Biography:
Centuries ago, in Japan, the Yamata no Orochi, the serpent of eight voracious heads, slithered to destroy humanity. With the help of the Kusanagi and Yasakani clans, the Yata family vanquished the evil monster, but it would return centuries later, seducing the Yasakanis and turning them into the Yagamis. The Yata established a line through the eras, of their descendants standing guard to protect mankind from Orochi.
In the late 20th century, a descendant of one of the eight Orochi clans, Leopold Goenitz, struck the Yata manor and killed the heiress, Maki. He spared Maki's younger twin sister Chizuru for some unknown reason. Chizuru took the role assigned originally to her sister. Changing her family name to Kagura, she soldiered on as successful prodigy businesswoman, eventually organizing the 1996 King of Fighters tournament to rally Kusanagi Kyo against the looming menace of those looking to revive Orochi.
In 1997, Chizuru, Kyo, and Yagami Iori teamed up and sealed Orochi when he returned in the guise of young Chris. She retired from the next King of Fighters tournaments, until she was assaulted by Ash Crimson, an enigmatic champion who stole her powers. The event left Chizuru traumatized, but when Ash sacrificed himself to stop another threat to the world, her powers returned to her, and she went back into action for the sake of good.

Magic Resistance: A+
Thanks to the mirror of the Yata asleep in her breast, Chizuru cancels spells of A rank or below, no matter what greater magecraft it is. In practice, the Servant is untouchable to modern magi.
God's Resolution: B
A Class Skill of the Ruler class and the privilege of the Ruler presiding over a Holy Grail War: the right to use Command Spells against the other Servants. Each Ruler is normally granted two Command Spells for each Servant that participates in a Holy Grail War under their jurisdiction.
Since the successful attack on her from Ash Crimson, which made her lose confidence, the rank of the commands she issues was lowered slightly.

Ruler can read minds, even those of individuals not related to the Holy Grail War at all, as long as they are within a reasonable line of sight distance.
Extremely disturbed minds may throw her off balance briefly.
Guardian of the Seal of Orochi: A
As a legacy bearer raised from childhood to protect the world from Orochi, Ruler can sense the presences of the God of Destruction and his emissaries even from a continent away. This also endowed her with low degrees of divination, and by reading the energies of another individual, she tells them the history of their lives so far. This aids her role as a Ruler by identifying Servants even more easily.
These powers also allow her to seal the God of Destruction with the help of the other two wielders of the sacred treasures of Japan.
Martial Arts: A
Ruler is the current heiress and grandmistress of the Kagura-style ancient martial arts. She specializes in kicks using her long and toned legs. Ruler also strikes with lightning hits from her open palms, but she doesn't use punches. Her blows are so devastating she can easily handle even foes who are several sizes bigger than her, and she moves with the grace of a dance, not missing a beat.
Her defensive capacities are also high, and by manipulation of ki she sends her enemies flying away.

Yata Mirror: Yata-no-Kagami: A
Anti-Army.
Chizuru pulls out the ancient mirror from her chest, a glowing and ethereal item from times past that neutralizes hostile spiritual powers.
It is thrice as efficient against powers derivated from the Orochi, but overall is a good counter to magical attacks in general.
With the mirror, Ruler can create copies of herself, which she utilizes to strike at her enemies, but if they are struck down, she receives some damage as well. She is even able to briefly recreate an identical copy of her sister Maki, albeit that demans more mana usage from her.
The mirror also grants Ruler a certain ability to teleport through long distances, which is effectively employed in the battlefield.
