Phase 64: The Autumn of Tranquility

September 20th 73 C.E.


Moon-Facing Side of Lagrange 4

The peaceful times continued for the most part, there were no public conflicts since the drafting and signing of the Treaty of Junius Seven. ZAFT had gone through changes since the end of the Alliance-PLANT War and the nearly two years that had passed since. The organization had gone from a radical-run military organization to a respectable protector group. Some of those responsible for the change had survived the tyranny of Chairman Zala, but others had stepped forward and worked hard for a different direction. Among those was Gilbert Durandal, who had taken the Chairman position in the PLANTs' Supreme Council. Under his direction, ZAFT shrugged off the past sins of the war and worked to present a better image of Coordinators. Over the year and a half that Durandal led the council, he reorganized the government of the PLANTs. He also worked with ZAFT's Admiral Treize for the six months he remained in charge of ZAFT's military before Treize's retirement.

Durandal then opened dialogs with the Federation and the Alliance after getting ZAFT back in order and from the place it had descended to. His efforts aimed to establish the foundation for lasting peace for all three factions. Those who had come before him had tried and failed, whether through force or other means. Durandal found success with the Federation's leaders, though not so much with the Alliance. Durandal and those working with him learned much from their discussions with the Federation. And what they learned helped transform ZAFT into the noble organization it became in the seventy-third year of the Cosmic Era. Nonetheless, that certainly didn't mean everything was golden for all since the peace conference. Outside the public eye, efforts were being made to counter events occurring for the purpose of causing conflict and strife. The Alliance was suspected of disregarding the agreements made to try to cause another conflict for their own interests. However, none could come up with solid evidence to prove that assumption.

All three factions had also been rebuilding their military forces lost in the war. The Alliance had been doing that openly and essentially touting their work. They had constructed a new moon base to replace the destroyed Ptolemaeus. Thus, the Alliance still had a notable presence in space with their lunar base. ZAFT had also been rebuilding and expanding, not just militarily, as the Alliance had been doing. Yet, none could see what the Federation had been doing with their military as they said nothing, and no evidence could give a view into the matter.

Among the expansions ZAFT had been doing, they built a PLANT colony in the L4 colony cluster. It was the first colony built around the Lagrange Point in more than a decade and quickly had people living there. The colony's name was Armory One, and it was located at the western edge of the L4 colony cluster, which was the side facing the moon. However, the colony was a cause of tension between the factions. The Federation controlled the L4 colony cluster officially since the end of the Alliance-PLANT War. ZAFT built the PLANT colony, so most said they should control it. Then Lagrange 4 was close enough to the moon that the Alliance would say they had claim over it. The debate over control of the Lagrange 4 colony cluster and what was there was argued out of the public eye, but most heard about it every now and then.

However, ZAFT and the Federation had an "agreement" about Armory One. The colony had been originally built for military development, and ZAFT admitted that to the Federation. But it quickly became a place for non-military personnel to call home, so it wasn't a strictly military colony. The colony transformed with non-military features popping up along with non-soldiers coming to live there. Since the colony was on the edge of the colony cluster, it would remain under ZAFT control. Yet, ZAFT wouldn't go beyond the colony's parameter into the colony cluster the Federation patrolled. Thus, the colony would belong to ZAFT but be close to Federation-controlled territory. The citizens that lived in the colony wouldn't need to worry about the politics between the two. So, the inhabitants were going about their daily lives, thinking nothing about current events.

Inside the colony at the military sector's special dock, the first of a new ZAFT ship class was locked in. It was the first of a new ship class ZAFT had created since the early years of the Alliance-PLANT War. The Minerva class vessel was different from previous ZAFT space-going ship classes. And as was the tradition with the first vessel of a new ship class, it bore the name of the class as its own. Designated the LHM-BB01 Minerva, it had an overall length of three-hundred-fifty meters from bow to stern. It was also the first transatmospheric battleship ZAFT had created. That meant it could operate in space or on Earth equally well, giving it an advantage over other ships. The vessel had a laminated armor layer outside for combat defense. Such technology had been invented and proven very useful during the last war through the service of the Alliance's Archangel class. The ship had fourteen propulsion engine thrusters, giving the vessel fair acceleration and speed.

Regarding equipment, the Minerva had two mobile suit catapults to use for mobile weapon deployment. A catapult was on either side of the ship's center, just behind the forward half. There was also a special catapult for specialized mobile weapons assigned to the Minerva built into the back of the forward half of the ship in the center. The other system the Minerva had, which was different from previous ZAFT vessels, was the "Deuterion Beam Energy Transfer System." The system was meant to work with the new generation of Gundams that ZAFT had developed. The idea was intended to recharge a mobile suit's battery without the machine returning to the ship. It was a way to have powerful mobile suits without using nuclear power, as the Treaty of Junius Seven banned it. The Minerva would carry the prototypes constructed in the colony for their field testing.

When it came to Armaments, there were twelve 40mm CIWS defensive guns for intercepting incoming enemy fire. There were also anti-beam depth charge launchers to help against beams fired at the ship. Then, the series of four missile launchers on either side of the Minerva's hull on the back half of the ship could fire different types of missiles depending on the situation. Torpedo tubes were also built into the ship for the times it would go down to Earth with four of them. For the major weapons, three were available for needed use. The first was the two XM47 "Tristan" dual beam cannons mounted above both of the linear mobile suit catapults. Next was the M10 "Isolde" 42cm triple cannon mounted on the ship's center. It would be stored under the special mobile weapon catapult when not in use. Finally, the last weapon was the QZX-1 "Tannhäuser" positron cannon. The Minerva was the first ship ZAFT built with a positron cannon since the war. The former Earth Alliance vessel, the Archangel, had shown how effective the weapon could be. Yet, the Federation had also clearly stated the harmful pollutant affected the original version produced. So, ZAFT scientists worked hard and managed to fix the issue for the most part. The cannon was mounted on the front side of the ship, behind an armored plate to hide it when not active.

On the current day, the Minerva was going to test the performance of one of its mobile suits. The unit was the ZGMF-X56S Impulse, a Gundam-type ZAFT developed for the next generation of mobile suits. The Gundam was set apart from the other prototypes by being a modular machine. The modular design allowed it to have different equipment options and do in-field replacements for parts. The Impulse had multiple modes, each with a different set of equipment meant for various situations. But unlike the others, Gundams used the special catapult the Minerva had.

The Second-Stage Series project produced mobile suits for service in ZAFT. ZAFT had wanted to branch out as the Federation had done with their mobile weapons. The effectiveness of what developments the Federation had come up with had been made clear during the Alliance-PLANT War. The second generation of Gundams had been developed by the brightest minds ZAFT had in an attempt to close the technological advantage the Federation had. Technology and their Information Network had been the standing advantage they depended on for their strong military standing. The Gundams of the Second Stage Series were, in truth, meant to replicate the Federation's transformation capabilities. Four of them were for the three transformation modes that had been seen during the war; air, land, and aquatic. However, the Impulse was meant to be part of a new development path. It was to be a test platform for modular suit technology. It was to be the prototype for the new technology that ZAFT would pioneer something, which the Federation hadn't shown.

Chairman Durandal had made it relatively clear ZAFT needed not to just match Federation technology but to have means that could have an edge over it. The Impulse would be the first of an entire series planned soon to be started. Silhouette flyers were the first version of the modular packs which could be employed. Wizard packs were the mass-production made from the data gleamed from the Silhouette Flyers combined with what data had been acquired of the Alliance's Striker Packs. The first wizard packs had been successful with the new ZAKUs developed by the integrated design bueau. They were already being standardizing use for incident response and if the need ever came, for combat.

The pilot selected for the Impulse Gundam was a young woman named Aila Lakeen. She had a height of hundred-sixty-seven centimeters with a good womanly figure. She was twenty years old and possessed long near-waist-length silver hair that framed her pretty face. Her eyes were a light blue which gave off a warm feeling to others. She was one of the pilots the Minerva had assigned to it. Aila wore the ZAFT Elite red uniform and was the current team leader of the mobile suit pilots on board. While there were still the green pilots, Aila was in charge of them, chosen by the captain. When the other Gundam pilots arrived, the captain would reconsider whether Aila was still the best fit.

Aila was heading for the pilot locker room when she bumped into the Minerva's captain. The woman who commanded the Minerva was named Talia Gladys. She was twenty-nine years old with a height of one-hundred-seventy centimeters. Her hair color was the same as dandelions, while her eyes were hazel. Talia was wearing the white ZAFT uniform that signified commander status even with her being the captain. Aila had gotten to know the Talia during the Alliance-PLANT War, as they had served on the same Nazca during the latter part of it. From what Talia had told Aila, Captain Herman, who had been in command of the Nazca they had been on, was her friend. Thus, they created a friendship while serving on the same ship for a time. Aila smiled, "It still is interesting we end out serving on the same ship again, wouldn't you say, Talia," Aila remarked in her alto-pitched voice.

Talia nodded, "It certainly is," she returned. "Captain Herman would be beaming with you piloting a Gundam, Aila. He always said you had a talent for piloting and would be serving under one of the champions someday." Talia smiled, "I supposed this is a step toward that." Aila's gaze fell a bit, "Yes, I imagine he would be here watching if he hadn't died of illness last year." Aila paused for a moment, "I respected him, and he was sort of a mentor to me." Talia hummed, "You aren't the only one who misses him, Aila. He was the one who introduced me to my husband, who was a friend of his." Talia stopped, not wanting to go further on the personal subject. "Best of luck with your final test flight." Aila moved forward and shook Talia's hand, "Thanks, I'll make it a good one for all to see."

