Biography:

A patroling police sargeant in an unnamed small city in the United States of America, sometime in the late 1990s.

At some point he met the young insane superhero Freakazoid and became his only friend in the force.

Cosgrove nominally helped Freakazoid defeat a lot of supervillains, and the young champion trusted him his secret identity.

He is supposed to have some detective training, but his favorite method of deduction and crime fighting is driving around until he meets a superhero or sees a crime in proccess. If the former he asks them to go on a funny amusing escapade with him and then asks them to stop the villains. But if the latter then he tells the criminals to cut it out.

With great, quiet authority, Cosgrove tells the enemy to cut out whatever they were doing. The enemy has to stop doing that.

This is in addition to the command seals Cosgrove has as a Ruler Servant. He can keep on using the former after resorting to his Noble Phantasm, as long as he still has them. The Noble Phantasm is more binding than any command seal; Kiyohime cannot steal it, and even strong willed Servants such as Gilgamesh and the Artorias feel obligated to cut it out.

But the execution depends on what the Servant thinks they are doing. If they think 'I'm attacking', for instance, the command makes them to stop attacking at all, but if they think 'I'm attacking with this weapon', they will stop doing that, but they are free to switch to any other weapon they have and keep on attacking with it.

The Noble Phantasm only can be used once a day on each Servant, and it can be used up to seven times a day on different Servants.
