Chapter 1: Wave of Doubt.
At the hideout of Team Aqua, a woman was pacing back and forth, pondering what to do. This woman had tan skin and waist-length black hair in a fly-away style with two locks being blue, just like her eyes. Part of her hair covered one eye. She wore bright red lipstick, blue eyeshadow, and a pair of goggles on her head. She wore a blue crop top with long sleeves (exposing her thumbs and shoulders) with a Team Aqua logo on the front. She also wore white-outlined wetsuit pants, with light blue details on her knees and feet. She wore a yellow chain around her hips and had the area on the side of her calves exposed.
"What should I do?" she asked herself. This woman is Shelly, a top-ranking member of Team Aqua. She served Archie, leader of Team Aqua, loyally. However, during a recent attack on the Weather Institute, she did research on what could happen if Kyogre, legendary Pokemon of the sea, was awakened and had its Primal power brought to the surface. What she found left her horrified. She learned that if Primal Kyogre was awakened, it had the potential to flood the entire planet.
"We've always strived for utopia, but at the cost of our world?" Shelly asked herself. She then made a decision.
A few minutes later, Shelly walked into Archie's office, where he was working on something.
"Ah, Shelly, what brings you in?" Archie said.
"Archie, there's something urgent I need to address." Shelly said, putting her hands on Archie's desk.
"What is it?" Archie asked.
"It concerns Primal Kyogre. I researched its power at the Weather Institute. The world Primal Kyogre will create and the one you seek are completely different. Primal Kyogre will sink the whole world into the ocean if it is awakened. We can't go through with this!" Shelly said.
Archie looked at her with a frown, "Shelly, you know what must happen for our utopia. If this world must be paved in order to make way for the new one, so be it." he said.
Shelly's eyes widened, "But, Archie, if we go through with it, we'll barely have anything left! Not to mention, what about our loved ones and the agents we have around?"
Archie glared, "Shelly, are you suggesting that I don't care about the world? For the greater good, sacrifices have to be made!" he said.
"But-"
"Enough! Our utopia is the only thing that matters! I couldn't care less about those caught in the crossfire! There's sure to be plenty left for us to rule!" Archie shouted.
Shelly was in shock. Despite wanting utopia, she still cared about her loved ones.
"Now, if you are through with wasting my time, I have more important matters to handle." Archie said.
Shelly walked out of Archie's office, troubled.
"Archie really wants to destroy the world for utopia. Surely, there must be a better way. He can't go through with this." Shelly said.
She sat in her quarters for hours, pondering what to do before an idea struck her.
"What if…?" she asked herself.
