Cell
Backstory:
Cell is the ultimate creation of Dr. Gero, designed via cell recombination using the genetics of the greatest fighters that the Remote Tracking Device could find on Earth. The result was a "perfect warrior", possessing numerous favorable genetic traits and special abilities from Goku, Vegeta, Piccolo, Frieza and King Cold. He was one of the few Red Ribbon Androids not directly completed by Dr. Gero, instead being completed by Dr. Gero's Supercomputer in an alternate timeline. After achieving perfection, he sought to dominate the world through fear of his incredible power.

Weaknesses: Cell is extremely overconfident and desires a good fight above all else due to his Saiyan blood, he relishes a good challenge and will avoid fighting at full power and let opponents reach their most powerful states to get one. When outmatched, Cell will begin to panic and fly into a rage, fighting irrationally. He cannot absorb mechanical beings by puncturing them with his tail, and powerful enough strikes to his stomach can cause him to regurgitate whoever he absorbed by engulfing them with his tail, causing him to devolve if he regurgitates one of the androids.
Garou
Backstory:
Garou is a martial arts prodigy, the self-proclaimed "Hero Hunter," and a major adversary of the Hero Association and Monster Association. He is a disciple of Bang and was once expelled from his dojo because he went on a rampage. Because of his fascination with monsters, he is commonly called the "Human Monster." Sitch of the Hero Association views him as a grave threat to the organization despite being only a human. After the Monster Association incident, Garou is currently being rehabilitated under Bang, who has retired from being a hero and plans for Garou to take over his role.

Supernatural Willpower (Garou's drive to become a monster and defeat heroes has allowed him to power through massive amounts of punishment. Through his strong willpower, he overcame several near-death experiences and successfully gained explosive growth without losing his mind at all, unlike many others, who became mindless after doing so),
Master Martial Artist (Is a prodigy with a natural sense for combat, and utilizes the Water Stream Rock Smashing Fist, an advanced martial arts style and was originally Bang's finest disciple before being forced out of his dojo),
Acrobatics (Can leap onto walls and maneuver around while in mid-air. Can latch onto walls by gripping the creases between the bricks and onto trees by digging into the bark),
Adaptation (His self-styled martial arts evolves freely during combat. Adjusted his eyes to view small projectiles in darkness in a short period of time. His senses supposedly became sharper over the course of his hero hunt),
Reactive Evolution (His power increases rapidly when fighting strong opponents),
Transformation (Through repeated near-death experiences, Garou furthered the process of monsterization, with his encounter with Bug God and Royal Ripper pushing him to becoming a Half-Monster),
Attack Reflection (Returned Tanktop Master's strength onto himself two-fold),
Technique Copying (Copies the fighting styles of his opponents and transforms them into his own. Analyzed and counteracted Tanktop Master's attacks, allowing him to anticipate the former's attacks, and used the Tanktop Blow himself. Assumed the movements of Watchdog Man against Genos),
Enhanced Senses (Abandonment requires keen eyesight. Determined that Blue Fire used a concealed flamethrower from a distance. Tracked Golden Ball's hands in a dark alleyway and adjusted his eyes to expertly evade and counter small projectiles in darkness. Analytical Prediction (Blocked and parried all of Tanktop Master's attacks, according to his recollection, anticipating all of his movements. Predicted the trajectory of Golden Ball's attacks by watching his hand. Can analyze a target's line of sight, posture, and center of gravity in order to predict a multitude of hypothetical movements. Evaded all of Quiver's arrows without seeing them, simply by knowing his attacks),
Statistics Amplification (Went from being incapable of fighting back against Death Gatling's team to effortlessly reducing their numbers to half upon using Awakening Breath, honing in on his eyesight and ability to predict his opponent's movements),

Bomb stated that if Bang received just a single hit from Garou, these shockwaves would envelop his entire body and break all of his bones into pieces. A mere graze from Garou's fist was enough to defeat Bang, despite both having similar stats at the moment),

It should be noted that the effectiveness of Garou's radioactive presence was actually significantly reduced by Blast actively diverting most of his cosmic rays to another dimension the entire time),
Extreme Temperatures (Unaffected by his own fission explosions, which can reach millions of degrees. Fought on the -130 degree surface of Io with no issue),
