New Family Ch. 01
Billionaire entrepreneur, Bruce Wayne is being shown through to the office of the local Child Adoption Agency.
"Again, Mr. Wayne. Thank you for your donation," the woman leading him says.
Bruce smiles. "It's no big deal. Every child deserves a home. Not all are as fortunate as I was."
"This is an outrage!" the shouting of a woman's voice is heard from one of the nearby offices. To be precise, the head office.
"I'm sorry, Ms. Isley," a man's voice sternly says. "But I cannot and will not comply with your demands."
Bruce's detective instincts kicks in. He recognizes the woman's voice as one of his alter ego's former nemesis'. He stops at the office door at an angle where he can see everyone inside, but no one inside can see him.
Within the office is a man who he is familiar with as the head of the agency, Mr. Foster. Along with him are two familiar women that he knows from his Rogues Gallery. The redhaired Pamela Isley or better known as Poison Ivy, and a currently bleached blonde Harleen Quinzel who has shorten her name to Harley Quinn. Both women have added an extensive amount of makeup to make their skin complexion to look more natural.
Even though the duo has been redeemed to the eyes of the public, as Batman, Bruce has been keeping tabs on them. So far, they have been on their best behavior. The most noise they caused was a lawsuit.
Ivy slams her hands on the desk. "That's Quinzel-Isley to you! Mrs. Quinzel-Isley!" she glares at the man. "And you have no right to deny us. We fought tooth and nail in court for this!"
Harley places a hand on her wife's shoulder. "Ivy! It's alright."
"It's not alright!" the redhead snaps at the blonde. "You wanted this! Remember? You told me that you always wanted to be a mom. To show everyone that you're more than some clown."
"And you want to prove that you can be caring to more than just plants," Harley sadly smiles at her. "We will find a way," she then turns to glare at Mr. Foster. "A legal way."
The man huffs. "Who would possibly find two villains to be suitable parents?"
This is when Bruce Wayne decides to make his appearance. "It sounds like the courts have," he walks into the office.
Mr. Foster claps his hands together. "Ah, Mr. Wayne!" the man brightens at the sight of the billionaire. "I was just ending this meeting."
"Hey, Bruce Wayne!" Harley waves at him as if they were old friends. In her mind, they probably were. "Experiencing an empty nest syndrome so you decide to get another kid? You know, it's common for those who were once an orphan to experience such thing in adulthood. Especially ones with the need to help children in a similar state they were in. More so if they had already adopted kids before. You should probably see a therapist."
"Harley!?" Ivy scolds in a whisper.
"Not me, of course. I have bad experience given my first and only patient."
Mr. Foster clears his throat. "Mr. Wayne here is our biggest supporter. He comes here annually to donate for our cause."
"That's right," Mr. Wayne smiles at the man. "Though. What's this about you denying these ladies a child?"
The man gestures to the women. "Ms. Isley…" he is stopped by the addressed woman clearing her throat. "Mrs. Quinzel-Isley here, both actually have questionable records, and we cannot allow them guardianship of any child," he glares at them only to get a glare in return.
"We've been over this countless of times!" Ivy shouts. "We filed for our right for this, and we won! This shouldn't even be an argument."
Bruce Wayne nods. "I know. I followed your case the best I could. It has always interested me when not one but two of Gotham's most infamous rogues are on the path to redeem themselves. Though, I heard a rumor that Batman himself voiced in your favor."
Harley shakes her head. "Bats? No way! I doubt that guy would have anything nice to say about anyone," she then starts thinking. "Well, except for Wonder Woman, and Selina, and that assassin chick, and—"
Ivy snaps at her partner. "Harley!" the redhead then turns to the entrepreneur. "I am so sorry, Mr. Wayne. I do my best, but I have no control over her."
"It's all right Miss… Excuse me. Mrs. Quinzel-Isley. Being redeemed does not mean she can't be enthusiastic," Bruce smiles at her before turning to Harley. "Though, it wouldn't hurt to be a little less blunt. What if Batman was listening to you right now?"
Harley just gives a sheepish smile to the billionaire.
Mr. Foster then claps. "Now then! You ladies best be on your way. Mr. Wayne and I have some business to attend to."
"Hold that thought, Mr. Foster," Bruce gives the man a stern glare of his own. "I'm not sure I want to support an agency that denies parental rights out of biased views."
"Surely you understand, Mr. Wayne. These are Harley Quinn and Poison Ivy. They can't possibly be suitable for parenthood."
"Oh, really? I read that they even had a Social Worker visit them to make sure they are suitable. Countless times."
Both Harley and Ivy nod at that. "They did," Harley confirmed. "She seemed to have been looking for any reason that we couldn't have a kid. Luckily, she found nothing," the psychiatrist huffs.
"What about the hyenas?" Foster questions.
"Lou and Bud wouldn't harm anyone without reason. Besides, I keep them at the Gotham Zoo. They love it there and the kids love them."
"Killer plants?"
"I no longer experiment on creating monstrous plants," Ivy waves him off. "And any that would be dangerous I keep locked up in my personal greenhouse."
"So, no living plants?"
At this, Ivy's eyes twitch. "Mr. Foster. All plants are alive. Because they are not moving as you or other animals, does not mean they aren't."
Bruce nods before turning back to the head of the Agency. "It seems that the only one against them is you, Mr. Foster."
The man glares before releasing a heavy sigh. He knows that his agency would not be where it is were it not for donations from Bruce Wayne and he has no idea how long it would stay afloat without it. "Fine!" he raises his hand in defeat. "I'll see to it that the Quinzel-Isley's are taken care of."
At this the billionaire nods with a smile. "Pleasure doing business with you, Mr. Foster. I've already handed the check to your assistant," he gestures to the woman in the doorway that was escorting Mr. Wayne to the office.
Bruce Wayne leaves the office along with Ivy and Harley. The latter tackles the man.
Ivy colds, "Harley!"
"Thank you, Mr. Wayne!" the blonde praises. "I thought for sure this was never gonna happen. I don't know how to repay you," the woman breaks away. "I know! We'll name you our kid's Godfather."
A bead of sweat drops from Bruce's forehead. "That won't be necessary, Mrs. Quinzel-Isley."
The redhead has facepalmed at this point. "Yes, yes it is, Mr. Wayne," she sighs. "Once she gets her mind made up, it's better to just indulge her. Less of a headache in the long run."
"Of course, this works out in Selina's favor as well," Harley continues. "Since we're making her the Godmother and she has express interests in getting back with ya."
"Uh…" was all that left the billionaire's mouth as he has no idea how to respond to this.

