Michael and Waller agreed to meet in a nearby coffee shop. One that knew neither of them, letting them stay relatively undisturbed. The walls were beige but the beige was comforting, like a sort of home welcoming. On these walls were wooden shelves, littered with cups mugs and grains of coffee. The floor was wooden but had neat designs from the different coloured wooden panels. The establishment was small but very cosy. The smell of all the baked goods and hot drinks mixed to make an enticing aroma, greeting the curious nose to this fine place. If it were to be described simply, it most likely would be a winter cabin feeling. The windows were rather small as well, adding to that feeling. Both felt welcomed inside to say the least. It was a shame that the topic at paw was not as pleasant as the place they were in. "So, they're back, what do we do?"

"I hate to admit it but we need help, think you'd be able to get some help, mammals who would be willing to work with the police?"

"I should be able to. Do you think you know officers that would work with us? That seems like the better question. Unless, you don't use the police, we don't need an army, we need a powerful unstoppable taskforce maybe."

"We can't get him on it though."

"No, fuck no. Spectre stays away from this, he's great but also insane, he might compromise us."

"I have a few ideas. What about some ZIA action?"

"The rabbit and fox? What were their names... Jack and Skye?"

"Yeah, they're really good at their work, maybe not the best but they can keep up with that crazed psycho, barely. There's also a undercover agent I heard of recently, but he might have been shot to death recently, Big's place."

"Sha... wait, you referring to a mute? We got him in our place, he barely made it, can't talk for shit but his fists and weapon skills." He gives a chef's kiss. "Masterful." Waller chuckled. "I think he could be a good choice." That was when it hit Waller like a truck. "HE'S A SPY?!"

Michael chuckled a little. "Yeah, I was shocked as well. Found out when we arrested him and had to release him almost instantly."

"How did you arrest him?"

"He was on his own in a crime scene, we told him to surrender and he did. He did, well because he is a spy. Not even a day passed and he was released while we give news stories that he broke out. So although his record is clean, publicly it isn't." Wolford then took a sip of his coffee. "You know anyone?"

"Maybe my boss, he's understanding. He should be easily persuaded to fight those fuckers. Not as easily to work with you lot. If I get him on board, there should be some that follow us in the ranks." Waller bit into his croissant. "Damn, this is great." He ate it a bit more, then got up and ordered a second one, while holding the first one still in his paw. The cashier obliged and took his additional order. With that done, Waller sat back down and was chuffed with the delectable meal he has found. "This place is a local gem. A kind of local secret. Glad we found it."

"You always liked these sorts of things, huh. Anyone else though? What's the point of a few file and rank, if we are outnumbered?" Michael asked, curious to what the response would be.

"Well, there is the ninja, I think his name is Isamu Jiro, probably written the other way but I'm not too big on japawnese culture." Michael raised his brow at that comment, giving off a strong 'ya think' vibe. "What, I'm not a mammal that would care enough to remember."

"Right, you never cared for any culture, not even this one." He pointed to the ground, referring to Zootopia, hard to be a utopian land when it was a hell for some. "I think it would be easy to get the ZIA agents on board first, then we worry about your side." Waller nodded. Wolford pulled out his radio. "Wolford to Clawhauser, do you copy? Go to channel 12."

"Copy. Switching."

Wolford twists the knob on the top of the radio quickly, moving over 12 different channels. "I need a discussion with Bogo ASAP. There is an issue and I need his permission and assistance to continue with this investigation. Copy."

"Understood, he should be available in 10 minutes, is that good enough for you? Would only be for an additional 10 minutes though."

"Plenty of time. Out." Just like that, Wolford switched the knob back to channel one and lowered the volume to it's lowest setting. "I'll get going, see if they will join. But you will come with, need to explain the severity of the situation." Wolford stood up and paid for the entire meal. Waller noticed this and shook his head. "Now's not the time for pointless bickering."

"I guess you're right. But, how many cops know who I am?" Waller asked, looking at his legally clean brother. "I don't want this to be difficult."

"Not many, actually almost none."

"Damn, I'm good." Waller chuckled to himself.

"No time to lose, let's get going, now." Michael retorted, trying to pretend that what he said was not about his criminal ventures. "I'll get the car started."

"Okay, okay, jeez." Wallace groaned while getting up. He smiled and as Wolford left, he gave a decent tip. "Don't tell him." He said with a wink. "See you all, might be back soon." He left with a wave to the cashier, who stood there confused.

