"The fate of dusty little town rested on the shoulders of its new sheriff and his new deputies," Muriel said reading a story to Shaggy, Scooby and Courage.
Shaggy, Scooby and Courage were in the living room sitting on the couch with Courage on Shaggy's lap, Muriel was in her chair reading them a book while Eustace was in his chair looking over the monthly bills.
"Twelve bucks for electricity!? Robbery!" Eustace shouted in anger catching his family's attention.
Turning to him, Shaggy, Scooby and Courage saw that he was ready to tear the bills to pieces. The three just rolled their eyes as the bills could only be one cent in cost yet he would still complain that they were robbing him blind. Courage let out a yawn, as he, Shaggy and Scooby turned back to Muriel as she continued to read the story.
"The new lawmen had no idea how much trouble would come with their shiny new badges, for an ill wind was blowing in from the west that day," Muriel continued.
"They ain't getting my money, robbery, that's what this is. I'm taking my money to me grave, I ain't getting swindled," Eustace shouted getting the trio's attention again along with Muriel's.
He then stood up before making his way over to the furnace where he opened it before tossing the bills into the fire.
Like, that's gonna solve his problems. Shaggy thought, as he shook his head at his uncle.
Shaggy, Scooby and Courage looked at each for a moment before Courage let out another yawn as he, Shaggy and Scooby turned back to Muriel who went back to reading the book.
"And Dusty Little Town was about to learn all about fear and courage," Muriel read.
But as she said this, Courage let out another yawn, he couldn't fight his exhaustion any longer and fell asleep.
Shaggy, Scooby and Courage were riding into town on their horses, which for some reason were just sticks with little blocks of wood shaped to look like the heads of horses. Shaggy and Scooby were singing a country song together. Courage had his ears covered.
"Like, singing is making me hungry," Shaggy said.
"Everything makes you hungry, Shaggy," Courage chuckled.
"Reah! Reverything," Scooby agreed, as let out a giggle.
Looking around, the trio saw that the town was set up like any other town the three been through. There was a bank, market, saloon and mayor's office along with some others houses. Courage tried to blow a bubble with the gum he constantly chews., but like usual, it blew up in his face, leaving it covered entirely in green gum.
Courage managed to pulled off all the gum that was stuck to his face.
"Found one!" Shaggy took a snack out of his bag.
"Rone!?" Scooby complained.
"Rock, Paper, Scissors," Shaggy challenged his Great Dane.
"One... Two... Three-" Shaggy counted.
Scooby ate the snack from Shaggy's hand.
"That's not how Rock Paper Scissors works and you know it!" Shaggy scolded.
"Scooby-Dooby-Doo!" Scooby laughed.
Courage giggled to Scooby's antics, even after all this time, Scooby could sneak away Shaggy's snack without him noticing.
But their attention was drawn when the three heard the sounds of footsteps, looking up, they saw three people heading towards them. One was a giant pig while the others were humans, one of the humans was an old looking man while the other looked like a person who would throw you under the bus when he gets the chance.
"Welcome strangers, seeing as how you three are the newest citizens of this here city, and you three shown great bravery by... um... by... What they do Floyd?" the man in the suit asked the old man who seemed nervous about something.
"Showed up," Floyd answered.
"Oh, yeah, seeing as how you three showed great bravery by showing up, I hereby name you little dog sheriff of Dusty Little Town, and for you two, both his deputies," the man said as he gave Shaggy, Scooby and Courage a metal gold star.
Courage opened his eyes in amazement, were they're really now the new sheriff and deputies of this town? "Um, thanks," he said, not knowing what else to say.
"Wow, getting to a town and become deputies all in one day huh Scoob?" Shaggy asked, unable to hide his surprise.
Scooby's voice raised gleefully, "Reah."
"I know this is kind of sudden, but I can tell your three prime sheriffin' and deputy material," the man said trying his best to act like there was nothing to worry about.
"Us?/Rus?" Shaggy, Scooby and Courage blurted out in unison.
"Yep, wouldn't you say so Swiney?" the man asked turning to the pig-man next to him.
"Yep," Swiney answered.
"See, grade, 'A' lawmen. That's the three of you. Loved by the grateful people of this town, and fear by your enemies," the man in the suit told the cowardly trio.
"Enemies?/Renemies?" Shaggy, Scooby and Courage echoed in unison whining a little. What did the man mean?