Mr. Foster watches as Bruce Wayne and the Quinzel-Isley's departer. He addresses his assistant. "Ms. Darrow!"
"Sir?"
"Do you think those two are suitable parents?" he sits at his desk and starts searching through the files on his computer.
"Does it matter what I think, Mr. Foster? They have made a valid point that the court is in their favor."
"The courts are often wrong," he never looked away from the computer. "We need to show that those villains can never be parents. We'll give them a child that they won't be able to maintain. One that has trouble with authority figures, tends to act as a golden child until he starts misbehaving," the man stops as he pulls up a particular file. "We'll give them a kid like this!" he turns the screen to his assistant.
Darrow looks over the file. "But he's not in Gotham? He's not even in the same state?"
"That won't matter," Foster turns the screen back to him to take the required steps. "They want a kid? They'll get the one I give them. I'll have to pull some strings, but this will happen."

"Now approaching Gotham City Airport!" a voice calls over the plane's intercom.
Billy sighs as he is already missing his friends in Fawcett City. "Isn't it weird that I'm getting sent to Gotham to be adopted? Don't we usually stay in the same state at least, Ms. Darrow?"
The woman acting as his Social Worker seems to refuse eye contact. "Is it really that strange?" she redirects the boy's question. "People adopt kids from halfway around the world. What's wrong with another state?"
The boy just shrugs. "Makes sense I guess. I just thought when I got adopted I'd be able to keep my friends."
Darrow sighs. "That's not uncommon. Whether you have friends from the neighborhood of the current foster family or even foster siblings, there's always a chance that friendships would be broken. I've even seen where a kid gave up the chance at getting a forever family for the sake of keeping their friends. Some turned out alright. Others? Well, not all foster families are supportive after a kid turns eighteen."
Billy looks down, understanding what the woman was saying. "So, these people? What are they like?"
"Well?" the woman is unsure how to word this. "I don't have much personal experience with the couple. But one is eccentric. She seems easily excited. Even for small things. The other? She loves plants and from what I know used to be a scientist of sorts."
"They sound interesting," was all the boy said just as their plane finally touched down.
The two walked through the airport lobby and Ms. Darrow immediately starts looking through the crowds. "They're supposed to meet us here," she says.
Billy starts searching as well. Not that be helpful as he has no idea what his potential parents look like. In fact, he's never even seen a picture of them. Which is odd. He knows from when one of his foster siblings got adopted that they were always shown a picture of the parents.
The boy then spots two women. One a red-haired woman showing people a picture asking if they saw whoever is in the picture. The other a blonde woman carrying a large piece of cardboard. Billy knows them. Well, not personally. But his best friend was a geek when it came to superheroes and while the two women he spotted seem normal; he knows without a doubt that they are Poison Ivy and Harley Quinn. Two of Batman's villains.
Harley then catches a glimpse of Billy. She gasps as she gets Ivy's attention who turns to smile at the boy. The blonde then holds up her cardboard to reveal the letters written on it.

At that, what his Social Worker said rushes through his head. Eccentric. Loves plants.
This has to be a joke. Right?
"There they are!" Darrow then starts pushing Billy towards them. As they got close, the boy can tell by the way Harley was shaking, she is struggling to not get overexcited. "Billy," they stop in front of the couple. "These are Harleen and Pamela Quinzel-Isley. Ladies, this here is—" she is cut off as Harley tackle hugs the boy.
"It's so nice to finally meet you, Billy!"
Billy is still unsure how to process this. His new parents might be Harley Quinn and Poison Ivy. How is anyone supposed to take this? Especially him, who is the Champion.
Ivy pulls Harley away from the boy. "Harley! Give the kid breathing room," she scolds her partner before turning to Billy. "I am so sorry about her, Billy. She's just been so anxious to meet you since we were shown your picture."
"Well, uh, I was told that she was easily excited," Billy tells them.
The redhead chuckles. "That's putting it lightly," and glances at the blond who gives them a sheepish smile.
"Well, now that introductions out of the way," Ms. Darrow addresses them. "You have the forms," at this Ivy digs into her purse to pull out an envelope. "Good. Now, those are not the adoption papers. They only give you temporary guardianship. This is a trial to test whether or not you're compatible. Billy," she turns to the boy. "I'll check up on you from time to time. Take care you three," she waves them off.
Billy wanted to protest, but soon finds himself being pulled by the hand in the opposite direction by Harley with the blond saying. "Come on, Billy! Let's go home!"
NOTE: This is yet another of my experimental stories. I came up with this strange idea after reading and Injustice comic where Harley takes Billy out of school for a little chat. I would also like to note that this does not take place in the Injustice timeline. It's just it's own little thing.
