After the downfall of The Narcotics Suppression Squad (N.S.S) or NARC squad during The Laughing Man Saga. Most of the members of that unit were either captured or killed off after their Director Imakurusu's suicide in prison and after the fall of the then Ruling Party's Minister of Health, Yakushima.
Thus also leading to the end of the ruling party's tenure as leaders and minister members of Japan during that time.
In fact, Yakushima even bribed The Japanese Drug Enforcement Agency (who are the N.S.S Parent Company) Director, Imakurusu into doing his dirty work of assassination anyone who would try to stand in his way of making money off of defective perception drugs, embezzling political party funds for personal and political gains, and having Chairman of Tadokoro Trading, Tadokoro illegally managing his assets for money eventually led to his overall downfall in life.
But how did they even get this classified information to begin with? Well you see, it turns out that beautiful female doctor with brunette hair and big boobs, all the while she was wear a white doctor's jacket with a black latex gown underneath, and glasses over her eyes (who was a NARC assassin in disguise) was the one who leaked out the info that put both Yakushima and Tadokoro away. Furthermore, Director Imakurusu wanted to sever ties with the 2 of them before those 2 would of ruined the NSS reputation with a dishonest smear campaign against them, but was already caught by Section 9 before then.
So the other members wanted to get revenge on Section 9 by framing Chef Daisuke Aramaki and killing Major Motoko Kusanagi while she undergo a new prosthetic body replacement but failed when The Laughing Man both revealed and foiled their plan, leading to their arrest and jailtime.
Which turned out to be true in the end, so The New Prime Minister of Japan, Yoko Kayabuki both acquitted some NSS members (Including some NARC members) of their crime and have put them on a 1-year probational for the time being. But that won't just be a probational period because the Prime Minister had a different idea on how to watch over and keep an eye on them.
"So as of today, I'll be assigning you guys some parole officers to keep an eye on you guys during your probational period" said Prime Minister Kayabuki. "Huh!... Okay, so who are they?" said the bald man who tried to capture and framed Chef Aramaki. "Oh I think you'll know these guys" PM Kayabuki replied back.
Then walked in the members of Section 9 alongside their Chef, Aramaki. And all the while, the members of Section 9 and some of the NARC weren't happy about these about this. Sano was more than happy about this, seeing that she as met The Major again, especially seeing her in her black mini-jacket that snuggles her white latex bodysuit, thus exposing her large breast, along with the grey latex pants that is wrapped around her waist with a black belt and sporting a purple visor over her eyes (The same as in GHOST IN THE SHELL: SAC ep 8 Missing Hearts).

DID YOU EXPECT US TO HAPPILY GO ALONG WITH THIS PLAN WITHOUT US NOT LIKE IT IN THE FIRST PLACE?!" said Batou angrily. To which the Prime Minister replied with, "No... But we put them on every lie detector machine designed out their as much as possible, and they really did their tests with flying colors too". "Are you sure? I mean... They could of put a computer virus in the lie detector machines, bribed the officials or hacked the cyber-brain of a few individual crime profilers with cybernetic membranes in them" said Ishikawa logistically.
"You would of been correct, Mr. Ishikawa. If it wasn't for the fact that I personally had every equipment in the building, building perimeter, roadmap, equipment outside the city limits, and everyone of my staff screenchecked by your Section 9 chef beforehand" said The Madam Prime Minister, "so in the end, everything checked out clean".
Which shocked and surprised all the employees of Aramaki, much to his distain. "And so what?... We're just going to allow them near us and our families... GET REAL!... THEY TRIED TO FRAME AND MURDER US REMEMBER!" said Boma.
"You are correct about that too, Mr. Boma, and so that's why I'm dividing them up with in-between you guys,... OH!... And Togusa has freebe too..." said the PM. "WHA-?!" said Togusa said in surprise, much to everyone else's surprise and jealous resentment.
"While you see, Mr Togusa. You've got a family at home to protect,.. So I won't have them go anywhere near you or your family, if I find out that they're lying to you and me" said The Madam Prime Minister. Much to Togusa relief and everybody else's dismay.
"Ugh!... Sigh!... So who is going with who then?..." said Batou. To which Prime Minister Kayabuki to start rearranging the parole orders for each person, until she got to Sano's one.
"And now as for you, Ms Sano, you'll be going with..." said Prime Minister Kayabuki up until she is interrupted. "I'D LIKE TO GO WITH MS MOTOKO KUSANAGI, IF YOU DON'T MIND!" said Sano as she smacked both her hands on the PM's table. Much to the surprise of both women.
"W-WHA!... You want to go with The Major?..." said Prime Minister Kayabuki. To which Sano replied with, "YES!". This made Prime Minister Kayabuki look at her with envious rage and Motoko look more serious than before, "Bah!..B-But why?!..