The two women parted, Talia going to the bridge, and Aila heading for the pilot locker room. She put on her pilot suit and zipped it up before heading for the hangar. This would be the final test flight for the Impulse before it was judged to be ready for official deployment. It would also make it public for her being a Gundam pilot since the second generation had been kept a secret. It was certainly a change from where she'd been since her enlistment in ZAFT. She'd been assigned to Boaz's rear guard when the Alliance had attacked with nukes. If not for Admiral Treize, she would be dead and gone instead of here doing a final test of a Gundam. And while her record got a boost with her siding with Admiral Treize against the radicals promoting the war.

When Aila got to the hangar, she glanced around and saw the mechanics were all keeping busy under chief mechanic Madd Aves. Her gaze stopped on her three junior pilots waiting for her as they seemed to do when she was assigned to go out. They even saluted when she entered the room as regulation would state should be done. They were green pilots and would be back up for the Gundams if it should be needed in combat. Thus, Aila considered them juniors mostly since they had little real battlefield experience. They were fairly green and a few years younger than herself.

The first in the line was a young man who stood slightly taller than Aila. His name was Shinn Asuka, and he was sixteen years old, so four years younger than herself. Shinn's messy hair was black and went to the bottom of his face everywhere but in the front. His eyes were a reddish-chestnut shade, which complimented his hair color. By what he'd mentioned, he had come from Earth, Orb originally, but his family lived on Martius Four currently. The teen had talent, Aila had seen signs he would be an amazing one, given time and practice. Talia had suggested Shinn shadow Aila and be one of the Impulse's potential backups in case Aila couldn't use it. Shinn and another were in that position, and the one that wasn't chosen would likely get that position for another of the Gundams. She had been teaching him and the other, overseeing their practice session in piloting the Impulse through simulations. Aila could tell Shinn respected and admired her, perhaps like some kind of mentor that she would like to be to another.

The next in line was a female slightly older than Shinn named Lunamaria Hawke. She was a tiny bit shorter than Aila herself but could still look at Aila at the same eye level. Her hair was red-violet and was short overall, yet the style fit the girl's appearance and personality. Lunamaria's eyes were indigo, and that was the feature that stood out to Aila, for they didn't fit the rest. She came off as serious, except her eyes gave off a more relaxed feel. Like Shinn, Lunamaria was still green and hadn't seen real combat yet as she enlisted after the Alliance-PLANT war. She hadn't been scouted for a Gundam pilot position as Shinn and the other junior pilot.

Then, the last in the pilot lineup was a second young man the same height as Shinn, whose name was Rey Za Burrel. His hair was of moderate length, not as long as Aila's, but longer than Shinn's or Lunamaria's, and was blonde. Rey had blue eyes and was easily the serious one of this trio by a margin. He was also the other potential backup pilot for the Impulse mobile suit like Shinn was. He and Shinn were being considered for the single position for the Impulse, which Talia would decide. However, Aila felt that Rey was sometimes a little too serious, which could be hard to get along with for others. But his attitude was also good for a team leader, so it was good and bad depending on how one looked at it. Aila had told Talia her opinion of the two boys and their good qualities so the captain could judge who was the best pick for the backup Gundam pilot.

Aila smiled at the three, "You know, the three of you didn't need to be down here for the test flight," she said. "You could go to the observation deck or outside to watch for yourself. The captain has given permission for most of the crew to do that."

The three knew the Minerva's captain had given permission for the non-essential crew to view the Impulse's test flight from the places Aila had mentioned. But Ray had reminded the other two it was regulation for ship pilots to see of their team lead when they were heading out. Lunamaria had been all for seeing off Aila, while Shinn had wanted to find a good place to watch the flight. "Ma'am, when the team leader is heading out, it is customary for the rest of the team to see them off," Rey stated.

Aila smiled at the quote of regulation by Rey. He had always been strict with rules and regulations. That was well and good in general, for such had its place in guiding actions. However, there were times rules and regulations had to be put aside for the best outcome. "The sediment is nice, Rey," Aila returned. "But really, you would do well to loosen up, we're not in combat right now." Chief Aves ended the conversation when he approached the group, "Miss Lakeen, the Core Splendor is good to go," Aves stated, "just waiting for you to get in." Aila nodded at the man, "Thanks, chief, I was heading that way," she replied. Aila then turned back to the three pilots, "Have fun watching the test flight it is the last one for the Impulse, and remember, you do have other duties to fulfill as well, so don't goof off all day."

Aila then turned towards the lift that would take her up to the Impulse's central elevator, jogging up the stairs to the lift. Once she got to the top, Aila raced onto the launch platform that had what looked like a support craft waiting. The blue and white craft was the YFX-M56S Core Splendor. It was the most critical module of the Impulse mobile suit, as it was the cockpit and power supply for the Gundam. Aila leaped into the cockpit by grabbing the edge and swinging herself over and into the pilot compartment, her legs going to either side of the center control stick. After adjusting her position to what she wanted, she buckled the restraints and kept her firmly in the pilot seat. She activated the OS of the craft and faced forward, taking hold of the control stick with one hand and the throttle with the other. "Bridge, this is Aila, I'm ready to go for the Impulse's final test flight," Aila said over the com-line to the Minerva's bridge as the Core Splendor closed and sealed the cockpit.

On the bridge, the ship's deputy command, Arthur Trine, was taking the captain's chair. While he was a couple of years younger than the captain of the Minerva at the age of twenty-six, he was still a competent commander. His height was one-hundred-seventy-two centimeters. His hair was grey-brown and short, while his eyes were hazel. Arthur was wearing the normal ZAFT black uniform. He was filling it for the captain while she was taking care of some official stuff for the Minerva. The test flight for the Impulse was to see it perform, including targets, combat prowess, and general movement capabilities. And with Miss Lakeen in the cockpit, the Impulse would be put through its paces. Arthur looked to the communications controller for mobile weapons, "Miss Hawke, time to begin the test flight," he ordered.

Meyrin nodded and took a deep breath to steady herself. Being on the bridge of a ship was a vast improvement from just doing system operation. But being expected to perform your best all the time could be stressful. "All personnel to ready positions for the Impulse's final test flight," she announced. "Impulse, standby for takeoff." Meyrin typed in the command for silhouette fliers to be loaded into the catapult. The Force module had been selected beforehand for the test flight, so she had the launch system pull that one out. "Force Silhouette selected, opening silhouette hangar one." Three platforms were already in the lift shaft waiting for the launch, but they raised up, awaiting the fourth being brought out. A storage hanger with the number "1" on the front split horizontally open, and the fourth platform moved to the central elevator. The platform had what was called the "Force module" silhouette flyer and was a set of equipment for the Impulse mobile suit. "Silhouette flyer, standby for launch."

The fourth platform moved into place below the first three and linked to the lift. Meyrin spoke again, "Platform setup complete, central catapult online, opening airtight shutters." The airtight shutters were raised up after the order came, enclosing the central elevator shaft. After the shutters lock to the ceiling of the hanger, Meyrin continued, "Emergency crews, standby at launching positions. Raising central catapult to launch position." The platforms started rising upward towards the catapult. Aila was toggling the last switches to have the OS active and ready as she felt herself moving. "Core Splendor, all systems online. Prepare for takeoff sequence." Aila glanced forward, watching the lift bringing her up to the special catapult. "The hatch is opening, the linear launch system is online, and catapult power levels are normal," Meyrin stated. "You will be clear to initiate launch sequence momentarily."

The sight of light became visible to Aila as the Core Splendor reached the top of the central elevator. Thruster vents rose up behind the craft before Meyrin spoke once more, "Course cleared, Core Splendor, go ahead and launch." Aila saw the catapult's top and bottom light up, activating to show the takeoff course for her to take out. She moved the throttle forward a little, letting the engines warm up for use before she looked up at the display to signal the timing for launching. The signal came up, "Aila Lakeen, Core Splendor, launching," she said before throwing the throttle all the way forward

The Core Splendor shot forward and took off from the catapult. She had the craft climb up higher, keeping an eye on the sensor screen. She was waiting for the other three module flyers to come out so she could assemble the Impulse. Aile saw the three flyers come out from the ship one after another, then form up in a line as they were programmed to. She maneuvered her craft to be the leader in the line of modules as they finished lining up in the order of the leg flyer, followed by the chest flyer, and then the silhouette flyer brought up the rear.

The X56S Impulse was meant to be one of the new variations that the second series of ZAFT mobile suits Aila knew. With the Impulse was a modular suit with multiple modes, each with a different set of equipment, meant for various situations. From what Aila understood, the Integrated Design Bureau had kept itself busy with design and development. The Impulse used an Ultracompact Energy Battery since the Treaty of Junius Seven outlawed using N-Jammer Cancellers, so nuclear reactors were not feasible or wise to try and use. The second generation of Phase Shift Armor was equipped with the Impulse, like the other prototypes of the second series. Variable phase shift armor being much more efficient than the first phase shift armor when it comes to energy consumption. As Aila saw it, the disadvantage of this kind of armor was that it needed to be programmed beforehand on when and where it strengthens the output.

