Naruto Otsutsuki: was meeting up with his Three most trusted Men in the Organization, Naruto Uchiha, Naruto Senju, and Naruto Uzumaki, on their goal was Ultimate Peace throughout the Multiverse and they will discuss the plans and decisions that will be made and project's that needed to be finished. We are already prepared to stage a Munity against the Shogun, and we have bought the Major Industries of Japan to steer it into an Industrial Power, and we already got the blessing of the emperor and his favor. But I need you three to Organize, plan, and execute the steps of our multistage plan on how to expand to new horizon's and not be limit by the Government, and We need more Naruto's that are specialist in technology so that we could one up the other tech that the West have in the globe.

Naruto Uchiha: Spoke up, I have few a selected candidates for the head department of Technology and Computer Science, one is Naruto Uzumaki who became part of a supercomputer and calls that AI system Skynet. Another Naruto was raised by the Stark family and is a genius at tech and computer science.

Naruto Otsutsuki: invite them into our organization we in need of some computers since the 1700, contact them and offer them of being head of our department of Tech and Computer science, and we need more Scientist in fields to study, and will be needing to create another department meant for the supernatural and Occult to the find and contain any supernatural or any anomalies that appears, we will be calling it the Ghost division of the Initiative, so next is the creation of a formal army and navy for the Initiative, so incase that the Japanese betray us and attack us we have an army and navy backing us, so I chose you two to handle the navy, and the army, for you Senju. You will handle the army. And you Uzumaki. You will be in control of the navy.

Naruto Senju: thank you sir, Iam grateful for this position Naruto-Sama. I will create two armies for our organization. One for the defense of Japan and our Bases, and the Second is for offense and will be use in foreign intervention, and in war. I will train our men in the art of the ninja. And they will be prepared in any situation that they are in. I have already chosen their Commander in Chief. Naruto Namikaze, he is the most qualified for the job as Colonel in our army. He has experience in the art of war, he fought in the fourth shinobi war, and was later promoted to hokage, at end of his service.

Naruto Uzumaki: Iam very much grateful for this Position. That you have given me, I will also create two separate branches of the navy. The first will be mostly located around the pacific, the Sea of Japan, the Yellow Sea, and the goal of the first fleet is for the defense of the home islands in case of war against any foreign invader. And the Second fleet will be our largest, and strongest for its purpose is in long term missions abroad, and will be the bulk of our navy.

While Naruto Otsutsuki stayed and did his paperwork. The other three went to do their given task by their leader, after Naruto was done signing and approving missions, and was giving out projects to the other branches of the Initiative.

He had decided to go to the opening ceremony of the medical branch, and to also inspect the staff and the equipment, and to check if there was anything broken. As Naruto walked in, he was greeted by the staff, for the grand opening of the medical branch and to meet with the head of the department of the doctors, Nurses, and Medics, Naruto was guided by the staff, to meet whoever was in charge, he soon met the head, it was another Naruto that was specialized in the art of healing and medicine, he was chosen because of his great talents in the medical field, and had saved countless lives in the battlefield, and could be able to heal cancer patients in his world, and is also a great surgeon.

Naruto Otsutsuki left through the door, and used a carriage to go the designated location made by, the scientists, while they were excavating around the area, they used earth style to scan out the underground, and found a Geo front right below them, they went to investigate and found a beautiful, isolated Oasis, but there was something more to it, but needed his supervision so he be there to see what they will be discovering, as they were digging and made a breakthrough, the area was dark and ominous, they were using their chakra to light up dark to see properly, as they lighten up the area, and saw a large and menacing figure. Nailed on the cross was a white figure, had a purple mask with 8 eyes, and was surrounded by a lake of orange liquid.

Naruto: was intrigued by the white figure nailed on the cross, and the lake of orange liquid surrounding it. Naruto said to the scientists, "I expect this area to be contained and a base to made inside the geo front, and to experiment with the orange liquid and the white figure.

Naruto began to leave, and left the scientists to their work, while he would welcome the new recruits, and the creation of the root initiative would be established, as his elite guard and would meet a special guest.

Naruto: was there in no time and went underground inside a specialized room filled with seals, to transport people into their Universe. As he saw people being transported in from other worlds, he saw several figures appear in front of him.

