Spirits

Chapter IV

Peacekeepers.

It's brother versus brother in the war of the Water Tribes. After Korra discovered that Chief Unalaq betrayed her and her father, she turned against him, sparking civil war. The Southern rebels rallied around Tonraq, but they were vastly outnumbered, so Korra headed to Republic City to seek aid. But will she be able to convince President Raiko to send troops to help the South?

The Next Day, Republic City. (1.)

"Welcome home, Avatar. Thanks for starting a war."

Lin sarcastically greeted the group as they were on the docks. "I didn't start a war… Well, I did, but it's more complicated than you're making it seem."

"Mako, I want you back on the beat. There's going to be a Southern Water Tribe peace march tonight. I need you there to make sure things don't get out of hand." Lin said to Mako who nodded.

"I'm all yours."

"I'll go, too. The people of the South need to see that the Avatar is on their side in the fight against the Northern invaders." Korra spoke up raising a fist.

"Great, that should calm them down," Lin said walking away.

"You sure that's a good idea?" Naruto asked Korra who looked back at him.

"What?"

"I don't know, I mean they're still the water tribe even if it is split into two. Shouldn't you be... Neutral?"

"I'm not neutral! The North invaded my home. The only reason I'm here is to get the Republic to send troops to help the South."

"Zhu Li's already scheduled a meeting for us with President Raiko tomorrow. We'll get them on board." Varrick explained, as Zhu Li held a lot of bags.

"I should get to work." Mako said walking as Asami followed with a slight limp.

"I better go check on my factory."

Naruto watched the limp before smiling remembering their time in their room on the boat. 'They're insatiable.' He thought before Korra walked, also with a slight limp.

"I'm going to find out about this peace march."

"I'll talk to Zira before meeting up with you," Naruto said, jogging past the two and smacking their asses, having them wince and shiver as a spark of pain and pleasure shot through them.

"And I am dying for a pedicure," Varrick told Zhu Li who slumped before following after.

"So, um, what should I be doing?"

"I don't know, Bolin. Figure something out." Mako said not looking back

Varrick stops and turns around before approaching Bolin. "Say, kid, have you ever seen Republic City at night?"

"Sure, I live here."

"Have you really seen it?" Varrick asked as Pabu peaked his head out of Bolin's shirt.

"Y- No?"

"That's what I thought. Come on."

The South Pole.

(A/N: Unalaq, Tenzin's, and Bolin's scenes are canon, feel free to skip.)

Unalaq and a General are in a war room looking at a map. "And the rebels are holed up here in the hills outside of town."

"Leave them. My brother's no threat to us up there. Increase security around the spirit portal. Keeping it safe is our number one priority."

"Yes, sir!"

The general leaves the room by opening the door to find Desna and a deranged Eska in a bridal gown and smudged make-up.

He leaves the room in fear, as the twins approach their father. "I need you two to go after the Avatar. She's the only one who can open the Northern spirit portal."

"But Father, you told Korra-" Desna was then uninterrupted by his father.

"I told Korra what I thought she needed to hear."

"I'll find her. She stole my husband." Eska said angrily as her father looked at her.

"I need her alive."

"Sigh. Fine."

Southern Air Temple.

Meelo was teaching his pet lemur Poki tricks as Tenzin was at the porch reading a scroll. "Watch me, Poki. You lie down and roll over." He then rolled over as the lemur tilted his head. "Roll. Over.

"No, no, you can't just demonstrate it. That never works." Tenzin said as Poki fell asleep by curling up

"Good!" Meelo said, giving Poki a treat.

"(Sigh) Ugh, classic over-rewarding."

Meelo is using a treat to play with Poki before Poki flies off following a noise. "Poki, where are you going?"

"Command respect," Tenzin said, standing up and walking to his son. "Having some trouble, son?"

"Poki isn't very good at learning," Meelo said looking up at Poki who went to a tree.

"Believe me, I know the feeling. Maybe I can help. How would you like your old dad to teach you how to be a master trainer?"

"Yeah!"

Republic City Night.

Naruto sighed as he and his force stood outside the building by a statue of Sokka holding a boomerang In front of them is a huge number of people have congregated, some of them are holding lit candles on paper lotuses, while others are holding signs being led by Korra on Naga.

"Tensions are running high outside of the Southern Water Tribe Cultural Center. The Avatar is leading a group of Southerners in a peaceful protest against Chief Unalaq, but the Northerners have come out in droves in support of their leader."