One of the newer features that the Impulse had in common with the other second-generation mobile suit was a receiver for the Deuterion Beam Energy Transfer System. Aila liked the idea of being able to resupply with power with the help of the Minerva. With the receiver, a beam could be shot from the Minerva and recharge the Impulse, thereby doing energy resupply on the field. That would be a real advantage in battle since Aila had lost count of the times lack of power had been an issue during combat. The last feature was the mounting hardpoint for the silhouette packs based on the Alliance's GAT-X105 Strike's striker packs. ZAFT had come up with a "wizard pack" as their version, but the Impulse did the idea with the silhouette flyers.

For the armaments, the mobile suit possessed a pair of MMI-GAU25A 20mm CIWS guns mounted in the chest on either side just above the cockpit. At the hips were hidden compartments holding the two M71-AAK "Folding Razor" anti-armor knives similar to the Alliance's Strike's "Armor Schneider." In the defense department, the Impulse had its MMI-RG59V mobile shield, which had an anti-beam coating and could either be used collapsed or expanded. The suit's main weapon was the MA-BAR72 high-energy beam rifle, which was developed from the data from the same rifle that the X10A Freedom and X09A Justice used. And with the machine's current equipment, two MA-M941 "Vajra" Beam sabers were available and stored on the Force Silhouette.

Once Aila reached the height agreed upon for this test, she detached the missile launchers on the underside of either wing. She then shifted the Core Splendor into docking mode, which had the wings folded inward and the cockpit folded down to the underside of the craft. At the same time, the leg flyer came forward, activating its laser docking system and connecting with the Core Splendor. The chest flyer moved past both as they docked and rolled into line in front of the Core Splendor. The legs came online and linked to the controls in the cockpit. Aila moved forward and lined up with the docking lasers of the chest flyer and docked into it. The arms moved back so that the shoulders aligned as they were supposed to be for use. With both the leg and chest flyers docked, Aila had a working mobile suit, but there was still one more part, the equipment. And the force silhouette was still coming up behind, so Aila pushed the throttle forward and made the mobile suit rocket upward to be aligned with the docking lasers from the silhouette flyer. The remote steering module of the flyer had detached, and the force silhouette connected to the Impulse mobile suit. Wings unfolded, two out to either side and two downward, with high-output thrusters built into their framework.

With the Impulse now assembled, Aila started the test flight and what it involved. The flight would include an obstacle course for her to go through, along with targets to hit while flying. The obstacle course would be challenging without shooting targets, but Aila was up to the task. The test flight was to display the Impulse Gundam was ready to be deployed to the field. That meant putting the machine through its paces and having others judge its performance. Aila knew there were "observers" already positioned in different places along the course to watch. There was the rumor that Chairman Durandal may even view the flight. The man was supposed to have arrived at the colony earlier in the day, so it was possible. The Impulse leveled off before surging forward to the course. The outside front display had rings showing the course's route for the Impulse. Targets would come up in a minute or two for Aila to hit, but the first portion was to show the Gundam's flying capabilities.

Those observing the Gundam's test flight were impressed at the performance. The individuals who were there to judge the Impulse were taking down data of what they were seeing. They watched as targets came into the flight, and the pilot successfully struck each one. For those that were just watching the Impulse's flight were enjoying the Gundam showing it was a cut above mass-production suits. Stories of Gundam-types had spread like fire after the Alliance-PLANT War had come to its official end. The mobile suit type had gained a reputation of epic proportions. They were super machines that other suits couldn't match. It took multiple opponents even to put a Gundam on the defensive, let alone have the chance to beat them. So, the expectations with Gundams were high to begin with, and their pilots were to uphold the reputations they had earned.

On the bridge of the Minerva, Arthur was watching the Impulse and couldn't help but be impressed. He'd heard that pilots for Gundams went through a special selection process. Only the best caliber pilots were assigned to Gundams, more so with the limits on their numbers due to the Junius Seven Treaty. And from what Arthur had seen on Miss Lakeen's file, her record would be the kind considered for Gundam pilots. She'd served in the war and had sided with Admiral Treize when he had stood with those who fought for humanity. Aila had been scouted supposedly by some on the National Defense Committee. She had recommendations from some officers, including the Minerva's captain. From what captain Gladys said to him, the two of them had served on the same Nazca class during the latter part of the war.

At the same time, Talia had finished up the paperwork she'd been required to handle for the Minerva. The ship was to launch out within two weeks from today. There was a ceremony planned in five days to see her off. It had originally been scheduled for three weeks at the earliest, more like four weeks. However, there had been the order from the Chairman to move up the launch date. There was still a list of things that needed to be done before the Minerva was ready to head out at the new date. Talia just happened to be in the position of knowing what was on that list more than the ship's crew. She had been delegating the needed task so they could be done in time for the new date, but the list was still long. And with the time before the Minerva set sail, there was little time to relax.

And then, another complication had both professional and personal implications for Talia. Chairman Durandal had arrived at Armory One earlier the current morning. From the professional standpoint, he would likely come around the Minerva and inspect it while he was at the colony as well seeing the ship head out. It wasn't unheard of for Chairman Durandal to inspect a ZAFT vessel occasionally or seeing it ship out. The Minerva was the first of ZAFT's new ship classes since the war, so he would doubtless want to see it in person. She was part of Second Stage Series and would be the flagship of ZAFT new fleet which was under construction currently. Talia was proud of the Minerva and her crew's performance while the ship was preparing the ship for active service. Thus, Talia didn't fear any reprisals from the Chairman or any around them coming her way for the Minerva's service.

If it were someone other than the Chairman coming to inspect the ship, Talia wouldn't have as much issue with this as she did. That it was Gilbert personally at Armory One who would then come to look at the Minerva would bring up their "personal" relationship. Talia and Gilbert had dated years ago, and the relationship had been mutual on both sides. However, due to the laws the Supreme Council had put in place, they couldn't get together and create a family. The arranged marriage laws may have been to make births among Coordinators more likely, but it made relationships strained. Not that Talia had hated the man she'd married. Her husband, Charles Gladys, had been a good man, and Talia had grown fond of him. Charles had also given her a son who she loved beyond measure. Yet, Charles had also been a friend of Gilbert's, and the marriage between Charles and Talia hadn't gone the best with Gilbert. It had been a hidden sore subject before Charles's death but lessened afterward. Gilbert had tried to be around for Talia's son William. She felt it had been Gilbert's way to honor Charles's memory. But with their past relationship, it was hard to be formal with Gilbert for Talia.

Talia cleared her mind as she reached the bridge of the Minerva and entered it. She noted that the Impulse's final test flight was underway. Talia didn't doubt Aila would show the Impulse was ready for deployment. Aila was a skilled pilot, Talia had seen that while serving on the same Nazca as its mobile weapon controller. As she was heading toward her seat, Talia heard Arthur whistle softly, "Miss Lakeen is certainly a skilled pilot," he remarked. "The Minerva is certainly lucky to have her assigned to her."

"You aren't wrong, Arthur," Talia said, getting the man to turn around and see she was there. "Captain, I didn't hear you come onto the bridge." Talia waved a hand in dismissal, "I finished the paperwork needing to be done, so I thought I would come and see what I could of the flight." Talia gazed forward, "Aila is competent, I served on the same ship as her for the last few months or so of the war and saw the point for myself. And this flight should show she was the right choice for the Impulse as well as her on the path to be a fine Gundam pilot."

Aila continued through the course, performing the best she was able and showing off the Impuse to those judging it. Being assigned to a Gundam-type was an honor and was an extremely good mark on a pilot's record. Aila's service record was better than average for a pilot in ZAFT, but one didn't say no to an offer to help it be better. And the Minerva's first tour should be quiet overall. That was the National Defense Committee report after they had gone over intelligence reports. Aila wasn't sure what that estimation was based upon, but she didn't fully trust the report. History said the first of a new ship class tended to face varying hardships. It hadn't mattered who the ship belonged to; most of the time, it faced an uphill battle serving its military organization. Plus, she had wanted to see what the Gundam types were all about.

Aila had heard many of the stories of Gundams, both from reports and from others talking about them. It had started with the Alliance prototypes that had been stolen at Orb's Heliopolis. Their performance had been more than notable throughout the war till the end. Other Gundams had followed the Alliance's prototypes, made by each faction. Aila had seen some of the Gundams fighting in the Second Battle of Jachin Due. Those machines had been performing up to the stories from what Aila had glimpsed. At least, Aila had been glad she'd not been fighting against them back at the time. The Gundams did seem to be akin to a full mobile suit team, if not two or three, depending on the pilot. That was the other part of Gundams and their mythical power, their pilots. It seemed the pilot of a Gundam was more skilled than average. And some of them fought in a way that made them seem like monsters to an extent.

The second-generation mobile suits that ZAFT had made were expected to follow the stories of the Gundams. It was ZAFT's first development of Gundams since the Freedom and Justice had been designed and built during the war. There were five of them in the series, and the designers had been developing them with a few things in mind. Aila believed ZAFT developers had been trying to mimic the Federation's transformation ability in their mobile suits. The other four Gundams could transform, which Aila used as proof of her suspicion. One of the others assigned to the Gundams had agreed with Aila. The one who agreed with her was her boyfriend, Matt Dems. He'd served around Boaz when the Alliance had attacked with their nukes. Aila had been happy Matt would be serving on the Minerva like she was. It meant they wouldn't have to communicate with letters and messages over a distance. She knew they would have to keep things professional while on duty, but they could still see each other while not working.

