Main Council Chamber:

Councilor Vikkan fought the urge to scream out of sheer frustration and tired of it all. After five days of meeting, the human ambassadors will not go easy on any discussion and Ambassador Hana was truly ruthless and took advantage of any opportunity to win every battle in negotiations.

After those five days, Vikkan felt like a fool who'd been fooled by the respectful way she'd addressed the Council, only to let them stumble over every word spoken to be used against them later. And this was repeated for Five Days! whole and even now, Hana was there, looking as steady and in control as when they started. And he couldn't deny that the ambassador had talent and Vikkan could recognize and respect talent when he came across it, despite being downright irritating when that talent was used against him.

Now, although it looked like the end was in sight, and the details for the signing of the peace treaty were working out, Vikkan felt that the Council had gained almost nothing, as almost no long-term agreements had been signed between the Alliance and the Citadel, only the non-aggression treaty, the demands of humans, the laws prohibiting nuclear, chemical and biological weapons on inhabited worlds. Other than that almost any other agreement had been postponed by the humans with the excuse that they still didn't trust the Council or that everything couldn't go so fast since the other negotiations with other species in the past took much longer and they didn't want to look like they had privileges.

That might explain Vikkan's frustration, but then he remembered Chakra, the limitless energy that human beings have at their disposal.

When the humans explained about their FTL and how it was created, the Chakra was then revealed and the only thing the Salarian could feel as he looked at every display of power that shattered his perception of reality and the laws of physics was envy; humanity was entitled to deserve such power that it could be used by the Salarians to the greatest advantage in the entire galaxy.

Plus, he would have the entire STG working to figure out how the Salarian Union would get such power.

And if Chakra was equal to biotic energy it would be very easy to lay some low-grade eggs to see if when they hatch they would have such powerful energy.

But for all these future plans to work, he would have to survive this negotiation that became more and more frustrating with every word that was exchanged by the ambassadors and the Council.

"It would be much better if the signing of the treaty was a big event to symbolize the importance of this action and promote socialization among our peoples." Tevos was trying to convince the Humans to accept his idea hours ago.

"I agree, but Councilor, such an act being done at the Citadel is not the course of action we desire yet, my people are still afraid of yours. The treaty must be signed together near the Citadel, but far enough away that our leaders are not at risk." Captain ChoKuma fought back, never missing a chance to win yet another argument.

Ambassador Inokou suddenly stiffened and reached a hand towards her head, the other ambassadors noticed this and stopped their discussion with Tevos to look expectantly at their companion, while the guards behind them moved closer in case it was necessary to protect her. The silence stretched out for several minutes as the councilors shifted uncomfortably after their attempts at communication to understand what was going on were ignored.

Until Ambassador Inokou returned to normal and talked towards the Council. " I just received the news that the Kages accepted all the agreements we negotiated between us and came to sign the peace treaty, they will also bring the Turian prisoners to be released. But this will only happen if the signing takes place in our flagship inside of the Citadel space, with that the Council will also be able to guarantee its security being inside a controlled space. The kages only signed the agreement with these contingencies and this is our final position. I hope the Council will remember that this event is something that will set the tone for all future contacts between our nations. As such, this must reflect the seriousness of the situation and the safety of our governments' political figures must be top priority." Ambassador ChoKuma nodded in agreement and Ambassador Hans then spoke, "The Kages will be here in three days, and then the treaty will be signed. It would be prudent to begin preparations for their arrival, so we will withdraw and begin preparations in our ships."

The Councilors nodded and watched as the group made their way out of the Chamber towards the elevators. And with that, a silence fell over the now empty council chamber.

"What just happened?" Sparatus asked dazedly, Vikkan sighed in frustration and Tevos massaged her head feeling a fierce migraine coming on.

"Their leaders are coming this way." Vikkan stated heavily. "The leaders that humans choose on the basis of being the strongest among them, the strongest of a species that seems to throw all logic out the window with its never-before-seen abilities."

The statement then reached the other two advisors "Spirits help us" Sparatus let his head fall into his hands.

Tevos stopped massaging his head. "We have two days to prepare all the inhabitants of the Citadel and our security for the signing of the treaty. I think it's better to use the Ascension of Destiny as our vessel to head towards the flagship of the Alliance. " She informed them.

"So are we just going to bow to what they want?" Sparatus asked, his turian pride could not take it so easily.

"We have no choice!" Tevos exclaimed "If we don't do what they say, we won't have peace. If there's no peace, then we'll go to war."

"And if we go to war with them, we don't know if we'll win." Vikkan ended up agreeing with Tevos " If you remember how quickly the Turians were defeated in Shanxi in just two weeks, a war against the humans will be very expensive, and in case you don't remember the huge 2 kilometer Dreadnaught that followed Matriarch Benezia here so the fleet the ambassadors came to know where to drop with their FTL."

