Book Four

Balance

Chapter XIII

Displaced.

The Avatar, Naruto, and Asami work to calm down the city after the new Spirit Portal emerges. Now they're trying to get Raiko to help who's busy with reelection as well as finding the money to rebuild the city.

Korra And The Others.

"The evacuees I've spoken with are so grateful for what Korra did to save their city. I think an appearance from the Avatar would go a long way in lifting everyone's spirits."

Kya said as she stood beside Tenzin.

"Great idea, Kya."

Korra looked out of the tent at that. "If you think it'll help, I'm happy to meet some people. You'll come with me, Asami, Naruto?"

"Actually, I think I'll stay here and talk to Zhu Li about something I can do to help," Asami said as Korra looked at her.

"So lifting people's spirits isn't "practical"?"

"No, they want to see the Avatar, not me. Do what you're best at... Inspire people."

Tenzin puts his hands on Korra's shoulders and gently pushes her out of the tent. Asami watches them go with a sad look as Kya looks at her. The scene transitions as Korra and Tenzin leave the tent. They walked to the middle of the tents before Korra spoke. "I'm so sorry about what happened to all of you. If there's anything I can do to be of service, please let me know."

After getting bombarded by requests, she earthbends a giant pillar out of the ground underneath her feet, creating a stage for herself. "Everyone, please! Listen! I feel for all of you. You've been through so much. And I'm sure you're tired, frustrated, and angry that your homes and neighborhoods have been destroyed. This is a time of great change for all of us in Republic City."

"But a wise man once told me that change can be good or bad, depending on your point of view. So maybe we could all look at this as a chance for a new beginning. I promise to work my hardest to make sure everyone has a place to live soon. My hope is that the rebuilt Republic City will be full of new possibilities for all of us! Together, we can forge a bright future, living in balance with our planet, evolving into our best selves, and becoming who we truly want to be!"

Later, the trio enters the tent where Zhu Li, holding a clipboard, stands in front of Asami, who is sitting at a desk, drawing up plans. "Sounds like a visit from the Avatar was exactly what the evacuees needed." Zhu Li said as Tenzin nodded.

"Korra really knows how to inspire a crowd. She even inspired me."

"She got that from me." Naruto smiled as she elbowed him.

"The quicker we can get people back to some sense of normalcy, the better."

Naruto turned as Asami spoke talking about her plans for new homes

Korra sat next to Asami at that. "I totally agree. "We have to show these housing plans to Raiko. I'm sure we could get money from the city to build it".

Zhu Li nodded at that. "I'll set up a meeting."

Raiko's Headquarters.

Raiko stood in a room with Wenyan, his campaign manager, talking in a corner of the room as the council Page watched while answering a phone call. "I'm sorry, the president is meeting with his campaign manager right now. Can I take a message?"

"Get a load of your new campaign poster!" Wenyan showed the poster of a muscular Raiko punching Kuvira's robot.

"Hmmm... I don't know…"

"But the slogan's perfect 'Vote Raiko, he'll wallop tyranny with a knockout blow!" Wenyan said, smiling.

"But isn't it a little misleading? Kuvira was defeated by the Avatar, not me."

"Listen, right now people think you're a coward who abandoned them and their city in its time of need. We need to project an image of strength and fearlessness."

"Alright, Wenyan, if you think it'll work," Raiko said before hearing a knock at the door. "Come in!"

Korra, Naruto, Zhu Li, and Asami enter the office, the latter having changed into her business attire. "We're here for your two o'clock appointment, sir."

"Avatar Korra... so you're finally done gallivanting around the spirit world?"

"We need to talk."

Raiko sighed as she saw the poster. "Fine... fine. But make it quick. I'm extremely busy."

Korra picked up Raiko's campaign poster and smirked. "Busy figuring out how to "wallop tyranny", are you?"

Raiko, Blushing and sighing, grabs the poster from Korra's hand. "That's... it's not final yet. Now what can I do for you?"

"We were wondering what's the budget for the housing," Naruto said, his hands in his pockets.

"I've already diverted funds for additional police officers, on top of having to relocate the government. Not to mention all the infrastructure that needs repair. I'm sorry, but the city coffers are empty."

Zhu Li then stepped forward. "Sir, Republic City needs this. The longer people are displaced, the more unrest there's going to be."

Asami nodded at that. "I'm happy to put up some of Future Industries' money for the project."

"And Varrick Industries will match it."

Wenyan pulled Raiko aside at that. "A word, sir? They may have a point. Right now, the voters hate you. You're running unopposed and the polls say you have negative three percent support."

"Negative three? How is that even possible?"

"Never mind that. If you focus on giving all those people a place to put down roots again, they'll forget about the whole Kuvira debacle. Crowds will be lining up to thank you with their votes.