Aile finished the Impulse's final test flight in twenty minutes since there was more than just the flying part of the obstacle course. Upon getting back to the Minerva, Aila was told she had done amazingly. She would get a copy of the judges' report when it was done, as Talia would be the ship's captain. Aila wasn't worried since she'd done her best and couldn't give any less than that. The flight had put the majority of the crew in high spirits, and Aila had no problem helping in that respect. She knew Talia was stressing, not just about the Minerva being ready for shipping out. What else Talia was worrying about, Aila couldn't say, and it wasn't her business either. She had told Talia if she ever needed someone to listen to her, Aila would make the time to help. Worrying about things that hadn't happened yet wasn't worth doing most of the time, Aila had found. The Minerva didn't have a mission given it just yet officially, but morale and expectations were bright, and that was a start.

As days passed, Cagalli Athha was traveling onboard the Kusanagi heading towards the Lagrange 4 colony cluster. The Kusanagi had received her shuttle at high orbit and taken her onboard with her "guard detail." Cagalli knew with her being part of the political world since joining Orb's council, traveling alone wouldn't often happen, if at all. Her father was still the head of Orb's council and had insisted she have security with her. Other council members, like her uncle, had agreed with that after she had volunteered to meet with ZAFT representatives. And as one of the youngest members of Orb's council, Cagalli's opinion didn't have a lot of weight yet. She'd had to come to terms with that point, even if she was still frustrated by it during council meetings.

Her guard detail was made up of two groups for the journey. The official one had armed personnel in it and was made up of fifteen soldiers. The other was her "personal" one who was around her at all times, essentially. The bigger detail wasn't as much of a problem to Cagalli, they were to protect her and discourage attacks. She understood the soldiers being around her and agreed it would work most of the time. The personal "security guards" assigned to her felt more like babysitters watching over her, and Cagalli was unhappy about being "watched." But she couldn't say the personal guard detail was completely bad. Athrun had been assigned as one of her personal guards, and she certainly liked that.

Athrun had come to Orb after journeying around for a time after the war had come to a close. And over the nearly two years that had gone by, Cagalli had developed a relationship with Athrun. It wasn't romantic, though she would be willing to go that far and secretly wanted that with him. But they had become friends and trusted one another with things that neither would with others. Cagalli was content with the friendship for the moment. She hoped it would become more given more time.

The other guard Cagalli had on her personal detail was a young man named Quatre Winters. Quatre was a year older than Cagalli, and Athrun were by admission. He was hundred-sixty-five centimeters in height when standing. Quatre had medium-length platinum gold-colored hair, which Cagalli would say was handsome in a way. It framed and complemented his blue eyes, which stood out to Cagalli. From what she'd been told, Quatre was a member of the Federation's Military. There had been nothing more about his position or normal duties before this assignment, but he hadn't gone into much detail about what he did. However, Cagalli had found him to be a kind and humble person as well as easy to get along with. So, she hadn't felt the need to dig deeper into Quatre's past service or personal life.

Athrun hadn't minded this guard detail that he'd been given. It was different from what he'd been doing before settling down after wandering around. Athrun had traveled after the funeral, which had included his parents. He had been researching how things in the war had gone down the path they had. Athrun had found answers to some questions but had been left to wonder about others. The journey had been worth it in the end, looking back. Athrun still wanted to know how the war started and why it had become what it had in more detail. However, he'd accepted there would be questions he wouldn't have answers for. Athrun had kept in contact with Tyler and Kira while he'd been traveling, and they had helped with some of the answers that he'd found.

Lord Athha had asked him to accompany Cagalli to the meeting place where she would talk with PLANTs representatives. By what Lord Athha had said, Cagalli had been resisting being assigned security. It fit what Athrun had learned about Cagalli, she didn't like others hovering around her constantly. He didn't blame her for not wanting others hovering over her shoulders, for it wasn't pleasant. But with her on Orb's council, she was a political target and so required protection at all times. Yet, with the relationship Cagalli and he had developed since he'd gotten to Orb and started living there, Lord Athha would pick him to keep his daughter calm. Athrun was glad to be friends with Cagalli now, she was really a sweet girl. He could see becoming romantic with her in the future potentially. However, he didn't delude himself when it came to Cagalli's future. As a member of the noble Athha family, her future husband would be chosen for her. And as much as Athrun would like to think he could be in the pool of potentials, he was more sure he wasn't. If his father had still been around and had been his old self, then Athrun could've had the chance to be considered for Cagalli. Yet, he would stick by her and be her friend even into the future.

During this assignment, Athrun would be using the name Alex Dino. He felt that was a wiser idea than to give his own name. The name Zala had become somewhat toxic since the war had ended. The name Zala had been equated with aggressive and violent actions thanks to the monster's actions. Athrun would love that to change and reflect what Admiral Treize and Siegel had said his father had been like. He'd been trying to do that, but the pushback had made any success hard to get near. Then his first name had changed with its reception, at least outside the Federation. He was seen as a war hero with him standing up against the monster and the other radicals. At least, that's what Nicol would tell him when they talked from time to time. His discharge was dismissed as a formality and misunderstanding by the PLANTs' citizens. Athrun glanced at Cagalli and hoped this "conference" she was going to would be simple. The last thing he wanted was for things to turn bad, and he have to protect Cagalli from danger.

Quatre noted Athrun's gaze shifting to Representative Athha, who was deep in thought currently. He had to admit the young woman had certainly shown she didn't like having guards around her most of the time. Not that he couldn't understand the feeling, but her position required it. Quatre hadn't been against this assignment, even if it wasn't the normal kind he'd get in the Federation's Military. With Quatre being in the Mobile Suit Core branch of the Federation's Military, he would usually handle missions involving mobile weapons. The guard detail was a nice change, but he couldn't help but wonder if there was more to things. There was the possibility the conference could go south or some sort of interruption from the Alliance. And if the Alliance did do such a thing, Quatre could be on hand and fight off whatever came.

During the mission, Quatre would use the name Marcus Lune if any asked him for his. The name was normal enough, and it was somewhat a common sounding one in Quatre's home in the Euros Coalition. The name wouldn't arouse suspicion from those in ZAFT or the Alliance. The conference was supposedly to be with representatives from the PLANTs, from what Quatre had been told. That made sense, as ZAFT had been on much friendlier terms with the Federation in the time that had gone by since the war. However, for the meeting to be set for ZAFT's colony in the L4 colony cluster was kind of odd. Not that it was any of Quatre's business to know the reasoning. Federation patrols could be on hand if the Alliance openly tried something, which Quatre wouldn't refuse.

The Kusanagi met up with the two frigates and Enterprise-class cruiser on the other side of the Debris Belt. They would escort the Kusanagi to Lagrange 4, where the Kusanagi would continue to ZAFT's Armory One. While the escort may not be needed with little conflict in the open, it was still standard procedure in the Federation. The Alliance still caused issues off and on though they didn't admit any involvement. Worrisome rumors were going around, so safety protocols were strictly observed.

Cagalli had observed meeting up with the Federation escort but then returned to her thoughts and what was ahead of her. She hadn't told Athrun or Quatre who she would meet for the conference. They had been informed about the meeting taking place at Armory One, but nothing beyond meeting with a PLANTs representative. She knew the meeting was to be with Gilbert Durandal, the Supreme Council's current chairman. Meeting with the man had been surprising as Durandal kept himself busy with the changed direction ZAFT had been moving in. Cagalli had assumed she'd been meeting with someone from the Council's Diplomatic Committee. They were normally the ones that did the meeting with those from the other two factions. It wasn't that Cagalli had anything against Chairman Durandal. From what she'd read, the man was honorable and very forward-looking. Durandal had been the leader to morph ZAFT and the PLANTs into an organization and faction that was similar to the Federation. Cagalli would applaud the man for the efforts he had been making to change ZAFT for the better.

Nevertheless, that made the conference more difficult as it was to be about ZAFT's buildup and development. ZAFT's buildup had been increasing in the last year, which the Federation hadn't missed. No notable tension would require or justify the military buildup that Durandal was pushing. The Federation may do development, but they were reasonable and only did so to keep the peace. ZAFT buildup, according to reports, was more of a military strengthening. There had been nothing said as to why they were doing so. The only answer received was, "they saw it as necessary." Thus, Cagalli hoped to get more explanation for the buildup ZAFT was doing. ZAFT and the Alliance had gone over the limits according to the Junius Seven Treaty. That was a confirmable fact that the Federation could prove if either faction publicly denied it.

The Federation was dealing with the Alliance on that by what Cagalli was being told. She didn't get any more explanation about what the Federation's Military was doing with the Alliance. On Orb's Council, Cagalli did have more access to the Federation's Information Network, but there were still things she couldn't see. She had read the profile on Durandal and hoped it was correct as it would get answers for ZAFT's actions. The man was supposed to be reasonable and logical, which would be good for health conversation. But there had been people before from the human race that portrayed that and were completely different face to face.