He left the building and watched as a nearby bush swayed rhythmically in the wind. It made him smirk delicately and turn to the car. "So, you're driving this sweet baby. Nice, didn't know cops were paid that much."

"I've been promoted a few times, you know that right?"

"Yeah, I've been somewhat paying attention. Although, you know, I'm not supposed to cheer you on." Wolford rolled his eyes as he twisted the ignition to on. "Doesn't mean I don't. You always were determined and headstrong."

The car jerked forward then cruised along the road smoothly, like butter. "Yeah, and I've been keeping tabs on you somewhat. Can't say I'm impressed but, can't say I'm too disappointed. You know, for what it's worth." Waller smiled. "Doesn't mean I am cheering you on, since I worry for you too much." Michael gripped the steering wheel tightly. "I'm just waiting for the day where I see your name on the obituaries."

"That would be you first, not me, considering that you don't use a gun." As he said that, Waller pulled out his pistol. "I'm licenced don't worry."

"Harry, put it away, you're riding with a cop." He smiled and put it away.

Waller shook his head. "Not my name."

"You know our parents wanted to name you Harry but a mistake was made in the birth certificate, also that all of us call you that."

"Heh, what would surprise you is that he called me that as well." Waller groaned to himself.

"Wait, he? You mean Spectre? How did he know? That's, that's unsettling honestly." Wolford stared blankly in front of him as the fur on his neck started to stand up. His breathing started to become more sharp, his paws more tense yet he tried to remain as calm as he could, knowing that the fox knows about him more than he thought was possible. "That ain't right bro."

"Can't change what he knows, but we can prepare to get rid of him, if it is ever needed." Waller took one deep breath then let it go as quickly as it entered. "I'm ready if that ever happens."

"No offence but I don't think you would stand a fighting chance against him."

"Maybe not on my own, but, am I on my own?"

"Ugh, you know I'll be there for you, you're my brother, but you also know I can't just take the law into my own paws. It would depend on the circumstance." Wolford sighed. "But, off the record, I would try to get something down."

"Heh, that's good to hear. I never wanna be caught lacking." Waller scratched his arm, there was a slight itch that he couldn't get rid off but he didn't want to say anything. "I trust ya."

"Right back at you." Wolford stopped his car. "You should get out here, don't want to see you being arrested or by the station." Waller chuckled at that then got out the car. He gave a short but sharp wave then walked off in his own direction.

Wolford turned the corner then drove straight. He was alone, alone for the first time in a while. He was always with someone else, be it his brother, a different cop or his wife. This loneliness unsettled the wolf. "Too quiet." He muttered to himself. "That's not right." He shook his head to dispel all the negative thoughts he had. "Just go in and talk, it will be fine." He looked around cautiously along the streets, seeing nothing but pedestrians and signs. Maybe a little construction but it was there for a few weeks now. He didn't see anything out of the ordinary but still he was slightly perturbed for no apparent reason. The silence in the car deafened him. "I need the radio on." He spun a few of the knobs hoping it would do something. Unfortunately all that happened was that static started to play, harassing the wolf's ears. He groaned loudly, cursing himself mentally for even trying.

After a couple of minutes of trying to stop the static and driving, he left and headed towards the front desk. "Hey Clawhauser, how's life?"

"Oh it's great, but I shouldn't keep you waiting, Chief is waiting for you now."

"That's great, gotta go." Wolford sprints off, not waiting for anything or anyone. He darted up the stairs and slipped past a couple officers, narrowly avoiding a collision. He slowed down tremendously when he was in close proximity and pretended to be completely organised and composed when walking in, hiding the rush he was in.

"I heard you wanted to discuss something with me, but please, I do have a few meetings to attend to after." He declared, hoping to speed up the wolf that requested him.

"Err, of course sir, I, err, I wanted to request the ability to speak to members of the ZIA that were present here currently."

"That is a large request, even for me, could I ask why?" Bogo asked. "From where I am standing, I see no reason to actually accept this request, especially given the stunt you pulled last week."

"Sir, I already explained, the situation provided an anonymous tip." Wolford justified.

"I already know that, but taking a civilian with you? Especially one that is injured?" He paused for a second and stared at the wolf that stood before him. "I was supposed to take your badge but I explained that you had a good reason for doing what you did, taking a florist to an active criminal hideout."

"With all due respect sir, I was oddly requested to take her, she trained to be a police officer and has been the sole reason for my survival." He relayed for the nth time.

Bogo shook his head in disappointment. "You know we can't do anything like that."

