Brief History:
Born into a noble family of the Clover Kingdom in the first half of the Grand Line, Finral was the eldest child of the Head of House Vaude and originally the heir. However, his mother died shortly after he was born and his father remarried shortly afterwards and went on to have a second son, Langris making him Finral's half-brother and a challenge to Finral for the heirship.
In order to boost the family's status, Finral's father arranged a marriage with a daughter of House Calmreich, Lady Finnes Calmreich, which is a House of a higher status within Clover's nobility and thus was a major boost to House Vaude's status. However, the deal of the arrangement was that it would be the heir to House Vaude who married Lady Calmreich and with Langris's birth Finral was not the guaranteed heir.
This would lead to a competition between the brothers that didn't last long as by the time they were in their mid-teens it had become clear that Langris was the better choice and as such he was declared heir at the age of 14 and given the family's treasured Devil Fruit to signify his status. This officially confirmed his engagement to Lady Calmreich.
However, had Lady Calmreich had a choice in the matter she'd have chosen Finral as she saw his kindness and compassion true nobility and thus, to her, made him better than Langris who held traditional noble attitudes. Alas this was not to be the case as her own father disregarded her opinion in favor of Lord Vaude's decision to name Langris his out.
Despite not choosing him, and out of pity, Finral's father gave him the Gate-Gate Fruit but the act effectively banished him from the family. This was something that Finral took in stride and changed his surname to that of his late mother's family.
Finral would go on to became a failed womanizer squandering his life away. This all changed when he had a fateful encounter with Yami Sukehiro in the Capitol of the Clover Kingdom during Yami's time in Clover and Yami took a liking to Finral as he saw Finral's potential when others didn't.
This occurred due to Yami seeing Finral use his Gate-Gate powers and realized that with a power like that that Finral either had, or had the potential to have, strong navigational skills and Yami was in need of a navigator for his crew following his recruitment of a vice-captain and shipwright. Finral accepted the offer because Yami showed faith in him and it was a chance to leave Clover and see the world, and the women of it, which Finral desperately needed. With that Yami had his starting crew and they set sail but with the intention of one day returning to Clover.
That day came following a few years sailing in the Grand Line, East Blue, and North Blue in that order before the now expanded crew returned to the Grand Line and Clover shortly before Patry and the Elf Pirates enacted their planned revenge genocide against the humans there. It would be during this incident, and in large part thanks to the influence of Asta, that Finral finally mastered his own fighting style and aided Asta and Vanessa in the defeat of Vetto the Despair as well as helping save his family and Lady Calmreich shortly before Patry's second and final defeat at the combined hands of Yami and Asta.
In the wake of the incident and in the confusion of Patry losing his Warlord status and being sent to Impel Down with many of his crewmembers, Finral made a bold claim to Lady Calmreich that he'd show her that he was worthy of her hand and he'd win her from Langris when he returned. His skills, growth, and world experience significantly helped his claim and her clear favor for him played a major factor in Langris opting to set sail for the South Blue to grow as well and ensure that he beat Finral. Of course his reasons were to be the next head of House Vaude but it had inspired a needed change in Langris.
This, however, would be after Finral's second departure from Clover in the wake of the incident so he didn't know about it. What he did know about because it came on the heels of the incident was the official publication of his first bounty of 29 million berries that was part of the sweeping bounties that made the whole Black Bull crew wanted. His epithet came from his attempt to flirt with the woman getting his picture for the bounty poster though as a wanted pirate he's now got more game with women though he now remains committed and loyal to Lady Calmreich.
While the bounty is low by the standards of his crew, it is still a bounty in the first half of the Grand Line and part of a whole crew bounty so Finral has potential as a pirate. That said, he is nowhere near Super Rookie level as the Black Bulls head into the New World.