A little more than thirteen hours later, the Kusanagi reached Lagrange 4. Its escort broke off and headed off in a different direction. The Kusanagi continued on, closing the distance between it and the hourglass-shaped colony ahead. It would drop off Representative Athha before continuing to the Federation's Luna base. The Kusanagi would swing back around Armory One in three days to pick up Cagalli. Estimations said the conference shouldn't last more than three days. ZAFT defended the immediate area around the colony, so there was no need for the Kusanagi to be on site. Should the Alliance do something foolish, ZAFT would handle it just fine. Thus, when a ZAFT Nazca came to fly along side the Kusanagi and told them, they would escort the Federation's representative to the colony. Cagalli, Athrun, and Quatre headed down to the Kusanagi's hangar to board the shuttle that would take them to the colony. They would be spending days on the colony, so all three had bags for themselves. They boarded the shuttle, which already had a pilot and copilot. The shuttle launched from the Kusanagi and followed the Nazca toward Armory One. The Kusanagi turned toward the Moon and disappeared shortly after that.

The Nazca and shuttle took ten minutes to come into view of the colony's port. The Nazca broke off its escort as the shuttle's pilot opened a com-channel to the colony's port control. "Armory One port control, this is shuttle HFC-010, on approach, waiting for a response and docking instructions." Those in Armory One's port control room had seen the shuttle on sensors as it had approached. The shuttle had been scheduled to arrive around this time. The Chairman had mentioned a Federation representative would be coming today to meet him. The one in charge had the operators ready the dock for the incoming shuttle. "HFC-010, we see you, localizing and online."

The shuttle's pilot glanced down and found the shuttle was linked to the navigation protocol of the colony's port. "This is HFC-010, confirming nav-com link established, on approach, requesting clearance to dock," the shuttle pilot responded. "Awaiting docking instructions to the port." There was a pause before the port replied, "010, permission to dock granted, keep on current approach vector." The shuttle pilot turned and informed the passengers that they would shortly be docking at Armory One. The craft moved forward and lined up between the docking line, and floated into the docking area of Armory One. The sight of workers moving around the port was visible to the shuttle passengers from their windows.

To Athrun, the port looked like any other PLANT port he'd been to. Workers were moving around, shifting supplies, and directing traffic. He just hoped "normal" things kept happening and no surprises came up while they were here. There was an echo of speakers blaring out orders from the port control. "Number three deck, standby for receiving status B with an incoming shuttle." The shuttle pilot flew where they were directed and saw the empty dock ahead of them. The shuttle came to a halt as the docking anchors attached to the craft, locking it in place. A tunnel stretched out and connected to the shuttle where the door to exit was, creating a seal for a safe pressurized environment.

With her "attendants" right behind her, Cagalli exited the shuttle via the boarding tunnel. Cagalli thanked the shuttle pilot for their services as they would also stay at the colony while she was here. After coming out of the tunnel, Cagalli instantly spotted a couple of men in the PLANT Supreme Council uniforms waiting. At seeing the three, Durandal's assistants approached them as they were to escort them to the chairman. They greeted Cagalli, directed her towards the dock exit, and escorted their group to where Chairman Gilbert Durandal was.

As they were being escorted, Athrun glanced over at Cagalli. He noticed she was still in her Orb representative uniform of the maroon blazer and dress pants. The uniform normally was fine and looked professional enough to be fitting. However, with the potential person Cagalli could be meeting, Athrun felt she should've dressed up a bit more. If she was meeting a member of the Supreme Council, Cagalli should be in something better. A meeting with a council member was a chance to make an impression for the Federation and herself. Athrun had told Cagalli that it would be better for her to put on a dress for the meeting. He'd asked her who she was meeting, and Cagalli hadn't told him and refused to, no matter how he asked. Athrun had the nagging feeling Cagalli was going to be meeting with someone of high political standing even if she hadn't said that. If that was so, she needed to make a good impression for herself. She was seen as part of the next generation of political leaders the Federation was looking toward. Athrun sighed, "While the blazer is normally fine, Representative," Athrun stated, "Do you think that's the appropriate attire for your upcoming meeting?"

Cagalli glanced back at Athrun, not the happiest with the question. They had this conversation before now about "making" good impressions with others. Cagalli didn't see a reason to dress up to impress another. She wasn't a princess or something similar as she used to be called. Cagalli felt actions and words spoke for her more than her appearance, and that's what she wanted. "We already went over this," Cagalli replied. "What should it matter how I'm dressed? Isn't my representative uniform good enough for something like this?"

Athrun couldn't say honestly whether Cagalli's uniform would be proper as she'd not told him who she was meeting. If it were just someone from the Diplomatic Committee, then yes, her uniform would be fine. Athrun gazed at Cagalli, "That depends," he said, "If you told us who you would be meeting, Representative, I could be more accurate with an answer."

Cagalli hadn't told Athrun and Quatre she was meeting Chairman Durandal. She knew if Athrun was told she was meeting with the chairman, he would pester her. He would insist that she wear a dress for the conference even when she wasn't the fondest of dresses. She knew he'd packed at least one dress even when she hadn't. And Athrun would tell her she should and needed to wear whichever dress he'd packed for her when meeting the chairman. However, Quatre spoke up before Athrun could press for an answer, "I wouldn't doubt the representative has her reasons for not telling us, Alex." Cagalli figured it would be better just to tell them and get it over with, "I will be meeting with Gilbert Durandal."

Athrun's eyes widened at what Cagalli had just said. If she was really going to meet with the current Supreme Council Chairman, then her choice of clothing was inadequate. Athrun had packed a dress on the chance Cagalli wouldn't. It was a good one, so if they could have a moment before the meeting, Athrun could have Cagalli change into it. "Then your uniform isn't appropriate, representative," Athrun insisted. "I don't doubt we can have a moment before you meet the chairman, and you can change into something better." Cagalli wouldn't wear a dress to meet Gilbert Durandal. She would flat-out refuse to do that regardless of what Athrun said. "I will not be wearing a dress," she stopped herself from saying Athrun's name and kept going, "Mr. Dino." Athrun matched her gaze, "Yes, you will," he hissed. "For something like meeting with the Chairman of the PLANTs, a bit of acting doesn't hurt, you know." Athrun paused for a moment to calm down, "You are representing the Federation in this, don't forget that, Lady Athha. You are seen as the future of political leaders of the Federation, whether you think so or not."

Quatre had observed Athrun and Lady Cagalli had a relationship of some sort. Quatre couldn't say what that actually was, nor did he look further into it. But they were appearing as some sort of married couple and were a tad too young for that kind of display. They were also being viewed by the staff of the Supreme Council, which wasn't a good look to give them. So, Quatre cleared his throat to draw the attention of the two, "Alex, I doubt you're going to change Representative Athha's mind at this point. At least, from what I've seen, she isn't one to be swayed from her decisions. Besides, her attire is fine for the meeting with the PLANTs chairman. Sure, it could be better if she had said something to us before now, but complaining isn't going to help right now. And it is your reaction is likely why she didn't tell us who she is meeting."

As much as Athrun knew Quatre had a point and was right in the end, he didn't like Cagalli hadn't said anything about this. However, Cagalli was representing the Federation, and she needed to understand that such went beyond what she felt. That was one thing Cagalli sometimes forgot: representing others meant she would be the face others equated the group with. And with her meeting the Chairman, it was even more important she remember she was representing the Federation. "I know you have a point, Marcus," Athrun admitted. However, portraying one could be a novice at what they do is not good either. First impressions are something to be given serious thought, more so in the world of politics."

Those who were escorting the group had said nothing to the exchange as they had been going. Some of them wondered if the Federation often had body guards giving advice to their representatives. But they reached the colony elevator, so there wasn't time for an explanation. The group entered an elevator and zoomed down into the colony interior. The moment the elevator came into the colony, Cagalli was amazed at the beauty of these colonies. PLANT-type colonies had a similar look as being on Earth did, which was hard to replicate. The colony type was the most successful out of those scientists and engineers had created. And yet, the colony type had been linked with Coordinators and should be seen as "their" places.

Nonetheless, her gaze settled on the military part of the colony, which was easy to differentiate from the rest. She knew what military buildings and areas looked like with how much she had been Onogro. There was a large number of mobile suits visible even from the elevator, moving around doing tasks. Cagalli also saw a dock with what looked to be a new warship which seemed to be of an unknown class. It was yet another piece of evidence that ZAFT was building up more than the treaty dictated they should. While the Junius Seven Treaty didn't forbid the development of new warships, it counted in the military limitations. Depending on how much resource went into it, the ship would cost the organization more than just building a known ship class. "Is that a new ship class," Cagalli asked, pointing at the Minerva. One of the assistants glanced in the direction Cagalli was pointing. "Yes, that is the Minerva, she will be shipping out soon. It is my understanding there will be a ceremony for its launch," they said.

While holding ceremonies for launching ships, especially new ones, she knew it was traditional. It was a time of peace, so there was less need for new ships and weapons. And it was even odder that the ship's launch would be so near the time Cagalli was to meet Durandal. It felt like it was some kind of statement by ZAFT, even if it wasn't intended to be. "It's odd that they are holding a ceremony for launching a warship now," Cagalli murmured to herself. "Especially with what we're here to discuss. It makes little sense logically."

Quatre had heard Cagalli's comment and figured she didn't know the mentality which had ships built. Ship both on Earth and in space was built during war and peace times. It was logical for military organizations to replenish their forces and strengthen them as they can. "Where that is true, Representative Athha," Quatre iterated, "A ship that some consider a vessel of war may not necessarily be built for that purpose in mind. Like many tools, space-going vessels can perform various good and bad functions, just like simple tools like a hammer or knife can." Quatre continued in his explanation about how ships were like any tool, not having a purpose inherently. That a tool's purpose was chosen by its wielder and that they were the ones responsible for what the tool does.