Spatial Manipulation, Gravity Manipulation, and Matter Manipulation (Sub-Atomic - Survived being at the center of a black hole. Beyond the event horizon, black holes tear matter down to its most fundamental sub-atomic components),
Sound Manipulation (Could still hear after being at the center of various nuclear explosions which are estimated to produce sounds upwards of 240 decibels. Sounds over 200 decibels can instantly kill humans),
Light Manipulation (Looked directly at his nuclear explosions with no issue),
Poison Manipulation (Had no problem breathing on Io which has an atmosphere primarily composed of sulfur dioxide. Sulfur dioxide is highly toxic to the body and can cause death),

Weaknesses: Garou is very protective of Tareo, and he always put his life on the line to ensure his safety. He often withholds from using the Water Stream Rock Smashing Fist martial art until he needs to, as it reminds him of Bang, who he holds a grudge against, though this weakness may not apply after his fight with Tanktop Master, as he has shown to constantly use his true fighting style from then onwards. Prone to intentionally prolonging fights to become stronger, typically letting enemies get serious. Tends to underestimate opponents once they are "defeated". Due to his fighting style being designed for humans as well as the fact that Bang did not teach him how to fight non-humanoid opponents, he may have difficulty with such foes. While able to cross interdimensional range, Garou's usual hyperspaces gate can only reach as far as he can see.
Song: Absolute Perfection
The Time Patrol, responsible for maintaining stability across countless timelines, observed as a particular segment of the xenoverse showed signs of corruption. Within the Time Nest, one of their scrolls glowed with a menacing, purple hue, indicating the presence of some malicious force.
Observing the Scroll, the Time Patrol witnessed an alternate history take place. In this timeline, Cell and Gohan were engaged in a final, decisive Kamehameha clash, the fate of the entire world hanging in the balance. However, unlike the original timeline, Vegeta was severely injured and could not distract Cell at the crucial moment. This allowed the bio-android to overpower Gohan and proceed to destroy the entire solar system, plunging the world into complete chaos and devastation.
Cell floated through the vastness of space, his laughter echoing as he basked in his victory. With the entire solar system destroyed and everything in ruins, he was the only being left standing.
"Hahaha! I did it! I am perfection, and the whole universe will tremble at my power!"
Cell's arrogance was immense, his ego inflated by his victory and the lack of any potential rivals left to challenge his rule.
"Hey!"
Cell's laughter abruptly stopped as a voice echoed out, interrupting his moment of triumph. He turned around and was taken aback by the sight of a figure he had never encountered before. The entity before him resembled a being composed of stars and galaxies, with a form outlined as if made of the very fabric of the universe. Cell's eyes narrowed as he regarded the unfamiliar presence before him.
"Who... are you?"
The Hero Hunter, Garou, in his God-blessed Cosmic Fear Form, stood tall, his body exuding the very essence of the cosmos. His voice echoed in the emptiness of space as he spoke directly to Cell.
"I am Garou, the one who defies all limits. Are you the one who just blew up the solar system that was my home?"
Cell was surprised at the direct question, but he met Garou's gaze with a cocky smirk.
"That would be me, yes. I am Cell. And you don't have a home anymore, thanks to me. I've obliterated everything. You're nothing but a random entity left in the vastness of space."
Garou clenched his fists, his rage rising within his seemingly empty body of power.
"All my efforts. All the pain I've both received and inflicted. Everything to become the Absolute Evil of Earth… and you took all of that away from me by blowing it up!"
Cell chuckled, relishing the knowledge that he had taken away everything from Garou.
"Your efforts, your pain, your title... all of it means nothing now. I have destroyed everything, making all of your struggles meaningless. You're just a remnant in an empty void, powerless and without purpose."
Garou's body trembled with anger, his face contorted in a mixture of fury and despair. His clenched fists radiated with the energy of his unleashed power.
"You destroyed my goal, my world, and everything that mattered to me. You've left me with nothing! I may no longer have purpose, but I still have power. And I will use that power… to kill you."
Cell seemed unperturbed by Garou's threat, his smirk widening as he prepared to face the enraged fighter.
"Hmph, you can try. But let's see if you have what it takes to defeat the perfect being. I've bested the mighty Son Goku and the legendary Super Saiyan, and now I'm willing to add you to my trophy list."
