she doesn't but she wants Naruto to trust her and Yukari knows Hiruzen is like naruto's grandfather, If she endorsement from the man she earns his trust easier then if she approaches him as a stranger. Furthermore Naruto needs to go back to the leaf for Yukari's plans, when he does if he was just Awol Hiruzen would question Naruto and keep him under a closer watch. Yukari is both intelligent and manipulative, she knows how to get what she wants the best way. Why waste time and energy trying to convince Naruto to her side if one conversation with an old man can do just that for her? anyways onto the story!)

Shikaku was not shocked by much anymore, years of being Jonin commander had him see, experience, plan, anticipate and outwit many events, people and circumstances too the point he could take almost anything with a cool head. Yet walking in to the Konoha shin-obi meeting room too see the third hokage, and the two elders along with Tsume Inuzuka standing against Danzo Shimura Jiraiya, Hiashi Hyuga and Shibi Aburame with Fugaku playing mediator, he was certainly shocked. "Well this is a a mix up, surely the Academy changes weren't that controversial."

Most turned their heads at the sound of the commander's voice, only Danzo and Hiruzen staring at each other still. "good, your here" Jiraiya growled "Maybe you can get it through the old mans thick skull how bad of a call he made."

"A bad call would be leaving the boy in the village that attacked him, even with guards, to possibly be attacked again." Homura countered "Lord Hokage did what he had to in a limited time with limited resources. We cannot risk the kyuubi escaping due to an unhealthy stress on the boy."

"wait lets start form the top, I know this is about Naruto and the night he was attacked one year ago, how does it factor into this?" Shikaku asked, motioning to the two crossed factions.

Hiruzen took the the chance to explain first "On the night of Naruto's attack a wanderer, saved Naruto from the mob. This mob was instigated by a man wearing a seal on his tongue one that made it too fatal to invade his mind, and since he would not answer questions we could not get any information from him. Before our seal experts could break the seal he killed himself though a poison. Naruto's guard was moved by Danzo too a different job and two root agents were confirmed to be guarding Naruto instead." Hiruzen glared pointedly at the man.

The war obsessed mummy squinted at the implication "my guards were punished for their negligence and there is nothing to prove I have a conn-"

"OH COME OFF IT DANZO," Tsume yelled "we all know it was you, no enemies or spies were in the village no detectors were set off by the barriers for entering or leaving the village. no one else would try to attack him, just admit it here so we can have an honest conversation!

"Its not like we can prosecute you anyway, slippery bastard covered his trail." Fugaku mumbled

"Humph" was Danzo's only response.

" After I took Naruto to the hospital I conversed with this Wanderer." Hiruzen continued, "From this conversation I learned she had connections to the Uzumaki. This was confirmed by Minato's old guard that left with Naruto. There are four full blooded Uzumaki living and training with Naruto they are going to return with the boy after he turns ten and join our village. She proposed to train with Naruto and let him stay with her for that time, and had no problems training Naruto in Konoha if that was not allowed, showing a level of altruism in her motives and also proposed letting minato's guard that is famous for knowing a variant of the Hiraishin guard him. In the coming week up to Naruto's departure she negotiated a military trade deal with me. Yes, what I did was hasty but considering situation at the time it was the best call and will allow Naruto growth and personal training from Three very loyal ninja and will let the civilians cool their tempers down."

Shikaku nodded and turned to Danzo "Considering with you always demanding the boy be trained more extensively early on, I'm surprised you have an issue with this arrangement."

Danzo scoffed "This is anything but good, the boy may have some konoha influence but the risk he will be subverted by this outsider is too high. What happens if and when he comes home hating the place his father sacrificed for due to her? His guards can't be around him all the time." Both male clan heads and Jiraiya nodded.

"Furthermore, the boy could be at risk even if this woman has the best of intentions, we don't know how good of a seal master this village she mentioned has assuming they even have one." Jiraiya added Thinking about suna's joke of a seals master, "What happens if the seal cracks or breaks during his training? What happens if the chakra leaks out? I can understand taking him out of the village but, he should have been with me."

"And where were you when we recalled you Jiraiya?" Homura asked "We tried to contact you the week before Naruto left so you could convince him to stay, or at least go with you instead, but you never responded. And don't say it was your spy network, we both know you could do that from the leaf like how every other spy master runs their network from their home village."

Hiashi countered "and what of the clans? My daughter loves the boy and we all support him." Jiraiya and Shibi mentally noted how it took implying who his father was for Hiashi to even care about the boy. Tsume did that out loud, which started a shouting match between the two. Fugaku had to use his killing intent to keep order.

"Moving on, I'd like to know why the elders are supporting Hiruzen in this case." Shikaku said usually they'd be his lapdogs was left unsaid.

"Because when Danzo instigated that mob to attack Naruto, he opened the shinigami's stomach so to speak," Koharu stated glaring at the man "After the attack the civilians treated the attackers as martyrs, anbu made reports of crippled and older civilians who have nothing to live for wanting do another attack. They see it as a way to go out with a bang, while getting revenge. Naruto's reaction to glares had been getting worse, with him visibly being disturbed by them. Rumors have spread among shin-obi that because lord fourth used the reaper death seal to seal the kyubi in the boy, if Naruto died that the beast would be eaten by the shinigami. This would have inevitably built into a perfect storm where Naruto lost control of the beast and we'd be back where we were 6 years ago!"

Homura added on "We needed the weapon out of the village fast so we could clean up danzo's mess, and Hiruzen and the two if us have been trying to make changes to the village to do so. We could not wait for the pervert nor give him to any one clan and let him stew in a village that was tormenting him. At least now he has proper training for a weapon, 2 konoha pen pals, 3 konoha role models, and he will come back to a village that will treat him better than before.