"Sir, there was no choice, besides, what I've learnt there is the reason I asked for this." He paused for a second. "A shadow of my past, a regret, has returned to haunt me." Bogo raised an eyebrow. "They refer to themselves as "The Hunters" and although mostly canids, they are scarily efficient. They border between mercenaries and a crime syndicate and the ZPD as a collective cannot stop the force that they are." He paused for a second to compose himself. "I wish to request their help, please, don't do it for me. Do it for the safety of every civilian in the city, let alone the country." He stopped, desperation filled his eyes, yet he just stood there motionless and still.

Bogo reviewed a couple files that was in front of him. "These are all you. They detail your actions, your decisions, your outcomes. These are the reason you still remained and kept your rank. A flawless record spanning over a decade now, zero kills and a lot of fair arrests plus as an added bonus many public and private statements about you. Fortune smiles upon you. You're a good officer, we need more mammals like you." He sighed once. "I'll request to meet them." He responded semi-defeatedly. Then he stood up. "Don't disappoint me again." He stared deeply at the wolf. "Dismissed."

Wolford nodded and tried to contain his joy by hiding his smile. The moment he left, he smiled giddily like a little kit getting ice cream. "Yes, yes, yes." He headed downstairs with his head held high. He bumped into Nick, who was currently wearing a grey suit and blue tie.

"Someone's in a damn good mood." Nick chuckled.

"Of course, my request was granted, I'll be able to fix an old issue now. Well, I'll get the help I want or maybe even need." Wolford grinned.

"You got this Mikey." He placed a paw on the wolf's arm, mainly due to his size. "I believe in you." Inside, the fox started to crumble, he was reminded of his recent loss. "Good luck." Then the fox walked off.

"You too, I trust ya to win the next case." The two of them nodded and Nick headed off to where he had to go.

7 minutes earlier.

Waller watched the car drive off then walked back to where he had to. Back to his office. It wasn't too far away, or far at all, now that they were set up in the savannah instead of the desert. "Lucky we're set up so damn close, but it is a risky choice to do so." He slightly laughs to himself. He started walking down a small alley, knowing it was a good shortcut that would prevent him being followed, mainly since it was quite a labyrinth. He passed through the narrow walkway, avoiding all forms of contact with anyone that could be present in this situation. Bleak and dirty brick walls surrounded him, yet they were comforting to the isolated wolf, like a snug blanket.

He exited the alleyway maze and embraced the sunlight once again. He quickly surveyed the area then turned towards where he had to go to do what he planned. He walked to an old fire station location. "From the old police to the old fire." He mutters to himself. "Both public services that hate us." He then moaned, getting one of the grunts to check up on him.

"Boss, you alright?"

Waller raised his head as that got his attention. "Huh? What's going on?"

"Sir, are you sure you're okay?"

"Yeah, yeah, never better." He answered partially dismissively. "Go back to your post, I have work to do." He added, getting back into his own mind.

He pushed open the front door. There standing was a fox with grey fur. "Wow, look who finally showed up." Silver shouted across the atrium. "Was wondering if that little stunt got you killed?" He marched towards the embarrassed wolf with someone in tow. Waller noticed more and more who that was.

"From bad to worse." He whispered to himself.

"What? You just noticed I'm here?" Jewel asked smugly, knowing something Waller didn't. She smiled deviously.

Silver finally reached the wolf. "Good thing it didn't, coz I can do this now." He then swung his fist into the wolf's cheek, "dropping" the wolf on the ground. "You were going on patrol, huh?" Waller stayed silent. "Silent now? Do you know how much shit you got us into? Why did you even think it was a good idea to go in alone?"

Waller stood up, showing no sign of injury. He looked at the fox for a second then replied, "How do you know I was alone?"

"Okay, enlighten me. Who was with you?" Silver asked aggressively, showing no remorse. "Give me a reason to just put you down." He then pulled out his pistol and pointed it at Waller.

"Spectre, it was his plan." Waller admitted, feeling ashamed of it slightly as well. "It was his plan." he repeated quieter than before. Silver shook his head then lowered his pistol. "Sir, at least we can prepare for it now."

"Prepare for what?" Jewel asked, not understanding the conversation that was going on.

"The Hunters. They came back, and there's someone financing this escapade into Zootopia."

"Well, you fucking kicked the hornets nest now, haven't you?" Silver responded at his ends wits. "Just know, we will just give you up if needed, we can't win against them."

"Sir, that's why I'm here. I have a plan to get together a strong force that could combat them."