Athrun knew the explanation being given was an apt one that most in a military organization would stand by. There was the misconception that military force was meant for expansion and to display strength. Athrun felt that was wrong of most in ZAFT and the Federation and wanted to think what could be said about the Alliance. Ships and other weapons didn't have to be only used for attacking "enemies" that others claimed existed. So, Athrun added his thoughts, "Indeed, Marcus does bring up a valid point, ships have many uses beside war." Athrun paused for a moment as he remembered this meeting was made recently with little time before it was to happen. It had been a tad odd the meeting had been arranged last minute, but Athrun hadn't heard all the details about the arrangement. "And this meeting was made rather last minute, so it is best to give the benefit of the doubt." The rest of the journey to the Chairman's location was made in silence and took around ten minutes. From the elevator, the group entered a car that drove them to an administration building in the colony.

Gilbert Durandal was going over plans for the next few days while he was going to be at the colony. He needed to get back to the homeland, but Gilbert wanted to see the Minerva launch. He knew things were being rushed as they could, and he'd said how he appreciated the efforts. Yet, Alliance activities had made his return needing to be sooner as much as he wished they hadn't. Gilbert had hoped to take some time to go and see Talia while he was here and before the Minerva would head out. He loved Talia even when they couldn't get married by standing law. His best friend marrying Talia and making her happy had been one of the few saving graces of letting her go. Then Charles was killed, which hurt Talia, and the son Charles had given her. Gilbert had done his best to be a father-like figure for Charles's son William. The boy looked like his mother but had loved his father. Gilbert had been as an uncle before Charles's death, but he'd been trying to step up. However, being the PLANTs chairman made spending time with Talia and William harder.

Nevertheless, Gilbert was brought out of his thoughts when his secretary informed him his Federation guests had arrived. Three came into the conference room with those Gilbert had sent to meet those he'd be meeting with. Representative Athha was dressed in the normal Orb council uniform with the Maroon blazer and pants. Gilbert assumed two young men behind the girl were bodyguards for her. Gilbert smiled in greeting, "Hello, Princess, it is good to see you," he said. "It is always a pleasure to be able to talk and discuss things with representatives from the Human Federation." Gilbert bowed, "I've learned much with my interactions with the Federation, and I hope that continues." Gilbert stopped for a moment as he knew the meeting place had been chosen at his request. "I'm sorry that I asked that this meeting be out this far at such short notice. With some recent events and rumors going around, the PLANTs couldn't be used for the meeting. Yet, I thought it mutually beneficial to both of us as it is close to Federation Territory."

Cagalli could understand things changing and then forcing an adaptive response. Joining Orb's council had taught her leaders tended to make things look easy, but that was more a point of what the public was shown. Coming to the colony hadn't been that difficult, just somewhat inconvenient. "No, I should be thanking you for making the time for a meeting, Chairman," Cagalli replied. "You do keep yourself busy in these times of peace, so thank you for taking the time to meet us from the Federation. Cagalli and Durandal moved forward and shook hands to complete the greeting.

Durandal glanced at the young woman's assumed body guards, taking in their appearances. The blonde one was average, nothing that interested Gilbert as to why they would be chosen to accompany Representative Athha. The other young man did catch Gilbert's attention. The blue hair and face seemed to match what ZAFT had on Athrun Zala's profile. Zala had disappeared after his discharge, and ZAFT intelligence couldn't find him. Gilbert had wanted to talk to the young man and perhaps offer for him to return to ZAFT. The boy had valuable skills that ZAFT could use with any conflict. He was one of some individuals who had vanished that Gilbert wanted to contact and get help from. "And those with you," Gilbert said, "I assume they are your body guards, but beyond that, I couldn't say."

Athrun took a step forward, "My name is Alex Dino, Chairman Durandal," he replied. "I'm assigned as a bodyguard for Representative Athha." Quatre followed after Athrun doing the same, "Greetings, Chairman Durandal," Quatre said with a bow, "I'm Marcus Lune, also a bodyguard for Representative Athha."

Gilbert nodded in acknowledgment of the introductions, still wondering if "Mr. Dino" was, in fact, Athrun Zala. The appearance certainly suggested that, but Gilbert couldn't be completely sure. Perhaps during their stay, Gilbert could get with Mr. Dino, talk with him, and learn more about him. However, that would have to be looked into later, so Gilbert turned back to Cagalli. "Moving onto other things, how fair things for the Federation's member nations these days," Durandal asked pleasantly. "Correct should I be wrong, but it is my understanding the Federation is doing fairly well. The war took its toll on all of them, but I hope their recovery has been going smoothly."

Cagalli knew that the recovery from what the war did had taken the time and was still in the works in some places. Orb had taken close to a year to rebuild what had been destroyed in the Alliance attacks. Its people had been able to move forward with their lives which the war had disrupted. It was a similar story in each member nation, rebuilding and moving forward. Things had been getting better for those in the Federation overall. It was nice that Durandal asked and was worried for the citizen of the Federation. However, it was kind of odd that he would do that as the Chairman of the PLANTs. Cagalli slowly nodded, "Yes, the damages from the war are being undone, and it is still ongoing, by what I'm told. While it is nice of you to ask, why are you asking? Just for pleasantries?"

While asking about the Federation's member nations was meant for a conversation opener, Gilbert really hoped the Federation was doing well. The Alliance was quietly working to bring conflict, ZAFT intel was sure of that, and Gilbert believed them. That wouldn't only affect ZAFT but the Federation as well. And Gilbert would rather have a potential ally in the Federation than not if the Alliance brought about another war. So, Durandal inclined his head, "Not at all, I myself have visited some of the Federation member nations and found them quite pleasant to be around. Plus, I understand and admire the values and principles the Federation upholds, they are very noble. I know for a fact that within the PLANTs, the speech given by the Republic's Minister Blass gave towards the end of the war is still talked about and quoted. It shows that it struck a chord with many and helped them see the truth. I'm not the only one who wants to work alongside the Federation for a better future. Thus, I am happy for the Federation has things are settling down. If anything, I'm a tad envious of the peace and prosperity that the Federation has achieved and maintains. I can't imagine it is an easy task to do with the world as it is."

Chairman Durandal certainly seemed and sounded genuine in his wish for the Federation to have prosperity. And Cagalli wanted to believe the Supreme Council's chairman wanted to work with the Federation, as he said. If the faction could work together for a better future, humanity could move away from the bloody past it had been held back by. However, the meeting's subject matter was one of the shackles to which humanity had been linked. The want and, at times, lust for power and strength had been with the human race as far back as recorded history did. The pursuit of power was not evil in itself as long as it was used for the right reasons, like protecting what one held dear and serving the people's best interests. When that pursuit with good intentions was done in excess, it became potentially problematic. The Alliance-PLANT war was a good example of acquiring and pursuing power could end out. A good example was the Federation's acquired power which was used to protect its citizens. They didn't have too much power, nor did they use it to dominate over others. Yet, on the other side, the Alliance did the exact opposite of the Federation. They pursued power and always wanted more for their desire to dominate over the human race. ZAFT hadn't been much different in the latter half of the war than the Alliance. They had chased after power to intimidate and "wipe out" any they deemed unworthy.

It was difficult to trust the appearance of change after the war with what happened in the background during the war. Cagalli wanted to believe ZAFT had changed for the better, as they had been showing. However, the military buildup was almost a counter to the strides forward from where they had been. She needed more proof that ZAFT and the PLANTs under Chairman Durandal's leadership were truly changing for the better. "As right as you may be, Chairman," Cagalli replied in a measured tone, "there is still a lot of work that needs to be done." She would use the negotiation skills she'd learned from her father in this meeting. "The leaders of the Human Federation wish for the peace and prosperity that you've referred to be experienced by all the human race, not just a part. That will take effort from all sides and factions to achieve."

Gilbert was well aware of the Federation's guiding principles they held to. He applauded that they stuck to what they said they believed in, such was rare, historically speaking. Those principles, along with the Federation's conviction, had kept the faction together. All attempts by others to fracture and break them had failed, rather, those attempts had strengthened the Federation during hard times. Durandal had taken that as a basis for how he'd been trying to change ZAFT to. The Federation's equation used for their operation and continued standing had been extremely successful. And over the last year and a half, Durandal had been seeing some of the reasons why it was with how he'd been modeling ZAFT.

The Federation's equation was fairly simple, even if it didn't look like it on its face. Their top priority was their citizen/people, their prosperity, and their safety. Everything the Federation did was to that end in some form or another. That, in turn, gained their people's loyalty and hearts, giving them unequaled strength. The trust and loyalty of people were more powerful than almost anything else. It was what united the Federation against the storms that came their way from others. A divided people would bring down an organization from within, and history had proven that time and time again. It had nearly happened to ZAFT and the PLANTs during the war. Chairman Zala had demanded fanatical loyalty and hadn't gotten it because he pursued selfish ambitions before anything else. And Gilbert wouldn't make that kind of mistake and watch as the world came crashing down around him.

