Brief History:
Despite interrogations and tortures in Impel Down, Rhya has not revealed how old he and his fellow elves are or anything about his history though it is known that he is older than his Captain, Patry, and that Patry is old enough to have heard of the near genocide of the Elves just prior to the end of the Void Century from first hand survivors two generations above him so the prevailing theory is that he is at least 300 years old. Regardless, it is known that as an elf, Rhya was born in the elf enclave in the Clover Kingdom in the first half of the Grand Line and clearly formed a close bond with Patry and Vetto while there.
It is due to this bond that the trio joined the elf plot to eradicate all the humans on Clover in revenge for the human genocide of the elves and spent decades, if not centuries, preparing for it which included acquiring the powerful Devil Fruits that all three ate. In Rhya's case that was the Copy-Copy Fruit, a Paramecia type rated in the top 1% of all Paramecia Devil Fruits because of its ability to allow the consumer to permanently copy the Devil Fruit powers of any other Paramecia and Logia type user that he or she touches though the touch has to be skin to skin.
There are limits of course, mainly that the user can only use one power at a time and the more he changes the more tired he gets, along with the fact that he can't copy Zoan powers. However, other than that it's a strong Devil Fruit once the copied powers are mastered.
It is unknown how many powers Rhya has copied but it is known that he has copied at least 2 Logia powers in Void and Gel along with several strong Paramecia powers like his Captain's Light-Light power and a crewmate's Wraith-Wraith power. When this is compounded with Rhya's powerful and unique form of Observation Haki that allows him to act as a sentient lie detector it's no wonder his bounty reached 101 million before it was frozen.
Said freeze was because Patry became one of the 11 Warlords around 3 years ago during his time as the Captain of the Elf Pirates, a crew as savage as the White Fang or the emerging New Fish-Man Pirates that was known for their atrocities committed against humans they deemed to be racist and willingness to engage in the slave trade, providing said slaves were human. It was this reputation, along with a desire to look progressive for adding an elf to the Warlords, that led to Patry's appointment and the forgiveness of his crimes. In hindsight this was a terrible idea.
That is because Patry used it to amass more power before returning to Clover where he connected with a human ally and out the final stages of his genocide into action. In that end he appeared to kill the King of Clover, Novachrono Julius, though that turned out to be false, and almost killed the entire human population before he and his subordinates were stopped.
Officially it was the Navy that stopped him but that is just a cover as Patry was actually beaten by the Captain of the Black Bull Pirates, Yami Sukehiro, twice in fact. The second time came with the aid of the swordsman of the Black Bulls, Black Devil Asta, and resulted in Patry's arrest and the revocation of his title.
As for Rhya, he too was defeated by Asta shortly before the final battle when he tried to stop him in large part due to Asta's Anti-Anti powers being the one Paramecia type that Rhya couldn't copy as the ability to nullify other Devil Fruit powers is apparently superior to the ability to copy them. After Patry's defeat Rhya was found, along with the other known senior commander Vetto, unconscious and already chained in sea prism stone manacles to be handed over to the Navy.
Naturally, Rhya's immunity was stripped like the rest of the crew's was in the wake of Patry's actions and he was sent to Impel Down. After some torture and interrogations that led nowhere, Rhya was assigned to Level 5 due to his bounty while Patry and his human ally were sent to Level 6. It is hoped that Rhya never gets out as between his powers and tricky mind he could be a problem but alas the actions of Straw Hat Luffy's attack to free Fire Fist Ace had consequences that no one expected, consequences facilitated by Rhya.