"Not that you have any enemies. They don't have any enemies, do they Floyd?" the man asked.
"Nope," Floyd answered with a shake of his head.
"Well, good luck, I mean, good to have you three," the man said before leaving.
And as they left, they didn't even bother to try and hide their snickering. Courage felt as a knife had pierced into his heart.
What did they mean by enemies? Courage thought desperately, as fear and uncertainty flooded into his mind.
"Like, why do I get the feeling they set us up fellas?" Shaggy's eyes rolled wildly.
"Reah," Scooby wailed.
Courage chewed his gum, to calm his nerves, only to blow up in his face again. He give a timid smile for his friends' sake, trying to lift off the unsettling tension. "Least we got a badge."
"Like, how about we get something to eat dudes?" Shaggy suggested to the dogs.
"Rood idea Raggy," Scooby agreed, as he licked his lips with delight.
Courage nodded in agreement his mouth watering with anticipation, it had been many hours since he had eaten.
Turning, Shaggy, Scooby and Courage rode their horses to the other side of the town where the saloon was, getting there, the three got off their horses and tied them up nearby. Once they were tied up, the trio went over to the swinging doors, however, instead of just pushing them open, Courage decided to kick them open.
He took a step forward and was about to enter but was sent flying back when the doors swung back and sent him flying away.
"Rourage, are you okay?" Scooby gasped.
"Yeah, I'm fine Scooby," Courage muttered rolling his eyes while rubbing the spot on his back where a horse kicked him.
And conveniently left the horse shoe on him, quickly grabbing it, Scooby pulled it off him before tossing it out the saloon, where a cow picked it up and mooed happily.
As Shaggy, Scooby and Courage made their way to the bar, all the patrons of the saloon started whispering about them.
"Uh-uh, it's the new sheriffs and new deputies," one man said.
"They're goners," another one replied.
"They sure are," another one agreed.
"Trouble's coming cowboys," another one warned.
"Better call the undertaker," a different one mocked.
"Another set of sheriff and deputies bite the dust," the last one finished with a smirk.
Their entire conversation situation frightened Courage, as a chill ran up and down his spine. He looked at Shaggy and Scooby their eyes were wild with terror. The three gulped and made their way up to the bar.
"Let me have three root beers for my new friends here, they'll be needing it," a giant mouse said as he placed some money on the counter.
"Three root beers coming right up," a lady working behind the bar said.
"Thanks/Rhanks," Shaggy, Scooby and Courage smiled as the three friends sat on each bar stool.
"You little dog are the twenty second sheriff here and you two, are the first deputies in Dusty Little Town," the mouse began before drinking his own root beer in one gulp before letting out a big burp. "This year."
"What do you mean by this year?" Courage asked hoarsely.
"They've all well, DISAPPEARED," the mouse explained.
"Di-Di-Di-Disappeared?/Ri-Ri-Ri-Risappeared?" Shaggy, Scooby and Courage stammered in unison, terrified.
"Because of the rumors," the giant mouse answered.
"Wh-Wh-Wh-What kind of rumors?" Courage stammered, his curiosity piqued, yet his mind was telling the cowardly pink beagle that it was not going to be good.
"The rumors that the WHIP is coming back," the mouse answered.
And once he said this, the room became so quiet that you could hear a pin drop. Looking around, Shaggy, Scooby and Courage saw that all the other patrons froze in fear before fleeing out the door.
"But neither of you believe in rumors?" the mouse asked.
"No/Ro," Shaggy, Scooby and Courage said defensively, while shaking their heads. Courage was hiding his distress and he could see Shaggy and Scooby were both shaking with fear.
"Well, see ya," the mouse guy said while tipping his hat before fleeing for Albany.
Shaggy's eyes stretched wide with horror, "Like, what did we sign up for?"
"RI don't know Raggy, but it can't be good," Scooby whined, the fur rising along his spine.
"Yeah," Courage agreed, his gut churning with fear.
"Three root beers," the other lady behind the counter said as she turned around and handed the trio their drinks, revealing to them a sweet looking lady.
Shaggy, Scooby and Courage Courage sighed in relief after finishing their root beers in one go, Courage felt the grainy sugar coated his tongue. The three clang their glasses together. Only for Courage to let out a burp as well right after, and he give out a nervous chuckle, feeling hot under his fur.
"Like, good one little pink dude," Shaggy said with a chuckle, patting the little pink beagle's back.