So, it was nice of the Federation to wish to share the system they used to have peace as they did. Gilbert gained a thoughtful expression before he gave his reply, "What a nice thought. The leaders of the Federation would wish to share their methods to have a peaceful society. I applaud the wish to share ways to be happy with others so they can have the same." Gilbert paused as the meeting request had been out of the blue for him, even if he'd been the one to determine the time and place. The only thing which had been said in the request was "discussing" recent actions and that it was urgent. He was curious about what the Federation had wanted to talk about. "However, if you would pardon the idea, I have to wonder what could be so urgent that the Federation would request a meeting concerning recent actions and events. Members of the Diplomat Committee informed me that the matter was supposed to be complex. There was no detail about what was being referred to with action and events, nor the complexity. And I'm aware the Federation is known for not going into detail about things, but I need more information to respond accurately. Also, to send out one such as yourself is somewhat unexpected, and I mean no offense to you."

From what Cagalli had understood, the message which had been sent to the Supreme Council had been a bit cryptic. The Federation's military had been busy with things going on, half or more of which were not being told to the public. ZAFT buildup was seen as a relatively urgent matter with the quiet incidents the Alliance had been causing. The buildup was bringing into question whether ZAFT was truly changing from what it had been to what it appeared to be now. Quatre's explanation of building ships for purposes other than the war had made a sort of sense to Cagalli. But the ship she'd seen had certainly looked to be a warship with the weapons it had. The chairman would need to explain why ZAFT was violating the terms of the Junius Seven Treaty with military limitations. "I suppose some could see the matter as complex, Chairman Durandal," Cagalli returned, "though I don't see it that way. The question is, do you and those you represent see the matter as complex? None of the answers given by the Council and ZAFT had made such clear."

Gilbert blinked, trying to figure out what the young woman was referring to. "Oh? And what might you be referring to, Princess," he queried. Cagalli held the man with her gaze, "I'm referring to the buildup of forces ZAFT has been doing. Building up one's military is all well and good to protect and defend, but going beyond that is worrisome. The war is over, so why ignore the agreements and promises made in the Treaty of Junius Seven regarding military force limitations?"

Gilbert was aware that ZAFT was technically building up forces beyond what the Junius Seven Treaty stated should be done. There were plans to decommission unneeded and outdated forces and equipment once the updated stuff was ready. So, in the end, the amount of military force ZAFT would have would be within the Treaty's bounds. Thus, while currently, ZAFT did have more forces than it was supposed to, that would change soon enough. It was a full minute before Gilbert spoke to the question, "I will not deny ZAFT has more forces than the Junius Seven Treaty's equation would allow. Those who have brought up the question have been told the same. However, ZAFT is in the process of updating our ships and equipment, which I have said to those who've asked. Once the update is complete, outdated ZAFT forces will be decommissioned, so the numbers will go down."

Cagalli couldn't find a point to argue with what Durandal had said. Updating ships and equipment for a military organization wasn't a bad thing. Orb had done the idea over the last year as she'd observed parts of that. The Federation had also been doing updating and decommissioning in its own military as far as Cagalli knew. But if that was the answer, why was this meeting considered so important? "Is that all ZAFT is doing with its forces," Cagalli asked. "I mean no disrespect, but the last time ZAFT increased its forces, things didn't end well."

Gilbert could understand what Cagalli was getting at. Under Chairman Zala, ZAFT had become a feared and blood-thirsty organization. Gilbert didn't want ZAFT or the PLANTs to be seen that way by others. The last year and a half had been Gilbert and others working with him to change the view. "Please, I take no offense to the question or the reference, Princess. The previous chairman did horrible things, I do not deny that. He made ZAFT into a feared dictatorship, and that is the last thing I want the PLANTs and ZAFT to be. That is the reason why I've been working for more than a year to change that standing and view. It is why the updating is taking place right now. I want ZAFT to protect the PLANTs effectively and its citizens much as the Federation does." Gilbert paused for a moment, considering the idea of showing Cagalli the Minerva as proof ZAFT was changing. "Perhaps it would be better if I were to show you an example of the change ZAFT is going through. Of course, that is if you're interested, for it requires a bit of a walk."

Cagalli was surprised by the offer Chairman Durandal gave to her about showing an example of ZAFT change. She hadn't expected any show of what she asked of Durandal. Most leaders outside of the Federation didn't want to show off military stuff unless specifically asked and details of what they wanted to see. At least, that was Cagalli's experience though she hadn't directly dealt with such a thing. However, if Durandal were willing to provide some proof ZAFT was doing as he stated, Cagalli wouldn't refuse. Maybe the man could explain the reasons ZAFT was doing what they were with, showing her the results rather than using words. So, Cagalli replied that she would be willing to see what Durandal had to show her. The group left the admin building, got into vehicles, and began heading toward the military section of the colony. The trip didn't last long, and when they arrived, Cagalli saw they were around mobile suit hangars. Suits were moving around, doing tasks, and soldiers directed them where to put the things they carried.

Gilbert planned to show the princess the Gundams and explain what intent they had been built for. Gundams had become more of a symbol than the fighting capability, mostly due to the reputation they had gained in the war. Gilbert appreciated that the Gundams' stories made them a symbol of hope to most. Granted, they were destructive machines, but that didn't have to be the case. Gilbert had come to understand symbols had great power over people's hearts and could move the masses. The Federation had proven symbols like their principles could unite people. That gave way to bringing possibilities that would otherwise be nigh impossible. If there could be cooperation between the Federation and ZAFT, so much could be accomplished, and the Alliance would be able to do nothing about it.

As the group was walking toward the Minerva, which would be the first stop, Gilbert continued where he had left off. "You're a woman of courage, Princess," he stated, "There is no reason to deny that with the proof that there is." Gilbert turned and smiled at Cagalli, "You have gone out to a battlefield personally in a mobile suit, no less. You've seen how horrible battle really is in the last war. You know how easy death can come to people. How some see human life with so little value, they have people throw it away for little to nothing."

Cagalli had seen what Durandal was talking about and referring to. The Alliance-PLANT War had made the value of human life sink low to the Alliance and, later on ZAFT. Seeing how quickly some were to take lives and kill people had been saddening. She had to admit that when she'd left Orb, she couldn't see the full truth. Her father had been right, and she'd been needed in space to help turn the tides. And she had been able to learn the real reasons that the Federation fought as they had for its people and the human race. So, she couldn't disagree with what the chairman was saying. Durandal kept going, "You take the stage of politics after the war. And you did so in a way that I wouldn't doubt that your father, Lord Uzumi Athha is proud of. I applaud your dedication to the people you love, it is one of the most amazing ways to show care. You like the other leaders of the Federation, stay true to your beliefs and values, even when it costs you greatly. Such qualities are to be admired, I feel, and emulated by others to achieve peace. So, I would ask, how should we act given the current state of the world and the colonies, for you have undoubtedly felt the strain and tension that has built up."

Cagalli hadn't missed tension building outside the public eye. With her new access to the Federation's Information Network, she had seen the hints of the Alliance causing trouble. The Federation's military had been doing what they could to curtail the Alliance. But tension shouldn't be a justification to buildup military forces when treaties stated shouldn't be done. Cagalli assumed the Alliance was breaking points of the Junius Seven Treaty, but just because one faction did that shouldn't give permission for the others to. "I know there is tension going around," Cagalli replied. "But that shouldn't mean any should give up on peace and prepare for a war that hasn't happened."

Gilbert applauded the admittance of truth, but one still sticking to their principles. He would expect no less from a representative of the Federation. He wouldn't doubt that the Federation's military was putting forth the effort to curtail the Alliance's activities. ZAFT intel had said as much from the reports the National Defense Committee had given him. But he also suspected the Federation was doing much as ZAFT was and preparing for coming conflict. The Alliance was drawing lines that would lead to conflict in the near future. As much as Gilbert wanted to avoid another war, he knew realistically it wasn't going to happen with the Alliance as it had become. The Alliance had been taken control by radicals again, as it had been in the last war. Blue Cosmos had returned even when it had been ripped down after the war. Gilbert felt others were controlling the Alliance from the shadows, but there wasn't solid evidence to say who it was. "I appreciate that you admit the tension exists," Gilbert remarked. "And I agree it shouldn't mean we give up on peace. However, if you have been listening to the Federation's intelligence, you would know the Alliance is working toward conflict."

Cagalli's head fell, "I'm well aware the Alliance is causing problems for everyone. But there are efforts to stop that and prevent conflicts from growing." Cagalli paused, "We in the Federation will protect and maintain our ideals and principles, standing united together. That I promise without any doubts." Gilbert smiled at hearing a variation of the Federation's standing and principles. He nodded, gaining a slight smile, "You will not attack another nation unless all other options have been tried and exhausted. Yet, you will not allow others to invade any member nations. But you will not intervene in the conflict of others unless it affects the Federation and humanity as a whole." Gilbert stopped for a moment, "That is the famous ideal of neutrality that the Human Federation holds to, is it not?"

Cagalli blinked at the response as she hadn't expected it. He had spelled out the standing of the Federation and had been since its creation. Its neutrality had been what kept its citizens safe from the Alliance-PLANT War and the conflicts that led to it. If one heeded conflict and jumped into it, that led to more conflict. It was the nature of war, conflict after conflict, one led to another, and the cycle didn't end with peace following the mentality. It was why Cagalli agreed so much with the Federation's policies and principles. They didn't push for conflict, rather, they defended and didn't provoke or dare others into fighting. Yet, the chairman should be aware of the Federation's standing and what it would do to protect its own. So, it had her wondering what Durandal was getting at and where he was going with his line of questioning. Thus, Cagalli nodded slowly, "Yes, that is correct."