Cell observed intently as Garou moved with a profound understanding of the energies and forces of the universe. His fist began to glow with an intense white aura as he threw a cosmic-powered punch.
"All Life Eradication Fist: Nuclear Fission."
Cell braced himself, prepared to withstand the powerful attack. Cell's eyes widened as he blocked Garou's powerful attack, only to be caught in the epicenter of a nuclear explosion. Despite being unharmed by the intense radiation and heat, the bio-android was taken aback by the fact that a single punch could cause such a colossal reaction. Cell was momentarily surprised by the sheer power behind Garou's technique.
"Impressive,"
He noted, his arrogance tinged with a hint of caution. The two warriors moved at such incredible speed that they were invisible to the naked eye. Their intense clashes resulted in a series of nuclear explosions, each one the size of a moon. The force of their punches and kicks reverberated through the empty vacuum of space, creating shockwaves and debris in their wake.
Cell and Garou engaged in a fierce exchange of rapid kicks, each impact causing micro-explosions in the void of space. They then launched a punch simultaneously in a cross counter, colliding with each other's faces and sending them both flying in opposite directions.
Cell crashed into an asteroid, the impact causing him to groan in pain. He was shocked to see that his lower jaw had been obliterated by the previous punch, and purple blood was seeping from the severe wound. With focus and determination, Cell used his Namekian DNA to heal the injury. A new lower jaw formed, quickly replacing the damaged one, restoring his perfect form.
However, Cell was thoroughly enraged by the insult to his own perceived perfection. Cell's anger boiled inside him, fueling his determination to prove his superiority.
"I am supposed to be perfect. Having any sort of injury, no matter how fleeting, is unacceptable. I will not allow anyone, especially someone like you, to question my status as the ultimate being!"
Cell, filled with anger and determination, decided to use Instant Transmission to target Garou's unique cosmic ki. He focused on the energy signature and prepared to move instantly to the location where Garou was. Meanwhile, Garou, sensing Cell's approach through his own heightened senses, tensed and prepared to face the bio-android's imminent attack.
As Cell appeared in front of Garou, he positioned his hands by his side and gathered the power necessary for Son Goku's signature attack, yelling,
"Punch this if you can! Kamehameha!"
A massive blue ki blast emerged from Cell's hands, its intensity fully enveloping Garou. The Hero Hunter was hit directly by the powerful attack, withstanding the force of the Kamehameha. Garou focused his cosmic energy into a black sphere, charging up his power to the maximum. He then executed a technique called,
"All Life Eradication Fist: Gamma Ray Burst,"
He flexed his body and limbs to unleash the incredible power of a gamma ray burst. The technique overpowered the Kamehameha, pushing Cell back with its overwhelming force. Cell grunted in effort as he attempted to resist the powerful gamma ray burst. While the attack wasn't harming him, its sheer force was too much to ignore. With a determined yell, Cell harnessed his ki and managed to pierce through the explosion, diverting its path and causing it to shoot off further into space.
Despite his anger and hatred towards Cell, Garou's hot rage cooled down a bit after witnessing Cell surviving the gamma ray burst attack. Feeling empty and desolate after the destruction of Earth, he sighed and spoke, his voice filled with a touch of resignation.
"No one to fear me... what's the point of my Absolute Evil without anyone to tremble at the sight of it? I don't care if you're considered perfect. My power has no limits. No matter who fights me, I'll continue to become stronger than them."
Despite his inner turmoil, Garou continued the battle, his cosmic power allowing him to create two portals in front of Cell. Confused by their sudden appearance, the bio-android had no time to react before Garou used a technique reminiscent of Blast, sending him through a relentless cycle of portals where he was hit repeatedly with a barrage of Eradication Fist techniques. The Hero Hunter used Nuclear Fission and Gravity Knuckle attacks to continuously pummel Cell with brutal and overpowering blows, bypassing his superior durability and causing internal damage.
Cell grunted in pain and frustration as the barrage of hits from Garou continued. While the damage was not immediately debilitating, the repeated onslaught began to take its toll on Cell's exoskeleton. The constant barrage of attacks from the Hero Hunter started to leave cracks on Cell's exterior, slowly weakening his usually impervious armor.
"Enough!"