Raiko nodded at that. "You may be on to something Wenyan." He then turned back to the others. "On second thought... Asami, why don't you finish drawing up the plans? Bring them by in a few days and I'll take a look. I'm sure we can find the money somewhere."

"Thank you, Mr. President."

They then turned to walk out before Korra turned to him. "One more thing about the new spirit portal?"

"What about it?"

"We ran into the owner of the land around it."

Asami then picked up after her. "Wonyong Keum."

"And he's trying to turn the whole place into some kind of amusement park. But if the city bought the land from him, we could turn it into a beautiful spirit sanctuary with public parks surrounding it."

Raiko sighed at that. "Maybe you didn't hear me. The city's broke. Now if you'll excuse me, I have work to do."

"I bet if spirits could vote, you'd change your tune!" Korra bit back as Naruto sighed.

"Korra, there's barely enough money to house people… Right now you gotta choose now, we'll figure out another way to protect the portal."

Air Temple Island.

"Hey!"

As Naruto and his wives looked at the sunset, they turned to see Bolin and Mako running over. "We heard you were back."

"Look at you, Officer Bolin. How's the force been treating you?" Korra asked, seeing Bolin in his uniform.

"Great! I made my first arrest."

"Congratulations."

"And Opal says I look way more handsome in this getup than my old Earth Empire uniform-"

"Korra!"

They turned to see Jinora's spirit. "A bunch of Triple Threats showed up at the portal and attacked before Naruto's friends drove them off with the spirits."

Wonyong Keum's Office.

Wonyong's guard fell in being attacked with fire. "Unghh! Boss... I tried to stop him..."

Wonyong looked up from his desk. "What the...? Who dares-"

Tokuga enters shadows covering the right side of his body. "You didn't warn me the second Avatar's spirits were there!"

"Tokuga...? Wh-what happened to you?"

Tokuga walked into the light revealing that his face has been disfigured and he now has a tentacle for a right arm. "A bunch of spirits attack me." Ge then grabbed Wonyong, choking him and holding him against the wall with his tentacle. "When you hired me to do your dirty work, becoming a freak wasn't part of the deal."

"You want money? I'll pay double what I owe you! Ack! I can't... breathe..."

"You're not getting off that easily. I'm taking control of Keum Enterprises and all of its assets. You work for me now." Tokuga glared at him as the flames went out.

Spirit Portal, Morning.

Oogi is flying toward the Republic City spirit portal. Korra looked up at the others before speaking. "Thanks for coming, everyone."

"The airbenders and I are always at your service, Korra. Especially when it comes to matters concerning the spirits." Tenzin spoke from his spot in front.

"I just hope you can help me convince them that the Avatar is, and always will be, the bridge between the physical and spirit worlds. After the battle last night, I'm afraid the spirits think I've turned my back on them."

Ikki jogs her elbow into Meelo's side who stirs at the sudden contact, his eyes closed. "Meelo, wake up!"

"What? Where are we? Did we crash?"

"No, we're about to enter the Spirit World for the first time! Don't you want to be awake for it?!" She said as they looked at the portal which is glowing in a yellow and green light in the center of the crater which is covered in spirit vines, as Oogi flies closer toward it. "This is so exciting! I can't wait to see all the beautiful spirit-y flowers and spirit-y rainbows and spirit-y spirits and-"

"I suppose…" Meelo interrupted with a yawn.

The group flies through the portal, entering the Spirit World. They fly above the clearing, the sky now a dark blue and gray, and all the plants withered away, the ground covered in gray color. Everyone looks on with worry spread on their faces, as Tenzin keeps flying the bison. Ryu and Meelo look on, disinterested. "What a spirit-y letdown! Thanks for waking me up for nothing, Ikki!" Meelo groaned as Oogi landed, and the airbenders dismounted.

Korra and Tenzin stand in the front while getting a closer look.

"Hey."

They turned to see Naruto floating down with the Bijū walking up. "It's been like this for a while." He explained as the plants shot up to attack forcing them back out to see the army having metal walls shoot up with Iroh giving orders.

"General Iroh, you need to draw back your troops!" Korra yelled running up to him

"Hello, Korra. We're here on President Raiko's orders. After last night's battle, he wants the portal on lockdown."

"I'm trying to smooth things over with the spirits and parking the military outside the portal is only going to anger them more." She explained as she looked at the Jeeps.

"My goal is to keep the peace, not incite the spirits." He explained as Tenzin walked up.

"If that's so, then withdraw and let the Air Nation keep watch over the portal."

"Yeah! Nobody's better at restoring peace and harmony than us!" Ikki ran up at that as Iroh, raising his hand to his chin, took a moment to think about the proposal.

"Hmm... I'm sorry, but I have my orders. If you really want the United Forces to leave, I suggest taking it up with Raiko."

Korra Turns at that and walks away from Iroh, with Naruto and the airbenders following. "Oh, you bet I will."