Sparatus reluctantly accepted that as his companions were convinced of their choices and would not change their minds. He got up and walked towards the exit.

"I'm going to start coordinating the Citadel's defense fleet and have C-sec start preparing the Citadel's population so there's no panic. For the sake of peace, let's allow a heavily armed fleet of a hitherto unknown species to arrive so close to the heart of our civilization, I hope the spirits guide us and this works." He said, pulling away wearily.

Watching him go, Tevos sighed wearily. "May the Goddess protect us."

[Standardized Human Date: March 27, 2536. - Earth one day Before treaty signing.

Alliance Headquarters - Kage Summit Room

"So, Gray, how's your plan with the relays going?" Yusuke looked at his best friend who was quietly drinking coffee and raised an eyebrow.

Gray put the cup of coffee he was drinking on the table. " The plan is going very well Yusuke and with the help of Kumo relocates all the relays of our main worlds in two weeks and the forecast of the other worlds in up to two or three months. "

" Why is it so long for the outlying colonies?"

Sighing, Boruta decided he wasn't going to argue as he knew he always lost to Kagome no matter what. " As we agreed at the last meeting, I reviewed all the contracts that the Citadel sent and the colonization proposal for the Skyllian Verge. And I can say that any other species that did not distrust the Council and simply accepted a proposal that seemed as beneficial as a sector like the Skyllian Verge who has so many worlds to use for mining and still has three eligible worlds to colonize would no doubt accept."

Hearing this, Inaba's instinct sent her a big red flag. "But there must be something else, it can't be as good as it ever is."

"Haha, You're right Inaba." Boruta laughed, but it could be seen that his laugh was not of joy, but of contempt. "Would you like to know what other species has owned the rights to Skyllian Verge for over forty-nine years?" The others nodded their heads wanting to know. " Yusuke! Calm down. " Kagome shouted, getting his attention.

"But Kagom..."

" I know! But screaming and cursing them is not going to solve this. " she interrupted him.

"Yusuke, Kagome is right and besides, as Boruta said any other species would fall for this dirty trick, but we as ninjas are trained to always distrust our opponents." Gray commented trying to calm his friend down so he could see the situation with a cool head.

"Fine," Turning to the Tsuchikage he asked. "What other information did your men manage to gather Boruta on his spy mission."

"My ninjas, as soon as they arrived at the Citadel on the ambassadors' ship, began to gather all the important information, but you know what I always say to my friend, he who does not know the past is in uniform and repeating it.

So not just new information, but older information as well as the entire history of the Citadel to see if we can recognize patterns in their behavior."

"But why would the incompetent know that this happens to their kind and still allow it? There has to be a good reason." The Mizukage couldn't believe it.

"Fear my friend, the only reason they have is fear." Boruta replied

"What could they be afraid of to allow such nonsense to still happen?" Kagome asked.

"Apparently the Batarians are the only thing standing between the Citadel and the Terminus Systems, and going to war with them would end up with a war with the Terminus System as well. And I believe they thought that by giving this sector to us, we would accept it without knowing that we were going to enter it. in conflict with the Batarians, and that would leave us too busy trying to defend our population, and slow our advance to the rest of the galaxy."

"So they want the Batarians to capture our people?" Kagome wanted to know with an explosion of anger on her face.

"I believe so, and I believe from the documents I've read, we cannot retrieve them, this area is known for pirate attacks as it is close to Batarian space and the Terminus System."

Gray hearing that answer could only sigh in frustration. " This is worrying, I know we agreed that we should be isolated and we don't have much contact with the council, but I'm sure at some point we would come into contact with them and some humans would want to do business and live in new places, how can we be sure that these xenos will not take advantage and try to catch our citizens under our eyes."

Calmer, Yusuke had an idea of how to make sure those bastards didn't get what they wanted, he was going to make sure his people were safe. "It doesn't matter what we've done or how prepared we are, these bastards are going to try this one time or another. The only thing we can do is try to make sure we can track and retrieve our citizens. We are Ninjas, we can do this cautiously and stealthily. "I agree it sounds like a good idea but how do we use it?" The Mizukage nodded his head.

"With my family's specialty." Yusuke replied with a puff of pride and an arrogant smile.

Inaba couldn't miss the chance to tease him.

"It's hard for one of them to not be literal Monsters compared to normal people, being an idiot or meddling in matters where it is not called."

Upon hearing that Yusuke crossed his arms and threw a tantrum. "Of course not Kodai-chan, you know what I'm talking about. Since the olden days the specialty of the Uzumaki family has always been sealing also… How dare you call me a monster, you'll break my fragile heart," he faked hurt.

Laughing along with everyone at the table, Boruta continued his banter.