Cell cried out, his voice filled with frustration. He quickly generated a purple ki force field, pushing Garou away and dispersing the portals on either side. Despite the damage, Cell's Namekian DNA kicked in, rapidly healing the cracks on his exoskeleton. With a burst of speed, Cell lunged forward and unleashed the Gravity Impact technique, sending Garou flying through the endless expanse of space.
With a swift motion, Garou opened a portal behind himself, redirecting his momentum to turn his trajectory back towards Cell. Embracing the Saitama Mode of his Cosmic Fear Form, Garou replicated Saitama's powerful Serious Punch. Cell bellowed a defiant battle cry as he conjured his own punch, preparing to meet the Hero Hunter's onslaught head-on. The two colossal fists collided with a force that shook the entire cosmos, their combined might creating a shockwave that echoed through the vastness of space.
The impact of their punches was intense, and in a split second, the result was clear. Cell's entire arm exploded from the force, and a significant portion of his upper right side was obliterated. Garou, still passing through Cell, had successfully delivered a deadly blow. Clutching his injured body, Cell grunted through the pain, his arrogance still intact.
"I... am... perfection,"
He managed to sputter, his voice tinged with a hint of defiance even amid the excruciating agony. Garou deactivated his Saitama Mode, turning back towards Cell as he observed the bio-android forcing his body to heal. The rapid regeneration was courtesy of Cell's Namekian DNA, which worked overtime to repair the damage. As the exposed flesh bulged and burst, a restored exoskeleton formed, returning Cell to his perfect state. However, the effort took its toll on Cell, and he was left panting, the healing process taxing his energy.
"Seems like your healing isn't all that perfect. For a perfect being, you're still bound by limitations."
Cell's eyes narrowed at Garou's remark, his pride wounded by the comment. Despite his regeneration, he was acutely aware of the energy it took to heal his damaged body. His voice filled with a mix of exhaustion and determination as he retorted,
"Don't underestimate me. This was a mere setback. I'll push my limits further, and I'll prove my absolute superiority. True perfection is the constant evolution of one's self."
He paused, taking a deep breath, and then continued with a smirk, poking his head:
"After all, each time I recover from near death, I become even stronger than before. So long as a special nucleus inside of me remains intact, I'll never run out of energy or power."
Garou couldn't help but scoff at Cell's words. True perfection, for the bio-android, seemed to rely solely on the preservation of this vital nucleus within.
"So, your existence depends on the survival of this nucleus, eh? Just a tiny flaw in your claim of perfection," Garou taunted, his voice laced with mockery. "For all your boasting about being flawless, it looks like you've just given me the key to defeating you: destroy that nucleus and your existence as a 'perfect' being unravels."
Garou attempted another attack, aiming for a gravity-knuckled punch at Cell's head with the intent to obliterate it once and for all. However, Cell swiftly countered with his own Gravity Impact, catching Garou's fist in mid-air. The bio-android smirked confidently.
"Go ahead and try it if you're so arrogant. The chances of you destroying my nucleus are one in thirty trillion. My body is nothing but a masterpiece, down to the last cell."
Even though the odds were stacked against him, he wasn't going to back down.
"One in thirty trillion, eh? Those are pretty astronomical chances for me. But you know what I'm all about? Defying the impossible. I'll take those odds."
With renewed resolution, Garou prepared another attack, refusing to let Cell's boast rattle him.
The two warriors continued their relentless attacks, both hell-bent on proving their supremacy. Garou unleashed the Roaring Aura Sky Ripping Fist, the intense shockwaves ravaging through Cell's body, breaking his exterior and shredding his innards. Despite the severe punishment, Cell's body rapidly regenerated from the injury, repairing the damage. In retaliation, Cell launched a point-blank ki blast barrage that forced Garou back, the onslaught of energy overwhelming his defenses.
Garou exploited the rhythmic nature of his heartbeats, synchronizing his strikes with its explosive pumping. A precise punch sent the bio-android flying through space, leaving a clean hole in his chest where his heart would be. However, Cell quickly regathered himself, his wound sealing and healing almost instantly. As he regained his balance, Cell charged energy into his fingertips and unleashed a spiraling attack known as the Special Beam Cannon, made famous by the Namekian warrior Piccolo.
"Special Beam Cannon!"
