Helena Constansa Cruz was the first historian to notice how strange it was that both of the most important organisations in the modern wizard world had never declared exactly who the founders of both entities were.
"The Covenant of Titanium" and "Magical Association of Cognoscente Entities" the first a transcontinental corporation with the unofficial monopoly of the new "magi-engineer school of thought." The latter was the colossal agglomeration of power of all the previously known "inferior magical races" and men under a single purpose: "unification and prosperity for all."
When she began her investigation, it was easy to find some retired and current administrators and managers. However, the further she went up the chain, the less information she found. Some notable names were at the forefront of both companies, some even working with both organisations at the same time:
Bellatrix Black retired in 2098 from the "Occult and Congregated Association of Magical Innovators" because of her pregnancy at the time. The controversial organisation is a subsidiary of TCT. Under her management, the institution brought forth techniques that challenged the biases of the magical community of the time, including modern blood rituals, soul surgery, growth from flesh and mana implants, and the creation of the very first forms of "ethical" life prolongation techniques.
The Weasley Twins are a more modern example, both still working in cooperation with both TCT and MACE. With their own personal enterprise "Weasley's Working Wincorporated" (under their own comments, they chose the name because "everybody was making cool acronyms") they began and still work in several fronts. The newly established "Magical Private Web," a magical late adoption of the non-magical technology of the Internet, was their personal project for a whole half-century. It was not until Serene Potter made the discovery of the "new metals" that some progress was made 10 years ago.
Ernest Granger is the modern "General Administrator" of TCT. In interviews, he has mentioned several times that he is not the "true pillar" and that the person who is appreciates privacy. This could be verified when, in several instances of extreme political tension and historical merchant deals between magical races, several international observers have testified that sometimes Ernest waits for phone calls or "Magic Wireless Messages" before making decisions. When Ernest personally participated in the most complicated ritual they had performed, he gave free control of his body to an unknown magic entity when the magic circle they were trying to perform began to fail. Footage of the event shows how Ernest lost control of his body and began to fall, only to immediately straighten himself with gravitas and a silver glow in his eyes. That day, the Intercontinental System of Instant Travel and "the connection of silver" were made public to the world.
But even with all this information, Helena could not find an answer to her original question. With each dive she took to search, more pieces of the mystery she began to find. It led her to the only "truth" she has been able to find: It was the same person, or at least the same group.
Both organisations were founded on October 31, with only 4 years of difference—TCT in 1981 and MACE in 1985. Both have worked extremely closely since the foundation of MACE. When one reviews the public documentation of the employees, one can see that roughly 3/5 of workers of TCT in some capacity end up working in MACE and vice versa.
As she continued her research, it led her to solicit the earliest public documents of TCT. She began in London, the birthplace of TCT, where they referred her to travel to Berlin because the archive was sent there for historical purposes some years ago. When she arrived at the Berlin branch, she was taken to the largest magical extension of space she had ever seen—a whole hectare reduced to fit in a small door that appeared to be a closet. Here she was given a lamp that lasted a year, some food and water, and the same good omens the company gives to the poor bastards that sometimes need to be sent there. "Somehow the files move, we don't exactly know why and this annoys us," was all the information they could give her.
After several years and angry questions to the Berlin Chief Manager, she learned that because TCT, from the beginning, was a company that documented almost every action they took for quality control—from the lowest administrator and clerk to the actions of chiefs of departments—all and every process of the company from 1981 to 2051 had a form. Since they took up a LOT of space, they were put here in 2063. The latent spells that were previously applied began to affect the parchment and paper, causing them to rot in a way. In a very humbling display for the rational minds of TCT, the very extended space they created began to manifest one of the only mysteries that still plagues every mage investigator and scientist: "Sporadic Magical Events," at least some very benign effects. The most annoying thing for the interns who sometimes have to spelunk the paper hell is the instant swap of some papers.
Exactly 7 years after she began her search, almost as if magic itself chose that particular number to laugh at her, she found a simple paper parchment dating from November 1971. It was a simple organisation chart. At the very top, there were two names:
PROJECT: Beseolfrian M.A.G.I.C.
ADMINISTRATORS: Rusted Silver and The Half-Blood Prince.