Naruto heard one of the reporters speaking on a radio by them before hearing Northern protesters. "Boo! Get out of here! Boo! Get a real job! Get out of here!"

In the back of the cultural center, where Mako and a man in task force armor are on patrol. The Task Force member then saw two escaping, but one stepped on a can, alerting Mako. "Hey! Stop! Republic City Police!"

A man presses a remote controller before running as Mako and the Task Force follow.

BOOM!

And is stopped by an explosion in the building. They control the spread of the fire with firebending. "Go after them." The Task Force member said as he held backfire before Mako ran after the two.

Mako throws multiple fire blasts and kicks, but one of them retaliates with firebending. He is subsequently knocked off and drops the remote, but makes his way into the getaway Sato-mobile. Mako attacks the Sato-mobile with a fire blast, but they manage to escape. He walks up to the remote and picks it up.

In the front of the center, Naruto, Korra, and Task Force waterbenders are extinguishing the fire using water from the fountain. "The Northern Water Tribe is out of control!" Korra yelled as Mako walked up

"I saw a firebender running away from the blast. The North might not be responsible for this."

"Of course, they're responsible. Who else would it be?" Korra asked as a fire truck pulled up.

"Someone who'll profit from the war," Naruto said looking over. "I'm sure people would profit from sending supplies to one or both the North and South Tribes.

Pro-Bending Arena.

Outside the arena, Bolin, Varrick, in suits and Zhu Li are standing outside a limo, while photographers are continually taking pictures.

"Wow. Usually, when I see flashing lights like this, it's because I got hit in the head with a rock."

Varrick looked down at him. "Being famous is like getting hit with a rock all the time."

They go inside to a VIP lounge before Varrick and Bolin take their seats.

"Look! It's Bolin!" One man yelled out, getting the earthbender's attention.

The crowd chants out Bolin's name, which Bolin responds to by waving and flexing his muscles. "Folks, that cheer you're hearing is for the local favorite, Bolin, of the Fire Ferrets. Let's see if we can get a quick interview. Bolin!" Bolin turned to see Shiro gesture for him to the announcer room. Bolin walked inside as Varrick stayed at the door. "Bolin, the Fire Ferrets are out for the season. How have you been spending your time lately?"

"Well, I took a trip South for the Glacier Spirits Festival, was briefly engaged to a princess, then went through kind of a tough breakup there, and was accidentally involved in a civil war…" Bolin trailed looking at the bored faces. "But there's nowhere I'd rather be than pro-bending night in Republic City! Am I right, people? Republic City!"

The crowd cheered at that before Shiro spoke again. "Do you miss being in the ring?"

"Well, I definitely don't miss getting hit with things all the time, and the humiliating loss. I mean, that gets pretty old. You know, sometimes I actually cry myself to sleep... I guess what I miss the most are these fans! They're the greatest fans in the world! Give it up for the fans!"

Bolin then leaves the booth, where Varrick is waiting at the entrance. "Look how these people love you, kid! They're eating that cornball spiel right out of your hand."

"The trick is, whenever I get confused, I just say 'Republic City' or "fans", and then everyone cheers," Bolin spoke as Varrick smiled

"I think I just figured out your true calling."

Morning City Hall.

"I hope President Raiko listens to us."

Korra said as she, Naruto in his white vest, and Varrick walked inside City Hall.

"Don't worry. I was a big contributor to his election campaign. Him and the other guy. Gotta hedge your bets." Varrick said, bringing a hand up to his face.

They walked inside to see a man with glasses, brown hair, and a mustache before she shook hands.

"Hello, Mr. President. Sir, the Southern Water Tribe-" She stopped as Raiko turned to a reporter taking pictures.

"Just a second. Keep smiling." Korra looks at the camera, but Varrick pokes her, causing her to flinch awkwardly before the photo is taken before they sit down at a table. "Now, how can I help the Avatar and my most generous supporter?"

"Unalaq's troops have invaded the South. We need you to send the United Forces to help."

"I'm very concerned by what's happening down there. But I don't think it's the Republic's place to interfere with internal Water Tribe matters."

Naruto sighed at that as Korra leaned forward. "Unalaq isn't even the rightful ruler of the Water Tribe. He lied his way onto the Northern throne."

"Mr. President, the Republic is already involved in this conflict. The North attacked our cultural center last night." Varrick spoke up trying to get Raiko to change his mind.

"Believe me, we are doing everything we can to bring the people responsible to justice," Raiko said as Korra narrowed her eyes.

