Brief History:

While little is known about where he was born or what he did during his formative years, it is known that at a young age, younger than normal by all accounts, Bulat was taking in by the Navy. Like many he started as a choir boy before working his way up the ranks as he proved himself. It helped that he was a natural soldier who quickly learned how to use Armament Haki by the time he was 15. Additionally, he was gifted with spear and staff-like weapons as well as with a sword to the point that he could switch between both weapons without an issue.

It was due to this proficiency that he earned the right to eat one of the combat orientated Devil Fruits that the Navy had in their possession; the Armor-Armor Fruit. Bulat willingly ate this Devil Fruit and with its power his skills grew exponentially and he was quickly recruited by then Rear Admiral Liver to serve in a special unit of his as Liver's right hand man.

It was in this unit that Bulat all but singlehandedly put down a rebellion in a nation that was sparked by the Revolutionary Army during with he killed over 100 men by himself in a single engagement earning his epithet and a promotion to Commodore while Liver was promoted to Vice Admiral. It was all looking like Bulat would have a great, successful, and decorated Navy career ahead of him that would culminate in him reaching the rank of Vice Admiral, it was deemed that he was too soldiery to reach a higher rank, until the scandal with Vice Admiral Liver occurred.

What happened there is still up for debate, especially because in the wake of it Liver was reinstated to the Navy and his old rank a year later despite his conviction for corruption and taking bribes thanks to the patronage of Admiral Shirokami. She had seen promise in Liver and wanted him to head her personal special forces unit, an offer he accepted and has since been unwaveringly loyal to the Admiral and an exemplary marine.

Regardless, the incident turned Bulat from a promising Navy man into a traitor and he began plotting his defected the day after Liver's conviction and as he left before Liver was reinstated he is currently unaware of the fact that Liver's name has been cleared. How Bulat went from the incident to Vice Admiral Najenda's side and defected with her is still unknown but he did and along with Captain Lubbock the three defected stealing valuable documents, weapons, and Najenda's battleship before fleeing.

Months later he'd emerge as a member of the newly formed Night Pirates, a crew of vicious assassins hellbent on killing marines, officers, and World Government officials both for money and personal reasons as far as the Navy can gather. Between that affiliation and his defection, Bulat was awarded a 43 million berry bounty that would then be raised to 93 by the time the Night Pirates reached Sabaody though it is unclear as to why it didn't exceed 100 million.

Whatever the reason, Bulat was confirmed to be present in the Employment Office at the time of Straw Hat Luffy's assault though as he was not a Super Rookie at the time he is not a member of the Worst Generation. That said he is still considered highly dangerous and one of the 10 worst traitors in the history of the Navy.
