• Silver Age:
It has been 70 years since the Justice Society disbanded.
An organization called SHIELD was founded during that time, by all the islands of Midgard, after the world war. They agreed that SHIELD would not only act as defenders of the planet, against superpowered and alien threats, but also enforce global laws, and act as a planetary intelligence agency on behalf of the President of Midgard. Aposition created, along with a council of senators, to represent each island nation around the world.
Although the islands largely maintain their independence, they do abide by agreed upon laws the Senate creates, and the judgment of the President of Midgard.
SHIELD is used as a global police force, to enforce those laws as well as an intelligence agency, for the President of Midgard.
Most of the Golden age heroes are old and retired.
Since then Fury has recruited new agents. Clint Barton, a circus performer who's stage name is "Hawkeye". Fury is impressed by what he sees as the young man not only catches an arrow well in flight but fires it back not a moment later and shoots a bullseye. Six other archers shoot arrows at him, not seconds apart from each other and he catches them. Continuously firing them back at the same target at the exact same point each time. Shooting straight through his own arrows over and over again, while piercing each arrow in half. All the while doing flips and jumping between tight ropes.
After recruiting him Fury sends him off to kill a lethal Assassin, called the Black Widow. Clint finds her and defeats her, but instead of killing her he spares her life, and recruits her for SHIELD. They become Fury's top agents.
One of SHIELD's scientists, Bruce Banner, was exposed to high levels of Gamma radiation, while working on a super soldier serum. He tested his theory on himself and now, whenever he gets too angry he becomes a monster, which the papers call the Hulk. SHIELD psychiatrist believe the Hulk is a physical manifestation, of an alternate personality, created through childhood abuse. SHIELD finally tracks Banner down, and brings him in.
SHIELD finds what they believe to be Captain America's corpse, preserved in a glacier, and bring him back to their base, to unfreeze him for a proper burial (after planning to take a few tissue samples to create more super soldiers). They discover he is still alive and have to reintegrate him to the world, giving him a job as one of their elite agents.
Fury wants to build a division of Super heroes for SHIELD. First he brings in Thor who has been wondering the world and displaying some impressive powers well 'adventuring'. Then he gets Tony Stark, the Iron Man. He also gets 'The War Machine' on loan from New York Island's army as well. He gets Batman (a vampire in this universe) who brings his ward Robin (the kid isn't a vampire yet). And the various other heroes of this Age.
