Sovereign attacked the citadel with Saren and his fleet of geth. Kiera Shepard manages to get the human fleet to be able to save the council. In order to stop Sovereign, Normandy manages to get enough damage to it that it can no longer be used.
Shepard, Udina, Anderson and the council meet up in a private chamber a couple weeks after the battle. After all the thanks, Shepard puts Anderson's name to be the first human councilor. Councilor Tevos, "As the council, we just can't acknowledge the reapers as a threat without more evidence. The most we can publicly claim is that Saren somehow got the most advanced ship the galaxy has ever seen and got some geth to wage war."
Councilor Valern, "What we can do is set some things in motion. We are going to set up a reaper information network. The whole point is to help gather any information we can about the reapers. As far as the galaxy is concerned, is the council more informed about the ship Saren used."
Councilor Sparatus, "On top of that. We are going to have a variety of different military officials study the battle with Sovereign. This way we can at the very least find countermeasures for any future battles. We are also securing as much of Sovereign as we can, so we learn as much about the ship as we can."
Tevos,"We are not only asking council races to share all their prothean sites with this new network. This way we can hope to try to find any new info from these old prothean sites. On top of that, I made a deal with Aria T'Loak to help protect our people to study Illos without causing any type of issues with the Terminus system and council space."
Spartacus, "We are going to have you to find any information you can find anything about the reapers. It is just not about finding any information about trying to prove that the reapers are real. We also want any information that can be used in battle against them as well. Anderson and Udina will help get you started with getting a new ship to go after any leads you can find."
With that the council started walking back to their own individual. Udina says, "Shepard I had hoped you would put my name forward to be the human councilor but I understand why you choose Anderson. Anderson will give you the details about what is going to happen for the next couple of years. I'm going to be busy helping set up this new system and will help setting up everything for the new councilor. So I gotta get back to my office, so Anderson can explain everything from here."
Anderson, "Shepard you will be building your new team. You will be starting out with Ashley Williams who has been promoted to 1st lieutenant. While you two aren't training, you two will also be overseeing missions that will help give some intel to start going after. Cerberus will be building Normandy SR-2(more finished one from Mass Effect 3). Go meet up with the lieutenant so you can head back to the alliance."
While meeting up with Ashley, Shepard kisses her on the lips. "Well I can't wait to spend the next couple years with you. Especially spending time in my private chambers." "Well Kiera, we are going to have to make the most time we have. I would say let's have some fun now but we have to go back now. This level is not only the shuttle bay where Lieutenant Cortez will maintain the shuttle. It is also where Lieutenant Vega will maintain the armory. It is an easy access to where anyone going on a mission can keep track of any weapons and armor they aren't keeping on the ship."
As the tour continued, they made it to the engineering deck and met Lieutenant Adams, Petty Officer Donnelly and Petty Officer Daniels. They inspected the two cargo bays that still could be used for something. They got to the crew deck. "Here we have one observation deck anyone can look out into space while the other observation deck is used for various moral things in accordance with the alliance. The crew sleep and shower on this floor as well. The mess deck is on this floor. Dr. Karen Chakwas runs the medical center on this floor as well. Our last stop before we break for a meal, is Major Willaims office. This office is pretty much the ship's xo office and sleeping quarters. If you don't mind, I'm going to break away from the meal."

She is Cerberus operative and not with the alliance. She will operate as your yeoman and as a psychologist she can help provide insight for crew members or even help guide them to resources to help with their mental state on this mission. The newest area on the Normandy is right this way. This is where we have a conference room in case you really need to talk to people for various reasons as the mission is conducted. The final room on this floor is the war room. From here we have complete and total access to reaper information networks, alliance networks and some other networks to various degrees. We also have the latest in technology with hologram communication. The two people working here besides me are Specialist Traynor who will keep track of all communications for the ship and any important people off ship that want to talk to you. The other person is my sister Oriana Lawson. She is a Cerberus operative who collects information we gather and puts it in the appropriate network and any information that can lead to potential missions. If she is not doing that, she helps out as our media relations. Mostly try to get good press out there for our mission. That is the end of the tour unless Oriana and I can give you a private tour of your private quarters."
"Before we continue the final tour, tell me about the first mission." Oriana steps up and says, "We are moving towards Omega. We got reports that Liara T'Soni has been kidnapped while she was trying to find spots for anything prothean related in the Terminus system. We don't have any more real information to go on. The best lead we have is for you to talk to Aria. She runs all of Omega and has major connections with the Terminus system. She is someone we would need as an ally for our mission.."
"Enough with the mission report since there isn't much we can do until we get to Omega. I would like to get that private tour of my chambers ladies." With that Kiera, Miranda and Oriana head towards the elevator for some private fun tour in Kiera personal chambers. "So ladies you two do this often with anyone else?"