"'The people responsible'? Who else would it be but the Northerners?"

"Now, I know that when you're young, it's hard to keep perspective-" Raiko was interrupted as Korra stood.

"You're the one who's lost perspective. I'm trying to save my tribe, and you're taking pictures."

"Sending troops is not something I can do at this time. But I promise I will work with Unalaq and the South for a diplomatic solution. Now, I'm sorry, but my mind is made up. This meeting is over."

"My family is going to be wiped out, and it'll be on your head for doing nothing about it," Korra spoke before walking away with Naruto and Varrick.

Apartment.

In a room of an apartment Naruto's renting due to Tenzin being gone, Korra paced in front of him. "I can't believe the President is doing nothing! H-He doesn't even care!"

"I'm sure he cares, but you all are only recently out of a century-long war. People are hesitant to get involved in another."

"How could you take his side?"

"I'm not taking sides!" Naruto spoke up. "Just telling you their perspective on this."

"I'm trying to get troops to the South. What are you doing?"

"Trying to make sure it doesn't escalate!" Naruto replied before standing as she left to go talk to Varrick.

Harbor.

Asami was holding files looking down as Korra walked past her on a ramp. "Huh? Hey! In a hurry?"

"Sorry, I have to talk to Varrick," Korra replied looking back having Asami nod

"Yeah, me too."

Korra and Asami then enter Varrick's yacht and walk up to the wheelhouse before stopping at the top of the stairs. They saw stray arrows everywhere before Asami walked up and missed a target on her left. Korra pulls her back just as an arrow flies and hits the target. Both girls turn to see a blindfolded Varrick holding a bow, while Bolin and Zhu Li stand next to him.

Varrick removes his blindfold and smiles at them. "Oh, hello!" He then looks over at Bolin before continuing. "See? I told you I could do it."

"Sorry I ever doubted you."

Korra and Asami walked to them before the Avatar spoke. "We can't wait for the President to act. We need those troops now."

"And my company is about to go under. I have to find a way to make some sales."

Varrick nodded at them and gave Zhu Li his bow. "Right, okay. Got it. Idea storm! Zhu Li, get the supplies!" He then turned to look at the two. "You're about to get an inside look at how Varrick Global Industries stays at the forefront of imagination innovation, or "imagination"! That's trademarked, pal." He said to Bolin before Zhu Li walked over with a bar on wheels and boots.

She then brought up a plate of chili peppers having Varrick take one after putting the boots on. "Brainwork requires increased circulation." He then eats the chili pepper and his face turns red. "Let's do this!" He exclaimed before he hung himself upside-down with the boots. "Okay, here come the ideas. Fast and furious. Pink mint lemon tea. Radio for pets. Uh, hand shoes. Hold on a tic…"

"We don't need the President to go to the South. We just need the troops! Let's go straight to them! If there's one thing I know about troops, it's that they love fighting."

Korra nodded at that. "I know General Iroh. He might be willing to help us."

"A man on the inside. Perfect!" Varrick said before looking at Asami. "And you need to sell some mecha tanks. I know some people who need them. We'll ship 'em South."

"That's perfect! You'll be making money for your company and you'll be helping to defeat Unalaq."

"It's true. If you can't make money during a war, you just flat-out cannot make money."

"It's dangerous on the seas right now, but I'm willing to try if you are," Asami said to Varrick who smiled.

"It'll be crazy risky, but I love crazy risky things! End storm!" He swings himself upright and off the bar with a spin and lands beside Zhu Li. "Zhu Li, get those other ideas for research and development. I want prototypes by next week." He explained as Zhu Li ran off.

"I don't understand why it's so hard to get Republic City to support the South."

Varrick walked to a projector with film in it as he shrugged. "Don't worry, I'm already working on that. As soon as people see this, they'll be lining up to fight Unalaq. Zhu Li, do the, uh- the thing."

Zhu Li turned it on having a film playback when they were at the South Pole and the soldiers started to occupy it.

"Don't freak out. It's not real." Bolin said to the two as they walked over.

"I had a film crew documenting the entire Northern invasion."

"The screen shows troops massing at the harbor before it cuts to troops waterbending, followed by Eska, who notices the camera, turns and glares at it while taking her hood off.

Bolin then covers his face in fear, while Pabu jumps off. "Ahhh! Sorry. I keep doing that." He said as Varrick looked over.

