Ruthlessness didn't necessarily qualify one to be Head Gamemaker. Carlotta Prynne didn't rise to her position by tearing others down. She made her mark everywhere she could. She had designed some of the most memorable traps for the past ten Hunger Games, and she had only been Head Gamemaker for the past five.
Carlotta knew the importance of making the arena dangerous, but not lethal. It was a fine balance, especially with the arena of the 144th annual Hunger Games. It had been a desert with a limited water supply. Carlotta had averted the boredom of having to watch most of the tributes die of thirst by having plenty of water available underground, but time-consuming to dig for.
This year was Carlotta's chance to outdo herself. It was a Quarter Quell, the 150th annual Hunger Games. The twist called for an arena as unique as the Quell itself. Carlotta studied the copy of the card President Vincent Slate had provided her as she sat with her holotablet in hand and the end of her technopen in her mouth—-To remind the rebels that there were three initial victims of the uprising, three tributes will be reaped from each district. Thirty-six tributes this year meant they would have to die quicker, but not so fast that the Games ended too soon.
Carlotta began jotting down notes, underlining two words: "bottleneck" and "kugeo." She smiled. This might be her best arena yet.