"Yeah, and who would be a part of it?" He asked rhetorically. "Not like we know anyone like that."

"I was thinking of you... two." As he stated the 'two' reluctantly, he stared at Jewel. "Both of you would be valuable assets to the team." He then paused for a couple seconds. "Some ZIA operatives that we know, and some that we didn't know were operatives." The two looked at each other perplexed. "Henry is an undercover op."

"What?! But he is in our... Oh no." Silver then ran off to the medical ward, hoping he could find that damn mute.

"I'll join if the boss joins." Jewel answered curtly.

Waller swallowed some spit then pulled out his paw. "I wanna apologise and hope we can work together better."

Jewel looked at the paw and wondered whether this was a trick or a trap. She contemplated for a couple seconds then grabbed the paw. "This better not be a trick."

"I wouldn't dare." Waller responded without missing a beat. "But anything after this point in time is fair game." He smiled calmly. Jewel shook her head and chuckled back.

"This doesn't mean we're square, you still have your mess to clean up." Waller rolled his eyes in response.

Medical Bay.

Silver slammed the door open, making it crash against the wall, the place where the handle was, was now a hole in the wall. "Explain yourself." He demanded vehemently. He then violently threw a pen and clipboard towards Henry. "NOW!"He then pulled out a pistol and pointed it at the spy Henry recoiled and flinched at the action and the pen hitting his arm.

Dr. Otterton tried to stop Silver and tried to calm him down. "Woah, woah, woah. What's going on? I just mended his wounds, and now they got opened up again."

"Then you're a lousy doctor." He retorted, still angry at the metaphorical mole in front of him. Henry started to scribble things down on a piece of paper. "This oughtta be good." Henry then pawed the piece of paper over. Silver read through it quickly: What is the matter? He blinked twice. "You're kidding right? You got Jack and Skye telling you to write that?" He then turned to the doctor in the room. "You should leave now." Henry's body relaxed, his face lost all emotion. He just stood up and raised an eyebrow. He didn't move or flinch, he just stared down the barrel of the gun.

He picked up the pen and clipboard. "How did you find out?" Silver read aloud. "How'd I find out? Well, when you're someone like me, you have sources, damn good ones as well. I heard through the grapevine." He continued to scribble. "Well, wouldn't you like to know who it was." Henry then lunged forward, pushing the pistol away.

Silver fell backwards then was pinned against the wall; his neck squeezed between the wall and his arm. "So... this is... it, huh?" He smiled weakly.

"WAIT!" A different voice called out, saving the crime boss. "We need your help Henry." Silver dropped to the ground, trying to catch his breath. Henry picked up the gun and pointed it at Silver's forehead. He then turned to the mammal who spoke.

"Waller, what the fuck are you doing now?!" Both foxes stared at the wolf.

He just continued to talk. "There is a group of mammals that have already set up at least one base in this city, we can't beat them alone. We need more than just some criminals, we need the police and the ZIA on this." Henry rolled his eyes then turned back to Silver, gently pulling the trigger slowly. "It's 'The Hunters'" Henry released the trigger and had his eyes wide open. He then turned and charged towards Waller.

Waller sidestepped the attack but then felt a sharp pain in his leg, it was cut. As he checked the wound, he felt two paws grab him by the collar then pin him against the wall instead. "Just ask my brother." He declared hopelessly, praying that it would work.

"You have a brother?" Silver asked curiously. "Why did you never tell anyone?"

"Two reasons, I'm a criminal and he's a cop. Doesn't look good for you." Both of the foxes nodded at that. "And two, we held a very loose connection, especially after our altercation with the hunters, well, our first one at least. The second one got us back together you could say." Henry sighed and let go.

Silver stood up with a groan. "You're sure about this though, right?"

"He always pulled through, and he's a clean cop."

"Wait a second, you're brother is Lieutenant Wolford? Mr. Flawless record is your brother?" Silver started to laugh more. "This shit just gets better and better." He then stopped laughing. "You think you can count on him?"

Waller nodded. "He's very by the books but even he wants them gone by any means necessary. It was his idea after all." He then paused for a couple seconds, clutching his leg where there was a cut. "I hope we have a chance."

A/N: Well, here we are, finally wrote another chapter. I know that it seems like I was gone for a while but like I said in the other chapter I wrote, a lot of shit hit the fan.

I don't have much to say generally but I do want to thank you all who read through this story.

Anyways, ah, the Wolfords are now working together, let's see if this lasts and then how good this collaboration will be. Who will be part of the team and will they be capable of stopping The Hunters.
