A/N I'm glossing over certain things in this fic on purpose. In my research I could find nothing definitive on how a foreign organization could conduct a Classified mission in another country even with that country's approval and given that I've already said in this fic that some in the United States Government are aware of the Council and it's mission, for the purposes of this fic, those individuals have greenlighted the Council's arrival and Classified it. I imagine there's some sort of actual procedure that makes it possible, but I'm only guessing at what that is.

Remember, this not the Council from the show.

Quentin Travers didn't like military transports, but who did? They were very uncomfortable, but they were also far less expensive than a private jet would be and the Council couldn't have afforded a private jet anyway, they didn't have an unlimited budget and while sometimes one of their teams could hitch a ride with the actual military, an operation like the current one required they use their own. Once it set down at Vanderburgh Air Force Base in Southern California, the only airfield that could accommodate their craft and they'd cleared through the Classified approvals and the American liaison had joined them, Quentin settled into the borrowed transport truck that Vanderburgh lent them and the group continued on to Sunnydale.

"Once we've gotten settled into the short term rental that's been arranged for us we'll go meet Miss Summers at her home and explain the testing and it's purpose." Quentin told his aide. "The empty warehouse Ms. MaCalister located will work well for us. Begin setting everything up according to Captain Howard's instructions."

"Yes, Sir." His aide nodded. A Cruciementum test had not been conducted since the 1970's when Nikki Wood had reached 18, no one had known she was pregnant at the time and everyone had been horrified when they'd realized they'd unknowingly endangered her child. Testing would have been postponed if they'd known that. But Nikki Wood was also one of the most respected Slayers in years as she'd survived nearly seven years in New York City before Spike, the self proclaimed Slayer of Slayers, had challenged her. She'd almost succeeded in destroying him, but he'd killed her in the end.

After putting his own things away in the room set aside for him, Quentin Travers was driven to Buffy Summers house, along with the liaison. He was looking forward to meeting the girl who'd survived 3 years as a Slayer. She had to be very good to have done that, not to mention, she was the only known Slayer to have been revived from death, that nessecitated some testing of its own.

The liaison knocked on the Summers door and a young girl of maybe twelve or so answered, 'Dawn Summers, Buffy Summers younger sister.' Quentin remember from the dossier on the Slayer.

"Hello," the liaison showed his credentials. "My name Allen Houston, I'm with the State Department. Are Joyce and Buffy Summers home?"

"The State Department? That's like part of the Government, right?" The girl asked.

"Yes, we deal with, among other things, foreign matters. This is Quentin Travers, Deputy Head of the Watchers Council, he needs to speak with Buffy Summers."

"Watchers Council? That's those people Giles claims he works for. Mom isn't going to like this, she really doesn't like him."

"I take it he hasn't made a great impression?" Quentin asked.

"You could say that. Just a minute, I'm going to tell Mom you're here." She closed the door in their faces.

"What's he done that's upset them?" Allen asked.

"I don't know, but I mean to find out." Quentin said firmly, as the door opened and a tall, slim woman appeared.

"More of you idiots." She glared at him. "He still hasn't given us any proof he has any right to any authority over her and if the way he treats her is any indication you're all morons with the mistaken idea that she's a weapon and not a human being. Tell me why I should believe anything you have to say and why I shouldn't kick you in the nuts like I did him when he wanted Buffy to fight a demon when she was so sick with the flu she had to be hospitalized!"

"He really expected her to deal with something like that in her condition?" Quentin asked, bewildered. 'What the Hell?' He thought. "Why didn't he have her support team deal with it?"

"What support team? He barely tolerates her having friends, let alone any support, if it wasn't for Mayor Chase, Rupert Giles would be sending her out armed only with a stake and no protection or back up!"

"That isn't at all how he's supposed to be guiding her and according to his reports, it's not."

"Really? Than explain to me exactly how he's supposed to be guiding her and while you're at it, explain why you left her alone for a year when she desperately needed help!"

"Because we couldn't find her. She'd been magically hidden from us by Merrick so he could use her against Lothos, the Master vampire she took down in Los Angeles. It wasn't until after the Magic he'd used had disappated that we were able to find her."
