He never thought he could say that about his own wife. Moraine was cold on the outside, but he knew how deeply she cared for every single person that has crossed her path. How devastated she was hearing about any death, especially death of someone she's met. He could feel her desperation when news of Siuan an Egwene came. She cared deeply, he knew. He felt it.
This, however, took him by surprise enough to take his breath away. The tenderness and... yes, he had to say love with which she held one of Elayne's children, a girl still without a name, when the exhausted new mother slept, was overwhelming.
Morgase, on his other side, held the little boy with ease. Moiraine... She was the children's great aunt, he reckoned, but might as well at some point just be called their grandmother.
But with all that was stirring within her now, a mixture of love, devotion and regret... even if the last one she tried to keep at bay... If the Wheel ever allowed it, would she have wanted to be offered a chance to have a child of her own?