Gilbert wanted to make it clear the PLANTs, and ZAFT were on the same page as the Federation. They wanted peace for everyone, both on Earth and in space. Their goals were in the same direction, so there was no reason to be suspicious of one another. Thus, Gilbert swept an arm in a gesture of agreement and respect, "Then we from the PLANTs and ZAFT are in harmony with the Federation. The noble cause you work for is what we strive for as well." Gilbert's smile faded as the truth of the matter came to mind. The Alliance as it was, didn't want peace, they wanted to control humanity and make Naturals dominate and the ones in charge of all. "If it were possible to obtain such without fighting and power, then it would truly be a perfect ideal world." Gilbert gazed at Cagalli, "However, we both know that we live in an imperfect world, so such isn't possible. Radicals make a need for power to defend what is important and dear. After all, is that not the reason the Federation's military maintains its forces and that they are active even today?"

Gilbert noted his group was halfway to the Minerva, so there was more time to discuss things. Gilbert believed he could convince the princess, and then she could do the same with the Federation leaders. If he could get them onboard early on, the coming conflict would be easier to deal with in the long run. "Still, if I may ask a question, what are you and other leaders of the Federation afraid of," he inquired. It had been clear to Gilbert the Alliance was hard at work bringing about conflict. They were setting themselves up to be ready to make a hard first strike and potentially have an advantage over the other two factions. And Gilbert seriously doubted the Federation was unaware of the Alliance's efforts. If anything, ZAFT intel had said the Alliance was attempting to convince the Federation's member nations to side with them. Gilbert didn't expect that to have any success, the Federation wouldn't yield to others under force. "Perhaps you're receiving pressure from the Earth Alliance," Gilbert asked. "Or maybe they're accusing the Federation of providing assistance to the PLANTs and ZAFT? It is my understanding that relations between the Alliance and the Federation are not the best. In fact, from ZAFT intel, it was almost to the point it was during the Alliance-PLANT War."

Cagalli had been hearing the relations with the Alliance had been going downhill. Her uncle Homura had mentioned that to her more in passing than as a chance for her to ask for details. But from what Kisaka had told her, the Alliance had been pushing for the Federation to "join them." Supposedly, it was for some world protection group that she'd not heard the full details of. She didn't believe the Alliance wanted to protect the world in the same way the Federation was dedicated to doing. "Relations with the Alliance have been going downhill by what I understand," Cagalli returned.

Gilbert figured that as the Alliance saw the Federation as a threat. The Federation had proved it was a force to be reckoned with in the Alliance-PLANT War. It lent credence to the rumors that the Alliance was claiming the Federation had been helping ZAFT recently. It wasn't true, even if Gilbert would have no issue with cooperation with the Federation. Gilbert had been ensuring the media around the PLANTs had been putting out the truth, not the Alliance propaganda. "Then the Alliance has been claiming the Federation has been working with ZAFT, there is no evidence of that, of course, but that wouldn't stop the Alliance," Gilbert iterated. "I would imagine it is their attempt to say the Junius Seven Treaty has been invalidated. It is likely their way to justify anything they are called out on that violates the treaty."

What the chairman said about the Alliance could be true and likely was. The Alliance would be looking for an excuse to justify their efforts. But to accuse the Federation of working with the Federation was a stretch. And Cagalli felt the chairman was using the actions of the Alliance to say there was a need to have military power. She didn't disagree that military strength was necessary to protect people from those who would attack them. The Alliance-PLANT War had proven the fact, and Cagalli couldn't deny that truth anymore. "Power to defend is good," Cagalli started hesitantly, "protecting people living peacefully. But too much strength will only invite conflict that could lead to another war."

Gilbert knew that too much power was an issue, and he wouldn't disagree with the principle. Power in excess was unhealthy and often led to abuse of said power. History showed evidence of the bad behavior of abuse of power, and it often started with having more power than needed for the needs of the people. The leaders of the Alliance were just the most recent example of the abuse of power. The Alliance-PLANT War had taken a toll on humanity; another would do the same, if not worse. However, not having enough power to protect had its issue, just as abuse of power did. So, he gained a thoughtful expression, "While I agree with the sentiment too much power is a problem, it tends to lead to abuse of power. Yet, I would still say there will always be conflict as long as humans have selfish desires, so strength is necessary."

And that's where I'll leave off for this Phase. I hope you readers can understand, the additions I've been doing have lengthened the story to the point I have to separate original phases into multiple phases to not be horribly long. I say that as the two original phases that cover Armory One and Phantom Pain's activities run for a couple of Phases now. Anyway, let me get to the highlights and point I wish to get to for this Phase.

Alright, I know the first section of this Phase can be kind of boring as it is a recap of what ZAFT has been through since the war. However, I wanted to give a bit of background for this before getting into where Destiny starts. Durandal as the Chairman of the Supreme Council has been busy and has been improving ZAFT's position. I wanted to portray how big a political figure the man is to setup some of the reason the Alliance wants him dead. The other thing about Durandal I wanted to make clear is he's noticed how powerful the Federation is and some of the reason as to why. Not only does he want to have something like that with the PLANTs and ZAFT, but he prefers to have them as allies to work with. That plays a part going forward in different ways, which I'll point out when they come up. The other major thing I want to point out with the recap is Treize has left ZAFT with his "retirement." I'll leave it at that for the moment as I don't want to spoil things to come.

As for Armory One, that is a separate matter which is different than canon. So, as stated, the Federation control the colony cluster at Lagrange 4. That may be argued by the Alliance, but it isn't done much openly as they have little to argue. Thus, there are Federation patrols going about the cluster keeping an eye on it for the Alliance and even ZAFT going where they aren't supposed to. ZAFT's PLANT colony is an exception since it is at the eastern edge of the cluster. ZAFT is well-aware they are not to go further into the cluster than the area around Armory One. And with Durandal at its head, they stick to the agreement and don't go further into the colony cluster. As a concession between the two, the Federation can ask and inspect incoming ZAFT ships, but are not to touch the materials they carry unless they are deemed extremely dangerous. Of course, from the Phase we knew the true purpose of the colony is military development. The Minerva and the Gundams should've made that clear to all of you.

Moving onto the new and changed characters, for those new to the story, Aila Lakeen is a character I added along with others that will come. Not to say I dislike those that are in canon when it comes to Destiny, but as an author, I feel the crew can be improved. Aila is based on Aila Jyrkiainen from Gundam Build Fighters for those who have asked. You can go to the Gundam wikia to get an image should you wish by putting in that name. And yes, I chose to assign her to the Impulse over Shinn for a reason. She does take on the leadership role on the field and I will show that later on. Aila is also friends with Captain Gladys which I will get more into over time.

Next, I feel it best I talk about Shinn since he isn't as he is in canon. For those that have watched the anime, you know Shinn can be an anger-driven idiot/jerk. You can say it in what way you want, but Shinn in canon has lots of rage and that defines him. I think he could be better than to be driven by rage and anger, disagree with me as you like. I would note two major differences that change Shinn for the better. The first is how the Alliance's attack on Orb went down, with the Federation helping Orb repel the Alliance. The display of the Federation's dedication to its citizens inspire Shinn to be better than he could've been. And the second difference comes from the Federation repelling the Alliance from Orb, which is Shinn's family survives. In canon, Shinn is constantly reminded of the lost of his family and it sours him badly, but with his family alive that isn't so. There is more of an explanation to come in a later Phase, but that is the general change with Shinn.

I want to move on to explaining somewhat the points I've made about ZAFT's new Gundams which includes a fifth unit which canon doesn't have. In canon, it is stated that the Gundams were developed to work with the restrictions from the Treaty of Junius Seven, and that is true to an extent. However, there is more to the point in my story which do not have to do with the treaty. The Gundam series was designed to be able to attempt to match the Federation. The Federation has its technological advantage as it did in the war, so ZAFT is trying development that could change that for them. In the Gundam's case, they are trying to mimic the Federation's transformation capabilities their mobile suits have. And with all but the Impulse having an alternative form, it would make sense. I will go more into this in later Phases, but I wanted to introduce this.

Now that ZAFT's side had been laid out, I want to switch to Cagalli's group in this Phase. Athrun is with her as he is in Destiny canon. Yet, I added yet another character which I like which is Quatre Winters. As Gundam fans would guess, he is based on Gundam Wing's Quatre Raberba Winner, so look him up for appearances. He is a soldiers, don't mistake that with his calm and nice behavior. He is a member of the Federation's military and I'll go into details about that later on. He is the other bodyguard along with Athrun.

Moving onto the last "scene" in which Cagalli is meeting with Durandal, there is some things I want to point out. Cagalli is seen as an upcoming member of Federation political leaders, I want to state that specifically. Thus, she he seeing Durandal to question what ZAFT is doing with their apparent buildup of their forces. The Treaty of Junius Seven does set out the equation for the size of military forces per faction/organization. And evidence points to ZAFT having more force than they are supposed to currently. When questions were raised by the Federation, Durandal made arrangements to discuss the point, which leads to the meeting Cagalli is going to. Durandal does "wave off" the question when put to him with claiming ZAFT is upgrading forces and would decommission the unneeded forces when that is done. The answer is believable, but still makes one wonder if there isn't more to the story.

In conclusion, the next Phase will have more action for those that like that than Phases like this one where it is subject matter. I will not be posting specs for the new Gundam in this Phase as it will be described in the next one more.