Garou swiftly opened a portal, redirecting Cell's Special Beam Cannon attack back towards its caster. The energy blast fired through the portal, shooting into Cell's face and obliterating his cranium, leaving a distinct hole visible. Despite the devastating head injury, Cell was still alive, if significantly weakened now that his brain was blasted out through the gaping wound. Garou seized the opportunity, seeing Cell's momentary vulnerability and the chance for a deadly finishing strike.
With a burst of speed, Garou closed the distance and unleashed the Whirlwind Iron Cutting Fist. The technique sliced Cell's body into ring segments, further dismantling the bio-android's already weakened form. With no time to waste, Garou rapidly gathered his energy to its peak, releasing a devastating gamma ray burst that disintegrated Cell's body parts beyond recognition, leaving nothing but scattered, vaporized remnants.
Garou hovered in deep space, observing the aftermath of his potent attack, waiting to see if full bodily disintegration would prove effective. After a few moments, subtle signs of organic matter regeneration started to appear, and gradually reformed into a humanoid shape. The bio-android, Cell, had miraculously returned, laughing heartily as he emerged from the regenerative process, his power undeniably amplified following his near-disintegration ordeal. Cell's laughter echoed through space as he spoke, his tone filled with a mix of arrogance and confidence.
"I warned you, didn't I? Every time you push me to the brink of destruction, I only emerge stronger and closer to absolute perfection. You've been fighting a losing battle from the start. You simply don't possess the power to challenge me."
With a swift motion, Cell formed two razor sharp energy discs, and launched them towards Garou, the attacks splitting into six individual projectiles, each aimed at the Hero Hunter.
Garou swiftly countered Cell's energy discs with his own Whirlwind Iron Cutting technique, his attack slicing through the projectiles and the bio-android's body simultaneously. Despite sustaining surface cuts from the discs, Garou's strikes were more superficial, while Cell was cut apart, his body sliced and diced into multiple pieces.
Cell's severed head, filled with newfound power and determination, swiftly regenerated a brand new body, using the Namekian healing factor to its fullest potential so he'd get even stronger. An arrogant smirk graced the bio-android's face as he raised a finger, a small ball of ki forming at its tip.
"This little trick is a move I learned from Frieza. Enjoy!"
The ki ball rapidly expanded to the size of a miniature moon, and he lowered his finger so it was sent hurtling straight towards Garou with devastating force. His face transformed, taking on a resemblance to Cell's own face, mimicking the bio-android's features. With a focused energy, Garou charged his fingertips, preparing to counter Cell's Supernova with an attack of his own. A smirk tugged at the corner of Garou's lips as he unleashed a counterattack, uttering the words with conviction,
"Special Beam Cannon!"
It shot forth, effortlessly piercing through Cell's Supernova, causing a powerful explosion that obliterated the attack. Unflinching, the energy continued onward and punctured Cell's chest, leaving a visible injury on the bio-android. Cell's initial disbelief at Garou's counterattack quickly transformed into a fiery anger. The bio-android's furious expression grew more intense as rage boiled within him.
"You dare to copy me? Dare to mimic my face? I am Cell! I am the epitome of absolute perfection! I won't tolerate being mocked by the likes of you!"
Cell's voice trembled with a mixture of disbelief and infuriated anger at Garou's audacity. With intense concentration, Cell brought his hands together, gradually building up energy for a full-powered Kamehameha attack. The power it was channeling was now dozens of times more potent than the one that had obliterated the solar system. Seeing Cell's charging technique, Garou quickly followed suit, mirroring the bio-android's movements, his own Kamehameha also charging up with tremendous power.
The tension in the air was palpable as both warriors prepared their respective Kamehameha attacks. Cell's voice rang out,
"Kaaaaa... meeeee... hhaaaaa... meeeee... haaaaa!"
With synchronized intensity, both Cell and Garou launched massive blasts of blue ki streams, hurtling towards each other. The sheer power behind the attacks was immense, and a collision between them seemed imminent, creating an atmosphere ripe with anticipation. As the blue ki streams of both Cell's and Garou's respective attacks met, a colossal burst of energy was released, creating two massive domes of raw power. The sheer force behind the collision grew exponentially, the energy pouring into the central point growing more and more intense. The impact created a forcefield-like barrier around them, as the two Kamehameha attacks continued to clash, each fighter exerting tremendous effort to overpower the other. Cell's voice reverberated through the area, his determination flaring as he shouted,
"Grrr... there's no chance, you don't stand a chance!"