"Hi cowboys, my name is Minnie," the lady introduced herself.
"Well like, I'm Shaggy, and these are my best pals, Scooby and Courage," Shaggy introduced himself.
Courage realized with a happy jolt that 'best pals' included HIM.
"Aye, you three are brave ones, you are. Coming into town like this, ready to serve and protect," Minnie said.
"Rut, we just got our badges, by just showing up," Scooby protested, to the old lady.
"Neither of you really have nothing to worry about, the whip is gone, to the big round up in the sky, buried up on boot hill," Minnie continued as she started to clean the counter. "His partners and him, they pulled a bank job, the the partners double crossed him, set him up, whip's been gone a year now, a year today."
Shaggy looked relieved "Like, that's a relief huh dudes?"
"Reah," Scooby agreed, with relief.
"Thank goodness for that," Courage smiled, with a heavy sigh as he swept his eyebrow.
"This is him, and his last words were..." Minnie picked up while showing the three a photo of the Whip.
'I'll be back in a year at sundown to get my money from those who swindled me, and ain't no lawmen going to stop me,' the photo of the Whip declared, despite being a photo.
Shaggy, Scooby and Courage screamed before fainting and falling to the floor.
"What's the matter? You look like you seen a ghost?" Minnie asked the cowardly trio, Shaggy's hair was spiking, and Scooby and Courage's fur were standing up on end as if the three really did see a ghost.
A few minutes later, Courage was playing the piano, while Muriel, Shaggy and Scooby were all dancing to the music. Minnie started laughing as she began to dance. Courage continued to play like this and have a grand all time for the next few hours.
"Groovy, huh Scoob?" Shaggy asked, the cowardly Great Dane.
"Reah, really groovy," Scooby agreed, with his best friend.
But their fun was interrupted when the sounds of violent whipping greeted Courage's ears, a loud voice cackled. The fur on Courage's back stood on end.
"What's that sound?" Shaggy asked, casting his gaze towards the door.
Scooby whimpered, of the violent whipping.
"It's coming from outside," Courage yelped, pointing with a trembling finger.
The group walked out of the saloon, looking around, they saw nothing that seemed strange. That is, until the group saw Swiney from earlier crawling towards them, but what really caught their attention was the fact that his clothes were torn as if he was whipped, not to mention, someone or something made a 'w' on the front of his clothes.
"Get out of town! While you still can! Now! Now! Now!" Swiney shouted towards them.
"What happened?" Courage asked him.
But all they got was a panicked expression from him, as if trying to remember what happened to him was dreadful.
"UGH! GET OUT OF TOWN WHILE YOU STILL CAN! NOW! NOW!" Swiney shouted before crawling out of town towards the sunset.
"Rho did this to him?" Scooby blurted out, not containing a whimper of horror.
As soon as Scooby asked this, more whipping sounds were heard.
"Like, I think is someone who making the whipping sounds," Shaggy responded, his voice rose in distress.
Another horrifying laughter sounded nearby.
"And he's really bad news," Courage whimpered, with a terrified voice.
Worried and concerned, the group, ran to the side of the saloon and saw Floyd hanging upside down and in a similar condition to Swiney.
"Oh, my," Minnie gasped.
"Zoinks," Shaggy's voice was tense.
Scooby's eyes were stretched wide with horror, "Rikes," he whined.
Courage felt sick, "Yipe."
Minnie, Shaggy, Scooby and Courage unhooked him before setting him down on the ground.
"Who did this to you?" Minnie asked.
"Ohh... The... Wh..." Floyd struggled to get out.
"The walrus?" Shaggy guessed.
"The wh..." Floyd tried saying again but couldn't as he was shaking too much.
"Rhe whale?" Scooby guessed next.
"Wh..." Floyd tried again but they could barely understand him as he was shaking so much due to him being scared from whatever attacked him.
"The wintergreen mint," Minnie said smiling thinking she figured it out.
Drawing surprise looks from Shaggy, Scooby and Courage, "What?/Rhat?"
"The wh... THE WHIP!" Floyd shouted getting Courage's attention, and making the group cover their ears from how loud he shouted. "THE WHIP! RUN FOR YOUR LIVES!"
"THE WHIP?!/RHE WHIP?!" Shaggy, Scooby and Courage screamed in fear with unison.