There was a pause so everyone could digest what was said. Only Jiraiya and Tsume spoke each mumbling how Naruto was not a weapon.

Shibi decided to break the silence "Viewing the situation in this context I can see lord hokage made a difficult choice, however I have to disagr-"

Kakashi burst threw the door his one eye showing rage and pain. "IS IT TRUE NARUTO IS MY SENSAI'S SON?"

Hiruzen looked at him gravely "This has to be kept a sec-"

"AND YOU LET HIM GET ATTACKED THEN LEAVE WITH SOME STRANGE WOMAN!" Kakashi yelled.

"Oh my, a strange woman am I?" A voice was heard echoing through out the room as the ninja's heads whipped around looking for the source of the voice, "tee hee Perhaps I should introduce myself then." Slowly, deliberately a gap opened stepping through the gap Yukari Yakumo made her appearance dressed in her sage outfit. She let her lips turn into a playful, yet knowing smile and did a small curtsy. Danzo couldn't help but think she was mocking everyone there. Behind Hiruzen, Tsume was sweating.

"So the mysterious woman finally makes her appearance, I almost thought the old man was going senile." Jiraiya joked.

Yukari just smiled and looked at the sannin "Ah, yes the perverted sage, how very nice to meet you. Invent any new seals lately? no? New ways to get a harassment charge then?"

Muffled laughs filled the air as the sannin squinted at the woman. "Why are you here?"

"initially I came simply to deliver Naruto's weekly progress reports however after witnessing your discussion perhaps it would be better if you met Naruto's teachers to alleviate some worry."

"And you can just summon them on command?" Hiashi asked incredulously

Yukari smiled as she snapped her fingers soon more gaps opened each one with a different teacher falling out of the gap obviously not expecting to be called into an impromptu meeting. Grumbled complaints like "I was sleeping!", "this was unexpected.", "I think I landed on my butt…", "hello Yukari sama," and "Next time warn me!" Were heard. There stood all of Naruto's teachers including the kage guard. Danzo raised an eyebrow at this.

Reimu glared at the female sage her eyes turning red for a quick second "o.k. you hag, whats the big idea? I have more important things to do then deal with you!" Yukari motioned to the ninja council behind the shrine maiden. Reimu nodded "seems we have a teacher and parent, or in this case guardian meeting…is that the pervert I was told about?" The hokage chuckled and nodded While said pervert sighed. "And there's the reads-porn-in-public guy," the miko continued as she pointed at kakashi who waved her off "where's the green spandex and bowl cut martial artist I was told about?" Everyone laughed as the tension was broken briefly.

Shortly after introductions the group launched into a discussion on Naruto and his progress. "I think I speak for everyone here the boy has been a pleasure to teach."Ran spoke for the group "He has a drive to prove himself and a work ethic not many have." Everyone of said boy's teachers nodded at that. "While he has difficulty understanding Academics, often having to be told things in multiple different ways to grasp the concept, once he finally gets it he is able to explore the concept more deeply and fully then one his age should. His growth has been exceptional since we got over the coping mechanism-"

"Coping mechanism?! What did you do- "Kakashi interrupted before being interrupted himself

"WE did NOTHING to the boy Ninja-san," A cross Mei ling scowled, disliking the accusation of Her, and the other teachers, "and your Genma can attest to that." She motioned with her hands for said man to explain.

Genma sighed "She's right, Because of Naruto's neglect and unfair treatment in the classroom by teachers and students Naruto developed a certain response. He would shut down and write off anything he couldn't get after a days work as unnecessary for him. For example, chakra control, everyone here knows he struggles with it and why. While teaching him the leaf exercise he got fed up after one day of no progress and proclaimed he will just create jutsu that's so powerful and easy he won't ever need control." A few chuckles filled the air, as the ninja were reminded of his mother at his age.

"He regardless still attempted the exercise at our command but with continued frustration with each leaf he burnt with his abundance of chakra. We first thought he was being a brat but Yakumo-dono, ("sama" ran interrupted) saw something we did not. We talked to Naruto about how he was treated in the classroom. After talking to the boy we found out he either ignored, treated hostilely, or outright given bad information on how to do things. The latter was done mostly by Mizuki, as an aside." several leaf ninja squinted their eyes while the hokage told Fugaku to send some of his men to verify the accusation and if true bag him for T&I, before Kakashi took matters into his own hands.

Genma continued his tale "Students would laugh at him for his failures and mock him. To protect himself from the disdain and jeering he created the aforementioned response which became natural for him. It took about two days but we broke him of it. if he were left with leaf ninja the issue would have been caught much later, if at all stunting his growth with bad habits."

The leaf ninja shared looks between each other. If Naruto never went with them his whole development during his school years would have been off. It also would have been bad if he left with Jiraiya, who is known for his hands off approach to teaching and would have never noticed this issue.

Yukari chuckled "Naruto's social skills has massively improved as well." The boundary yokai took pleasure at the looks on all the ninja's faces. sge almost felt bad for Kakashi, the man never knew who Naruto's father was until the sannin told him. But in her view should of gotten involved with Naruto from the start. So she just absorbed feelings of shame the leaf ninja's failures gave them as well as the loathing Danzo sent her way. The man would be dealt with soon enough, by Naruto's hand too, if she got her way. But for now she needed to finish her little show here, her student needed his teachers back.

"Naruto can't wait to return to the leaf he talks about it all the time. Despite everything he truly loves the place." Yukari said truthfully through a fake smile. She watched as the ninja's spirits lifted at her words "he can't wait to get back, and show everyone his new talents. He really is a special boy." Chuckling again she handed Hiruzen the kage guard's report on Naruto. Smirking that the room now knew Her taking the boy was for the best, she and the others left through her gaps to Naruto.