"We're gonna cut this footage together with scenes we shot of our superstar Bolin here playing a Southern Water Tribe hero battling the evil Unalaq. No one will root for the North after they see 'The Adventures of Nuktuk: Hero of the South'!" He finished gesturing at Bolin who then flexed his muscles while smiling brightly.

"I'm Nuktuk! What do you think?"

Southern Air Temple.

"All right, Meelo, the first thing you need to do as a trainer is establish dominance. You are in charge. Never forget that. Now call Poki."

Meelo then pointed at Poki. "Poki, come here!" Poki just sat in front of him. "Poki." Poki jumps forward and crawls over Meelo, tickling him. "Poki, no!" Meelo laughed as Tenzin sighed out.

"Meelo... you're rewarding him for bad behavior."

"But he's tickling me."

Later that night, Meelo and Poki are about to sleep in his bed as Tenzin stands at the door. "You can't let him nap in the bed with you. You are the alpha lemur. He has to sleep on the floor." Meelo then placed Poki onto the floor. "I know it's hard." He said as Poki jumped back to bed. "But it's for the best.

"No, Poki, this is my bed. You sleep on the floor… Being an alpha lemur is lonely."

"I know." Tenzin said as Meelo fell asleep.

Police Headquarters.

"Did you learn anything about that remote control I found at the scene? That's gotta be the key to finding out who's really responsible."

Naruto walked into the main room to see Mako talking to two men, one with a long mustache and another with a goatee and mustache.

"Listen, kid, it was the Northern Water Tribe, okay?"

"Yeah, give it a rest, Super Cop."

"No wonder my Task Force was needed, the standards here are low," Naruto said walking up to the desk. "And that's why I'm here. Give me everything you got on that bombing. I'm taking over."

"You can't do that."

"Can, and will. My Task Force is a higher authority than you. You don't arrest you for obstructing justice."

Before either man could retort, President Raiko exits Lin's office and walks to the desk. "I've heard good things about you, Mako. You've made some big triad busts for a rookie."

"Thank you, sir," Mako replied as Raiko looked at Naruto.

"And you as well, crime's at an all-time low. A low that hasn't been seen since Avatar Aang took Yakone. You're dating the Avatar, right?"

"Yes, sir."

"I'm concerned that she might be getting some bad advice from Varrick. You wouldn't happen to know if they're plotting anything that might compromise the security of Republic City, would you, officer?"

"No."

"May I remind you, you're a man of the law?"

"Yeah, I work for the people. And after that shit with Amon and the council deciding that the people vote on the leader, I was also elected to continue to lead the Task Force because everyone wanted to keep it. Now if you'll excuse me, these two idiots are taking me to get the evidence they have on the bombing."

Naruto walked away as Lin came out and had the two men follow before Mako stopped Raiko who was leaving.

United Forces Harbor.

"Thank you for seeing me, General Iroh."

Korra said to the General as they stood on a ship at the harbor. "What can I do?"

"The South needs military support before Unalaq wipes them out completely, but the President is refusing to give the order. So I decided to come to you directly."

Iroh put a hand to his chin at that. "I see. Well, suppose I were to take the fleet South on some routine training maneuvers. And let's say we were to accidentally run into a hostile Northern blockade. We'd have no choice but to defend ourselves, wouldn't we?"

Korra smiled at that. "I guess you wouldn't. Thank you!"

Suddenly, Raiko enters the ship with two guards. "Swapping old war stories?

"Mr. President."

"I hope you're not planning to take any military action without an order from your commander-in-chief?" Raiko said, hands behind his back.

"Of course not, sir."

"Good. Because if a single vessel leaves this harbor without my say-so, you'll be court-martialed. Am I clear?"

"Crystal, sir."

Raiko then turned to Korra. "Your activities here are bordering on insurrection. The Avatar does not command the military of the Republic. Don't go behind my back again." He then turned to Iroh. "As you were, General Iroh."

Raiko then leaves the ship as Korra glares. "I hate that guy!"

"I'm sorry. My hands are officially tied." Iroh said to Korra apologetically.

"I understand. Thanks anyway."

"But you should talk to the Fire Lord. My mother and grandfather have always been good friends with the Avatar, and the Southern Water Tribe. And I know she likes Naruto. I'm sure they'll be willing to help." Iroh said to her

"Thank you, General."

Varrick's Ship.

Bolin is standing in front of a mountain picture in a revealing Water Tribe outfit that's a white-furred vest, white necklace, blue loincloth, and wraps around his arms.