"So fast? I'm surprised." Yusuke couldn't help but comment on the speed of his plans.

"Difficult times are the mother of invention and we know that there is nothing more difficult than war my friend, and as much as it pains me war is always accompanied by advances for our species." Kagome's voice was heavy with regret.

Yusuke's face darkened in response. "Yes, you're right."

A silence took over the room. Until:

"By the gods, what are these funeral faces, I can't say anything a little serious that you look like you lose your joy!" Yusuke said that and slammed his hand on the table, which ended up causing Gray's coffee to fall and spill on his clothes.

"YUSUKE!" Gray screamed in rage getting ready to jump on his friend for revenge.

"Gray it was an accident." Boruta held him as he and the others at the table laughed, while Gray struggled to get free.

"Gray, you know it wasn't on purpose. It was good to laugh a little, but I think I'd better continue the report otherwise these two are going to kill each other." Kagome laughed at her friends' antics, which lightened the mood in the room by making everyone laugh. "Well it seems that everything is resolved so tomorrow we will all be heading towards the Citadel and that by the Gods everything works out. And with that officially ends The meeting of the 399th of the Kage." Kagome announced.

Silence filled the room until someone broke

"Tell me Kagome why you are always the one to announce the closing and opening of these meetings."

"Why my dear Boruta, why else, the reason is that you love the sound of my voice." She responded by giving him a wink.

Yes, Boruta tells himself that he should stop trying to argue with her and just accept it.

[Standardized Human Date: March 28, 2536. - Day of the signing of the Peace Treaty between the Citadel and Alliance.

Citadel- Council Chamber

Running quickly through the corridors until abruptly entering a room a young officer entered shouting

"Councilors! Several ships have appeared near the relay" the young Turian officer informed the three leaders of the Citadel.

Quickly Tevos and the others turned on their monitors and could see images of a Fleet of ships appearing out of nowhere passing through a large Portal.

Sure enough, the sight of that Fleet coming out of a large golden portal was impressive, it was heading towards the Citadel, but it stopped before getting close, but there is a distance that everyone in the great station can see the Fleet in space.

The fleet consisted of 20 or more ships that floated around two huge Dreadnoughts that must have been half the size of the Citadel which was impressive and frightening to see.

One was an elegant ship that gave the impression of speed as well as an air of importance. Its gleaming golden hull was covered in swirling designs, these designs glowing with their own gold and white light that enveloped the ship like a shield.

The most impressive thing that could be seen was that behind the ship were positioned nine huge engines, which confirmed his impression that this ship should be incredibly fast and agile.

The other ship was just as impressive as the one before it, it was of such a dark color that it seemed to blend in with the void of space and if it weren't for the paint on its hull looking like feather patterns that glowed in blue and white it looked like it might just disappear, and a shield also surrounded the ship.

"The Human Leaders have arrived" Tevos announced turning to Sparatus "are the preparations ready?"

The Turian advisor nodded.

"Everything is in line with the arrangements and according to the head of C-sec they intend to have guards all over the station, they have marked routes and they are patrolling every corner of this station they are not leaving anything to chance."

Tevos sighed, "If there's one thing you can say about the humans, it's that they know how to make a grand entrance. I've been in contact with the ambassadors and they've informed me that it will be a short event just for formalities and that the signing of the treaty itself should only take a few minutes."

Vikkan nodded tiredly, he really was too old for this. "Don't worry, it will all be over soon. We just need to sign this treaty. I'm sure it will be easier soon." He heard sounds of agreement all around them as they returned to their grueling mission to achieve peace.

"Hello Citadel! The peace treaty between the Citadel and the newest government in the Galaxy, the Shinobi Alliance, will be signed soon based on my information. The Ceremony will unfortunately not take place at the station, but on one of the huge battleships that were accompanied by the human fleet". To Asari, Sanara appeared on the screen of everyone watching the program eager for more information from humans.

" But don't be sad we were informed hours before the arrival of the human fleet by the Council that despite the ceremony not having been held here at our station the Councilors took drones to film the signing of the treaty so in a little while official filming began portraying a historic moment for us that will be saved for prosperity and of course my companions and I would be talking about every bit of it so stay tuned. History is being made here at the Citadel."

Smiling broadly, she turned to the Turian Woman in white face paint beside her. "So my friend Sansa here has a big surprise for you."

Sansa took up the subject "Thanks to everyone who is watching this video, believe us we have a magnificent opportunity, I got one of the humans to agree to give us an exclusive interview to explain the events that will occur to our viewers. Chomoro Akimichi, a member from the guard of the human ambassadors, is with us now in the studio."

The camera shifts to reveal a human male of Latin American ethnicity, believed to be in his thirties. He was strong, bald, brown-eyed, and to the viewer, his body appeared large, heavily tattooed. Dressed in a simple blue uniform, he sat across from Citadel reporters.