With every ounce of power he could muster, Cell exerted immense effort to push back Garou's Kamehameha, slowly gaining the upper hand. However, Garou's calm demeanor, mirroring Cell's own face with a composed expression, betrayed no sign of intense emotion or desperation. Instead, it radiated a sense of unwavering resolve and understanding. With a resolute expression, Garou's voice echoed determination as he declared,
"My Absolute Evil knows no bounds. Despite your claim of perfection, even you struggle to match a being with no limits. Know that your place in the universe will always fall short compared to mine."
Garou's Kamehameha gradually overpowered Cell's, the sheer force and intensity behind his attack becoming undeniable. It seemed that even the bio-android's perceived perfection had its limits when confronted by Garou's endless potential and growth. Cell's voice echoed with desperation and disbelief as he watched his own attack being overwhelmed by Garou's unstoppable Kamehameha.
"N-No! This... this can't be happening!"
The bio-android's arrogance shattered, replaced now by a growing sense of realisation and horror at the thought of being defeated by Garou, the one he deemed inferior. As Garou's Kamehameha attack continued to tear through Cell's defenses, the bio-android's body began to disintegrate and crumble apart. The once-arrogant Cell, now filled with a mixture of terror and despair, cried out in disbelief.
"No! This can't be! I am perfectioooooooo-!"
The once seemingly invincible bio-android's existence disintegrated before his own eyes, his dreams of absolute perfection crumbling to dust alongside his body. Cell's body disintegrated at an alarming rate, as Cell's core, the nucleus that held the key to his regeneration, was also among the countless cells being utterly obliterated by Garou's relentless Kamehameha attack. The once powerful and seemingly indestructible bio-android was finally brought to an end, every last cell in his body torn apart and left in oblivion.
With a weary sigh, Garou finally ceased his attack, letting the Kamehameha stretch out into the endless void that surrounded them. Despite having emerged victorious in the battle, Garou found no satisfaction in his victory. With no planet, no Earth to return to, he stood amidst the cosmic emptiness, contemplating his uncertain future.
"What now?"
He murmured to himself, his voice tinged with a mixture of resignation and contemplation. As the Time Patrol arrived to the time scroll of the scenario, their mission clear, they prepared to confront and defeat Garou, aiming to restore the scroll to its proper state. Despite not being particularly in the mood to continue the fight, Garou stayed true to his character by taking up a fighting position, ready to face the Time Patrol head-on like the Hero Hunter he is.
"Bring it on."
He challenged with a weary but determined expression.
Strength: Now, I think it's a bit overselling that Garou by himself is multi-solar system or galaxy level. Yes, he did participate in the Serious Punch sq. that left a giant black emptiness in the Earth's view of space. But that was a clash of equal power against Saitama where it was redirected somewhere else by Blast. It's 11 Yottatons of power multiplied by itself from a second source. I will say that given his ability to create black holes and gamma ray bursts, It's safe to say that Garou's Cosmic Fear Form safely puts him at star levels of power. Cell boasted that he could destroy the whole solar system, and official data backs it up. At best, Cell initially leads with a 920X difference between star and solar system.
Speed: This is going to be a bit more guess work than anything. Based on Kyle Hill's math on the Garou vs Saitama fight, giving the best case scenario that Garou could match Saitama's movement speed of 6X light speed, Cell's attack destroying the solar system, if kept to a reasonable time frame, would require going almost 36X light speed. Approximately a 6X difference.
Skill: While Cell is certainly a skilled fighter, able to keep up with the prodigious level of Goku's mastery, Garou had a better understanding of the spirit of martial arts, and eventually the understanding of the universe, and thus would be able to fight the flaws in Cell's fighting style.
Experience: Cell has only been alive for so long, and especially only against the Z-Fighters. Garou has faced a far more varied array of opponents, especially the likes of Platinum Sperm who relied on a similar healing factor.
Powers: Cell's healing factor made him hard to put down, and growing stronger with each near death experience would make him grow dozens of times stronger in a fight, but Garou's exponential potential growth would allow him to surpass Cell's more linear jumps in power, and eventually overcome the initial power gap. Not only that, Cell would only become significantly stronger after healing from near death, while Garou would grow stronger over time, using his techniques to bypass Cell's superior durability.
