Miss Donna Strange was being told a bunch of information about that wonderful trip her family took to a place called Latverion…
Bucky Barnes was kinda listening to the conversation, but ultimately it didn't interest him.
It was their first night back in his old apartment in Brooklyn, and the man would rather focus on that. Donna's older brother called her, so naturally, everything was put on hold.
Stephen Strange clearly led the pack, and Bucky was good with it. He was cool with Stephen, Victor, and the parentals..
Anyway, Donna's tone changed dramatically, and she had an extremely bothered look on her face. It seemed like she was listening to some juicy gossip, so the somber brunette leaned a little more in her direction.
Bucky's chair creaked a bit as he leaned back to hear more. Donna looked directly at "James" and the listening continued…

"I can't friggen believe this. Is he alive… or what…"

Huh? Wait. Who died? Bucky could hear Stephen's sassy voice over the phone, but he couldn't really make out what was being said.
The not-so-winter soldier recalled the fact that Steve and Tony attended the Latverion fiesta, but he didn't think Donna was talking about them.

Nah, her bothered behavior made Bucky think twice on that, and his mind started swimming around the notion of it being related to Ezekiel Stane.
Donna wasn't a fan of being constantly called in for something "Surveillant Council" related, and she always had this look when something annoyed her.

"He's just a dirt pile on a table. That's… horrifying."

Hmm. Bucky studied her change in tone. Some serious shit obviously went down, and now Donna's voice started sounding a little more sincere. That's the voice Bucky was used to, unless he did something stupid… like nonchalantly flirt with Steve's Bambi-eyed lover.
Bucky rolled his eyes at his own thought, then he tried to scoot in a little closer to his future wife. He wanted to know what was happening, and he alllllmmmmooosssttt pulled out his phone and called Steve.
Steve would tell him in a heartbeat. I mean, who's just a dirt pile on a table? That was big news for sure. Donna was patiently listening to something once again.
Was she on a conference call? Or was a Surveillant Council meeting happening while she was on the phone?
Bucky just processed what he could, and he started touching the bottom half of Donna's pretty skirt. It was mainly emerald green with some kind of watercolor flowers on it…
The bride-to-be glanced down at "Bucky's" hands, and she gave him a small smile. The news she heard was horrid, and Ezekiel's future seemed very unclear…

Donna was being asked to vote on something, and yes, a Surveillant Council meeting was happening over the phone.
It was more of a conversation with her brother at first, but now she was being asked to vote on something relating to Ezekiel Stane…

"I vote no, until Tony has more information. I think seeing a dirt pile will just traumatize him more…so, that's my vote."

Ezekiel was already acting out as it was, and seeing Wade Wilson in that state was just… too much.
They finally located Ezekiel after he returned to Earth, through surveillance cameras around Wade's house, but everyone kept things quiet and they chose to monitor him from a distance.
They were debating whether or not they should tell him about Wade's current state, but Tony didn't know enough about his progress to properly explain his condition.

Tony voted no, as well as Donna Strange, Charles Xavier, and Nick Fury. Only Steve Rogers voted for Ezekiel to know that Wade Wilson was alive, but the blonde was out voted by 4 to 1.
Donna eventually hung up the phone, and they all agreed to re-vote as soon as Wade's body made a significant change.
Monitoring Ezekiel was their top priority, and that was something Xavier said he feared for the most.
He said that he lost access to Ezekiel's mind, and the mutant wasn't sure how that was possible. Everyone's access to him was cut off, denied, compromised, and hella restricted…
The only eyes they had on him came from S.H.I.E.L.D. surveillance footage outside Wade's home, remember, but Ezekiel could shut that down in a snap…
So, it was time for the Surveillant Council to lay low and hope for the best. Donna explained all of that to her soon-to-be husband, and Bucky Barnes just took it all in…
