Finnick Odair, the Victor of the 65th Hunger Games, is beginning to fulfill his "duties" at the Capitol and can slowly feel his sanity slipping away.

The 54th Hunger Games brings the most dramatic love story yet between District 12's Elora Yarrow and District 1's James Lysander. Although the two have a strong relationship, the Hunger Games could tear them apart. Is their love meant to be?