Naruto walked to them to welcome them into the initiative. Iam happy to welcome you to the initiative but it's proper to introduce yourselves. Naruto gestured to themselves and began to wait for their answer.

One by one they begin to introduce themselves.

The first one begins to introduce himself to all of them. He was a white-haired fellow with two red stripes, below both of his cheeks, and was wearing blue samurai armor, with white fur around the collar, and had a serious face on his face.

He spoke up, Iam Naruto Senju Uchiha, born at the creation of the village, and was the son of Tobirama Senju and Kiyomi Uchiha, and was trained by my aunt Mito in the art of sealing, and trained by father, when I was only 10 years old, I saw my mother being butchered right Infront of me, I watched helplessly, as I couldn't do anything, but a flame lit on that day, it was the flames of revenge. I later found out that the ninja that killed my mother came from Ewa, Kiri, Kumo, after that revelation the first shinobi war started, as I unlocked my Sharigan at the time when my mother died, and later I unlocked my Mangekyou Sharigan in the war my mother gave me a last gift to remember her by. It was her Mangekyou Sharigan, and with that I unlocked my eternal Mangekyou Sharigan, and that is when I unlocked my title of the ghost of the Uchiha and the Senju because when I summoned my Susanoo it had a white color. Giving me that title and that is my story.

The Second begins to introduce himself.

Saved the Ungrateful Uchiha from going to extinction, when it was the Chuunin exam they ambush us all and took control of Konoha, and kill the third hokage Sarutobi Hiruzen, while also framing me in the attack I had to allied with Orochimaru, and plan out how to take down the Uchiha's after we and Orochimaru defeated them, but Black Zetsu decided to enact infinite Tsukuyomi, and to also revive his mother, I fought them with my Ultimate Jutsu that could freeze the opponent, at the molecular level, but it has its draw backs like damaging the user slowly over time, when using it repeatedly, so it is use for special situation, as I put all of my chakra into my jutsu, I completely Freeze Kaguya Otsutsuki along with her devil spawn. I died to the side effect of the Jutsu, and had ended up here.

The third one was another Otsutsuki like himself, but he looked more like someone that he had known but could not put down were. He began to introduce himself

The fourth was Naruto Hyūga he fought in the fourth shinobi war, and has Powers comparable to Naruto Uzumaki, and he was stoic man, had joined because of their goal Ultimate Peace.

Naruto Otsutsuki: said to them all, it is a pleasure to meet you all, but Iam running on a schedule I have another meeting, sorry let my butler take you on the tour of the Initiative, as someone appeared right Infront of them with tremendous speed.

Dressed in a western style butler suit made during that time, and had silked back blond hair, let me introduce myself Iam Naruto Sama Retainer. Iam Naruto the butler, InCharge of maintaining the facilities of the initiative, so Iam very well versed in the layout of the base, let me tour you in all the places of the base.

Naruto Otsutsuki: met with his Special guest, and it revealed to be Danzo Shimura.

This Danzo Shimura was a reincarnated soul trapped inside the body of Danzo and was trained by Madara Uchiha which also became his stepfather and was made immortal because of him killing black Zetsu, and made peace with the other elemental nations in the first shinobi war, and attainting peace his world.

I want you to create the root initiative, to be my elite guard I want you under my command, with that Secret branch of the organization, your branch of the Initiative will handle the hard missions that none of the other branches can handle, so I choose you to be in that position. Danzo: thought about it, and remember his long and immortal life, it was a peaceful life. But it was boring, there was no excitement, and this was a new adventure for him, and he thought all about the benefits, and becoming something greater than himself, and accepted his offer.

After 6 decades and 8 years of turmoil and strife, the Shogun had been usurped, and the Restoration of the emperor, and Japan was on its way becoming an Industrial power in Asia. While China was declining in power, Japan was on an economic high while also having a strong military.

Naruto Otsutsuki: was heading to the emperor's palaces, to meet up with him to vow loyalty and the service of the Naruto Initiative. While also making the initiative part of the Japanese government.

Emperor Meiji: was waiting for Naruto Otsutsuki, and would make him a great ally to his side of the government. And would make another guard for him against the army and the navy.

Naruto Otsutsuki: met with him, and bowed to him and showed respect, while speaking they agreed on the terms and conditions of the contract and shook hands on it making this a new partnership, with him and the emperor.