"Kon'nichiwa for everyone is a great honor to be here representing humanity on this very important day." He bowed briefly to his hosts.

Sansa opened her jaws in a smile, "The pleasure is all ours. I'm sure everyone at the Citadel is looking forward to the treaty signing, but that aside, could you tell us a little bit about your government? Country of the Wind – Sunagakure (Village Hidden in the Sand) is the leader of the Kazekage."

"Over the centuries, the Villages grew to become large cities and soon spread out to become an entire country on their home continent. They are still called the Village and with us we travel among the stars, the five villages grew larger and some planets are simply called villages. It became a way of showing respect between different parties and honoring the efforts of our ancestors who made all of this possible."

Sanara made a sound of surprise at the new information "Now, as I understand it, when you say village, you are referring not to a small number of people, but to a part of your government up to entire planets?" the man confirmed. "That's awesome! You heard that Citadel is a whole new way to name a nation." The scream of excitement and euphoria echoed through the room.

"Yes, Sanara, this is really impressive. Tell me Chomoro how the meeting between our leaders will go, what will happen?" Sansa asked curiously

"The Council ships are to proceed towards our fleet and will be invited to board the SSV Uzumaki led by Admiral Yamamoto. The Councilors will then be escorted to the meeting room where the Kage are and will have a short ceremony and then the treaty will be signed ."

Sansa continues. On our side the ship carrying the Councilors is the famous Destiny Ascension, an asari battleship and flagship of the Citadel Fleet. Matriarch Lidanya is the commanding officer. And serving as one of the guards is the renowned specter Tela Vasir, Matriarch Benezia and His team will also be heading to the ceremony, taking the treaty along with the eight representatives of the council's races and their clients Asari, Turian, Salarian, Volus, Hanar, Batarian, Elcor and Drell."

An alarm sound echoed through the room warning that the official broadcast would begin.

"It seems that the transmission will start, stay tuned to our channel and during the transmission we will inform you of everything that happens."

The camera panned to a room with a large table set in the center and a long line of Alliance and Citadel guards lining the walls, C-sec officers alternating with human soldiers. Specter Vasir appeared in his armor positioned right behind the Citadel representatives, all in their ceremonial attire along with ten other Specters.

At the table the advisors and the diplomatic party sat on one side of the table and on the other the Five Kage three men and two women sat proudly. The human diplomatic entourage also had Ambassador Hana once again in a beautiful white Saree style dress, Ambassador Inokou in a black uniform and Ambassador ChoKuma in his deep blue uniform Admiral Yamamoto and the commanders responsible for the Victory in Shanxi in their uniforms with medals, and for the last one a woman resembling Ambassador Hana, who would be Sister Hinami representing the church of the Gods of Light and Darkness.

(The journalists commented introducing everyone sent to represent the Citadel, while the human informed everyone who were the people who represented the Alliance in the video.)

"Councilors, this is a very important day" Hogake's voice echoed to all omni tools watching the event.

"We are very happy to hear that peace can reign between our peoples after a rocky start" The Kazekage continued, but her voice was kinder.

"Indeed" Tevos replied "what happened was a tragedy. But now let's move forward in peace without further bloodshed. The treaties will be read so that everyone knows their contents and everyone knows what was signed." Tevos intoned as she had rehearsed

The kages confirmed and each one touched the treaty marking it with their Chakra, a seal of each village. The Councilors followed suit and each signed the treaty as well, then the other representatives of the other races came forward and also signed the treaty.

The Mizukage took the treaty in one hand and in the other he had another paper placed both on top of the table and made gestures with his hands and the ink from the treaty spread to the other paper creating an identical copy, with the original treaty returning to normal with the signatures without any modification. He rolled up the papers and handed the copy to Councilor Tevos. "The peace treaty is done." He said with the other kages nodding and the Citadel representatives surprised by what happened but nodded as well.

The screen went back to the studio and focused on Sanara. "What an emotional moment! But tell me Chomoro what happened at the end? That was Biotics, how could they change the role like that."

Chomoro laughed at Asari's excited question. "It wasn't biotic but a jutsu, this one is specifically used to copy documents leaving a small trace of Chakra on the paper preventing it from being modified in the future or destroyed by time. It is used in official and important documents by humans." He informed them.

The reporters made a confused explosion wanting to know more. Sansa asked anxiously. "Chomoro, can you tell me if this Jutsu and Chakra is something normal?"

"Of course, that's why you're here to explain these things. And yes Chakra is very normal, every human being has it, as for the jutsu all humans can do it too if they learn it correctly, we used to teach all children as soon as they enter the ninja school or civilian schools that's when they turn ten."
