would take me forever to get get to season 6, considering my horrible upload schedule.

Secondly, do you think I should have the self insert on either Red team or Blue team? At first, I was going to have the MC be on blue team since they were the more story based group, but I feel like the reds deserve some love too. Or maybe some other character like say... the meta. Or, how about this, I take Casper (the main character from my Bleeding Out and Unbreakable) and have him inserted into RvB. Again, let me reiterate, just an idea, still brainstorming them here. What do you guys think?
