All Mass effect species cannot use Chakra.
If for any reason they tried, their nervous systems would be destroyed.
This also happens with Asaris who try to fuse with humans who have large amounts of Chakra.
Only Humans with little Chakra can be Biotic and use Chakra despite their ability to be weak with Chakra.
Humans with a large amount of Chakra do not become biotic. Many may also be born with formation problems.
But a lot of research has been done and almost all children can lead a normal life with treatment to eliminate element zero from their bodies.
[Note] There are many comments asking about Naruto and Sasuke if they will appear.
The answer is yes. But only at the end of the story because I believe that because they are so powerful they could easily defeat most of the characters in Mass Effect.

The Shinobi/SA Alliance is an authoritarian meritocratic oligarchy in theory the 5 members are equal in the loose Confederation but in practice, the Uzumaki clan is the one who controls them.
The Shinobi Alliance has a small population of only 40.8 billion because of the great war between humanity and the Otsutsuki and because of a government decree they do not want this population to increase because it will be difficult for them to control their subjects.

Relationship within the alliance:
Konoha has a great relationship with Suna, friendly with Kiri and Iwa, but completely competitive with Kumo.
Immigration of other species:
As I explained before, the alliance is an isolationist government and will not allow so many foreigners to live on its territory.
It will be very difficult for any Citadel species to live in its territory. It may be possible, but extremely difficult to achieve.

Civil rights:
It is practically mandatory for all humans to have housing, health and education, in exchange they will have to work to compensate

It had to be one of the main things the Alliance would do, since the Gods themselves were once orphans and depended on government help and you know how that went, right? There was certainly no psychological help for either of them.