Hearing some whipping sounds, Minnie said, "It's sounds like it's coming from the mayor's office."
Shaggy wailed in terror, as he got on his horse, "Like, that's our cue to leave!"
"Reah! Ret's leave!" Scooby yelped, as he also got on his horse.
"Agreed!" Courage whimpered out, as he too got on his horse.
"Surely your not leaving me alone?" Minnie said, to the frightened trio.
"No/Ro," Shaggy, Scooby and Courage reassured her a bit shakily, clearly intimidated by the whipping sounds.
"I mean, you ain't scared?" Minnie asked.
"No/Ro," Shaggy, Scooby and Courage responded worriedly.
Seeing that they were coming from the mayor's office, the group looked through the window and saw the mayor on his knees conversing with some stranger in dark clothing that had green skin and a whip. It was obvious that this was the guy who traumatized the others. Courage back away horrified, his eyes wide.
"I swear it wasn't me," the mayor tried to lie. "It was the barber and the butcher, it was their idea."
"It's him, it's the whip," Minnie gasped in horror. "He's come back!"
Courage grimaced and his body shook with fear, "Oh-no," he whimpered.
"Let's get outta here before he sees us!" Shaggy yelped.
"Reah! Ret's scram!" Scooby added, with a frightened expression.
The three tried to gallop away, but Minnie stop the cowardly trio.
"We've got to help that man," Minnie said sternly.
"Like, I was afraid you're gonna say that," Shaggy groaned hastily.
"Re too," Scooby agreed, his eyes wide and scared.
"I know, I'm not going to like this," Courage muttered, scared about facing the whip.
The trio got off his horses and came back to the window where they continued to watch the confrontation where the Whip just used his whip to take off part of the mayor's mustache.
"You're a lowdown double-stealing no-good crook of a crook," the whip said bitterly as he raised his whip and struck the mayor again. "YOU SET ME UP! ADMIT IT!"
"Okay, okay I admit," The mayor said now mustachless.
Shaggy looked scared, he was breathing heavily, as he got on his horse, "Well, that's our cue to leave.".
"Reah, good luck Rinnie," Scooby gasped, as he also got on his horse again in fear.
"Yeah, see ya," Courage added nervously, as he too got on his horse again out of fear.
"But you boys can't run away, your the brave sheriff and you two are the deputies," Minnie pointed out.
Shaggy, Scooby and Courage all whimpered, but Courage knew that Minnie was right, how could they leave Minnie here alone facing that monster? Of course he couldn't, there was no choice. The group turned back to watch the confrontation between the mayor and the Whip.
"I DON'T KNOW WHERE THE LOOT IS!" the mayor, who is now bald, shouted.
The Whip grunted before whipping the mayor again, this time causing his clothes to fall off and leave him in his pajamas.
"I DON'T KNOW!" the mayor tried again, but it was clear that he was lying.
And the Whip knew this as well as he used his whip this time to steal the mayor's teeth, the Whip laughed as he held the mayor's chattering teeth.
"Okay, okay, it's in the safe behind the picture, the picture of-" The maybe gave in while pointing to the picture of Minnie that was behind him.
"Why that's Minnie! Minnie's my girl!" the Whip exclaimed before biting the handle of his whip in frustration.
"You wink at a guy and right away he thinks you belong to him," Minnie explained.
"Wow, talk about love at first sight gone wrong," Shaggy stated, gazing at the whip from the window.
"Reah," Scooby agreed.
"No kidding," Courage added, with a nod.
"WHAT ARE YOU DOING WITH A PICTURE OF ME MINNIE ON YOUR WALL!?" the Whip demanded.
"Oh, that's who that is, the picture just came with the wallet I brought, the mayor answered, though it was a bit hard to understand him as he had no teeth.
"No good girls stealing double crosser," the Whip said before using his whip to knock the painting off the wall revealing the safe, he then opened the safe and retrieved the money that was in there with his whip.
Pocketing the money, the Whip then decided to leave his mark by leaving his signature whipped marked on the mayors clothing.
"Come on guys, this is our chance to scram," Shaggy told everyone.
Unfortunately, Courage was chewing some gum and blew a bubble with it, which popped so loudly that it caught the attention of the Whip.
"What's that?" the Whip asked turning to see the group.
Courage's heart almost stopped, as he realized what a mistake he just made. Oh-No! No! No! No! No! No! he panicked.
