Jefferson Peralez, the recently elected Mayor of Night City knew his situation was tenuous. With Arasaka abandoning basically all of their American ambitions, it effectively left this 'Enclave' as the de facto rulers of Night City. It more or less placed Mayor Peralez between a rock and a hard place as he had no clue what the Enclave's plans for him were and with Arasaka gone the NUSA could restart the Unification War. Even though Peralez is part of the Federalist Party, he never made his stance on unification clear. Only that he vaguely supported the NUSA. But now he's stuck between two rival American governments who both might want his head on a pike. He however ordered the NCPD to not fire upon any Enclave personnel and if one of their representatives wanted to talk to him, then they were to be let on through. The door to his office opened and in came who Peralez knew to be V. This made him relax a bit.
"V, it's good to see you, I have been sitting here waiting to see what this Enclave has planned for me." Mayor Peralez says to her.
"That is actually why I am here, I serve as one of their operatives and since I am a familiar face, the President decided to send me to deliver his message. Also I go by Asuna now." She says with a air of a person who's pretending to be nice. Not because they don't want to be, but because their disposition makes them find it not as easy to do so.
"Well, I am glad it is you then. What is the message?"
"Officially recognize the Enclave as being in charge and you will be able to retain your mayorship."
"That's it?"
"That's it."
"Is there any way you could get me a face to face meeting with the President? There is a lot to discuss about the current situation."
"That should be easy to arrange. Especially since the President is on his way as we speak."
"He is? Really?"
"Yes, while the Rig has served us well so far, there is a lot of security concerns and the President feels he will be more secure on the mainland now that we have a foothold."
"If I may consider myself in the same boat as the Enclave, we do lack a navy to protect our coast."
"This is why we need to move our main base of operations to the mainland as we can't depend on our Virdibirds to protect our supply lines."
They both then just wait in silence for awhile until the President to arrive. Asuna cleans her Rapier while Mayor Peralez just kinda sits there. The NCPD security that brought the Mayor his lunch trying to avoid Asuna. Eventually the President arrives.
"You must be Mayor Jefferson Peralez." The President says.
"President Dick Richardson." He replies as they shake each other's hands before sitting down.
"I can assume by you still being alive that you agreed to our terms Mr. Mayor?" The President asks.
"Yes but that's not why I wanted to talk to you Mr. President. There is a lot of details regarding the future of Night City that needs to be hammered out. I can't do my job unless I know what the overall plan is."
"Ah, yes, the long term plan. Before we can deal with the 'Free States' or even the 'NUSA' we must consolidate and reorganize Night City. Over the next few months Enclave forces will go around clearing out gangs in ways the NCPD never could. The NCPD will also be purged of all corrupt elements and retrained even if it ends up being cut to 1/3 its current size. Of course by the time the city has been reorganized you won't need as large of a police presence at least for a little while. We also have plans to disburse the population more and break up the city into multiple cities."
"How will you do that? It's basically desert out there and we lack the resources to expand the City's footprint."
"We have a device known as the Garden of Eden Creation Kit of G.E.C.K of short. It can turn the most inhospitable speck of dirt into the ideal place to live. It was created to be used after a Nuclear Apocalypse to help repopulate the wasteland. I am pretty sure that it will be perfect for what we need. And you will be the one to introduce it to the public."
"Why me?"
"You will see."
