Brief History:
While little is known about Magna's family, birth, or his upbringing on Rayaka in the remote northern regions of the North Blue, a fair bit is known about his actions on a neighboring and slightly more populous island called Saussy. That is because during his teenage years Magna would constantly try to take over the island by invading it on a prototype aquatic motorbike of his own creation called 'Crazy Cyclone.' However, despite his repeated attempts to conquer the island for as of yet unknown reasons he always failed due to the island's chief, Seihi, being too strong for him.
Despite this it would seem that Seihi didn't report Magna to the authorities or even encourage him to stop his actions. Rather, Seihi encouraged Magna to find someone to learn under who could properly train Magna's raw talents and determination while also enabling him to see the world where he could grow and get stronger.
That's just what Magna would do when he ran into Yami Sukehiro, the Captain of the Black Bull Pirates, when Yami was docked in Rayaka one day. How or why Yami recruited Magna remains unclear as the Navy has made little effort to dig into Magna's past compared to other members of his crew but he did and from there he would sail the North Blue as a member of the Black Bull Pirates.
It was while in the North Blue that the last of the current Black Bulls were recruited and an incident occurred on Saussy that cost Seihi his life. What that incident was has remained classified but it's believed to have been an attempt by wannabe members of the Elf Pirates sent to secure a rare component from the island that would be of use in their eventual attempted genocide. Regardless of what it was, thanks to a bet that Seihi won with Magna and Yami, Yami had dispatched Magna and three crewmates to the island where they foiled the plot but not until after Seihi was murdered.
While the details are not known, it is believed that this was what prompted the Black Bulls to finally leave the North Blue and make their way back into the Grand Line. By then they already had an infamous reputation as pirates who caused utter destruction wherever they went and Yami himself had a 75 million berry bounty when he returned to the Grand Line. This reputation would only intensify through a series of incidents that culminated in the Elf Pirate's attempted genocide of the humans in the Kingdom of Clover.
Officially it was the Navy that stopped genocide and arrested the Elf Pirates after revoking their Captain's Warlord status with one exception but unofficially it is known that the Black Bulls, with the aid of at least two other crews, were the ones who actually saved Clover. Naturally, the Navy can't admit this. Whatever the case, all the Black Bulls without bounties received one as a result of this incident while those with bounties saw them increased.
Due to his level of involvement and the rarity of his chosen weapon, Magna's bounty was set at 56 million berries. Since then it has not changed and as he had it when he reached the Sabaody Archipelago before the Black Bulls entered the New World following the incident involving Straw Hat Luffy he is not considered a Super Rookie. That said, like all the Black Bull, he should be considered dangerous and is wanted dead or alive by the World Government.