Shaggy and Scooby glared at the cowardly pink beagle, as their eyes glazed with anger, "Courage!/Rourage!"
"Oops," Courage give a nervous smile to his friends, shrinking looking miserably into Shaggy and Scooby's angry gazes.
Minnie, Shaggy, Scooby and Courage give out terrified screams, of realizing they all been caught.
"Now one of those lawmen is stealing my girl!" the Whip said enraged at what he thought was going on. "STUPID LAWMEN!" he shouted before whipping at the trio.
Shaggy, Scooby and Courage laughed sheepishly as the Whip destroyed Shaggy's clothes, except his underwear, and left Scooby and Courage without fur. Embarrassed and red faced, the three friends left the area to around the mayor's office. Once they were sure no one was watching them, Courage grabbed a bag out from under hit hat, taking it, Shaggy pulled out some of his spare clothes and emergency fur for Scooby and Courage.
"Better/Retter," Shaggy, Scooby and Courage said in unison once they were done.
But as soon as the three said that, they all heard Minnie and scream in terror. "HELP! SHERIFF! DEPUTIES!" she screamed in terror.
"What do we do? What do we do?" Courage frowned apprehensively.
"Rait, I got an idea, come on!" Scooby exclaimed, getting his friends attention, and the three ran off to follow the Great Dane.
"Rello Whip," Scooby said as the Whip approached the Great Dane, and Shaggy.
"What do you both want?" the Whip demanded.
"Like, just to give you this," Shaggy answered while handing him a telegram.
"Huh?" the Whip said confused as he opened the telegram and read what it said. "Put Minnie down or else. Or else what?"
"Here you go," Courage offered, as he came up to Shaggy and Scooby on a scooter with a wrapped box.
Scooby gave it to the Whip, confused, he put Minnie down to examine the box and picked up, using his distraction, Courage put Minnie, Shaggy and Scooby on the scooter.
"It's not me birthday," the Whip said confused as he opened the box, reaching in, he pulled out a large folded piece of paper. Unfolding it, he saw that it was a target sign. Frustrated it, he dropped it to the floor before stepping on it, which was exactly what Shaggy, Scooby and Courage wanted.
Looking up, the group saw a jet fly over the Whip before dropping a piano on him.
"Uh-oh," the Whip uttered, before being crushed by the piano.
"Worked better than expected," Courage smiled with a laugh.
"Like, thanks for the help," Shaggy said as he handed him twenty dollars.
A large number of people rushing towards the group. Reaching them, they picked all of them up and began to carry the group through the town.
"Aw, sheriff, and deputies, I knew you three wouldn't let us down, you three taught me the meaning of courage," Minnie said smiling, but as she said this, her voice started to repeat and echo a bit.
"Courage, Courage, Courage," Muriel gently said as she shook her dog awake.
Courage blinked and opened his eyes, "Huh?" he asked, yawning. He still in Muriel's lap curled up, while Muriel was reading a book to Shaggy and Scooby. Courage had been dreaming.
"You nod it off before I could read the ending," Muriel answered.
"Yeah, little pink dude, you almost sleep through the story," Shaggy said with a grin.
"Reah, you missed a great story Ruriel's been telling us," Scooby said, wagging his tail excitedly.
"Sorry guys, I must of doze off," Courage said with a yawn, as he stretched out a bit.
"And the Sheriff and his two deputies and Minnie rode off into the sunset. Happily, ever after," Muriel said while closing the book. "And that's the end of the story."
"Like, wow Aunt Muriel, that was an awesome story," Shaggy said.
"Reah, thanks for reading it to us," Scooby welcomed.
"I'm glad you enjoy it dears," Muriel said, happily.
"NOT YET!" a voice called out as a whip sounded right next to the family, looking to their side, the family saw that Eustace was different. "The story just starting," he whistled, and his horse arrived and he then ride on his horse out of the house.
Shaggy, Scooby and Courage all screamed in terror at this.
"Well, he we go again pardner," Courage answered before putting on a cowboy hat.
"Reah," Scooby said as he also put on a cowboy hat before getting up and following The Whip. "Scooby-Dooby-Doo!"

Evil Weevil Summary: Eustace accidentally hits a human-sized boll weevil named Jeeves with his truck, and Muriel invites him to spend the night. Unfortunately, Jeeves soon begins sucking Eustace and Muriel's lives away, and wants to do the same thing to Shaggy.
