The story begins a week after the UA entrance exams, in a small apartment on the outskirts of Losan City. There was a 15 year old girl named Ochaco Uraraka.
Ochako is a short girl with a slender but curvaceous figure. She is light-skinned, with an eternal blush on her cheeks. Her eyes are large and round, their iris a warm chestnut color, with fairly thick upper lashes, two longer and more protruding ones protruding outwards on either side, and fewer but more individually defined lower lashes. Her hair is shoulder-length and about the same color as her eyes, cut short and curled inward at the ends, two longer tufts take the same shape on either side of her face, and her short bangs reach about a quarter of the length of her forehead. On the upper inner segment of each of her fingers, she has a small pinkish pad that is slightly darker than the rest of her skin, somewhat resembling a cat's toe.
And now this usually cheerful girl sat in front of the table and cried. On the table lay an envelope from UA and a letter in which it was written that it had not been received.
Ochako wept until she heard a faint, husky, whispering voice behind her.
?: What a pity.
She turned around but didn't see anyone. Looking back, thinking what she heard, she noticed that the letter was no longer on the table. After that, she immediately heard the same voice, but to the right.
?: Ha, they lie and don't blush.
This time, Uraraka spoke up.
Ochako: Who are you. Why did you break into my room. Show yourself or I'll call the police.
?: My name doesn't matter yet, I didn't break in, I walked in, the police don't need me, I'm here to talk.
Now when that voice didn't just speak, it spoke to her. Ochako got goosebumps.
Ochako: What should I talk to you about?
?: Well, I'll ask you a couple of questions and if I like the answers, I'll tell you something about the exams you took a week ago, and something else.
Ochako wanted to refuse right away, but hearing that he had information about the entrance exams over the rational part of her mind, curiosity began to play.
Ochako: Well, with two conditions: firstly, show yourself and secondly, I will not answer questions that are uncomfortable for me.
?: Good.
And then, from the wall she was looking at, a ghost-like creature with clawed hands and greenish-white skin with black lines running all over its body began to fly out. He has green chains all over his front that lead to his neck, waist, and center of his chest, and he has two handcuffs on each hand. On the chest where the chains are connected is the symbol of a green hourglass.
?: Satisfied?
Ochako was frightened by the sight of the creature and the way it was looking at her, which caused her to not immediately respond. But as soon as the question settled in her head, she nodded.
?: Well then, the first or already the second question.
The creature smiled with one eye and Ochako wondered how it did it.
?: Okay, no kidding. Do you think it's fair that you weren't accepted?
Ochako: Well, of course, I didn't get enough points to get in.
The ghost just nodded and continued.
?: Is today's society fair?
Ochako: Yes.
?: Do you like the current society?
Ochako: Yes.
?: Can heroes kill?
Ochako: N..n..well, probably as a last resort to protect civilians.
?: And the civilians themselves to catch the criminals?
Ochako: DEFINITELY NOT!
She shouted, then she realized who she was shouting at and subsided. But the creature did not even pay attention to her outburst of anger.
?: Why did you want to be a hero?
Ochako: To earn money for his family.
This time, Uraraka didn't even think about the question, and only after the answer did he get upset by his own selfish goals. But the ghostly creature seemed unresponsive to the cause.
?: Why did your family need money?
Ochaco: My parents are in charge of the construction company, but over the past 9 years, because often before the task of building there was a battle between a hero and a villain, and as a result, buildings collapsed, due to which the ratings of the company fell and fewer orders.
At the end of her answer, Uraraka shed a couple of tears.
?: And who is to blame for the destruction of buildings?
Ochako: Villains.
?: Are you sure?
Ochaco: D..d..yes.
?: Then remember your parents' last project.
Ochako: It was a project to build an apartment building in the city of Ando. And the day before the surrender, there was a battle between the villain and the Prospector. As a result of the battle, one of the supporting beams broke and the whole building collapsed that day, many of my father's workers died and many more were injured to the point of disability.
?: And the blame is there?
Ochako: W..w..villain?
?: Well, what was the quirk of ,,Villain,,?
Ochaco: I don't know it wasn't filmed and it wasn't on the news.
?: Well his quirk is speed, he can run 5 times faster than an olympic champion.
Ochako: So what?
?: Ahh, his physique is like that of a normal human and doesn't have the strength to hit hard. And he didn't fight, he ran.
Ochaco: Well, he's a villain, and it doesn't matter if he fought or not.
?: What if I told him he's not a villain.
Ochako: Like, the heroes were chasing him and we were told that he was a villain.
?: Well, this is an ordinary office worker who, a couple of minutes before the incident, was talking to his sister who was going to meet him and who, as they later dragged into the alley, raped and killed, he heard her screaming on the phone and ran to the nearest hero who was combing his hair and brushed it off. So he activated his quirk and ran to save her himself. It noticed a couple of heroes who were signing autographs and ran after him. And just then, when he was running past the house that was under construction, the "Prospector" noticed a guy who was running from the heroes and the "Prospector" just fired at the beam and the building fell in front of the guy, after which the prospector flew up and knocked him out.
Ochako had no words, she understood that one cannot trust his words, but everything converges. Why was there no video of the fight because there was no fight. Why was her father angry when she asked him how, so the beam broke.
?: Well, now what do you think about who is to blame, and if you don't believe me, remember other cases.
And Uraraka remembered all the incidents and in 80% of cases the hero was to blame.
?: I can see by the look on my face that I remembered and understood well, that's all for now, my questions are over, now do you want to know about the entrance test in UA.
Uraraka just nodded.
?: Well, you know that only 40 students can enter the UA course a year. Of these, 4 are recommended and 36 are the best from the entrance exam.
Ochako just nodded.
?: And you know what place you took on the score.
She shook her head in denial, unable to say anything.
?: You have the same number of points as 3 other members, which puts you in 31st-34th place.
Uraraka froze in shock until she asked.
Ochako: T..t..t...t THEN WHY DID I NOT BE ACCEPTED?
?: Well, several of the members are relatives of the admissions committee members. And a couple of them did not have enough points for admission. Therefore, they did not accept you and a couple more and put them in your places.
Ochako: Didn't everyone who is now on the course of heroes go through communications?
?: Of course not. In first place with 77 points is a contestant named Katsuki Bakugo.
Ochako: All is not lost.
?: Well, not quite. Remember the rule that you can not harm other participants.
Ochako: Y..yes, otherwise you will be Disqualified.
?: Bakugou sent several people to the hospital and now one of them won't be able to walk.
Ochako: Then how did he get through?
?: Due to their quirk, from a conversation I heard, they agreed that a couple of kids could be sacrificed for such a strong quirk. And so everywhere.

Ochako (normal): Yes.
?: Would you like to change it?
Ochaco (Louder): YES.
?: Do you want to join me in changing this society?
Ochako (Screaming): YES!
?: Then welcome to my team.
It flew up in front of Ochaco and reached for the chest where the strange symbol was.
when there was a flash, a male voice was heard from behind her.
?: Call me Legion.