"Wouldn't I be cold wearing this outfit in the snow?" Bolin asked, raising his right hand revealing he's holding a club.

"Ah, Nuktuk is never cold." Varrick replied, looking through his fingers beside a camera, lights, and a crew.

Just then, Ginger in a choker, blue vest with white fur and a blue skirt with the same wrappings on her arms walks past having Bolin smile. "Ohh. Hey, Ginger."

Ginger walks up beside Varrick and flips her hair. "How about that, huh? It's the latest product in my Varri-manageable Hair Line: Varri-dye! We get some shots of her using it before Unalaq kidnaps her, I guarantee we sell a million cases week one."

Just then, Korra riding on Naga came in. "Bolin, I need you to watch Naga while I'm gone.

"Where are you going?"

"The Fire Nation. I'm going to try to get them to help the South." She explained walking up to him before looking at Varrick. "I need a boat."

"What happened to General Iroh?"

"He was going to help, but then President Raiko showed up. Someone must have tipped him off, but I can't figure it out. No one knew about it except for us and Asami." Korra replied before Bolin spoke.

"And Mako."

Korra turned to glare at the earthbender. "Mako?"

"What? There's no way Mako would have told…" He said before Korra stormed off. "Right?"

Southern Air Temple.

"Poki, sit!"

Meelo said commandingly as Poki sat. "Roll over." Poki follows the order. "Good boy," Meelo said before he threw a treat at Poki.

"Well done, Meelo! I knew you could learn to train Poki." Tenzin said to his son who turned and smiled.

"Not just Poki. I trained all the lemurs. Watch!" He said before blowing into a whistle

Preet!

Poki then runs away to the cliff and flies off it. He is then accompanied by many more lemurs. Meelo's entire family looks on in awe as Meelo blows his whistle, commanding the lemurs to fly toward the direction in which he is pointing. On a final blow and a point to the ground, all the lemurs land on the floor, with Poki at the center.

"I've created a monster." Tenzin laments before looking down at Meelo. "Uh, maybe we should forget about all this training discipline for now. Why don't you and Poki just have fun and play?"

"Thanks, dad, training makes me tired. Come on, Poki."

Meelo runs back to his room with Poki and with a blow of his whistle, all the remaining lemurs leave the area.

Republic Police HQ.

Korra kicks the door open and walks to Mako who was sitting at his desk. "You ratted me out to the President?"

"Korra, let me explain."

"Explain why my friend stabbed me in the back?"

"Look, the President of the Republic asked me a direct question. What was I supposed to do?"

"You betrayed me, and my family!" She yelled out and kicked Mako's desk aside with airbending.

"Enough! Look, I have a job to do! I can't constantly be worried about keeping you from making another huge mistake!"

"Well, I have a job to do too!" Korra yelled back at him before she ran out of the office.

Lin then exits her office in shock at the noise and the broken desk. "What the flameo happened here?!"

Harbor.

"Look I wish I could come with, But I'm still looking into the bombing and I don't trust many with that."

Naruto said, looking at Korra. "(Sigh) I know Naruto."

"And try to watch your words, you're not the most diplomatic person." He said as she gave a slight glare before he kissed her forehead. And reached around to squeeze her ass. "One more for the road." He said before pulling away, having her get into a small speedboat and then sailed off.

An hour later, a wave hits the boat, having her look back to see her cousins are following on jet skis attacking her with waterbending. "You ruined my wedding!" Eska throws a stream at Korra, but she manages to dodge it. She destroys her cousins' jet skis, but they glide on the water and soon catch up with her. "No one steals my Bolin!"

Eska destroys Korra's speedboat, throwing her overboard. Underwater, Korra emerges from a waterspout and attacks her cousins with firebending, while avoiding their waterbending attacks. Eska manages to knock Korra off, but Korra regains her balance with an air-spout before jumping on another waterspout.

She quickly bends a water dome, trapping her cousins who shield themselves from the water before they notice a green glow underwater. Both look at each other and retreat. Korra notices her cousins retreating and starts descending just as a giant dark spirit emerges and Korra dodges its attacks but is knocked off her waterspout and into the water.

Underwater, Korra enters the Avatar State and re-emerges. She attempts to purify the spirit, causing it to glow golden, except for the head. The spirit prepares to head underwater, but re-emerges at the last minute and proceeds to devour Korra. Korra futilely firebends at the spirit before being swallowed and dragged into the water below. Eska and Desna, who witnessed the entire incident, leave the area.
